I had the same request and solved it by setting up a dedicated multimedia
App VM based on the default Debian 8 template.
It can be used for Amazon Prime, Netflix, Spotify and to play DVDs.
To spare others thew work, I am writing a how-to, which didn't make it to
the main doc repositories  yet.

2. Banking. I have 2 banking applications that have multilevel
authentication one of which makes use of a usb token. Here I want a usb-vm
to connect these and only these usb devices. And I want a VPN connection
with a trusted server and on top of that a very restrictive (IP-range
based) Firewall.


Have you checked it it possible to use a Linux compatible Banking App?
If not you can of course use a Windows HVM to do your banking business.

I finally succeded in doing so.

I had first created a Windows 7 HVM, installed W7 64-bit from an ISO,
and the the Qybes Windows tools per the fine documentation. Installed
all Windows updates, rebooted as much as needed.

Then, with advice from a member fo this list, I created an empty HVM
template (still per the fine documentation) and then copied the root.img
and private.img from my W7 VM (in /var/libe/qubes/appvms) over the enpty
HVM template's ones in /var/lib/qubes/vm-templates.

Then you get the template Windows HVM you're looking for.

>From this you can instantly create Windows appvms (and can even use them
in "seamless GUI" mode, it finally works for me too).

To answer your general question, that workflow is very much possible and
officially documented (as you've already read in the docs). You will
have to run a CLI command or two to create the initial template, but
from there on it looks like you create them much the same way as any
other template-based VM using the GUI tools.

Hopefully someone else have more experience in using win7 in the normal
TemplateVM sense and can share some notes. :-)

Yeah, it's harddisk consuming and I have to upgrade each cloned VM
manually...

I am currently still using MacOS. But within the year I want to move to Qubes. 

I have 2 use cases for Windows.
1. Watch Netflix or Amazon etc. They reject the use of VPN and ask for a lot of

Preliminary test with Windows 7 Pro and a MAK key installed in the template:
- when I start the appvm, it activates with the proper MAK key with no issue
- I think that retail or OEM are different.

Can someone confirm?

Many thanks Zrubi for your very detailed answer. Reading your explanation I
remembered that once was able to use a non-Qubes windows installation even
if it was not activated. So imagine that the same may be done with template
childs, particularly if they are somehow created anew after every reboot.
So this may be an acceptable compromise.

Is there really such thing as a Micro$oft licensing expert? License term change 
all the time. Refering you to a website that can be change after you've 
accepted the EULA...

In theory, when you reboot your VM, it should look like a new install so every 
time you reboot, it should work?!?!?!

I just finished installing a Windows 7 template. I will do some test!

Short answer: No, you better create a HVM


Details:
Depends on your licence - but in general the activation are bound to
your hardware - Virtual Machine in case Qubes.

If you activate your template, that will be permanent. And at least you
will be fine with updating windows.

However if you create an AppVM using this template, windows will see
another hardware and asking for an activation. Even if you activate this
instance you will lost that state by rebooting it.

In practice this will not limiting you using template based Windows VMs.
At least technically.

Not sure how long you can run an unactivated windows before start poking
you about this fact.

For a legal solution - ask your windows licencing expert ;)

I need to install Win7 for the first time after years and wonder if it is
possible to activate a template Win7 with the proper serial number and then
have child VMs that are already activated and keep so over time.
