Dear Friends, I was present for Vishnu Wagh Matanhy Memorial lecture in the Institute Menezes Braganza hall. His lecture was well delivered and the audience felt that whatever he said is true. There were some friends who had another opinion. Does he really knew Matanhy so well. Was he of Matanhy's age ? To know so well Matanhy somebody must know him during his childhood otherwise the speech is made up story or hearsay. This friend who was sitting next to me said why he left the dais after his speech. Even he had very important matter, he could have waited and heard what others are saying. Most of the speakers or politicians of today are just for name sake and they make use of Matanhy for their own goal and may be to impress others that they too are of level of Matanhy. Matanhy Saldanha statue unveiled at Cansaulim Today by Chief Minister Manohar Parrikar on Matanhy’s 66th Birth Anniversary 24th Oct. 2014 The unveiling ceremony was to start at 4 pm sharp but Parrikar arrived around 4.25. After a brief welcoming speech, Parrikar unveiled the statue at 4.35pm followed by a welcome song/dance. At 4.44pm They invited VIP guests on stage starting with CM Parrikar, followed by South Goa MP Sawaikar, Avertano Furtado and Alina saldanha at this time 4.46 it started raining heavily and all chairs were empty as people ran for shelter. It was raining on the stage too as the organiser did not provide waterproof roof top such as tarpaulin (in Cansaulim/Velsao only it did rain around 12.30pm on the day). By 5pm everything was abandoned what they spoke nobody understood or heard by the people as it was raining and also all sound system was covered to protect from rain. Truck came for filling up chairs and they did their job in the rain while people still waiting for rain to stop to go home. Rain stopped only after 5.30pm. The whole event including the cost of statue was supposed to at GRE or Ramponkars’s cost. Chief Minister and other ministers, MPs presence made people think as if it was a state’s expenditure. Politicians present on the dais were CM Manohar Parrikar, South Goa MP Narendra Sawaikar, (North Goa MP and Minister Shripad Naik did not turn up), Fisheries Minister Avertano Furtado, Forest Minister Alina Saldanha, BJP state President Vinay Tendulkar. Others who could not make it on stage (due to rains) were Vasco MLA Carlos Almeida, Sanguem MLA Subash Phaldesai etc People gathered there were served with snack boxes worth Rs.40-50 consisting cake, Frooti and Pattice. The pedestal appears to be larger/wider than the statue. Matanhy wanted Navy to vacate Dabolim airport Amidst growing and sound opposition expressed against Mopa airport through the media and editorials, it is time running out for the Government to take a pause and address the question raised by people of Goa, before it evolves into a popular movement. To state that Dabolim will continue inspite of Mopa, is foolhardy. It is the duty of any elected Government to listen to the voices of the people. More so, the ‘already controversial Mopa airport’ was not part of the BJP Government’s election manifesto and therefore has no mandate. It is a shocking tribute by the CM to say on the floor of the house, that ‘Matanhy was in favour of Mopa airport’, and that too on his first death anniversary. Matanhy’s views and statements on Dabolim and Mopa airport are clear, well published and on record. “Matanhy was totally against Mopa and said that Goa is too small for another airport”. He insisted that the Naval occupation of Dabolim is illegal and should be forced to vacate. He wanted Dabolim to be wholly returned back to the civilian Government. He believed that Mopa will be a disaster for Goa just like the Konkan railway, which inspite of tall claims, is running in crores of losses even after 15 years of operation. The very fact that KPMG has been asked to work on a revenue model for the Mopa airport, means that it is not a feasible project and how to make it feasible is being looked at ! ‘Any consultant for that matter, will be willing to provide feasibility report on paper, for a fee’. Goa already receives more tourists than its population. The filth and garbage generated is out of control, road congestion leading to accidents, inadequate parking spaces, water shortages, mounting crimes and robberies, gambling, drugs and prostitution on the rise, we must learn to cater only what we can manage. Turning Mopa into an export hub is a contradiction, as agricultural land is rapidly under assault by real estate mafias and farmers are being marginalised. Needless to add, the poorest people in Goa are commonly farmers. More importantly, a project of such a huge magnitude, which involves displacement of thousands of people dependant on agriculture, loss of livelihood, destruction to the environment, and in the long run losing a centrally located Dabolim airport; must be put up for serious debate, and if necessary, even decided by a referendum. I follow the news in Goa from Goanet and from other sources. I was completely flummoxed by the glowing tributes paid to MS after his death. Why, I asked myself, did I not read even one percent of the praise showered on him after his death, while he was still living. If he was really the man he is made out to be, why did not the people who came out of the woodwork with glowing paens, even people who had never written on Goanet before singing his alleluias on the site, not whistle a single note about his work when he was a living, breathing human being. What I mostly remember reading about MS over the years was how he had turned into an opportunist once he entered politics and how he was a major disappointment to people who had high hopes for him after the Ramponkar struggle and the Metastrips agitation. I have no problem with the good they say about him now. I do have one with why they didn't say it before. One day Eugene too will be singing Floriano's hit parade of road maps for Goa, instead of writing him off as a party chief who never won any seat or had a shot at winning one. Yesterday OHeraldo carried an advertisement from the Shack Owners Welfare Society congratulating Matanhy Saldanha on getting a ministerial post. It said, Wishing you all the best in your future endeavours and may God bless you with good health to serve the people of Goa. Did God really bless him by taking him away and not letting him ruin the reputation he had earned as a ceaseless, fearless fighter for social justice if he had lived and not been able to fulfill the promise of keeping Goa from further destruction? Didn't he lose the fight to get River Princess out of its place of resting during his first tenure as tourism minister? Would be able to take on the might mining and hotel lobbies to clean the environment and the beaches? It's a different ball game to fight against the mining lords and the government decisions that the people didn't like than doing things in an official capacity, such as bringing in new laws or making amendments to existing ones regarding environment, mining, etc, as it bring the government into direct clash with the powerful lobbies. As Teotonio de Souza said, I believe that god saved him from Goan democracy!, I believe Matanhy would have been consumed alive fighting the evil forces. Check what is happening with Mamta Banerjee and contrast her role as an activist and now as chief minister of Bengal. Activists such as Matanhy have fire in their bellies. Once these fired-breathing activists go on to the other side of governing, they often get caught in bureaucratic muddles and the hard realities of governance. As a deeply religious man, Matanhy had probably left his fate in God's hand. He couldn't cheat death. As one report quoted a wailing fisherwoman asking God why He didn't let Matanhy live at least for another year, the answer to her question will never be known. Matanhy himself would have said, Don't cry for me, Goa. Of course, INTEGRITY is not in full supply in the Goan world (actually in short supply). But that aside, some mourn the loss of an activist. Matanhy Saldanha - The last of the idealists - by Edwin Pinto To me, the passing away of Matanhy Saldanha certainly signifies the end of an era for Goa and Goans. For Matanhy, in a manner of speaking, was the last of the idealists - that rare breed of activists who walked a tortuous path through long seasons of uncertainty and turbulence as they struggled with unwavering commitment against a government and a system skilfully configured and heavily weighted against the people and the land. It was during the Anti Meta Strips campaign in the year 2000 that we first came in contact with Matanhy Saldanha. This was one of Goa's more intense convulsions, where the surging anger of the people resulted in head on confrontations between them and an intransigent government who tried to suppress the movement through the use of state machinery. Needless to say, movements of this magnitude certainly do not leave time for genteel nurturing of relationships. We were thrown together - people living in the affected villages around the factory, clueless, but full of good intentions - never, ever envisaging where our campaign would lead us. It was Matanhy who took charge, explaining, encouraging, motivating and guiding us through the various stages of this tumultuous movement and putting steel in our spines when the chips were down. In fact, he led from the front, imbuing a group of ordinary villagers who were total novices to such campaigns, with the unbelievable ability to withstand a thirteen day fast that brought the government of the day to its knees, compelling it to close down the factory, even though it proved later to be a temporary measure. For Matanhy, the land and the environment were sacred community resources, to be used for the collective good. He loved Goa with an intense passion and willingly sacrificed many other dimensions of his life for his beloved motherland. Matanhy did not believe in spit, polish and sophistication. He was a votary of people's empowerment, clearly understanding that any movement, however worthy, which was not fuelled with the energy of people at grassroots level, was bound to experience extreme difficulties in fulfilling its goal. He was therefore driven to shape a community that he hoped would be alert, empowered and vigilant. For he firmly believed that such a community would ultimately form Goa's most impervious defence against the machinations of vested interests. In our very many interactions and discussions with Matanhy, some admittedly heated and tempestuous, we gained an insight into the depths of his personality. He had a enviably sharp intellect, that could analyse any situation thoroughly and grasp its very essence. His world view and understanding of environmental issues, enabled him to come out with quick and well thought out questions and responses to ill considered government policies and laws imposed on the state, that have undoubtedly saved Goa from even worse degradation than that it is experiencing presently. He lived with the courage of his convictions, strongly believing that laws were made for people and not the other way around. Hence he staunchly defended the rights of fishermen to enjoy their traditional habitations within the CRZ zone. Matanhy, more than most, understood the near impossibility of fighting against a state equipped with the might of the system. With limited resources at his command, he relied on his intellect, his sharp understanding of the system's modus operandi, but most of all on the support of the ordinary people, whose roots in the land he believed, gave them a better feeling and perspective of the problems. He understood how important it was for a community to preserve its special identity, even as it fused with the peoples who made up the rest of the nation Even when most of us at some stage got caught up in the problems and situations of our own lives, we could always rest in the assurance that Matanhy was always on the job, unceasingly watchful, always on guard as he looked out for his beloved Goa and Goans. Right from the early days of the legendary Ramponkar's Movement that toppled a mighty government, to the Konkan Railway, SEZ, and any major environmental issue that rocked Goa, Matanhy was a household name - synonymous with Goa and Goan issues. If I was asked to choose one person for the qualities of honesty, kindness and sincerity, I would definitely choose Matanhy Saldanha. Matanhy Saldanha was my teacher in school, in Don Bosco Panjim where I studied. He was a multi-faceted personality. Apart from being a good teacher, he was also a social activist, a writer, speaker, environmentalist, politician and most importantly a simple kind hearted human being. He was so unlike the other teachers, not the strict disciplinarian but more of a friend with extra-ordinary communication skills. What others would take hours and hours to teach, he had the unique ability to convey the same within just a few minutes. He was a trifle absent minded but everybody in school loved him. He in turn loved Goa immensely. Along with science which he taught as a subject, value education always became an important subject in our classrooms. He was a role model to us and always encouraged us to do something good for Goa - its heritage, culture and environment. He was one of the nicest, sweetest and kindest person I ever met. Since he lived quite close to my house, I had the opportunity of meeting and interacting with him on a regular basis, which was always such a pleasure. Matanhy was unhappy with a lot of things and tried to change all that by first being the change himself. He got himself submersed totally into people's causes and struggles and devoted his full life fighting for it. Trying to do something good for Goa became an important mission of his life. He fought various battles for Goa, battles against large scale land conversions, destruction of environment, pollution, language agitation, special status, corruption, etc. Whenever there was a cause representing Public interest, here was a person who you would always see at the forefront. He was a political rockstar who rocked every platform with his thundering voice. His contributions to Goa, particularly in the field of politics, environment and social activism, are immense. Restoring Goa back to it's pristine glory was something he wanted to see. He left this abode with an unfinished agenda. His demise is an immeasurable loss for us all. We will miss him dearly. Completing his unfinished agenda will be the greatest tribute we could pay to him. Let his life be an inspiration for us to achieve the best for our beloved state. Rane, last year had filed a petition in the High Court challenging the 12-year-old Government decision of notifying areas of Mahdei Wildlife Sanctuary. Rane’s petition terms the notification as illegal as it directly affects the inhabitants of about 28 remote villages in the Mhadei area where the villagers carry on agricultural activities as their only source of income. Rane alleged that the decision to notify -- taken during President’s rule in 1999 -- was taken without conducting any study or proper survey/demarcation of the area. Nevertheless, some environment activists had also filed an intervention application in the petition expressing apprehension that Rane was acting in collusion with the Congress Government to ensure that the sanctuary notification is set aside in order to help the mining lobby. TIGER RESERVE: Matanhy asserted that tigers in Mhadei wildlife sanctuary need to be protected and said the proposal to declare the sanctuary as ‘tiger reserve’ will be examined by the State Government before taking any concrete stand on it. “It’s a serious issue which needs proper study. If it’s justified that there is tiger presence, then same could be referred to Union Ministry for suitable directions”, he said adding if there are tigers then we need to protect them. Environment activists in the State had been lobbying for declaring the sanctuary as ‘tiger reserve’. Dear Geraldo, Matanhy is free to join any party and the electorate are free to vote for whichever candidate they think will represent them best. However, it must be borne in mind that certain parties are driven by ideologies. One must check before supporting and voting for such parties whether their ideology suits oneself. For example, the BJP subscribes to the hindutva ideology which states and believes that the Muslims and Christians should be deprived of all rights of a citizen. They also believe that the hindu culture should be imposed on them. The BJP governments in states like MP, Gujarat, Karnataka, Chhatisgarh, Jharkhand have been systematically imposing their hindutva programmes on the people. Laws have been enacted against minorities like anti-conversion act, ban on cow slaughter and even stringent punishments for eating meat. Text books have been changed to brain wash children with their ideology. In Goa they have been agitating against the grant of aid to English medium schools while extending it to Marathi , Kannada and other language schools. If this is what you wish for, so be it. I am aware that the Congress has let people down with their corrupt practices and wrong policies. However, the solution is not to jump from the frying pan into the fire. I would suggest that you look at other alternatives. Choose any candidate even an independent who is clean, honest and with integrity and principles. If even 10 such good candidates are elected it will make a difference. Many drops make an ocean. If you are finally left with a choice of choosing between the devil and the deep blue sea, choose the lesser evil. With corruption you will survive at least. But with corruption and communalism, you are done for. Goans must throw the anti Goan and absolutely corrupt Congress Party out of power, atleast for this term. It is foolish argument that Corruption is a lesser evil than Communalism because Corruption destroys the very heart and soul of a society and affects everybody. Communalism can be dealt in Goa by bringing about unity between both Hindu and the Christian communities. More Catholic representation in the BJP will change the political compulsions and bring about unity among Goans wich is very vital for our survival. Dear Geraldo I cannot but agree with you that the Congress in Goa has proved itself to be corrupt and incompetant. But then the BJP's track record in states where it governs is no better. Please refer to reports on Karnataka, MP, Jharkhand, Chhatisgarh, Uttarakhand, Punjab. Corruption combined with communalism can be deadly and potent. The BJP cadre have been brought up on a daily diet of anti-minoritism. This cannot be wished away overnight. It reflected itself in many ways during the BJP's first term in office. Matanhy and BJP As expected, Matanhy’s door to door campaign has been carefully scrutinized and critics will always see his joining hands with BJP, an excuse to paint him with the saffron brush. This is exactly what the so called ‘secular’ hypocrisy is all about. Most of the the present Congress MLAs have at some point in time, had close ties with the BJP, but our ‘secularist’ will choose not to make a mention. They will rather hype on the 10 years old controversial CD and Good Friday issue, than the most recent closing ceremony of IFFI deliberately scheduled on the feast of Goencho Saib by ‘secular’ Congress headed by Digubab. Interestingly, every scam of the Congress government whether it is illegal Mining, Regional plan, SEZ, Cidade de Goa ordinance etc., is brushed under the carpet during elections by the so called ‘secularist’. It is true that, Matanhy joining the BJP has sent shivers in the Congress ranks and upset the so called secularist, but Goans at large must welcome this as a very positive and prudent move that can bring about unity between both Christian and Hindu communities, which till date remain polarised as a result of years of Congress misrule. While the Congress has plundered and sold Goa, it’s Party chief Sonia Gandhi has lied to the electorate at the last election on Special status and now, has unleashed the same bunch of powerful thieves along with their families to consolidate their territories for the final assault on mother Goa. On the other hand, the BJP has atleast acknowledged mistakes of the past and with more representatives of the Catholic community joining its ranks, will have to rethink its attitude towards the minority community, which is positive for Goa. It is stupid to even think that Matanhy will embrace RSS ideology or blindly follow any ill conceived policies of the Party as alleged by some. Matanhy is a shrewd man with a strong mind of his own, capable of influencing others towards his own vision for Goa. Goa stands a much better chance to bring about a Lokayukta and even Special Status under BJP than under any Congress Government which is totally anti Goan. Our good friend Rupert Coutinho has censured Matanhy, and with a long list of questions, but one can condone his ignorance of Matanhy’s achievements, both as an activist and as a politician over the last 40 years. Just to point out one example : SEZ in Goa was stopped only when Matanhy gave an ultimatum to the Digamber Kamat led Government not so long ago. It has always been Matanhy’s style not to trumpet his achievements, but it is time to make known that Matanhy opposed tooth and nail the idea of cancelation of Good Friday and many other policy decisions when he was part of the BJP Government. Mr. Coutinho being in UAE is unaware that Matanhy has joined the BJP on the advice of his supporters in Cortalim constituency which itself speaks volumes of grassroot support and development in the area during his tenure. Anybody can book Matanhy for sins of omission, but not for corruption and opportunism as alleged by Rupert Coutinho and if that was the case, Matanhy could have easily joined the Congress years ago, when then Union Minister Eduardo Faleiro invited him to join. More recently Matanhy could have hopped into the Congress Party for plumb post when the last BJP Government was toppled and become a crorepati like any other Congress MLA. It surprised me that Coutinho has not raised any questions of accountability to the Christao leaders of Salcette who are busy plundering and looting Goa, some for the last 30 odd years, while the city of Margao stinks. With little choice at the disposal of electorate at this crucial election, which is ‘make or break’, and based on the current scenario of candidates, one can easily conclude that a Parrikar government with Matanhy in its ranks will be far better than any Congress combination to govern Goa for the next 5 years. He informed that MPs Shantaram Naik and Sripad Naik had already tabled Private Members Bills in the Rajya Sabha and Lok Sabha respectively. A private members bill had been jointly tabled by Curtorim MLA AleixoReginaldo Lourenco and Mapusa MLA Francis D’Souza in the Goa Assembly. Matanhy Saldanha stated that no Goan Representative was part of the proceedings of the Constituent Assembly which drafted the Indian Constitution and hence special provisions were not made therein to accommodate the circumstances and needs specific to Goa. As part of the awareness campaign among the people of Goa the first village level committee of Goa’s Movement for Special Status was launched at St Cruz village with Reggie Gomes as the Convenor and former MLA Victor Gonsalves as an active member who will be one of the main speakers at the ward level meetings. The village committee will conduct meetings at all 11 wards of St Cruz panchayat to bring awareness not only on preservation of our cultural and social identity but also to safeguard our economic interests, Gomes stated. Taxes and duties and foreign currency which are collected by the State and sent to the Centre especially from Tourism and Mining should be shared equally with Goa. Dear Friends, We must thank Matanhy for expressing his concerns for OCIs. What comes to my mind is, by granting OCI status to persons of Indian origin, Government of India has brought on record those who have relinquished Indian citizenship. This will enable the Government to check their holdings back home as many Indians especially Goans still own properties in India. Like Tenancy Act, who knows what future legislation may curtail further rights of OCIs, time alone will tell. Its worth taking Matanhy's advice on board. The question of Anjedevi island should be asked to, Dr. Wilfred Desouza, Luisinho Faleiro, and Francisco Sardinha, as they were in the government enjoying plum cabinet posts, at the time when Ravi Naik was the chief mininster. Eduardo Faleiro equally to be blamed for he was in top position of power in Delhi. Matanhy was the General Secretary of Gomant Lok Pokx and I know he was the only voice (see New reports/press statements) against the gifting away of Anjedivi island to the Navy, while all of Goa slept in slumber. Matanhy has devoted his entire life to Goa's cause, but find it difficult to understand that his 'ommissions' are being questioned by critics, in a copy book style, while none of the above mentioned Congress 'christaos' who ruled Goa for 30 odd years are held accountable for the sorry state of affairs. Dear fellow Goans, As the final countdown is nearing this Parliamentary election, there are bound to be “ifs” and “buts” in the voters mind which is quite understandable. A lot has been said and published about the candidates on offer through the media and cybernet. For South Goa parliamentary constituency, Matanhy Saldanha appears to be the only politician with a vision, who does his homework well and pursues his goals with conviction of purpose. His mission during the last 35 years and leadership to peoples’ struggles speaks volumes of his honesty and selfless devotion to Goa and its people. Through this election campaign Matanhy has already achieved in making his demand for Special status, popular with the people and finding favour with all the major parties contesting. Moreover, every issue Matanhy has raised and fought has been taken on board by successive Governments in the past, and it is interesting to see now too, the Congress and BJP camps are chanting the slogans of “Special status” for Goa and CRZ issues, etc. though not out of belief, but more as an election gimmick, beware. The Congress knows how easily the Goan electorate can be fooled, like Eduardo Faleiro did during the Konkan railway realignment agitation and Sardinha whose reputation is not any better, even after more than 30 years in power, must be told in no uncertain terms, that Goa is faced withmore important issues that need attention on priority, than his nonsense of legalizing “Dhirios” . With crucial issues like CRZ, SEZ , Mega Housing and illegal Mining to name a few, haunting the aam aadmi, the Congress cannot be trusted at all, and since the BJP - Modi brand hidden agenda is alien to peace loving Goans, the only choice is ‘KATOR’ in the safe hands of Matanhy Saldanha. But at every stage, Goans had to fight to protect their identity and their interest. To prevent merger of Goa with Maharashtra, Goa had to have the opinion poll to maintain its separate entity. This was followed by its struggle to have Konkani introduced in the 8th Schedule of the Constitution. Forty seven years after freedom from the colonial rule, Goa is still not safe and is in the process of losing its identity. Being aware of Goa’s uniqueness, the then Prime Minister of India, Mr. Jawaharlal Nehru, had assured the people of Goa that Goa would be given special status to protect its uniqueness and identity. Unfortunately, it only remained a promise. Mr. Saldanha said that, today, Goa has reached a stage where it runs the risk of totally losing its identity, as its limited land is being sold for the lure of money. Land gives any society its identity, security and scope to achieve greater heights. Some gullible people of Goa are being tricked into selling this very land by the real estate sharks, builders and the millionaires from all over the world, who come to Goa because they realize that Goa is a paradise to be owned. They come here not for the love of Goa and its people, but for the money they can make by exploiting the land and its people. Even the land in possession of the schedule tribes and other backward classes, land which belongs to the age old institution of “Communidades” (community land), prior to the Portuguese, is unscrupulously being taken over or acquired by the Government of Goa, only to hand over to the industrialists, the businessmen and the real estate developers, in the name of so called development. Almost 70 - 80% of the beneficiaries of this acquired land are not the local people of Goa. Mr. Saldanha further said that black moneyed people from all over India, especially from the north of India, are luring the local people to sell off their land, by enticing them with high offers. This has resulted in an artificial escalation in land prices even in the remotest corner of Goa, thus making it absolutely impossible for the local people to buy land in Goa. The sale of land in Goa has resulted in the construction of gated housing colonies, tourist resorts and multi- storied buildings, even in the villages, in violation of the existing rules and regulations, thus changing the topography and the very character of the villages which are responsible for Goa’s uniqueness. Besides, these constructions are mostly purchased by people from the other states as the locals cannot afford the high prices inspite of their urgent need. The sale of land and the construction activity in the state has resulted in the influx of people from other states of the country into Goa. Consequently, practically in all the industries including tourism and mechanized fishing, besides mining, 90 to 95% of the people employed are from the other states. Even in the small businesses like fruit and vegetable sale in the markets, the locals are totally displaced. Setting up of small roadside kiosks (gaddas) is also being taken over. A quick survey of the coastal village schools and that of Ponda, Quepem and Sarvodem, reveals that nearly 60% of the students enrolled are from the other states, who have settled in the state of Goa. In some towns like Margao, Ponda and even Murmogao, the migrant population has outnumbered the local population, and this can be verified from the electoral rolls. Mr. Saldanha said that, it must be noted that the population of Goa remained stable for nearly two hundred years before 1961 and was around five to six lakh, inspite of the high Goan birth rate. Today, the population has shot up to almost fifteen lakh, within forty seven years, inspite of the low Goan birth rate and this increase, is due to the migrant influx. One can confidently say that presently, almost 50% of the total population in the state of Goa comes from the other states of the country. The people of Goa are not against migrants from any state of the country. However, today, the influx of people from other states is not just consigned to major towns but every village is being filled by migrants, changing the demography of the villages, outnumbering the local people and changing the cultural, social, economic and political identity of the Goan society.
