DC and MD each requires title transfer before you can register a new

the vendor owns the vehicle? Do they rely on the registration as is done 
here? If not, it would seem fairly easy to circumvent the issue by 
transferring a vehicle between a few people and back to the person who 
wants the vehicle but has no evidence of ownership to permit registration.

Yeah except to do that you need to get the owner's consent on that form, 
but getting a title report is only $6.  That dmv.com site is a private 
company, they want $15 to run a report which seems like it might include 
the lienholder info.  I'll see if my cuz can dig it up, if not I'll get 
a lawyer friend to check the "anticipation of litigation" box.  I might 
sue his *ss

Now I'm trying to see if he knows what bank has the lien, maybe I can

negotiate with them on it...

With that and Vermont you should be able to wash the title. However, I’m 
wondering how they avoid cars that have liens on them, that is, do they check 
the VIN with a source that would have information like this, such as the state 
where the transaction took place?
