A Mapusa that grew out of Gaunsavaddo
--
BOOK EXTRACT: By Domnic P.F. Fernandes

Mapusa was a small sleepy town in Bardêz that grew
from the settlement by the river known as
Gaunsavaddo, and Angodd, but which is now set
around an altinho (small mount). Mapusa lies about
13 kilometres away from the capital Panjim or
Panaji, and is one of the oldest towns of Goa.

It has been the capital of the old province of Bardêz and is
now the third largest city of Goa. 'The crown of Bardêz',
as it is also known, consists basically of a market place
which forms the hub of North Goa. It is today an important
transit point for those visiting North Goa, and a place for
shopping.

Mapusa has a history of its own. It is said that long before
the Portuguese, and other settlers and rulers invaded Goa,
the town was an agrarian community with a well-established
ganvkari (community farming) system. In the community farming
system, the villagers formed associations, worked on
community land, and shared their produce in a pre-determined
measure every three years.

Places in Mapusa were named according to the trades that
dominated the area, and, consequently, the castes.
Catholicism may not preach casteism but the caste system is
prevalent there, too, even today, long after religious
conversions.

Thus, we have Kansarvaddo, famous for making copper
  utensils, Kenivaddo, for making sweets,
Telangvaddo, for tel or oil, Xettyevaddo for making
jewellery, Mharvaddo (now renamed St. Sebastian
Vaddo) for making bamboo products, Khumbarvaddo for
making pots and other similar places.

The ganvkars (original settlers or sometimes referred to as
freeholders or landlords) of Mapusa are the Gauns, Naiks,
Khalaps, D'Souzas, Coutinhos, De Mellos, Farias, Carrascos,
Braganças (now written Braganzas), Mendonças (now written
Mendonsas), Pintos, Pinhos, Vazes or Palhas and Esteveses.
The last two have almost entirely migrated to Goa Velha and
Merces-Vaddy, respectively.

The general body meeting of the Comunidade brings the
residents into contact with Mapusa ganvkars settled in
Belgaum, Khanapur, Satarda, Bhirondem, and other far-flung
areas of Karnataka and Maharashtra or Goa Velha and Merces in
Goa. Gone are the days when the ganvkars thought of land as
common community inheritance. Today, land means real estate -
that is the only reality!

Mapusa was the most important commercial capital of North Goa
before the Mandovi Bridge was built in the 1970s, where the
weekly Sukraracho bazar (the Friday market) took place.
Market day was, and still is, an important event where goods
were brought in from surrounding places to a central area.

The older part of Mapusa town lies along the base of the
hill. It became popular as a market centre - thanks to the
festivals organised in honour of the god Kanakeshwar Baba
also called Bodgeshwar, worshipped at the Bodgeshwar Temple,
and the ancient tar (jetty) near the present day Church of
St. Jerome, where canoes and sailboats brought merchandise
via the Mapusa River.

During the Portuguese regime, Goa was divided into three
principal regions -- Bardêz, Salcete and Ilhas or Tiswadi.
The name Bardêz is derived from Bará-dês, signifying twelve
dessaídos, or small feudal centres that, after being under
the rule of several indigenous rulers, were united under the
Portuguese State.

Mapusa is also the administrative headquarters of the Bardêz
Taluka (the province gets its name for comprising of 12
villages), one of the Old Conquests of Goa besides Salcete,
including Mormugão, and Ilhas or Tiswadi. It was categorised
as a vila (town) by a decree dated September 14, 1858. By
Order No. 1911 of the Governor General, dated December 29,
1933, the town was designated a cidade (city).

In the absence of public means of transportation, people were
earlier confined to their respective areas of habitation. In
fact, it was difficult, if not impossible, to travel even
from one village to another.

In the middle of the last century, when I was growing up,
most Goans worked and lived for the day. They tilled fields,
cultivated paddy, grew all kinds of cereals and vegetables,
and were quite self-sufficient.

There was no electricity in suburban and rural Goa.
The word 'technology' was unknown to us. In the
1960s, the Africanders (Goans who worked in British

To,
The Editor,
Times of India - Goa Edition.
Panjim-Goa.

Sir,

Subject: GSRP comments on Anna Hazare's views on POLITICS.

Today is the birth anniversary of M.K. Gandhi, in whose footsteps Anna
Hazare projects himself as moving. However, he does a great dis-service to
his Guru, Gandhi, when he says that the path of politics is full of dirt.
[TOI - 2.10.12 Page 10 ]. Gandhi knew very well of this and therefore
took up the shovel to cast this dirt aside and move on. Has Anna Hazare
forgotten this great sacrifice? If Gandhi was alive, and if he had anything
to do with the drafting of the Constitution of the INC, things would be
quite different and Anna Hazare would have no opportunity to say what he is
saying.

This Party has been put on the roads some 12 years ago, and still striving
in the direction to clean up the dirt which has been drowning GOANS, more so
of late, in the understanding that POLITICS NEED NOT BE DIRTY. IT CAN ALSO
BE VERY CLEAN. So said, this understanding has given prominence to the
SHOVEL that will clean the dirt away in it's draft constitution w.r..t. the
Articles 34, 37, 38 and 41. This party is all the way with Arvind Kejriwal
seeking to form a new political party. Our blessing are with him. Hopefully,
he will include the SHOVEL in his new party's draft constitution so that
the party may sit back and relax, without over-burdening themselves at the
Executive level, to see who is doing right and who is doing wrong. When the
SYSTEM which is put in place after much deliberations and foresight, there
is no scope for MANIPULATIONS, and whether the person joining the Party is
clean or dirty does not arise. This is where Anna Hazare is WRONG. This
Party is of the utmost belief that if the intensions of the founders of any
political party are sincere and CLEAN, these must be reflected into the
constitution of the party and it must be made sure that these clean
intension remain over a long long period of time ( in the case of GSRP the
clean intensions are protected vide Art. 41 of its constitution where no
amendments to these Articles are allowed, as these are sealed for life of
the party as not amendable).

Anna Hazare must know that the path to activism is fraught with
mal-intensions, where crucial battles with the political class are withdrawn
for appeasement. It is a well known fact that no NGO, no Activist can resist
the pressures exerted by the powerful political class at all times as every
one has a price, high or low. We say ' at all times' because there are
activists, maybe even Anna Hazare himself, who will not bow down to any kind
of pressures. But there are ample instances when the NGOs or activists have
withdrawn from the court battles at the crucial moments by not being present
in court when the cases are called out, thereby getting cases dismissed for
pecuniary benefits.

Therefore the punch line that this Party wants understood is that Anna
Hazare is WRONG and Arvind Kejriwal is RIGHT.

To illustrate this we shall fall back on the slogan that M K Gandhi has
himself coined.

Quote
BE THE CHANGE THAT YOU WANT TO SEE IN THE WORLD
Unquote
And, BTW, this party is using this slogan on it's printed letter-heads.

Sincerely,
for GOA SU-RAAJ PARTY

BY ABDUL RAUF BEIG | NT
PANAJI: It may sound surprising  but it is true, that no state agency has any
data on migrants coming from other  parts of country to Goa and the number of
those employed in various sectors.
Viewed in the light of the Goa government idea of regulating the number of  the
migrants in the state, information sought from various departments
has  revealed that there was no basic data as foundation to work on the idea.
Basic  data is a must for formulation of any policy and decision-making.
The Navhind  Times sought information under Right to Information Act from the
department of  industries, trade and commerce, the directorate of planning,
statistics and  evaluation and the office of the Chief Secretary/home secretary
about the  population of migrants into the state, their occupation and trades
the migrant  work force was engaged in. All the departments were asked the
same  questions.
Surprisingly, the department of industries, trade and commerce has  in its
response to the RTI application of this paper has replied that it does  not
maintain the data and hence it cannot be made available. The department
has  requested this paper to approach the competent authority under the RTI
Act, but  not specified who was it.
What is more surprising is that there is a policy  of the state government to
ensure 80 per cent employment to the locals in the  industries in the state and
the industries department that has to monitor the  policy does not have any
data of migrants working in the state.
The  department of planning, statistics and evaluation has returned the
original  application stating that subject matter referred in the application
of this  paper did not pertain to the directorate and hence the application was
being  returned. The department has also requested us to approach appropriate
authority  without mentioning which was it.
The response of the office of the Chief  Secretary/Home Secretary is even more
surprising as the public information  officer in the office has transferred the
application to the office of the PIO  in the directorate planning, statistics
and evaluation, which has returned the  same application saying that
information sought by this newspaper did not  pertain to that department.
The PIO in the office of the Chief Secretary has  directed the PIO of the
directorate of planning, statistics and evaluation to  redress the grievances
of the applicant and furnish the requisite details as  desired within the
scheduled time  frame.

One doesn't need Anna Hazare to inform Indians that politics is dirty
and the GSRP's spin on it doesn't help either. Since GSRP has been in
the government's seat it's easy to propose alternatives or ask Goans
to check the party's roadmap. Ana Maria Fernandes has said it that
taverna talk with remain just that -- talk. Talking the talk or
walking the walk or walking the talk are just plain words that
leaders of opposition parties speak but the reality turns out
differently when the same party or a coalition of parties are put into
power by the electorate.

How I wish the GSRP comes to power but wishful thinking is one thing
and reality is another. Why the Goan electorate hasn't fallen for the
ideals and goals that the party was formulated in its grandiose
Roadmap is a mystery. How long can Floriano bang the ghumott? Does its
sound reverbrate across the landscape.

Repeating the oft-quoted Gandhi quote, Be the change is no good.
The quote is the waterdown version of a para in one of his writings.
It's essential to read Gandhi's Collected Works. On this Gandhi

article by Soter that delves on his Hind Swaraj. I have read the
English version of Hind Swaraj (but gave my copy to a young
journalist), Gandhi's teaching vary on different subjects but they are
outdated. What was said before (mostly before) and after India's
independence doesn't ring true today. One thing that's true is the
downgrading of the political process. it's the price of Independence.
With the exception of Floriano and many Goans who seem unhappy at
Goa's own independence, the rest of Goans seem resigned to their
fates. The way is to look forward and not glance backwards. Goa's
Portuguese past has been consigned to the dustbin.

Gandhi's belief in spiritual rejuvenation and sanctity of human life
should be followed but it isn't easy. Political leaders are of a
different class today and since Floriana never had a chance to rule
one can't say for sure what he would do or follow.

Since India's independence we have killed Gandhi many times and on the
occasion of his birth centenary we should pay homage to his noble
souls and his lofty visions for an India free of the dirt that
envelopes politics and the corrupting influence of greed and power. It
would need a long broom to sweep India clean of all the mess and dump
it into the Indian ocean.

To,
The Editor,
Navhind Times.
Panjim-Goa.

Sir,

Re: Your Editorial on Endosulfan Pesticide.

The sole known Pesticide manufacturing company in Goa is SYNGENTA at
Khorlim-Old Goa. When I read the NT editorial on ENDOSULFAN (NT- 2.10.2012)
and it's rampant presence in the vegetables imported from Belgaum into Goa,
my first reaction was to phone a friend who would know about these things
happening in Goa. And I was happy to hear from him that Endosulfan is no
more the product manufactured by Syngenta Goa. Was I happy?

My google search has yielded these results, the links to them are given
herebelow. Starting from the Supreme Court order, this is a nice little
treat. However, I am very much surprised that ICAR Goa is still recommending
ENDOSULFAN as a potent pesticide. How Come Mr. Manohar Parrikar??? Will you
check on this?? Or at least tell your Health Minister to check this out and
stop it???

Incidentally, I am very unhappy that Goa's FDA [Food and Drugs
Administration] does not have any facility to test the pesticide contents in
fresh imported vegetables and have to rely on Pune, Delhi etc. How come none
of the successive Goa governments did not feel the need to have this lab is
beyond my comprehension. At least a CM, a Deputy CM was Goa's illustrious
medicine man in Dr. Wilfred D'Souza. How come dear Doctor, you never thought
of this being in the profession?? And the tax payer's money went into
IFFI, Laadli Laxmi et al and other wasteful expenditures which fetched heavy
commissions to the political class but not a cent into protecting the
tax-payers from these life threatening hazards. Why? Simply because having a
modern lab to test for pesticides or other adulterations in foods and
beverages do not bring in essential VOTES . Other things do. In'it ?

And I happened to leaf through our Party's ROAD MAP FOR GOA since we claim
that this is a document of a lifetime that we have painstakingly prepared,
actually slogged very hard to prepare. I wanted to see if we did touch upon
the topic of FDA and the need for a modern LAB to test for all these poisons
in our daily foods. And I was happy that we did.

And here it is --Chapter V- PUBLIC HEALTH-HYGIENE HEALTHCARE - (2d) FOOD
DRUG ADMINISTRATION

(d) Food Drug Administration:
This Department shall be totally activated to change the outlook of
how fresh meats, fish, vegetables and readymade food stuffs etc. are
stored/sold in the State. The FDA shall, in particular, check on the expiry
dates of food stuffs manufactured locally or imported in order to safeguard
the health of the people and also to discourage unhealthy marketing
practices. FDA shall be empowered to move quickly and efficiently to remove
expired, banned or contaminated items from the market place and dispose off
such materials effectively. The sale of pharmaceuticals as well as narcotic
drugs shall be strictly monitored. Sale and consumption of banned drugs
shall be heavily penalized. Vigilance on food adulteration and adulteration
in bottling of local and foreign made liquors shall be strictly maintained
and violators brought to book with revocation of respective licenses. Well
equipped food and beverages testing laboratory shall be set up in the State.

Hi,

Greetings from Goa Chitra.

Kindly publish the below attached press note on the World Elders day celebrated

To celebrate the World Elders Day, Goa Chitra threw open its doors to

museum, conducted personally by the curator and collector Victor Hugo Gomes.

Thank you for all the support to Goa Chitra.

Warm regards,

Press Release

Goa Chitra
Celebrates World Elders Day With
Senior Citizens of the State.

To celebrate the World Elders Day, Goa Chitra
threw open its doors to senior citizens on October 1, 2012. Visitors from
different
homes for the aged and senior citizens across Goa were invited for a free and
special tour of the museum, conducted personally by the curator and collector
Victor Hugo Gomes. The transport was sponsored by Quadros Suzuki, Margao.

World Elders Day is
celebrated globally on 1st Oct to consider the old people in the
society and create awareness among the public about the care of the senior
citizens.

The event at Goa Chitra received an overwhelming
response as senior citizens, in their wheel chairs and with walking sticks,
roamed the corridors of Goa Chitra, echoing Konkani lexicon along with the
curator and adding their own Portuguese translation. “For me this was an
emotional experience since it was not long ago that I had heard similar stories
from my grandmother,” said Gomes.

Gomes spoke about his journey of building the
museum, and his collection of various items from different corners of the state
for their preservation. He explained every object displayed in the museum,
including the 17 operations involved in farming to storage, and the clay
vessels used for cooking.

For 88-year-old, Berthalina Fernandes, the oldest
visitor to Goa Chitra, the day was an extremely moving experience. With tears
in her eyes, she confessed that “Goa Chitra tour took me back to my childhood
days. It is sad to see that farming implements which were used earlier are on
display today.'' To her it was going down the memory lane when life was simple
and everything had meaning and purpose.

For another senior citizen, Candida Fernandes, it
was an instant connection not only to the implements on display but to the
entire concept of preserving it for the future generations.. “I am happy to be
at Goa Chitra. This place has preserved the ‘Real Goa’. How else would
tomorrow’s youth know about their ancestry?” she remarked.

The 83-years old Bonita D'Souza was all nostalgic
as she revealed that she was from Bardez and had spent most of her years in
Africa. “Coming to Goa Chitra was like visiting the 'Real Goa'. The museum has
got very beautiful and inestimable collection. I believe that every Goan must

For Josephine Mendonca,
her smile was enough to express her awe at the display. “In the past these were

also the younger generation who shall be forever grateful. God bless and thanks

Gomes while blessing Victor said '' Goa Chitra is a beautiful place. I cannot
offer anything to this place besides prayers and good wishes. God bless you all
and keep up the good work.''

The visitors sang some old Konkani songs
recollecting their childhood. The tour ended with an interaction over snacks
and tea, and presenting mementos to the senior guests.

Mr. Victor Gomes
concluded the session stating that Goa Chitra is a tribute to the ancestors and
their way of life and that it is his gift for the future generations.

In the
1960s, the Africanders (Goans who worked in

e-Rs-2/ltr-profit-on-petrol-but-no-relief-yet/articleshow/16647159.cms

MUMBAI: In Pakistan, oil companies slashed petrol prices by Rs 6 a litre
effective Monday. Will their Indian counterparts follow suit? Consumers can
only hope so, even though the fall in global crude prices and the rupee's
rise against the dollar means that state-owned oil marketing companies are
now earning profits on petrol.

Back-of-the-envelope calculations suggest that oil firms have been making
profits of around Rs 2 per litre since September 16, but have so far not
passed on the gain to consumers. The calculations are based on a thumb rule
formula given by IndianOil chairman R S Butola, which says that every time
the Indian currency gains a rupee against the dollar, petrol become cheaper
by 77 paise. Similarly, for every one-dollar fall in crude oil prices,
petrol prices become cheaper by 33 paise.

The average price of the Indian basket of crude oil has fallen by $3.74 to
$109.9 during the fortnight of September 16-30 compared to the price of
$113.64 in the previous fortnight. During this period, the Indian rupee
strengthened against the US dollar by Rs 1.82 to Rs 53.65, compared with Rs
55.47 in the previous fortnight.

is against the law and spirit, without any explanation of such an inordinate

Thus the rumour  is gathering interest and fueling speculations about the
veracity of facts of the expenditure incurred.”

Nelson is right when he says that because there is no clarification, the
rumour has a life of its own.  It could well be Rs 188.0 crores, or Rs 18.80
crores, or Rs 1.88 crores, or even zero.

And when the government does clarify, I trust Narendra Modi is gracious
enough to apologise.

[Goanet] Wendell Rodricks Turns Into Environmental Activist

Wendell Rodricks Turns Into Environmental Activist
NIKHIL AGARWAL
KOLKATA
OCT 02, 2012

Pained to see the fragile ecosystem of the scenic Goa being damaged by
illegal mining, garbage dumping and population explosion, leading fashion
designer Wendell Rodricks has now turned into an environmental activist.

In his recently-released autobiography The Green Room, he describes how
unfortunate circumstances and his unbridled love for his native state of Goa
have gradually made him into a reluctant activist.

Never in my life had I dreamt that I would stand on a truck or a public
garden and deliver fiery speeches to save Goa. But by 2004, I was voicing my
opinions loud and clear in Goa Today and had made many powerful enemies. But
the Goan public showered their support, writes Rodricks.

Rated as one of India's top ten designers, the 52-year-old is famous for
putting the seaside Goa on the world's fashion map with his minimalistic
designs.

In the book released here at the Oxford Bookstore, Rodricks who hails from
the picturesque riverside village of Colvale, few kms away from Panaji, says
he doesn't remember when he began to get involved with environmental issues.

Drugs and prostitution became commonplace and a workforce comprising
immigrant labourers outnumbered the local populace. The village of Colvale
was cut in half by a highway in 2000. As I watched the village of 2000
Colvalkars being inhabited by more than 7000 people, I turned into a
reluctant activist, he writes.

To provide ecological solutions for garbage management, composting,
rainwater harvesting, sewage treatment, clean water management and to
encourage pesticide-free fruits and vegetables, the ace designer even
started a company called Green Goa Works in 2004.

I was furious and frustrated at the sight of Colvale dumping site. What
were the politicians doing? Couldn't they manage the garbage of 1.2 million
people? Were we paying taxes so that these jokers could make fool of us? he
writes.

Protesting against illegal mining, he had last month closed down his fashion
boutique in a hotel co-operated by a mining company.

As a designer he promotes eco-friendly wear and became the first Indian to
present his collection at the world's largest organic fair BIOFACH earlier
this year.

In his stores, he has a special collection of cotton garments, yoga mats and
stoles made using 100 per cent natural dyes sourced from an NGO which works
with tribals at the Goa-Maharashtra-Karnataka border.

I love my land so much that if someone tells me to eat the soil in Colavle
I will. My love for Goa is so strong that I cannot see it destroyed before
my eyes, concludes Rodricks in his book.

[Goanet] Tiatrs tiatrs khuim gele amchem tiatrs

2012-10-02 Thread Ana Maria Fernandes

I am refering to Julius Cardoso' when I pay I must get money worth. He was
talking about the tiatr of Samy Tavares Amchea bhurgeam santo markgata    whIch
I saw in Mapuca and I did not like it. I found the story of this drama and ek
Ghor char vantte a bit similar and comedy the same. The songs were not up to
mark. I have stopped going for tiatrs because I do not find a very good tiatr
to watch. The tiatrists I feel do not practice properly and the script writer
does not take trouble to write his script to the best of his or her ability. I
saw Roseferns two tiatrs. Roseferns was a A grade writer. His previous tiatrs
like arso, Ghantt, and others I do not remember .I found both the tiatrs of
Roseferns not up . His actors are amateurs. His script lack phrases and the
story had no ending .The first one I saw was fuge and the second one was voir
marlolo fator. I saw Padri Mogan podla . I did not find the script too great .
I do not know if I am comparing the tiatrs by Later C Alvares, M Boyer, Remie
colaco, Artidis dias . The tiatrs of these writers were hits because there were
actors like Sabina, Josephine, Conception, Anthony, souza boy, Remie colaco, c
alvares, antonette, Jessie Dias, ophelia, bab Peter. It is high time that tiatr
academy should take up to tiatrs. They should produce their own tiatr. They
should select script writers go through the script,  get one or two directors,
get a comedy script written by comedians themselves like comedian Dominic,
Prince Jacob. The senior tiatrist should help junior tiatrist and bring out a
best tiatr at least four or five in a year. There are so many great writers
like Fr.Planton Faria, Fr.Nevelle Gracias, etc etc who can sit together and get
a nice story or ask tiatr academy to float a tiatr writing competition and
select the best five tiatros in a year and then edit these tiatrs to get the
best stage performance. We have so many good directors like C DSilva, and
others who could be roped in to direct the tiatros then have musicians to write
the music and back ground music, and stage settings and a change type of sound
system. will someone help us to do this ? I wished I was a writer.

[Goanet] Government plans to sell surplus land to ease fiscal crunch

http://timesofindia.indiatimes.com/business/india-business/Government-plans-
to-sell-surplus-land-to-ease-fiscal-crunch/articleshow/16647260.cms

NEW DELHI: The Centre is ready with an ambitious plan to sell surplus
government land to generate cash to ease financial pressures, as suggested
by the Vijay Kelkar committee on fiscal consolidation.

A Cabinet note prepared by the finance ministry within days of the Kelkar
panel submitting its recommendations says that proceeds from the sale or
lease of surplus land, seen as a non-performing asset, would be used only to
repay loans or create capital assets that will generate recurring revenue.
The upfront statement of objective is apparently a counter to any criticism
that the government is selling family silver to feed its populist policy
impulse.

The proposal virtually lays down the policy that outright sale of land is to
be preferred over other modes of earning cash from it - like lease and
licensing. The government says that land leases are a losing proposition
since the rental is out of sync with market value. Also, regaining
possession of land after expiry of lease is a tough act.
