Outcasts In Their Own Land LISA ANN MONTEIRO lisaannmonte...@gmail.com They may be original inhabitants of the State but the tribals in Goa continue to be denied their rightful place in mainstream society. Cyril Fernandes' book *Justice at the Grassroots* which is a tribute to Antonio Francisco Fernandes, a leader of Goa's tribal communities from Quelossim, brings the tribal community out from the shadows. Very little research has been carried out on the ethnic tribes of Goa and this book provides an insight into their history, culture, struggles and plight today. Fernandes finds that no one has put Goa's history into proper perspective and this book, he claims, is his attempt to do so by examining history from their standpoint. Fernandes didn't expect to encounter any hurdles when documenting Antonio's life since the activist maintained diaries and old records. But to his dismay, when he approached the family after Antonio's death in 2011, he found that they had burnt all his records. And so the author was forced to start from scratch. He spoke to over 30 of his contemporaries to gather facts about Antonio's life, devoted to fighting for his community and for Goa's progress. The book will be released in Antonio's own village of Quelossim, where the community's presence is very prominent. The author didn't think it fair to make money from telling Antonio's story. We're all part of a cause, he says. Proceeds from the book which is priced at Rs 200 will instead go into a fund called the Bab Anton Francisco Fund which will be used to propagate his ideals and his mission. If the government is really interested in their welfare, he says they should make sure the book has a wide reach, especially in schools and colleges so that it reaches all ST community students. He also wants to get the book digitized so that readers across the globe have access to it. He says, This issue is not limited to Goa. It is a global phenomenon. I want people to know their fate. When we talk of modern day development, it is always only the indigenous people who suffer the consequences. He explains their plight in finding jobs today. He writes that as of 2011 there was a backlog of 2442 vacancies reserved for STs yet to be filled, with 18 corporations and departments not filling vacancies reserved under the tribal category. He writes, Despite government's assurances, tribal villages and hamlets have not been officially surveyed. Tribal areas are not demarcated or notified by the government of Goa. This lack of clarity gives scope for diversion of funds to non- tribal projects. The culture also is dying out and he stresses on the need for tribal schools and colleges. He doesn't feel these will categorise them further. Instead he says there will be more focused development. The state doesn't even have a tribal museum. Maharashtra has tribal schools, institutions and even a tribal museum. It is only in Goa that they have been kept subjugated and marginalized. Goa only wants to show the world that they have beaches and properties for SEZs. Nothing else, he says in disgust. Another major problem the community encounters today is that of scarcity of land. The tribals always owned land collectively under the ganvkari system but this worked against them when the Portuguese, in connivance with the Church, usurped their land. While those belonging to the upper castes were able to enter their names, the tribals couldn't. Today Cyril Fernandes says the village of Quelossim and St Jose de Areal are the only two villages where only tribals are members of the comunidade. He blames the Church too and says they cannot wash their hands of this since they were a part and parcel of the Portuguese government and didn't do anything to prevent the injustice. The land which wasn't taken away from them by the Comunidade system is now being acquired by the government for industrial use. Their grazing grounds are being taken away from them. Rapid development is also resulting in large scale upmarket housing which is beyond their reach. He fears they could soon be displaced from their own land. The community's faith originally revolves around Mother Earth. He writes that the Gavvdas were first Sanskritised. A section of them was then converted to Christianity in the 16th century. One section of Christian gavddas bore the brunt of yet another conversion when in 1928 a missionary, Masurker maharaja, converted them to Hinduism. They became the Nav-Hindu gavddas, distinct from the Christians and Hindu Gavddas. Fernandes writes that this load of conversions have contributed to their deprivation, with other communities surpassing them and outgrowing them by utilizing their resources. It is important to understand what blind prejudice is. For example, if one believes that one group of human beings such as Indians or non-Christians are morally as good or bad as another group such as Europeans or Christians, respectively, then one is not prejudiced. It is only when one believes that one group is better or worse than another group that the specter of prejudice raises its ugly head. Even those who understand fully what prejudice is, do not recognize it in themselves. The latter is most likely as true of many of you as it is of me. In modern times the prejudice that we encounter is primarily of an implicit rather than explicit nature. The world's foremost experts on the psychology of prejudice are Mahzarin Banaji, a Harvard University professor of Indian origin and Anthony Greenwald, professor at the University of Washington at Seattle. Together they have written a book called Blindspot, Hidden biases of good people, which is worth a read. Hi Eugene I agree with your point that quality may not be important for people attending the above function but the dropping of standards in the UK by the third and fourth generation of our people has led to outside intervention of personnel from statutory authorities to protect our own health and safety. As I said before, for the first time in over 40 years, there was the visible presence of three health and safety officials who were there to ensure what our standards should be! With regards to your comments on Menino de Valpoi of Niz Goenkar at least he has taken the time off to give us factual coverage of the festival using his own equipment and expenditure, we must pat him on the back for that. What is missing is more coverage of sound and vision of the so called top bands from Goa. Perhaps other visitors who may have captured this can share this with us. Chinese whispers in the gozali Goan wind was that the Summer Sizzler in Harrow Leisure Centre (one of three big halls in London with a large capacity) was a Fizzler. What also appears to have fizzled out is the annual Sports Day and the Grand Sports Dance which was constant for the last 40 years but dead in the last 3 years as our young people have no acumen due to fatigue on play stations, Wi-Fi and grey brain cells damaged through loud music. Perhaps the manufacturers of Sony, Samsung, Nokai and Apple can put their heads together for a new business venture on disability equipment for this super clever generation. World Goa Day has gone by, I had requested the organisers to respond to the blizzard of enquiries I had received what do they do with the money. I am astonished but not surprised that no response has been placed on goanet on this very public event. My suggestion as a past office bearer is that folks who are enquiring about the money and are still members of this organisation take time out and attend the statutory Accountant's General Meeting (AGM) of the company. Rev. Fr. Melito Dias Celebrates Sixty Sparkling years as a Priest by Michael Ali Rev. Fr. Melito Dias was born in Karachi on February 27, 1927 to Maria Amata and Joseph Edward Dias, the fifth among nine children. From an early age his mother had a great influence on his religious upbringing as she was very close to the church and Catholic teachings. His dad worked abroad…for the UK-based Cable and Wireless Company in Bahrain. Fr. Melito was educated at St. Patrick’s High School in Karachi and was a keen sportsman --and a star of the Hockey team! In fact, his wizardry with the ball and brilliant stick-work made short work of many an opposing team. He played on well after school and seminary days. From his school days, Fr. Melito was a regular church-goer, never missing the first Mass on a daily basis. In fact, on his way to Mass from his residence in Duarte Square on Napier Street, Saddar he would be accompanied by another lad from Bicajee Street. The boys attended Mass together….that lad was a brother of the late Fr. Joe D’Mello. In 1946, Fr. Melito left for the Papal Seminary at Kandy in Ceylon (Sri Lanka) as this part of the world did not have its own seminary at that time. The rail journey, his first outside Karachi, was long and tiring but the zeal of the young man to serve his Creator increased with every mile covered. In Kandy, Father not only proved to be a good student but also won the hearts of his teachers and fellow students by his dedication to studies and sports. He was ordained on August 24, 1954 at Kandy by His Excellency, Bishop Glennie, an American Jesuit who later became the Bishop of Trincomalee, Ceylon. His parents and family traveled to Kandy for his ordination and his father and a cousin served as altar servers for his first Mass. He returned to Karachi which by then was part of a new nation – Pakistan! He came back without a Passport as he had left when all areas of the sub-continent were part of India. His first posting was at the Minor Seminary at Quetta where Rev. Fr. Joseph Cordeiro was the Rector and was also assigned to St. Francis’ Grammar School where he coached the boys in hockey. He then went on to serve the people of Karachi in various parishes. He also served the parish of St. Joseph’s, Larkana and was instrumental in the faith formation of many in the area. Besides his priestly duties, Fr. Melito is also a fine educationalist and has served many Catholic schools in Karachi such as St. Patrick’s, St. Paul’s and St. Lawrence’s in various capacities. He is also a regular contributor to the Christian Voice. Needless to say he carried out all his duties with distinction and is known for his kindness, compassion and understanding. Among his students have been three Bishops (Their Lordships, Max Rodrigues, Anthony Lobo and Rufin Anthony). I first met him as a student of Class VII, when he was the Prefect of Discipline at St. Patrick’s High School in 1963 and was also in-charge of the St. Patrick’s Scout Troop of which I was a member. I remember him to be a very friendly, humble person with a great sense of subtle humor. A classmate described him at the time as ‘a jewel of a gentleman’. This description can still describe him today. On August 24, 2014, Rev. Fr. Melito Dias celebrates his Sacerdotal Diamond Jubilee joining a handful of priests who have done so. On behalf of the faithful especially his parishioners let me take this opportunity to congratulate him on this milestone and wish him many, many more years in the service of the Lord. This sounds like a class war between the Kenya Goans (or the Diaspora of the 70s) and the rest! All of us would like to shape the Goan community in our own image and likeness. But it's time to acknowledge the diaspora (and community back home) in all its diversity. Times are changing. So are the demographics. If today's Goan migrant to Europe is more comfortable in speaking Konkani (as it seems from the videos), so be it. Can't we accept that? Lord you have seduced me! Daily I am a laughing stock! The word of the Lord has meant for me insult, derision, all day long. That summer Eugene began throwing the javelin in a vacant lot. By the end of the year he threw the javelin 211 feet, farther than any high schooler in the nation. He was given an athletic scholarship at the University of Southern California and he began dreaming of the Olympics. Then one day he didn't warm up properly, and tore the ligaments of his shoulder. Peter had just acknowledged Jesus as the Messiah and the Son of the living God. Jesus now speaks plainly of what this would entail. He told them that he was destined to go to Jerusalem and there suffer grievously at the hands of the elders and chief priests and scribes, to be put to death and to be raised up on the third day. The Messiah that Peter was thinking about was a glorious victorious Messiah, who would come in splendour and power to set Israel free. Jesus foretold of a Messiah who would be a suffering servant, humble and meek, stripped of all power, obedient unto death. Peter just could not accept a suffering Messiah, so he takes Jesus aside and tries to reason with him. The cross is too frightening a prospect, can't there be a compromise, a little watering down to make it acceptable? In response to Peter's response, Jesus reacts strongly to Peter's advice. Get behind me, Satan! You are an obstacle in my path, because the way you think is not God's way but man's. Peter was making two mistakes. First of all he did not listen to the full destiny of Jesus. The mention of being raised on the third day passed over his head unheard. His second mistake was to dictate what God's will should be, something most of us do all the time. This mistake could have serious consequences and so Jesus puts Peter in his place. Peter, who was earlier called the rock, is now called a stumbling stone, Satan. Jesus attacked Peter violently to teach him this hard and blunt way to seek new directions of thinking and of living. Peter had faith but not yet that faith which gives the unconditional answer: 'I am ready,' to God's demanding word. Following Jesus has to be voluntary and once Jesus is accepted one has to be ready for self-denial, saying 'no' to self and 'yes' to God. Jesus challenged people to live rather than merely exist. The doctrine of judicial recusal dictates that a Judge must recuse himself from any proceedings if it is not appropriate for him to hear the case listed before him. Recusal is when a judge voluntarily chooses not to hear a case. Judicial disqualification, also referred to as recusal, refers to the act of abstaining by a Judge from participating in a legal proceeding due to his conflict of interest. A Judge is disqualified from hearing a matter where he has a personal bias or prejudice concerning a party, or personal knowledge of disputed evidentiary facts concerning the case before him. A Judge must be free from disabling conflicts of interest making the proceedings fair and leaving no room to be questioned. A judge must recuse himself in any proceeding in which his impartiality might reasonably be questioned. *The Hon. Supreme Court in the Judgment of Justice P. D. Dinakaran v/s Hon’ble Judges of Inquiry Committee ors reported in AIR 2011 SC 3711 noted as under:* *“…In the words of Lord Denning MR. justice must be rooted in confidence: and confidence is destroyed when right-minded people go away thinking: 'The judge was biased'* (Emphasis supplied) 35. In India, the Courts have, by and large, applied the 'real likelihood test' for deciding whether a particular decision of the judicial or quasi judicial body is vitiated due to bias. In *Manak Lal v. Dr. Prem Chand Singhvi *(supra), it was observed: Every member of a tribunal that sits to try issues in judicial or quasi-judicial proceedings must be able to act judicially; and the essence of judicial decisions and judicial administration is that judges should be able to act impartially, objectively and without any bias. In such cases the test is not whether in fact a bias has affected the judgment; the test always is and must be whether a litigant could reasonably apprehend that a bias attributable to a member of the tribunal might have operated against him in the final decision of the tribunal. It is in this sense that it is often said that justice must not only be done but must also appear to be done…” Currently being debated amongst the legal fraternity is whether it was proper for Justice U.V.Bakre of the Bombay High Court at Goa to have heard any cases pertaining to the Goa Mining saga. Recently a bench of the High Court on which Justice Bakre was party directed the Goa Government to renew the mining leases. Though I would not like to be privy to gossip, nor enter into the merits or correctness of the decision, nor make any comment thereon, the debate unfortunately will bring the Judiciary into great disrepute and will shake the faith and confidence of the public in the system of justice. The issue being debated is whether Justice Bakre who was the Law Secretary of Goa from 21st November 2005 to 8th April 2007 a crucial during which the State government took several controversial decisions on the Mining issue, ought to have heard the mining case and participated in its decision? The Shah Commission which probed the Goa Illegal Mining scam has held officials responsible for the irregularities that perpetrated. Infact Justice Bakre for having held the crucial post of Law Secretary and having been privy and party to many of those controversial decisions is being now claimed to have been a disqualification for him to have heard the matter and that he should have infact recused from hearing any matter pertaining to the Goa Mining case. As the on going probe by the Special Investigation Team into the illegal mining scam would encompass all officials of the Goa Administration who were directly or indirectly concerned with the decisions on the mining issue during the relevant period, Justice Bakre may also come within the ambit of that investigation. And surely, the decision would not be seen to be giving any seal of approval to any act done for an earlier period of time. Infact Advocate General Atmaram Nadkarni, who had access to the files, was duty bound to remind Justice Bakre that as Law Secretary he had been party to many decisions on the mining issue. But having himself thrown professional ethics to the winds by appearing for and against the government in so many matters what else could one expect from an Advocate General whose intimate ties with the mining lords involved in the illegal mining scam is no secret. The doctrine of judicial recusal is underpinned by important public policy reasons. The judiciary must ensure that it remains independent and that it is seen to be independent of any influence that might reasonably be perceived as compromising its ability to judge cases fairly and impartially. To maintain society’s trust and confidence, justice must not only be done but be seen to be done. In every judicial proceeding there is need to uphold the public policy of maintaining the integrity of the judiciary and at the same time achieving fairness to the parties concerned. Prevent communal and cultural atrophy Eugene Correia P rime Minister Narendra Modi's admonition to the people to shun communal violence comes not too early in this 68th year after Independence. To have asked for a moratorium is akin to pleading with adults to behave whereas the problem is both systemic and endemic to the Indian society. Though there are instances of communal violence in other parts of the world, India has been a victim of this malaise so frequently that it seems to be part of the Indian life. Whereas Modi's focus is on industrializing India to a degree that Made in India is stamped on all goods around the globe. It may be a pie- in- the- sky dream and that would be overtaking China. A near- impossibility for at least another two decades. Modi's dream may not be fulfilled in his lifetime but it's a goal that he's set for generations to come. What's required now is societal reforms where Indians treat each other with respect and understanding. Indians should be away from each other's throat and, in fact, be in each other's embrace. Society moves faster when the second option is allowed to frame the mind and hearts. What one sees in present India is an ugly picture of social discord. Women have been treated with scant respect. It's shocking to see a woman fight off men while two personnel belonging to the public security forces stood mute and motionless. To watch the brave girl cry on TV made me hang my head in shame. The financial reward, though well- deserving, will not erase the collective memory of a nation humiliated and begging to be spared of such an incident in the future. This is not the India the people asked for when fighting the British. What they demand and got is a proud nation and a forthright political state in the comity of nations. Goa too came into the Indian federation on strong bonds of communal harmony unheard and unseen in the rest of India. Though there were few incidents in post- Liberation Goa, they are to be forgotten as minor irritants in the developing society free of foreign bondages and rising up as a new entity. Chief Minister Manohar Parrikar has acted in a sensible way to put a barrier to forces that would bring back the fear of communal hatred. His banning Sri Ram Sene is advisable but the ban must stand Constitutional validity. However, good intent matters and hope things will fall into place and Goa will be saved from such a disturbing force. What's happening in UP, besides the women being he targets, is not a feature Goa would like to import and be bogged down in fighting it off. Goans anxiously wait to see this fight royale between the two stalwarts, one a BJP strongman and the other a BJP crusader. Remember, just after India's Independence, the RSS was banned because of Mahatma Gandhi's assassination. In post- Independent India, it was banned twice, once during the Emergency and after the Babri Masjid attack. The Gujarat massacre reverberates unpleasantly in the body politic of a nation sitting on a communal time bomb. Time to move forward, as Modi envisages towards the industrial path and not fight cultural wars or haggle over pub culture, bikinis and tiatrs. The latter stuff is important but needs more deft handling rather than the loud- mouthing platitudes from politicians who themselves not above board in their lifestyles. One is alarmed and shocked that India should consider a Communal Violence Bill in this age and time. One can see the children play together without any barriers of religion but the grown- ups indulge in religion warfare that tears up the social fabric of the nation. When he was India's home minister, the late YB Chavan spoke from his heart in the Rajya Sabha on November 24, 1969, When we say that Indian Muslims require to be Indianized, it means you presume that they are not Indian Muslims. And creating this type of feeling against a large minority of India is the great crime that can be committed in this country. There may be individuals here and there, who are unpatriotic; I do not say there may not be. There may be unpatriotic people among the Hindus also. We all know that. May be there are some Muslims too who are unpatriotic. But are we going to take these exceptional cases and brand a whole community as unpatriotic and anti- national. Undoubtedly, politics has fueled the communal tension in the country. Unfortunately, the BJP's success and coming to power has added power to right- wing forces which are bent on shaping India according to their ideology. Campaign rhetoric is something that must be taken for granted. The reality of it all is now coming to the surface. The BJP and the Congress courted the Inams with equal zeal and magnanimously to woo the Muslim votes and now the BJP top- brass isn't brave enough to control the vitriolic against the Muslim community in areas where the BJP is significantly more powerful and influential. I had missed Melwyn's post but read it today. At least the GOA London has kept the festival going but the GOA Toronto had to cancel Viva Goa for various reasons. No doubt the attendance since the start of Viva Goa went down, those who came enjoyed the evening. However, most were found socializing in the food court. Many families came out because their sons or daughters were members of the football teams (five-a-side). Whatever the reason, the venue was crowd. The venue was latter either not available or the fees raised. I forget now whether there were no sponsors forthcoming. and an affordable alternate venue that would accommodate 4000-odd rolling crowd was not easy to find within the budget. Here, the young and old took part. The young and youths came perhaps for the dance that followed on the last day. As it often happens, there was a fight and chaos broke out. I wasn't there, but was told it was over a girl. GOA Toronto used to have Sports Day, Family Day or a Picnic. Some individuals organized a small picnic in the East end. Now there's annual picnic to celebrate World Goa Day. Yeah, times are achanging. GOA has undergone changes in both membership and activities. Today, groups such as Club 55 has started. Surprisingly, most of the members and office-bears of this new outfit are members of GOA and some of them were office-bearers of the GOA, including me. I joined because I was welcomed and I took the opportunity to avail myself of the membership when membership was restricted. Don't know the norms now. Many were refused because for whatever reasons, either on residential grounds, etc. What I heard then was that the GOA would start a special group for seniors or maybe it has already done so. So far the two groups are working fine and there seems to be no conflict. Each association is doing things its way and no clash of interests. Deep inside me I feel the the Club 55 comes under GOA, which can serve as a parental umbrella. It's not the membership fees that count but rather unity. I am not suggesting there's disunity but the very existence of GOA is now under some sort of a question mark. As for Melwyn's assertion that Meniono de Valpoi that he has taken the time off to give factual coverage. Melwyn is forgetting that Menino needs to do something to boost the number of visitors to his website, Niz Goenkar. What I suggested is that the video could be done better, perhaps professionally. Besides, Menino is no video-journalist. He rattles off words as the words fall where they may. Someone who is apt at speaking in a mike in a more professional way must be found. Remember, Menino isn't doing a favour. He chooses to run a website and the website needs content. The other content in the form of articles comes from contributors. I was told he's doing a great job for Goa and must be thanked. Wow, if one wants to play a role in some form to bring or highlight Goan affairs, either state or otherwise, one must be willing to take time off. Maybe, England Goans (forget those who write anonymously and are either part of the band of supporters of the man and his website) think he's doing them a world of good by either videotaping the event or hosting the website. As for Fred's two paisa worth of input, the Diaspora Goans are doing whatever possible to keep their Goan Identity, no matter where they are. GOA Toronto tried Konkani classes and there were Portuguese dance class, along with line dancing) by another senior group based in the West. Something is going on the whole calendar year. Oldtimers are getting some fun and are able to spend time with friends and people in the same age-group. The oldies are passing away one by one. One talks of Goan identity, and I wrote a piece in the souvenir of the Goan International Meet in Toronto, some years ago. Even the identity is changing in Goa and my piece today says that communal and cultural atrophy must be prevented in Goa. It's a wish, and the way things are going on in Goa I doubt everything is going to be smooth sailing for religious and cultural harmony in the distant future. Hope is the only thing we can hold to dearly. Hope that Fred and his ilk and even Fred's children (if they don't migrate to Europe or Canada) will keep in mind to help Goa preserve its cultural ethos handed down from its glorious past. Outcasts In Their Own Land LISA ANN MONTEIRO lisaannmonte...@gmail.com They may be original inhabitants of the State but the tribals in Goa continue to be denied their rightful place in mainstream society. Cyril Fernandes' book *Justice at the Grassroots* which is a tribute to Antonio Francisco Fernandes, a leader of Goa's tribal communities from Quelossim, brings the tribal community out from the shadows. Very little research has been carried out on the ethnic tribes of Goa and this book provides an insight into their history, culture, struggles and plight today. Fernandes finds that no one has put Goa's history into proper perspective and this book, he claims, is his attempt to do so by examining history from their standpoint. Fernandes didn't expect to encounter any hurdles when documenting Antonio's life since the activist maintained diaries and old records. But to his dismay, when he approached the family after Antonio's death in 2011, he found that they had burnt all his records. And so the author was forced to start from scratch. He spoke to over 30 of his contemporaries to gather facts about Antonio's life, devoted to fighting for his community and for Goa's progress. The book will be released in Antonio's own village of Quelossim, where the community's presence is very prominent. The author didn't think it fair to make money from telling Antonio's story. We're all part of a cause, he says. Proceeds from the book which is priced at Rs 200 will instead go into a fund called the Bab Anton Francisco Fund which will be used to propagate his ideals and his mission. If the government is really interested in their welfare, he says they should make sure the book has a wide reach, especially in schools and colleges so that it reaches all ST community students. He also wants to get the book digitized so that readers across the globe have access to it. He says, This issue is not limited to Goa. It is a global phenomenon. I want people to know their fate. When we talk of modern day development, it is always only the indigenous people who suffer the consequences. He explains their plight in finding jobs today. He writes that as of 2011 there was a backlog of 2442 vacancies reserved for STs yet to be filled, with 18 corporations and departments not filling vacancies reserved under the tribal category. He writes, Despite government's assurances, tribal villages and hamlets have not been officially surveyed. Tribal areas are not demarcated or notified by the government of Goa. This lack of clarity gives scope for diversion of funds to non- tribal projects. The culture also is dying out and he stresses on the need for tribal schools and colleges. He doesn't feel these will categorise them further. Instead he says there will be more focused development. The state doesn't even have a tribal museum. Maharashtra has tribal schools, institutions and even a tribal museum. It is only in Goa that they have been kept subjugated and marginalized. Goa only wants to show the world that they have beaches and properties for SEZs. Nothing else, he says in disgust. Another major problem the community encounters today is that of scarcity of land. The tribals always owned land collectively under the ganvkari system but this worked against them when the Portuguese, in connivance with the Church, usurped their land. While those belonging to the upper castes were able to enter their names, the tribals couldn't. Today Cyril Fernandes says the village of Quelossim and St Jose de Areal are the only two villages where only tribals are members of the comunidade. He blames the Church too and says they cannot wash their hands of this since they were a part and parcel of the Portuguese government and didn't do anything to prevent the injustice. The land which wasn't taken away from them by the Comunidade system is now being acquired by the government for industrial use. Their grazing grounds are being taken away from them. Rapid development is also resulting in large scale upmarket housing which is beyond their reach. He fears they could soon be displaced from their own land. The community's faith originally revolves around Mother Earth. He writes that the Gavvdas were first Sanskritised. A section of them was then converted to Christianity in the 16th century. One section of Christian gavddas bore the brunt of yet another conversion when in 1928 a missionary, Masurker maharaja, converted them to Hinduism. They became the Nav-Hindu gavddas, distinct from the Christians and Hindu Gavddas. Fernandes writes that this load of conversions have contributed to their deprivation, with other communities surpassing them and outgrowing them by utilizing their resources. Super-warm as it was at the venue, I enjoyed it very much. I commend anyone who offers to organise such large events. It does take quite a bit of personal time and effort to make them happen. I also commend the GOA in London for organizing the annual there. Wrt Menino de Valpoi, I agree with Melvyn. I add my Thank You to him for his video-input. Life is often like a village football game. We have 22 players on the field and a 'stadium' load of spectators. Many of the spectators come, enjoy the game and go home. There are a number of non-playing experts and then there are those recurrent hecklers and assorted disordeiros. We would do very well by appreciating the players. But for them, there would be no game. Have a good morning, all. On this side, we were expecting Cristobal to blow some heavy showers on us. It was another painful letter to write but I had to rise to the occasion. Being a member of the legal fraternity I cannot remain a mere spectator to the lowering standards of the Judiciary. Have sent a complaint to the Chief Justice of the Bombay High Court Mohit Shah against Justice U.V. Bakre for having heard a case pertaining to Mining in Goa. A copy of the complaint has been also sent to the Chief Justice of India R.M.Lodha. Have drawn their attention that it was not proper for Justice U.V.Bakre to have heard any case pertaining to the Goa Mining saga as he was the Law Secretary of Goa from 21st November 2005 to 8th April 2007 during which the government took several controversial decisions on the Mining issue. A bunch of petitions filed by the Mining Companies was recently heard by a bench of the Bombay High Court at Goa of which Justice Bakre was a part with the judgment delivered on 13th August 2014 directing the Goa Government to renew the mining leases. The Justice Shah Commission which probed the Goa illegal mining scam also held government officials responsible for the irregularities that perpetrated. Justice Bakre who as Law Secretary having been privy and party to many of those controversial decisions should have recused from hearing any matter pertaining to Mining in Goa. The judiciary must ensure that it remains independent and is seen to be independent of any influence that might reasonably be perceived as compromising its ability to judge cases fairly and impartially. To maintain society’s trust and confidence, justice must not only be done but be seen to be done. In every judicial proceeding there is need to uphold the public policy of maintaining the integrity of the judiciary and at the same time achieving fairness to the parties concerned. The trust of the people is shaken when the judiciary does not discharge its duties as per the mandate of the Constitution. Judges need to save the Temples of Justice from embarrassment which tends to lower the image of the judicial system, which is already passing through testing times being under attack every day. August 25th, 2014 Dear Goanetters, Today Goanet passes a remarkable milestone -- it's 20th anniversary! Today, we take the internet for granted. We spend so much time on the internet hashtagging memorieson Twitter and Instagram, following our friends on Facebook, searching Google for everything buying stuff, trading emails, and so on. The internet keeps us connected to the rest of the world at all times. But 20 years ago, the internet as we know it was just getting started, and people didn’t really know what to make of it. In those days the internet was not as user friendly. But, a small group of managed to fine each other on Internet Relay Chat and started a mailing list. The first mailing list was really just people sending emails to my inbox prefaced with a *, and I'd forward them on to users who signed up. After a year or so we had our first mailing list program do the work for us. And, here we are today. Goanet has remained a volunteer-driven operation. We've had many volunteers over the last 20 years. A few volunteers need to be singled out. No one has done more work than our very own Frederick Noronha (FN). In addition to moderating the mailing list, FN contributes immensely. Bosco D'Mello is another one of our moderators with 10-15 years of service. Viviana Coelho also contributed 5-10 years of service. These are huge contributions to the community. And, I thank each of them for the time and effort they have given us. I also wish to thank all the other volunteers who have contributed to Goanet. Goanet has brought the international Goan community together. It has been a platform for launching other very successful groups and projects. While Goanet has not lived up to it's full potential it has still had an impact. Folks, please volunteer in whatever capacity you can to help sustain our group. We have an opportunity to make a difference in Goa and to support out international Goan community.
