The Finance Minister made a deliberate attempt to toe the June 4 Presidential address to the joint session of the parliament. The economic survey does not appear to figure in the operative part. No big ticket reforms on the immediate term. A committee to go into petroleum and petroleum products pricing policy. Disinvestment of the PSUs, no specific announcement. One will have look into the detailed break-up of the revenue statement. Specifically asserted that banking and insurance industries would remain in public sector. Disinvestment would mean shares to the public. FM has talked of modifying subsidies for fertilisers and passing on subsidies directly to the agriculturalists. Does it mean cash subsidy? In his prep talk the FM talked of three challenges: Jacking up the growth rate. Making growth inclusive - vertically and horizontally. Improving the government/public delivery system. Could not locate anything relating to the third element. The introductory part had the following sequence: Infrastructure Agriculture Export Concession for print media (a bribe!) ... Food Security Act; NREGA; Bharat Nirman; time extension of farm loan waiver; women's education; special focus on Dalits and minorities; rural roads, electricity,housing; social security schemes etc. etc. specially emphasised. Rs. 120 Cr. for Unique Identity Number this year. Reinforcement of police, paramilitary and military. No change in Corporate Tax. Personal tax, marginally reduced (effectively). Gross expenditure proposed: Rs. 10,20,838 Cr. Fiscal deficit: 6.8% (up from 2.5% proposed last time). So the recommendations of the Eco Survey goes down the drain!! The lamb is not ready to become the prey of the lion anymore. The lamb has challenged the very authority of the lion by saying “enough is enough.” The lamb tells to the lion, “You have eaten my ancestors, betrayed my community and captured our territory in the name of the law of the forest therefore I’ll fight against it till the last breath.” The lamb is determined to fight back against the lion’s unfair acts therefore he is not allowing the lion to enter into its territory even after many attempts made by the lion. Consequently, the lion is in anxiety, worried and uncertain about its future. He knows that he would not have a bright future without the cooperation of the lamb. Suddenly, he gets an excellent idea to deal with the situation therefore he designed a plan to have a dialogue with the lamb. He attempts to convince the lamb that he is not the real enemy of the lamb but he is much concerned about the betterment of the lamb. He wants that the lamb should eat imported grass instead of the wild grass and behave like a civilized animal. He suggests that since it is the era of the globalization therefore the lamb also should change his mind. He tells to the lamb, “Let’s be a good friend, I’ll not eat you but you just have to do me a favour is to make sure that I don’t go hungry.” In the present context, the story is very much suitable to the ongoing struggle between the corporate houses and the indigenous people across the globe. Since the indigenous people have decided not to surrender their ancestors land for the so-called development projects and fight against it, the business houses are much worried about their future. Consequently, they are in unrest for finding out the way to resolve the problems. Now they are even ready to hear the community. They have also started talking about the human rights in business. This is what exactly happened in the international roundtable conference on ‘land and human rights’ organized by the UK based Institute for Human Rights and Business in Delhi last month. The giants of steel, power and cement like Arcelor Mittal, Tata, Jindal, NTPC and Lafarge Cement shared the table with the social activists. But the important question is do really the business houses bother about the human rights? The instant answer surely would be “No”. Precisely, because a lion can not survive without the flesh of a lamb though it may be a friend of a lamb till he does not feel hungry. Secondly, the past experiences suggest that the corporate houses have zero percent contribution in the promotion and protection of Human Rights. Thirdly, the corporate houses have also committed gross violation of human rights in the name of development. The most interesting part is though well educated people work in the corporate but they are not aware about the human rights as they see through only one lance in the business that is profit. The corporate houses including Tata, Jindal, Mittal, Lafarge Cement and PSU NTPC accept that they have not done anything for the promotion and protection of human rights especially for the indigenous people. The questions come in one’s mind is why are the corporate houses attempting to jump from the CSR (corporate social responsibility) to human rights? Does it mean the CSR became useless at this moment? Is the CSR not helping them in land acquisition? The term CSR came into public domain in the early 1970s and became very common in 21st century in India. Ideally, the CSR policy would function as a built-in self-regulating mechanism whereby business would monitor and ensure their adherence to law, ethical standards and international norms. The business would embrace responsibility for the impact of their activities on environment, consumers, employees, communities, stakeholders and other members of the public sphere. In practice, the community was completely left out in the CSR programme and the whole benefit went to the employees, consumers and other stakeholders. For instance, the Tate steel claims of spending 66 percent of its annual income on CSR programmes but the whole benefit goes to its employees, consumes and other stakeholders and the affected community get nothing out of it that’s why the indigenous people are not ready to give 24,500 acres of land to the Tata steel for its proposed green field project at Tontoposi of Saraikela-Kharsawan district in Jharkhand. According to a noted activist Xavier Dias, the CSR was used as a weapon for snatching land from the indigenous community. I wonder why there seems to be much of focus on this word called 'conspiracy'? Are schemes like national identity cards, not a direct material offshoot of small, seemingly banal, localized, measures of spreading hate/suspicion/panic/insecurity like this one? Is this not a clear institutionalized attempt to lessen the mutual trust of an urban Indian towards other urban citizens who claim to be Indians too. As the story suggests, 'The Criminal Investigation Department (CID), which is meant to probe high-profile cases, will now investigate love affairs that have resulted in marriages between Hindu girls and Muslim boys.The state CID has been told to check whether Muslim boys are enticing Hindu girls as part of a larger ‘conspiracy’.' The underlying assumption in the above argument seems to be - all Muslim men who claim to be Indian citizens are part of a larger 'conspiracy' of Islam to de-rail Hinduism in India. I don't want to undervalue the possibility of a mass reach of these arguments which might be based on an assumed sense of paranoia or panic or insecurity by terming these assumptions as 'outrageous' or 'bizarre' but at the same time I want to most earnestly appeal to all those who can perhaps see the mischief here and urge them to voice their dissent against such measure in the most strongest terms. The state CID has been told to check whether Muslim boys are enticing Hindu girls as part of a larger ‘conspiracy’. Minister of state for home (rural) Nitin Raut announced this step in the legislative assembly on the last day of its session. BJP MLAs Eknath Khadse and Devendra Fadnavis had alleged in the assembly that young Muslim boys in rural areas were wooing Hindu college girls and then marrying them. This, they claimed, was part of a ‘conspiracy’ to increase the strength of the community. Khadse had further alleged that some Hindu girls had also been sent to the Gulf. In his reply, Raut had admitted that such incidents were taking place in the state. “I will initiate an inquiry into this,’’ the minister had promised. However, the opposition had demanded a CID probe, terming the issue as serious. Raut had then given in to their demands. CID chief S P S Yadav said, “We are still to receive the order. The first thing we will have to do is to check whether such an inquiry is in consonance with the CID manual. If not, we will inform the government about the norms. If the government persists, we will decide on how to carry out these investigations.’’ Raut’s announcement has not gone down well with his cabinet colleagues and leaders of the Muslim community. Senior NCP leader and labour minister Nawab Malik said the BJP had a political interest in raising such issues. “The BJP’s politics has always been based on communalism and this demand too is part of the same theory,’’ he added. Congress leader and minister of state for home (urban) Arif Naseem Khan saidthere was no provision in law where a member of a particular community could be stopped from marrying a girl/boy of another community. “In case a girl or boy is pressured into getting married to a member of another community, the offender should certainly be punished,’’ he added. Refuting the allegations made by Malik and Khan against the BJP, Fadnavis said, “Had we wanted to politicise the issue, we would have carried out a morcha and staged a protest. Instead, we demanded a CID inquiry. In the course of his budget speech, Finance Minister Pranab Mukherjee rather deferentially, and not without a touch of pride, referred to bank nationalisation by Indira Gandhi - forty years back on July 14. In the context of his assertion that the banking and insurance industries would continue to remain under government control and the claim that the 40-year old decision is the key to the current stability of Indian financial sector in the midst global tempest and meltdown. He, however, made no attempt whatever to compare his current budget with that historic move. Obviously there is none of that flamboyance, the boisterous mobilisations on the streets, and the huge political impact. In a way, still this budget could be compared with that in terms of its professed focus on the proverbial Aam Aadmi - the mascot in the electoral campaign of the Congress Party. This one has clearly made a striking break with the traditions set since 1991. The focal mantra of neoliberal budget making - fiscal responsiblity - has been given a rather discourteous short shrift. No big ticket reforms either. Massive expansion in fiscal allocations in infrastructure and rural developments, and social security schemes. The BSE sensex nosedived by some 870 points. Never mind, the political dividend cannot but be positive. The (reformist) path charted out by the Economic Survey preceding the actual budget has just gone out of the window. The Presidential address to the Joint Session of the Parliament on June 4 last has acted as the bedrock. That's quite a bit beyond expectations. Of course ossified minds would turn still more ossified and withdraw into denial mode. But that's not how the struggles in the coming days can be conducted with any degree of credibility and effectiveness. There are two different sets of problems here. One, very much recognised in the Western context. That is the issue of privacy, data security and the threat of identity theft. There is a strong aversion to allow the Big Brother / Sister all the while breathe down the neck. But there is also another set of problem. India specific A very significant segment of our population remain unlettered, and hence severely lacking in general awareness, and also without any shelter worth the name. Hence they may not just be able to obtain these cards. And even if the card is obtained, one may not be able to properly use it. But the most dangerous aspect is that inability to produce the card at command will criminalise the very existence. And that would make one utterly vulnerable to grossest forms of exploitations and abuse. Apart from the not too unlikely prospects of being thrown behind the bars indefinitely. And precisely because of general awareness and grinding poverty, the issue would look too remote and esoteric to the potential victims till it hits in the face. Not that it would be too easy to implement. We know the case of the voter identity card. But that cannot be any ground for passive acquiescence. The Unique Identification Authority of India (UIDAI), set up recently by the government, will establish an online databse with identity and biometric details of Indian residents and provide enrolment and verification services across the country. Dahal said, “I tried to address the problem in that mechanism and others as per the republic aspiration, staying within the limitations of the Interim Constitution, coalition government and the understanding between the political parties.” On the context of Chief of Army Staff (CoAS) Rookmangad Katawal, he said that the Army Chief was not willing to accept the new change, instead he insulted the elected-government and disobeyed its orders. The Maoist Chairman further went on to say that an “earthquake” hit the regressive forces and the status quoits as soon as he began the process to take action against the CoAS. “The President was brought forward and a state of constitutional coup was created by directly violating the people’s mandate,” he reiterated. A small fact that might interest you *As published in The Times of India, Delhi Edition, 5 Jul 2009* http://blog.insightyv.com/ *UPA failed to use Rs 72,500 crore for Dalits says a Study * The United Progressive Alliance (UPA) may wax eloquent about empowering the downtrodden, but in the last five years it has denied the Scheduled Castes (SCs) a whopping Rs.72,500 crore ($15.16 billion) that should have been earmarked for them under a special scheme. This has been underlined by voluntary organisation National Campaign on Dalit Human Rights (NCDHR) after a study of India’s budget documents. Called the special component plan (SCP), the scheme was a strategy evolved way back in April 1975, envisaging that every central ministry must allocate funds from its annual plan for Dalits according to their population. SCs today form 16.2 percent of India’s 1.1 billion population. Therefore, between 2005 and 2009, the Congress-led government should have set aside Rs.129,000 crore for Dalits. But as much as Rs.72,500 crore was not earmarked, the NCDHR has pointed out. “The figures of allocation are a mute witness to the history of denial of exclusion. It is not only for the last five years; this trend is observed for the last 28 years since the inception of the special component plan in 1979-80,” states the NCDHR. It points to the allocations in the interim budget of the UPA government in February. “Out of 75 ministries and their departments, only 16 have allocated funds under the SCP. Out of these, nine ministries have allocated token amounts below five percent. Labour and employment, science technology, bio-technology, panchayati raj and textiles are some of the examples,” says the study. But the NCDHR concedes that human resource development, social justice and empowerment, rural development, women and child development and health ministries did make allocations according to the Dalit population. The SCP came into being in 1979-80 and only Rs.433 crore had been spent on SCs and Scheduled Tribes (STs) together in the 30 years before that. According to the Planning Commission guidelines, these funds cannot be diverted for any other purpose. The ruling Congress and its UPA allies that spoke of the common man in the run up to elections allocated Rs.15,280 crore for SCs in its interim budget in February while it should have set aside Rs.34,413 crore for this fiscal, says NCDHR. “This is even lower than last year’s allocation,” points out the study. “While the total increase in the plan outlay is 15.74 percent, it is unacceptable that at this critical time of financial crisis, the amount for the socially and economically vulnerable sections is drastically reduced. Medha Patkar makes film debut by: Times News Network 03 Jul 2009 She’s made her presence felt in real life, fighting for people’s rights. Now, she’s all set to do the same on-screen. Narmada Bachao Andolan’s Medha Patkar will be making her film debut in the Jayprad Desai-directed Marathi movie Swarajya. This story of real people in real situations (the director says the film is about greed and ambition, values and ideals, struggle and survival) deals with the conflict faced by a journalist who refuses to compromise on his values and finally launches his own newspaper. And the fiery Medha is playing herself, doing what she has been doing since years, only in front of the camera now! What’s more, the film also has two Oscar winners as part of its talented crew — Bhanu Athaiya, the first Indian to have won an Oscar for her costumes for the 1982 film Gandhi and Resul Pookutty who bagged an Oscar for his sound design for Slumdog Millionaire. “Working for Swarajya is my way of giving back to the city which has given me accolades. The script and the passion of the director struck me, here’s someone who wants to make a meaningful film in and about his motherland,” says Resul.
