If you put your VoiceOver focus on the Launchpad item in the Dock, and then 
open the Shortcut menu, you will get an alphabetical list of all applications 
on your Mac.  You can then select an application from the list, and use either 
VO + Spacebar, or press Enter, to launch the app.

to just examine it before you add the commander.

Beyond the table is the add button, which you will press to create the 
commander.

Once you press the add button, you will see  two columns.  The first column 
will be blank until you enter a keystroke for your new commander.  The column 
on the right is a menu button, where you will select the action you want the 
commander to perform.  This menu opens to the right, and the commands are 
groups into a number of categories that are worth examining at some point.  In 
this example, you need the speech category, so you will arrow to the right and 
locate this.  Press VO space or enter, I believe either will work.  If the key 
you entered is already in use, you will be warned that the commander could not 
be created and put back into the fields.  The left column for the keystroke 
will be blank, but the action you chose will still be in the right column, and 
you can just write a new key for it.

This is one of those procedures that looks and sounds much more difficult than 
it actually is.  But doing some practice runs is still a very good idea.  The 
list of commands that can be chosen is quite extensive, and it might take a 
while to feel oriented in this very long list.  But first letter navigation can 
be used once you know where to find things.  Again, it is easy, but it is 
better not to create the first one when you are in a big hurry.

Hi E.T. I have recently used iOS 16.1 and the 16.2 beta with a Focus
40 5th generation without any trouble. Have you tried resetting all
settings? I'm not sure if iOS 16 back-ups work under 16.1, but if they
are, why not give it a try? Please let us know how it goes.

Lol. Well, glad I’m not the only one.  I just prefer it as a way to end calls, 
because when I two-finger double-tap, my phone starts playing music, which 
isn’t always appropriate if I’m in a quiet or professional environment.

It's never worked for me either. Even if I dump VoiceOver, it isn't
ending the call here. Good thing I don't like to hang up on people I
guess, though I hardly make phone calls these days anyway.

   Using the control key has always worked for me. Many times when I am 
carrying out a task, I do not always need to hear what VO is saying. 
Muting speech at such times is not an option whereas pausing speech is.

OK, here are the instructions to add a commander to mute speech.
To setup a commander  to toggle the mute speech for VoiceOver, first open 
voiceover utility with vo f 8 that  is control option f 8.  Next press command 
8 to jump to commanders. 
Next  vo right arrow to the keyboard tab and then press vo space bar on it. 
Next tab to the add button, and hit VO Space. 
Next type the letter you want to use along with the right option key. 
Note, I had to press VO space before I could type in the edit field.
Next vo right arrow to the command menu button and then press space bar on it. 
Next  press the down arrow key to find speech,
 and then press the right arrow to open it. 
Next press down arrow to find Mute  speech toggle and press enter.

Tapping control only works for me some of the time.  I frequently have to tap 
it more than once.  It’s still handy, just not 100% reliable.

I have been doing it for years.
I am surprised that no-body has mentioned adding a commander.
I use option plus the tiller or AKA the grove key located under the escape key.

On my MBA, pressing F10 mutes sound.  It mutes all sound, so if you’re trying 
to mute speech in order to hear something else, that isn’t a good solution.  
But if you are good with muting all sound, it’s quick and easy.

The only way to do it with the keyboard is to go to the VO utility and check 
the box under sound. However, the Trackpad method with the three finger double 
tap is much more efficient for a number of reasons, mainly it’s easy to 
duplicate to unmute where as the keyboard method, unless you have another way 
of accessing the screen, you can’t afford to lose focus.

It mutes everything.
The original question asked specifically, how to mute speech using a keyboard 
instead of the trackpad.
Like I said, using F10 to mute system volume is not the same thing.
