I created a Mr. SURNAME and connected the OP in one
database to him.  I used his NOTES for the Explanation. That
makes it print in the places I want it to print.

I agree, he doesn't sort first, but then, since I know who
he is, he doesn't need to?  And most of my reporting is done
on FGS or Descendant book reports, which probably influences
my thinking.

I also use people like that to store bits and pieces that don't fit
individuals. I have one linked as parent to the furtherest ancestor
in that surname line - and have made them invisible.

To include these notes nicely in a report, use the  Publication
Centre and copy and paste the note(s) into a Special Text Entry or
the Preface or Introduction.
You don't have to include more than one report with them.

The Publication Centre can do much more than help you create a
complicated book.

What I did to provide this, is create a new person,  name it  *--- so it
sorts at the beginning of the person list,  Don't connect it anywhere, and
add Research notes to this person that apply to the whole database.   BUt
something better, that is NOT dependent or a feature of a report.

Thanks for the reply Jenny.  I think it would be especially helpful for the 
compiler to state reasons for doing certain things that may be a mystery to a 
collaborator or someone that inherits the database.  The examples I gave show 
some typical situations.  Another good one that is often discussed is how to 
document a census.  Some put it in as an event, some as just a source, and some 
as an event with the census as a source.  These type of methods would be great 
to understand from the compilers instructions.

How about the Comments field in the Compiler Information (Options ribbon)?

Generic sources could be added to the Unspecified field of every
person in the Family File that it's applicable  to.  This source
wouldn't be included in reports or web pages, but you would see it.

Or you could add that source to the comments as well

Note in v8, that options are available to include or not the
information beyond date, name and address.

Have you tried the Compiler info screen which applies to the whole database: 
OptionsEdit Compiler there is a Comments section that you could use to enter 
that info and a check box if you want it to show or not.

Sorry, I can't find it in the documentation I have.

From a  quick test I did by pasting from a doc file with a known
number of characters, it looks like it's 255.

a Gedcom.
