[HOT] Hazard Tagging RFC

Dear HOT Community,

Thanks to Toni, the Disaster Services Team Lead, for reminding me there was
another tagging proposal recently that could be good for HOT to be involved
in developing. That is hazard=*

The initial Request For Comment (RFC) came at the end of November and there
has been quite a bit of discussion on the tagging list, so I will just
point you to the archives for this one:

Interesting note that the proposal page (
https://wiki.openstreetmap.org/wiki/Proposed_features/hazard) says this was
originally drafted in August of 2007; so a good example of how sometimes a
tagging schema can either (or both) take a long time to develop into a
stage ready for official adoption, or can be used for many, many years
before all the pieces finally come together for a vote.

As with the last RFC's forwarded here, feel free to reply - but best to
discuss or comment directly on the proposal wiki's discussion page or the
OSMF's tagging mailing list.

healthcare=vaccination_centre "A healthcare facility where people are
vaccinated"

The tag healthcare=vaccination_centre is proposed to map a vaccination
centre: a healthcare facility specifically dedicated to administering
vaccinations to individuals, to provide immunisation against infectious
diseases. This tag should be used for locations which are specifically
designed or designated for vaccination, and which are not a general clinic,
hospital or doctor's office (which already have tags). These centres may be
located in permanent structures and intended for long-term use for multiple
vaccination programs, or might be semi-permanent or short-term facilities
located in tents or other mobile structures which are designed for a single
vaccination campaign.

It may be used with the recently proposed tag vaccination=* (which looks
like it will be approved this week - voting is ongoing) which can specify
the specific vaccination or vaccinations which are available at the
location, e.g. vaccination=covid-19.

Other facilities also administer specific vaccinations in addition to their
primary healthcare purpose as a hospital, clinic, doctor's office,
midwife's office, nurse post, etc. These should be tagged with the tag
appropriate for the primary feature, such as amenity=hospital,
amenity=clinic, amenity=doctors, healthcare=midwife, healthcare=nurse, etc.
- in contrast, this new tag is for dedicated vaccination centres.

[HOT] 6 Tropical Systems, 1 Earthquake and a Global Pandemic

Dear HOT Community,

In the past, during this time of the year, many people are winding down
with work, traveling to see their friends and family, and enjoying the
change in seasons. For me, and many others, that feels like a distant
memory from a long, long time ago. However, every day it is *you, our
community*, that gives us hope that we are not as far from that place as it
may seem.

I must ask however, that you join us this holiday season in giving back to
the so, so many that have been impacted by disasters. Since late October,
we have responded to:

   - Typhoon Molave, after impacting the Philippines in an area where
   mapping had already been initiated by MapBeks <https://www.mapbeks.org/>
   it took a direct path to Vietnam, where the burgeoning community asked HOT
   to manage the response <https://tasks.hotosm.org/explore?text=Molave>.
   One project has been completed, thank you! But at least three others need
   your mapping and quality control assistance!
   - At the end of October, in the Aegean Sea a magnitude 7.0 earthquake
   struck, toppling buildings in Izmir, Turkey
   <https://tasks.hotosm.org/explore?text=Izmir>. The local organization, Yer
   Çizenler <http://yercizenler.org/en/home/>, created two projects. Both
   still have mapping, as well as validation needs.
   - On the first of November Typhoon Rolly (local name) took aim at the
   Philippines, doing significant damage and requiring additional mapping
   projects <https://tasks.hotosm.org/explore?text=RollyPH>. The three
   projects have been mapped, but the OSM PH
   <https://wiki.openstreetmap.org/wiki/Philippines> community still
   welcomes quality assurance assistance!
   - A few days later, Hurricane Eta on the other side of the globe took
   aim at Central America. Initially causing storm surge, wind and rain damage
   to the Nicaraguan coast. Eta then continued its path of devastation with
   torrential rains, causing flooding and landslides in Honduras, Guatemala
   and Panama.* So far* three projects

   have been launched; one is complete, the other two need mapping and
   validation help.
   - On the heels of Hurricane Eta, Hurricane Iota made landfall just 15
   miles down the Nicaraguan coast further compounding the flooding and damage
   in Central America. We are treating our response to Iota as part of the Eta
   response - projects forthcoming will cover areas damaged by one or both of
   the storms. Where possible HOT is collaborating with local community and
   local organizations.
   - *Not to be forgotten in the storms...* Nearly 20,000 mappers have
   answered the call to help us provide data essential to combatting the
   COVID-19 global epidemic, read more

   we are temporarily putting a pause on making COVID projects Urgent
   priority, we are still working to fulfill requests of Governments, Agencies
   and Aid Organizations to plan and prevent the spread as best we can. So
   far, HOT has generated 345 mapping projects; combined with community
   initiatives, a total of 432 COVID related projects have been created on the
   HOT instance of the OSM Tasking Manager <https://tasks.hotosm.org/>.
   - Unfortunately, that won't be the last incident we deal with this
   holiday season. We have heard that Cyclone Gati has struck the Horn of
   Africa in the last 24 hours, so as we monitor the situation and determine
   if we can provide any assistance, we must ask that you continue to be
   stalwart champions of OpenStreetMap.

If you did not notice the pattern above - we welcome all the mapping, but
we are falling behind on being able to assure quality. It's a process we
call "validation" where a *second pair of eyes* looks over the mapping -
even the best mappers sometimes miss things. It does take some expertise
but if you think you know OpenStreetMap well enough, then please do fill

It has been a very busy time for the Disaster Service Team at HOT, but your
support literally keeps us going, and giving responders and aid agencies

[HOT] Update! Recent Disaster Activty

The last few weeks have been especially challenging, given the number of
disasters occurring around the world. This is a quick update on the six
incidents we have been experiencing. But first, let me ask everyone reading
this message to do one, or more, of the following to help:

   - Visit https://tasks.hotosm.org, find a suitable project, preferably a
   project with Urgent priority (use the filters if needed), and map at least
   one task. If half of the readers in our mailing list do this, that could
   finish the largest of the projects (or several of the smaller ones).
   - If you are an experienced OpenStreetMap contributor, please visit

   us ensure high-quality data is delivered to responders and aid agencies

[HOT] Izmir Earthquake, Cyclones, Mapping Needed!

Dear HOT Community,

I am emailing to ask for your assistance mapping Izmir, Turkey. Yesterday,
October 30th, a magnitude 7.0 earthquake struck the region encompassing
south/southeast Greece and western Turkey with the epicenter being the city
of Izmir, home to about 4 million residents.

Initial reports are that human losses were minimal, which is good news.
However, buildings have collapsed in the city of Izmir and our partners in
Turkey, Yer Çizenler, will be visiting the sites to collect data today
(October 31st). So they could use your help mapping the priority areas on TM
Project #9717 <https://tasks.hotosm.org/projects/9717>

Cyclone Molave has also been wreaking havoc in the western pacific, causing
heavy rains and a major landslide in Vietnam. The area is not very heavily
populated, so our Project #9716 <https://tasks.hotosm.org/projects/9716>
was quickly mapped - although there is still some validation work to do.
Cyclone Goni is targeting the Philippines today and current forecasts place
it going directly over the capital of Manila tonight into tomorrow
(November 1st), the greater metropolis being home to about 13 million
residents. So stay tuned here, the Tasking manager, and/or our Slack (
Slack.hotosm.org to sign up) for further information as these situations
unfold.

[HOT] Continue to Map (and Swipe) Against COVID!

 Dear HOT Community,

Sunday 11 October marked 200 days since we declared the HOT Activaton to
support the global response to the coronavirus pandemic. Our Activation
Coordination Team has been incredibly busy engaging local governments,
non-governmental organizations, and local communities to support the
creation and use of geospatial data to inform decisions on how best to
address the crisis.

To date, we have led or supported mapping operations in 24 countries, with
a few other OSM communities doing similar work on their own. So far, 341
Tasking Manager projects have been created. These projects have relied on
over 16,000 contributors[0], likely including most of you reading this
email.

Most importantly, this message is a thank you to everyone who has
contributed to the response so far! You have made a big impact for
communities around the world.

Geospatial data and maps are only tools for healthcare and aid workers to
plan and execute the delivery of services. Until there is a vaccine or cure
we will need to continue to do all we can to help slow the spread of this
terrible disease that has already impacted so many lives.

Now with over one million fatalities globally[1], and still thousands more
every day, I ask for your help again. We have more projects being
published[2] - including beginner-friendly ones - but also urgently need
intermediate and advanced mappers, and especially validators[3] to ensure
we are delivering the highest quality data we can muster. As it stands now,
about half of the 341 projects still need some level of effort to complete
and at the current rate of progress (about 85% of one project is completed
each day) it will take the community roughly another 200 days to finish -
and that is without identifying further needs or receiving additional
requests for help.

We all want this pandemic to be over, and you can make a tangible
difference in minimizing its impact... by mapping! If you don’t have time
to map, do not overlook the assistance you can provide from your phone with
Mapswipe[4]! When you’re standing in line - or maybe more with the times,
waiting for your order to arrive - jump on to Mapswipe and help us
determine where there are areas in need of a Tasking Manager project! Thank
you again, so much, for your time and effort to combat the COVID-19
pandemic.

[HOT] Beirut Response Concluded

Dear HOT Community,

We are pleased to announce that after about 7 weeks and at least 220
experienced mappers coming together to digitize over 54,000 buildings in
the greater Beirut metropolitan area; as of Tuesday, the 22nd, we have
completely mapped, and validated, the area requested by the Lebanese Red
Cross, giving them the data they need to continue the long road of recovery.

Though our work is complete here (for now), let's not forget that this was
in response to the explosion at the port in Beirut that killed 190 people,
leveled nearby buildings and damaged others up to 24 kilometers away,
totalling an estimate of $15 billion in damages (source
<https://en.wikipedia.org/wiki/2020_Beirut_explosion>). And the local
OpenStreetMap community is still working on a variety of initiatives to
help recovery efforts as well as prepare for future events.

[HOT] Beirut Extended Damage Mapping

Dear HOT Community,

Many thanks to the amazing mappers in Lebanon who had the entire downtown
Beirut area mapped; including the Port area where the recent explosion
occurred. And, for quickly mapping the aftermath dramatically captured in
imagery such as that donated by Planet and MAXAR (some can be viewed on
openaerialmap.org).

However, the greater Beirut metropolis is quite big and much remains
unmapped. In response to a request by the Lebanon Red Cross to map the area
up to about 8 kilometers from the epicenter of the explosion (damage has
been reported up to 24 kilometers out); we have created a project to map
the missing structures: https://tasks.hotosm.org/projects/9164 - as the
local community focuses on capturing Mapillary imagery in the field and
helping the more severely impacted central Beirut - please consider helping
map remotely the areas that too will need help in the coming days, weeks
and months.

Sorry beginner mappers, Beirut is quite densely populated and there are
lots of pockets of mapping by locals that we want to preserve, so this
project is restricted to intermediate and advanced mappers.

[HOT] COVID-19 Response Update

Greetings HOT Community,

We are quickly approaching 100 days since HOT officially activated for the
coronavirus pandemic; of course that was some time after the virus began to
take its course. However, since then we have made some amazing progress
mapping those areas which local communities or partner organizations have
requested help.

In total 199 projects have been created! That's a total of roughly 124,000
square kilometers and almost 82,000 tasks! Of which 87% has been mapped and
61% has been validated; with 44 projects being completely mapped,
validated, archived and the data delivered to the requesting organization
for use in the fight against COVID-19.

Very impressive work! However, as the virus is not done with us yet, we are
far from being done with the mapping. Just this week we got several more
requests and several of our microgrant recipients have now launched;
therefore... more projects, area and tasks will be added to those totals
soon. So we will still need your help - as mappers, as validators, as
working group members and general volunteers.

Want to map? Head to tasks.hotosm.org and select the highest priority COVID
project available to you. Validators - also, please stick to the highest
priority project(s) so we can try to get them 100% complete and archived.
Want to help in other ways, head to https://bit.ly/HOTWG this is where you
will find all the active Working Groups. The Activation Working Group is
the most focused on Disasters, but find the group that fits your interest,
each group contributes in various ways to our ability to provide maps for
humanitarian aid and development work around the globe.

I'll make this brief. We have 72 projects for coronavirus response on the
Tasking Manager, dozens more in draft and more that we are working with
partners to determine mapping needs.

Whenever you have the time and energy this weekend, and potentially any day
for months to come, please consider contributing to any of these projects.

[HOT] COVID-19 - How you can help

Dear HOT Community,

We have been receiving more and more inquiries about our response to
COVID-19, also known as the Corona-virus, so we thought it prudent to put
together a message of what we are doing, and willing to do, regarding
mapping for this response.

NOTE: HOT suggests remote mapping events only while COVID-19 remains a
significant threat to public health. We have some guidance on how to
conduct a successful remote-mapathon

from our partners in Missing Maps. Heed local warnings and restrictions
before attending any mapping events in person or mapping in the field.

As always, we respond to formal requests, typically from partners such as
Médecins Sans Frontières (MSF) International, the Red Cross/Red Crescent
societies and others to our Activation Working Group email and Slack
disaster-mapping channel. This does not guarantee an Activation by HOT as
we still need to assess that what we ask of our volunteers - you - is
obtainable in a timeframe that will result in assisting the response.

In regards to COVID-19, HOT has not yet received an official request. In
light of that, we are suggesting that local OpenStreetMap Chapters &
Communities make the discovery and launch projects to map those resources
that are lacking in your area. HOT is here to assist with identifying those
resources and where they are lacking, getting projects set-up on the
Tasking Manager, or if needed, getting you trained and on-boarded to create
projects for your community, as well as communication/recruiting mappers
from the crowd to help with your mapping efforts.

NOTE: For healthcare and aid organizations looking for geospatial data, we
continually push OpenStreetMap extracts to the Humanitarian Data eXchange
(HDX) <https://data.humdata.org/>. We are currently working to ensure
updates for the most impacted countries are available. Do let us know if
you have data needs not being met!

In order to make an impact on COVID-19, HOT will rely heavily on local
communities. While we work with partners to identify things that can be
achieved on a global scale; we encourage you to look for things you can do
locally to assist health care and aid workers nearby. Here’s a short list
of things you and your local OSM community can do to prepare for and reduce
the longevity of COVID-19...


   1.

   Start by comparing the completeness of healthcare facilities in
   OpenStreetMap here:https://healthsites.io/map
   2.

   You can also use healthsites.io to directly input missing healthcare
   facilities and attributes.
   3.

   Look at the road network in your area, often in large disease outbreaks
   it is of critical importance to have a complete road network. Consider
   using the MapWith.AI <https://www.mapwith.ai> site to speed up the
   process by having AI assist your road network mapping.
   4.

   See if there are other data-sources available (and compatible) for
   bringing into OpenStreetMap, such as healthcare facilities, major
   transportation network features, or even buildings in general;
follow the import
   guidelines <https://wiki.openstreetmap.org/wiki/Import/Guidelines> for
   including 3rd party data.
   5.

   Or, map the ‘old-fashioned way’ by digitizing features from satellite
   imagery.

Just a quick note; HOT does not formally do damage tagging, mainly because no 
tagging schema exists. In the past, members of HOT tried various tagging but 
results for remote damage assessment were poor.

I personally would be glad to see a community driven tagging schema developed 
but if not we (HOT) will need to document what we come up with for usage in 
disaster response and recovery.

One glaring issue has been that typically the tags persist much longer than the 
damage.

[HOT] Flood Mapping in Djibouti - Your Help Needed!

Dear HOT Community,

Currently the city of Djibouti is facing severe floods. Our partners,
MapAction, have deployed and are now in the field helping coordinate the
response with maps. Unfortunately, as with many places, there is no
existing basemaps. OpenStreetMap has good coverage for roads, but we need
your help to trace the buildings. Sorry new mappers, this is very dense and
difficult mapping, so we are restricting the first projects to intermediate
and advanced mappers. There are plenty of projects more suited to beginners
that you can get familiar with first, then we'll gladly have your help too.

UNOCHA is also helping and created the highest priority project,
https://tasks.hotosm.org/project/7446. Those who are intermediate or
advanced, please start with project 7446 and focus on the priority area, as
that has seen the worst of the flooding. Likely we will try to complete
Balbala (project 7444) next, stay tuned to the Tasking Manager for projects
and priorities!

[HOT] 150 Donors to Get DigitalGlobe Match!

Greetings all!

 

Although I beat, and then raised, my individual goal for the annual HOT
microgrant fundraising campaign; it really isn't about hitting the dollar
amount today. On the last day of the year, if we can get 4 more people to
donate anything (>=$1) we will get a $5000 match from DigitalGlobe. Visit:

personal appeal and fundraising so far.

 

Where this money goes is important to me, and everyone involved in the
OpenStreetMap project. This is how we help 'seed' communities in some of the
most rural places on earth (such as Mongolia, which I have a special
affinity for). Even if we don't hit our goal to fund 10 microgrants; about
every $4000 we can support 1 community.

 

If we can get this match from DG, we will be well over half our goal and are
looking at a handful of microgrants (which will be easier to manage) but it
would be a nice surprise to see a big push at the end to get as many
projects as possible funded.

[HOT] Join the Activation Working Group!

Greetings everyone,

 

Centered around the initial idea that became the Humanitarian OpenStreetMap
Team (HOT) was 'activating' the global volunteer network to respond to
crisis, anywhere, anytime. Whether it be forces of nature or man-made
disaster, we can and would contribute to a robust basemap for response and
aid organizations to utilize in planning, logistics and execution of life
saving and life sustaining operations. Dale Kunce, of the American Red Cross
- International Disaster Services, and Voting Member of HOT gave a great,
short presentation at State of the Map - Detroit last weekend. I hope you'll

This is one of the best 'packaged' descriptions of why we 'do what we do',
over and over - because somehow we haven't figured out how to stop disasters
from happening - that I have ever seen. Thank you Dale! It is always
difficult to get the response and aid orgs to tell us how they use OSM
during/after an incident and here you tell many of those stories in one.

 

If you're still reading, you must be interested in the disaster services
that HOT provide. So, I invite you to join the next meeting of the
Activation Working group, tomorrow (October 12) at 1400UTC on IRC #hot

free to reply to me directly about becoming a Project Manager on the HOT 
Tasking Manager. We do about an hour of training and demonstration before 
allowing new project managers. The HOT TM is used by over 70 organizations and 
there are currently 300 project managers, so we need to ensure a minimum level 
of fair use for all. Please let me know a bit more about what you want to do as 
potentially YouthMapper projects would be better on the TeachOSM Tasking

*   Supporting OSM Colombia, we Mapswipe-d a large area around the 
Hidroituango dam and about 150 dedicated mappers digitized about 50,000 
buildings in the area most at risk of dam failure.
*   Mostly standing by and watching, we also created a project to help the 
local mappers get ahead of the eruption of Mount Kilauea in Hawaii, making 
about 60,000 changes to the map including the fissures and lava flows.
*   In Guatemala, the Fuego Volcano had a much more violent eruption and we 
activated to map over 17,000 structures around the volcano that were 
susceptible to lahar and landslide.
*   A much larger area was impacted by flooding in Sri Lanka, so far about 
100,000 buildings have been traced and for longer-term recovery efforts, we 
still have more area to map. 
*   In Japan we had first a major earthquake and CrisisMappers – Japan and 
OSM – Japan jumped into action mapping. By the end of June 1 million changes to 
the map had already been made. Then the country was hit by heavy rains causing 
major flooding, so we offered our support to the mapping efforts needed there. 
There continues to be recovery projects for Japan on the Tasking Manager.
*   When Ebola made a resurgence in the Democratic Republic of Congo in 
April-May, OpenStreetMap-RDC launched an effort along with local government and 
Médecins Sans Frontières to map the area. The incredible effort of about 850 
mappers to digitize over 250,000 structures as well as thousands of kilometers 
of roads and waterways, quickly got the basemap of the area complete. Now there 
is a new outbreak, but we are prepared to support OSM-RDC again.
*   Also recently, we have had a few smaller responses; one to map villages 
in the Andes mountains for a volunteer team bringing supplies. Another dam 
failure, this time in Laos, also needed some mapping. Fortunately a lot of the 
area this time was Mapswiped and mapped before in the malaria elimination 
campaign.

 

I know that is a lot with not much detail, and I would like to do more to keep 
you informed. However, with as many responses as we have been handling, there 
is not a lot of time for writing emails, blogs, etc. We could really use more 
help, our coordination teams are made up of 10 “roles” but often it’s only a 
few of us doing a handful of roles each. Don’t know what you might be 
interested in, or interested in just one aspect of disaster coordination, 
that’s fine; head over to http://courses.hotosm.org/ - take the Activation 
Essentials course and see what role you might want to help with. If you’re 
interested in all of what we do in disaster, same thing – take essentials and 
the optional ‘assignment’ to join the Activation Working Group, mailing list

We have been now been Activated for three months straight with about a dozen
separate incidents we have either coordinated or supported a local
coordination effort. I wanted to take a moment to thank everyone who has
contributed either through mapping and validating, or especially in the
often chaotic initial coordination efforts. 



Here are some highlights:

*   We quickly mapped 18,000 buildings in Somalia so UNITAR could create
estimates and maps for flood relief.
*   Supporting OSM Colombia, we Mapswipe-d a large area around the
Hidroituango dam and about 150 dedicated mappers digitized about 50,000
buildings in the area most at risk of dam failure.
*   Mostly standing by and watching, we also created a project to help
the local mappers get ahead of the eruption of Mount Kilauea in Hawaii,
making about 60,000 changes to the map including the fissures and lava
flows.
*   In Guatemala, the Fuego Volcano had a much more violent eruption and
we activated to map over 17,000 structures around the volcano that were
susceptible to lahar and landslide.

in Perú we are living, sadly, as every year, the down of the temperature, that 
we know as "friaje", many places was affected. Some days ago, Anibal, an 
humanitarian volunteer, share in our telegram group, news about an emergency 
situation in highlands of Lima [0]. After some troubles in josm to read the 
geojson files generated in it, we have now the areas about the communities that 
Anibal notified as the impacteds.[1]

He, and his team, will going to these areas to carry on some humanitarian help. 
We, in Lima, can to collaborate this time only with remote mapping. Can someone 
help us to create the tasks for this?

We want to mapping ways, waterways, and buildings. As the areas are
little, we think we can map the farming areas too.

Our Disaster Mapping program is guided by a similar protocol (I’m pretty sure 
DG’s has bits from ours ;) You can get info here:

The short version is we have an Activation Working Group that coordinates our 
response. In the case of Hawaii, the local mappers pretty much took care of 
things without needing an HOT activation.  However, we almost always support in 
some way and helping with imagery is something we can do.

 

Best bet to just chat with folks and see what might work is to join our Slack: 
http://slack.hotosm.org/ either the #disaster-mapping channel or #imagery-coord

What is the best way to ask this group to activate an area for a disaster? 

 

In Digital Globe’s disaster activation protocol, and it says that the listed 
partners will leverage the open imagery and data made available (Open Street 
Map is included) and to solicit them for feedback after an emergency.

We at ITDRC are working with the Hawaii Tracker group on providing

Possibly from another TM instance (i.e. if they left the default changeset 
comment)? So best bet is probably just directly giving feedback to the mapper 
via changeset discussion or message via their profile.

I've added tags to a few hundred untagged ways.  There doesn't seem to be a 
task 580 in HOT the mapping is fairly recent.

Is here any way to give a bit of feedback since there are so many untagged 
ways?  Mainly buildings, well roughly where the buildings are the shapse are 
bit odd.  I've also deleted a number of duplicate buildings that had the same 
sort of changeset tags on them.

[HOT] Current Disaster Response Projects

We're waiting to get more information on the situation in Papua New Guinea
as they were struck with a magnitude 7.5 earthquake Sunday, followed by many
major aftershocks/secondary quakes (which continue, the last being less than
an hour before writing this). For now we have a fairly easy project to
prepare a basemap. I left it unrestricted, so those who have been asking for
a way to try out validation, have at it - just keep in mind the tips and
tricks from the Validation Webinar <https://t.co/PLqYJQ8kj7> . The project

Do you mean mines, like landmines, or mining for gold kind of mine?  I know 
CartONG where doing de-mining (landmine kind) Mapswipe projects if that’s the 
kind you’re talking.  Don’t know of anyone mapping mining operations for 
resources kind of mining.

It does seem to me that more clarity would be good here, i.e. slightly
disentangling the lines of accountability regarding the hot@ mailing
list.

Mikel's response has logical sense, but it's probably not clear to the
average participant in the hot@ mailing list whether they are
automatically made a part of the HOT community. Whether the best
clarification is to have two mailing lists, or for the info page
 to make clear whether
it is in general governed by HOT's rules, I don't know.

I hope you know that HOT appreciates all you do; personally I don’t disagree 
with leaving communication channels that are more frustration than anything 
else.  My point being, that message was against the Code of Conduct for all 
community members participating in HOT related tools and platforms, including 
this public list.  However, retaliating against HOT the organization because of 
one ‘random’ person’s email, I don’t agree with.  Everyone should consider that 
they are communicating with other human beings and when IRL does that kind of 
communication work to get the results you’re after?  

 

If there is anything I can do to moderate and send people to the correct means 
to ‘air their grievance’ you are welcome to contact me directly,

[HOT] HOT Activation for Iran-Iraq Earthquake

Greetings HOT community,

 

After initial size-up last night, we have today received a request from
UNOSAT and have decided to Activate to fulfill that request for buildings in
the area of impact from the Iran-Iraq Earthquake.  The USGS recorded it as a
7.3 magnitude around 1800 UTC yesterday (Nov 12th). Since initial reports,
the PAGER report
<https://earthquake.usgs.gov/earthquakes/eventpage/us2000bmcg#pager>  has
been upgraded to a red alert for significant casualties.

 

Unfortunately, much of the area that is populated is rather dense and
difficult mapping so we are going to utilize the TM3 functionality to
restrict to intermediate or advanced mappers. To become an intermediate
and/or advanced mapping, keep mapping and you'll get the status as you
progress.  Head to tasks.hotosm.org to help map!

Yes, the typical Tasking Manager projects (with squares vs. arbitrary task 
size) are not really good for doing large natural/landuse features like forest. 
Not sure what project(s) that is and if it's asking for that, more likely and I 
often see mappers adding features that are not requested in the project. It can 
make a tough time stitching all those forest bits together although in this 
case it doesn't look too bad, yet.

[HOT] Malaria Campaign Updates

It has been an incredible collective effort to conduct this massive mapping
campaign to help end malaria.  If you have not seen it yet, check out

On Tuesday, World Malaria Day, about 360 mappers came together for this
campaign and ended up tracing over 94,000 buildings in Zimbabwe. I can't say
"Wow, Thank You!" enough. 

 

Although World Malaria Day is over, the disease is not, and neither is the

On this topic, there has been concern over validators doing so much deletion of 
recently mapped objects.  This triggers a few monitoring sites that watch for 
'suspicious changesets'; it doesn't mean much in the immediate, but thinking 
longer term for the OSM project, those algorithms could be used for automatic 
warnings or blocks.  I think no matter what, we're always going to be dealing 
with poor mapping, so we should also look at some best practices/rules of thumb 
for when to delete versus improve a previously mapped feature.  Although I do 
find myself deleting and re-drawing sometimes, I try to minimize that as there 
is something to preserving the original mappers contribution.  This can also be 
an issue for trying to calculate mappers contributions for a mapathon or 
project if a validator unnecessarily deletes the objects.

To quickly touch on project creation; I think roads and settlements/residential 
areas go well together - they both should be done with larger task squares than 
for building projects, but not sure it matters too much which one comes first, 
but for disaster response as an example, I would think roads and settlements 
are first priority followed by buildings.

I agree on this.  Especially with respect to buildings.  Roads are
fairly easy to add refinements to by doing them one at a time and using
the replace geometry tool in JOSM, however poorly mapped buildings take
longer to clean up than simply deleting them and mapping them fresh.

I would rather see a user add 10 buildings that are high quality then
100 or even 1000 that have to be remapped by someone else.  Having to
map something that has already been mapped poorly by someone else is
really disheartening.  On the one hand you spend your whole time mapping
thinking about how your work is duplicating that of someone else, and on
the other hand you feel bad about removing their contribution from the
database.  So you get hit with it on both fronts.

[HOT] Reinventing the Community Working Group

You are invited to participate in the Community Working Group

we have struggled to really find a 'niche' for this group, this will be the
group's first meeting under a bit different objective. I will be introducing
the concept of 'Community Hour', where the members of the CtyWG help
facilitate online presentations at least monthly. So we're looking for
people who can help schedule and facilitate online presentations. If you
want to present at a community hour, that will come soon after the group
updates the Terms of Reference and draft some procedures for how we'll find
presenters.  

 

The meeting is this Friday the 16th at 1400 UTC.  We will be meeting on
Mumble <http://wiki.openstreetmap.org/wiki/Mumble>  so please set-up ahead
of time and if you're new to Mumble it's best to show up a bit early so if
you do have problems someone can help.

Just for clarification, I wasn’t under the assumption we are “migrating” away 
from Moodle. At this point that would be premature as ‘functionality’ in Moodle 
provides us two very important components: testing peoples’ knowledge/retention 
of materials and a badging/roster system. I see the GitBooks version more as 
our ‘content management’ – i.e. it will hopefully be easier to add, remove and 
enhance the content there. Once all the content is ‘ported’/duplicated in 
GitBooks my hope is it will be easier to ‘migrate’ content to LearnOSM and 
eventually we can reduce Moodle to basically just the maintenance of the 
Activation Roster. I also think it’s going to take some time (probably months) 
since those of us who attended the AWG meeting don’t have much extra time; 
maybe during SotM/Summit sprint time, but we’d be ‘competing’ with more 
interesting things happening at the conference. I was actually planning on 
helping validate during the MM event at SotM.

 

So, long story short, everyone should continue utilizing the Courses on our 
Moodle site (http://courses.hotosm.org) as we also have non-Activation training 
there and have talked about more courses for ‘staff training’ in the future. 
Several of the courses are already recommended training for working groups; 
such as the Reporting and Public Relations role courses for our Communications 
WG volunteers.

So we didn't run the meetbot during yesterdays meeting, because I thought it

*   Have new students signup to the Activation curriculum course via a 
Google Form
*   Each new student will be buddied up with an Activation mentor to guide 
them and show them the ropes
*   Migrate the Activation course content from Moodle to GitBooks which is 
more user friendly and easier to maintain
*   Arrange an Activation sprint during the Summit/SOTM to move the content 
and get input from the community
*   Move Activation WG meetings to the 1st Wednesday of each month at 1400 
UTC (next meeting will be on the 5th October 2016)

 

Unfortunately I won't be attending the events at the end of the month in 
Brussels, so I leave it up to the other four to coordinate the best time and

handful of working groups and new people are more than welcome to jump right 
in; the groups I participate in all have a 'standing list' of stuff we'd like 
to do but just not enough time/people. The groups can be found here:

of meetings, etc. and only Community and Security are 'inactive' but it's our 
hope to have a 'chair' for all groups by end-of-year (at least that was my

That is a pretty tight window for the QGIS grant, however I went ahead and 
added it to the Fundraising Working Group’s ‘pipeline’/spreadsheet. We meet

The project in MapSwipe was completed in around 60 hours by just more than 1000 
people, which we are super pleased with. Looking forward to see how it affects 
the TM process!

Road classification, as most of us are well aware, is difficult to say the 
least.  My opinion is that what suggest as ‘best practice’ for remote mapping 
in Africa is to use this as a guide:

However, looking over it, I think it does need a ‘refresh’; it doesn’t even 
mention trunk or service tags (not even a ‘don’t use’ rule of thumb), however, 
I wonder if that image for primary roads doesn’t better show a ‘trunk road’.

 

Specifically, I think all road classification is only as good as the local 
community, because often you can’t tell ‘significance’ or function without 
local knowledge.

highway=residential rather than highway=unclassified mainly by new mappers in 
maperthons but even one or two project managers are using this designation and 
I'm not sure why.

My expectation is a few highways within a landuse=residential ie mainly towns 
or larger villages would be so tagged but not those outside.

In many cases we collaborate with imagery providers, example being project 1920 
we were able to secure imagery from just days before the flooding began. 
Sometimes we do ‘post-event’ mapping from imagery, but of course the best data 
will come from locals. We’re always going to be supporting the growth of the 
local community and if you are still interested in helping, check out the 
‘resilience’ projects (1280, 1340 and 1923).

[HOT] Calling all mappers!

Thank you so much to those who have been mapping away in Sri Lanka! We
recently published http://tasks.hotosm.org/project/1914 as we're nearly
complete with 1913. Validators a special thanks for what is quite a
difficult clean-up in some parts, the density of buildings should be less in
these next couple areas. Remember to use Mapbox as it's more recent and is
better aligned with GPS data from the area; if you're using the remote link
from the Tasking Manager it should load by default in iD and JOSM.

Government is also interested in using U-Report for early warning, early

Due to errors in OSM for Fiji we are having trouble importing the map into the 
U-Report Fiji site https://fiji.ureport.in (live but not active). I am hoping 
someone on the HOT list can assist.

 

Any thoughts on how to correct and improve OSM Fiji?

We are working closely with the Fijian Government on the implementation of 
U-Report Fiji as the foundations of a community feedback mechanism post Cyclone 
Winston. As you may be aware the U-Report websites map the polling data using 
OSM https://ureport.in (global site).

 

Our RapidPro Vendor Nyaruka has informed us that there isn't complete data for 
Fiji; including at State level with things not being correctly tagged. For 
example, the Western boundary has no administrative level. The Secretariat of 
the Pacific Community (SPC) Geosciences division works closely with the Fijian 
Government and has mapped to 1:50,000 in MapInfo and could provide the shape 
files to correct the boundaries and hopefully improve data completeness (proper 
permissions and licenses to use the data in OSM still needs to be formally 
requested). However, as I am new to OSM I am not sure how to go about 
correcting this information on such a large scale (fyi http://www.spc.int).

I will try to help connect you with the local team.  To ‘take us back’ and try 
to answer some of your questions – this response has from the start been 
coordinated by CrisisMappers-Japan. So maybe it is a language issue and they 
did not understand your message? However, what was maybe ‘missed’ was a quick 
‘identification’ by the local team, that the immediate search and rescue 
operations would be done by ‘traditional first responders’ who would have their 
own maps and such, so this has always been more a ‘long-term’ recovery/just 
further helping the wonderful efforts of OSM-Japan in general, however I too 
would like to know if that has changed and/or any ‘use cases’ that have come up 
since then.

 

In general, these are good and valid questions/concerns, and HOT is always 
working to improve not only our own coordination, but how we better support 
these local groups.  Language barriers, time zones, and many other things 
contribute to communication challenges, so patience is always key around OSM.

I'm surprised to have no response to what is happening in Japan.  I think 
surprised is the polite way of putting it. 

I even tried to contact the project manager but no response.  It is now Tuesday 
morning in Japan.  I looked at a couple more.

I note that 1799 wants the sea mapping, or at least a third of the tiles would 
seem to be over the sea.  

1798 there is a high priority zone but much of it is not tiled.

1788 there is a high priority zone but some of it is not tiled.

1784 wow we've done a really good job of validating the sea on this one.

1786 again lots of sea to map.  We haven't managed to do the high priority zone.

These are in addition to the issues on 1800.

In total there are some dozen projects mostsy high priority relating to 
earthquakes in Japan that's asking for a lot of resources.  I think what we've 
ended up with is too few mappers spread out over too many projects to get 
anything useful done in a reasonable time frame.  Are they still high priority?

 

Yes mappers don't cost anything in money terms but surely we can expect a 
higher standard of project management than appears to be the case here 
especially with Ecuador needing to be mapped at the same time.

The most difficult part to map is the built up areas with lots of very close 
buildings which in some ways I'd expect a city in Japan to have its own maps of 
buildings. Those tiles take time and lots of it.  The buildings are so close 
together that you really need the building tool to map them rather than 
squaring them afterwards.

These tiles by the way still have a lot of buildings to be mapped even though 
the project says 82% complete I'd say we're only a third the way through the 
buildings.


Then we have lots of tiles over the ocean, nothing there, and many many tiles 
over forest, again not much to map.

Could someone expand a little more on who has asked for the mapping and what it 
will be used for?

Thanks for the info Paul, sorry to hear (when the ‘probability of ignition’ is 
high near me, I live on constant edge of when will that evacuation call come).

 

Another aspect of why and when HOT responds, isn’t necessarily geographic based 
– it’s based on ‘how well is OSM already mapped’ and ‘what kind of local OSM 
community exists’.  In both Canada and India, there is a great local OSM 
community; and I looked at the area around Fort McMurray – it’s pretty much 
mapped. The Uttarakhand state/province in India seems to lack buildings, but 
the road network and populated places is pretty good.

 

Of course there are many in HOT and on this list that can help set-up exports 
and connect response and aid organizations.  If there is any direct need for 
anything, we also have Members who are leaders in these local OSM communities 
and can also help connect folks.

Fort McMurray is the 5th largest city in the province of Alberta and has been 
evacuated in the face of wildfires which have burned thousands of structures. 
Satellites have been tasked to gather imagery, but it probably won't be very 
useful imagery for OSM until the smoke has cleared.

My guess is there won't be a HOTUS activation associated with this disaster. 
The HOT work people have been doing so far is mainly improving the state of the 
area in OSM with pre-disaster sources.

If anyone gets openly licensed imagery for the area, I can host tiles from it.

The OpenStreetMap database (where most all of our mapping work goes) is always 
available, however the data is always changing, so depending on the activity 
level of mapping since Haiyan – it’s probably changed at lot since then.

mapping for Typhoon Dolphin previously; please send me direct message if you’d

Hi all,

 

I'm preparing a demonstration of a capability I'd like to deploy immediately 
for US military disaster relief operations in the Pacific.  Essentially I have 
geospatial analysts that are immediately deployable, and GeoSHAPE 
(geoshape.org) that provides a user friendly portal as well as GIS services.

 

For this first demonstration, I'd like to simulate a single analyst deploying 
with the initial US response, setting up a geospatial portal in an offline 
environment.  The team is able to see basic (our standard CADRG) maps as well 
as information provided by NGOs or other sources and create updates.  The GIS 
analyst is able to provide basic analysis as appropriate (e.g. flood analysis) 
using the same data.  The equipment is two laptops, one acting as a server, one 
a client.

 

For a basis of the scenario, I thought Haiyan would be very appropriate, as it 
was in our geographical region, and the U.S. had a large response, so 
presumably there is significant data on it.

 

What I'm specifically asking are:

 

- Are .osm.pbf extracts of the HOT activation for Haiyan still available?  I 
looked on the Wiki page and didn't see any obvious links to it.  Preferably an 
early extract as it most matches my scenario.

 

- Are there any other sources of data that would be good to incorporate?  What 
I'm specifically thinking is data that relief teams gathered to prioritize 
resources.
