Back in the 1960s, Claude Castonguay chaired a Canadian government committee
studying health reform and recommended that his home province of Quebec —
then the largest and most affluent in the country — adopt
government-administered health care, covering all citizens through tax levies.

The government followed his advice, leading to his modern-day moniker: the
father of Quebec medicare. Even this title seems modest; Castonguay's work
triggered a domino effect across the country, until eventually his ideas were
implemented from coast to coast.
Four decades later, as the chairman of a government committee reviewing
Quebec health care this year, Castonguay concluded that the system is in
crisis.
We thought we could resolve the system's problems by rationing services or
injecting massive amounts of new money into it, says Castonguay. But now he
prescribes a radical overhaul: We are proposing to give a greater role to the
private sector so that people can exercise freedom of choice.

Plus they are losing all of their finest doctors who don't want to work for

Those who can afford it, seek medical care out of country.

Medicare Racketeers

June 27, 2008; Volume 8, Issue 26

The Medicare bill defeated in the Senate last night would have improved
coverage for mental health and preventive services and helped pay medical and
drug costs for more people with Medicare living on fixed incomes. The Bush
administration objected to these improvements, which were paid for with a
modest
cut to some of the excessive subsidies Medicare pays to insurance companies.
Administration officials opposed this reduction in subsidies, they claim,
because it would result in reduced benefits for people with Medicare enrolled
in
private health plans offered by these companies.

Translation: No one gets better Medicare benefits unless our pals in the
insurance industry get a cut off the top.

It's as if the Medicare program had been taken over by Mafia goons.

Numerous independent, nonpartisan studies have shown it cost taxpayers
substantially more—about $1,000 a head, according to one study—to provide
coverage through a Medicare private health plan instead of through Original
Medicare.

Just this week, the Government Accountability Office reported that, in 2005,
insurance companies pocketed as profit $1.14 billion in subsidies that the
companies had told Medicare would go toward medical benefits.

Last night, 39 Republican senators joined President Bush in opposing HR.
6331, the Medicare Improvements for Patients and Providers Act. As a result,
the
benefit improvements in HR. 6331 will not take effect, and on July 1,
doctors will get a 10 percent payment cut, a disaster for both patients and
doctors
that the bill would have averted. None of the senators' excuses for this

Re: [QUAD-L] Wheelchair Monologue

2008-04-28 Thread MikeyBird3
My cousin was the V.P. of a college in Owosso, MI. They had just spent $35
million to make the campus accessible (in 1989). He asked me to look at what
they had done. With me in my electric chair and him in my manual chair, we
toured the campus. Some sidewalks had a slant (sideways) of up to 8 degrees
which landed him in the grass.  There were concrete  ramps with no guardrails;
doors with no auto-openers and to heavy for a quad to open; switch-back
turns in narrow spaces; restrooms too small; etc., etc.

He brought the deficiencies to the Board of Directors who consulted a
builder. The additional costs would be $25 million because some fixes
involved
structural changes. If only some of us could consult that way BEFORE
buildings and streets are changed...

I can't travel on sidewalks here because of missing or bad curb cuts and
really bad sidewalks.

Re: [QUAD-L] MRSA

2008-04-03 Thread MikeyBird3
MRSA will show up in blood cultures or when a sore is cultured. The doctor
should always do a culture/sensitivity test to determine which antibiotic
would best kill the infection.

Here's something else you should know: Methicillin: A semisynthetic
penicillin-related antibiotic, also known as Staphcillin, that once was
effective
against staphylococci (staph) resistant to penicillin because they produce the
enzyme penicillinase. Rarely used now, methicillin has been largely superceded
by Vancomycin. Over the past 50 years, staph bacteria have become resistant
to various antibiotics, including the commonly used penicillin-related
antibiotics, including methicillin. These resistant bacteria are called
methicillin-resistant Staphylococcus aureus, or MRSA.

There are other antibiotics that can kill a non-MRSA infection like Keflex,
Keflon (the IV form of Keflex) and Cipro.

[QUAD-L] Washing kitty

2008-04-03 Thread MikeyBird3
Remember this is a joke. No cats ere harmed during the writing of this.

Step One

Put both lids of the toilet up and add 1/8 cup of pet shampoo to the water
in the bowl.

Step Two

Pick up the cat and soothe him while you carry him towards the bathroom.

Step Three

In one smooth movement, put the cat in the toilet and close both lids. (You
may need to stand on the lid.)

Step Four

The cat will self agitate and make ample suds. Never mind the noises that
come from the toilet -- the cat is actually enjoying this.

Step Five

Flush the toilet three or four times. This provides a power-wash as well
as a rinse.

Step Six

Have someone open the front door of your home. Be sure that there is no one
and nothing between the bathroom door and the front door.

Step Seven

Stand behind the toilet as far as you can, and quickly lift both lids.

Step Eight

The cat will rocket out of the toilet, streak through the bathroom, and run
outside where he will dry himself off.

Results

Both the commode and the cat will be sparkling clean.

Consequences

A very hissed off cat.

Instructions provided by the dog!

[QUAD-L] One last wasy to wash a cat

2008-04-03 Thread MikeyBird3
1. Know that although the kitty cat has the advantage of quickness and lack
of concern for human life, you have the advantage of strength. Capitalize on
that advantage by selecting the battlefield. Don't try to bathe him in an
open area where he can force you to chase him. Pick a very small bathroom. If
your bathroom is more than four feet square, we recommend that you get in the
tub with the cat and close the sliding-glass doors as if you were about to
take a shower. (A simple shower curtain will not do. A berserk cat can shred a
three-ply rubber shower curtain quicker than a politician can shift
positions.)

2. Know that a cat has claws and will not hesitate to remove all the skin
from your body. Your advantage here is that you are smart and know how to
dress
to protect yourself. We recommend canvas overalls tucked into high-top
construction boots, a pair of steel-mesh gloves, an army helmet, a hockey
face-mask, and a long-sleeved flak jacket.

3. Use the element of surprise. Pick up your cat nonchalantly, as if to
simply carry him to his supper dish. (Cats will not usually notice your
strange
attire. They have little or no interest in fashion as a rule.)

4. Once you are inside the bathroom, speed is essential to survival. In a
single liquid motion, shut the bathroom door, step into the tub enclosure,
slide the glass door shut, dip the cat in the water and squirt him with
shampoo.
You have now begun one of the wildest 45 seconds of your life.

5. Cats have no handles. Add the fact that he now has soapy fur, and the
problem is radically compounded. Do not expect to hold on to him for more than
two or three seconds at a time. When you have him, however, you must remember
to give him another squirt of shampoo and rub like crazy. He'll then spring
free and fall back into the water, thereby rinsing himself off. (The national
record for cats is three latherings, so don't expect too much.)

6. Next, the cat must be dried. Novice cat bathers always assume this part
will be the most difficult, for humans generally are worn out at this point
and the cat is just getting really determined. In fact, the drying is simple
compared with what you have just been through. That's because by now the cat
is
semi-permanently affixed to your right leg.

7. You simply pop the drain plug with your foot, reach for your towel and
wait. (Occasionally, however, the cat will end up clinging to the top of your
army helmet. If this happens, the best thing you can do is to shake him loose
and to encourage him toward your leg.) After all the water is drained from
the tub, it is a simple matter to just reach down and dry the cat.

In a few days the cat will relax enough to be removed from your leg. He will
usually have nothing to say for about three weeks and will spend a lot of
time sitting with his back to you. He might even become psychoceramic and
develop the fixed stare of a plaster figurine.

You will be tempted to assume he is angry. This isn't usually the case. As a
rule he is simply plotting ways to get through your defenses and injure you
for life the next time you decide to give him a bath. But at least now he
smells a lot better.

I waited for my nurse to come looking around my four bed room with my one
empty bed. Why was I in this room with the roommates I now saw with avoidance
and distrust. In short time my nurse showed up in full bee keeper attire.
She, along with any other I could grab an ear to bend were not concerned

One of the now fellow MRSA roommates had just had his foot amputated due to
MRSA. Not to worry, this is only because the virus got into an opening but I
should not worry. Well f this, that, and whatever else is next. Now I
understand that the watery blisters on my inner thigh is not a heat rash.
Not to worry as only one layer of skin was broken and the area was well

It's important to remember that you do not have to be in a hospital or
nursing home to get MRSA. You can get it simply because you've had staph
infections often enough (and been treated with antibiotics as often) that your
body
has built up a tolerance/resistance to many of the antibiotics.

This is only 2nd hand info, but I was told that he was driving to a parking

always advised people to pull over in a safe area if stopped for a
violation. Especially since fake cops have used this ploy to rob people in
remote

Re: [QUAD-L] Budget Cuts hurt us

2005-11-16 Thread MikeyBird3

In a message dated 11/16/2005 10:41:00 AM Eastern Standard Time,
[EMAIL PROTECTED] writes:

  I really hate
to say I told you so...but I did
  Call you
Senators now if you want to save your
ass.

Here's what I sent:

I am a 55 year old, double amputee quadreplegic receiving Medicare
and Medicaid. I am on SSDI so I can't afford a lot of medical bills.
The cuts in Medicaid and the changes (listed below) would force most people like
me to be placed in a nursing home.

I urge you to oppose these cuts/changes. I spent 17 years in
a nursing home (1971-1988) and learned that living in an assisted living
situation was not just better for me, but cheaper for the
government.

If these cuts/changes are implemented, you'll be sentencing me to a
"prison" -- the nursing home.

Proposed cuts/changes:Medicaid

-Slashes the Medicaid program by $45 billion over 10 years. The
President’s budget calls for cutting Medicaid by $45 billion over the next 10
years. This large Medicaid cut would have a particularly negative effect on
individuals with disabilities. Medicaid is the only source of appropriate health
and long-term care services for nine million children and adults with
disabilities. It gives children with severe disabilities access to physical and
occupational therapy so they can lead healthy and more active lives and continue
to live at home with their families; and participate actively in the community
in which they live. It also provides essential supports so that adults with
disabilities can live in the community, rather than in inappropriate
institutions. Slashing Medicaid funding will have a direct impact on the
services available to these nine million children and adults.

-Contains provisions that begin turning Medicaid from an
entitlement to a block grant. The President’s budget also contains provisions
that will be damaging to those with disabilities by beginning to turn Medicaid
from an individual entitlement to a block grant to the states. The individual
entitlement to Medicaid – with its critical federal protections and the
open-ended financing system – has been of immense importance to individuals with
disabilities – and anything less will threaten their access to vital health care
services.Housing

-Slashes housing program for people with disabilities by 50
percent. The President’s budget would cut funding for the Section 811 Supportive
Housing for Persons with Disabilities program in half, cutting funding down to
$120 million from its current level of $238 million.Completely eliminates
HUD’s 30-year pledge to produce accessible supportive housing for people with
disabilities. The President’s budget also would completely eliminate all funding
for new unit production under the Section 811 program, leaving only tenant-based
subsidies. Historically, 75 percent of HUD’s 811 appropriation has been used to
fund capital grants and project-based rental assistance for non-profit
disability groups to develop new fully wheelchair-accessible units of permanent
supportive housing.Represents an unprecedented shift of housing assistance
away from people with more severe disabilities. The President’s proposal to
eliminate the Section 811 production program would have a particularly harsh
impact on those with more severe disabilities. Historically, new units of
supportive housing produced through Section 811 have been targeted to people
with the most severe disabilities who rely on SSI income of $600 or less per
month. For almost 30 years, this program has been a cornerstone of state and
local efforts to implement community integration strategies for people with
severe disabilities who otherwise live in nursing homes, public institutions, or
at home with aging parents.Employment

-Weakens the vital Rehabilitation Services Administration, by
slashing its personnel and closing regional offices across the country. The
Rehabilitation Services Administration in the Education Department plays a
critically important role in helping people with disabilities prepare for
entering the workforce, with key vocational rehabilitation programs. And yet the
Bush budget includes a reorganization plan of the Rehabilitation Services
Administration that weakens this key agency, by slashing the number of employees
from 138 to 70 and closing all of the regional offices. Closing all regional
offices will result in a lack of monitoring and technical assistance for
rehabilitation programs across the country.Completely eliminates vocational
education program – an important employment program at the Education Department
that helps people with disabilities prepare for work. The Bush budget eliminates
funding for vocational education. This translates into a loss of over $1.3
billion in resources that are used for training and improved academic
achievement. Eliminating vocational education will deprive thousands of students
with disabilities, as well as many non-disabled
