   the DWG has prepared a policy on "Directed Editing" (former working
title "Organised Editing Policy"). Read it here:

The policy picks up (but doesn't slavishly follow) the results of our
survey, where it became obvious that transparency and communications are
what mappers find most important about organised mapping efforts. The
policy replaces the somewhat fuzzy terms of "paid" and "organised"
editing with the concept of "directed editing", which is essentially
when you're required to edit OSM (because of work, a school assignment
etc) and/or when you're told by others exactly what and how to map.

The DWG is interested in feedback on this proposal. Are you currently
involved in some form of editing that would be covered by the policy?
Does the policy present an unnecessary obstacle for some activities? If
you have witnessed organised mapping efforts that caused problems -
would these problems have been avoided if people had adhered to the
proposed policy?

I can definitely agree with this. landcover=trees carries no weird meanings
unlike natural=wood (natural? man-made?). I can accept using landuse=forest
for land that is used for forestry-related uses (like production of timber
or a national forest), but for everything that is covered by a dense group
of trees, landcover=trees seems the way to go.

I see the new HOT Tasking Manager.

I feel like it does not clearly describe how it it used in the
OpenStreetMap community. It is just a tool for OSM mapping, it is not

As a non-American and non European, this (or Mikel's version) is definitely
more pleasant to read but still brings up the same substantive points as
the original email. Because we are an international collaborative
community, I think that we should make the extra effort to be a bit more
polite in how we deal with others and in pointing out problems/points of
improvement especially on written medium where intention/emotion is not
easy to convey (as Mikel pointed out).

But having a corresponding page/article/image is just the 1st of the 3
criteria for keeping an item in Wikidata. These Dutch streets fulfill the
2nd criteria which you already quoted: "The entity must be notable, in the
sense that it can be described using serious and publicly available
references" and the Notability policy only requires that at least 1 of the
3 criteria is met.

Wikidata's notability policy is actually very liberal. If you're familiar
with the Inclusionist versus Deletionist debate in Wikipedia, Wikidata is
heaven for Inclusionists. For instance, Wikidata now has items for
practically all streets in the Netherlands. 99% of these will likely never
ever have their own article, image, or page in Wikipedia, Wikimedia
Commons, or Wikivoyage.

Here is the import request (bot task) that imported the Dutch streets into

Ignoring the issue regarding the provenance of geographic coordinates, for
other types of data (like names), it is the position of the Wikimedia
Foundation that facts are not copyrightable and therefore these can be
inputted into Wikidata which has a CC0 license.

As for the issue of the sui generis EU database rights, it is the position
of the Wikimedia Foundation that this only applies to databases created by
EU citizens/corporations/legal bodies and does not apply to databases
created outside the EU. So when importing data from databases originating
from the EU, permission needs to be obtained. See this page for more

I wouldn't worry too much about these very generic classes of human
settlements or administrative areas. It would be better to focus our
attention on the actual Wikidata items on settlements and administrative
areas of each country, like Waldhufendorfs in Germany (
https://www.wikidata.org/wiki/Q351190) or comunes in Italy (
https://www.wikidata.org/wiki/Q747074). These national subclasses should
then be classified as subclasses of whichever appropriate generic
settlements or administrative areas there are.

So I doubt that tens of thousands of towns in Wikidata suddenly lost their
political territorial entity status. I would think that some of them are
still classified as such because of a different path up the ontology tree.

This is most certainly a wrong modeling in Wikidata. While we can just have
one well-written and comprehensive Wikipedia article about the
country/archipelago, in Wikidata, one item should correspond to one
concept. So there should be separate Wikidata items for the archipelago and
the country. The fact that it isn't like that right now is simply because
Wikidata is an ongoing project, just like OSM.

As an example, we have the island of Bali (

https://www.wikidata.org/wiki/Q3125978), though there is only just one
English Wikipedia article covering both concepts:

The Data Working Group is conducting a survey as part of its work on a
policy covering paid mapping.

When OpenStreetMap started, it was largely a project of hobbyists
contributing to OSM in their spare time. They chose freely what to map
and which tools to use, and they took individual responsibility for
their contributions.

The continuing growth and popularity of OSM have also brought more and
more organised mapping efforts, mostly in the form of companies setting
up paid data teams to improve OSM data in specific regions or for
specific use cases, but also unpaid groups like school classes that are
directed to work on OSM.

These organised mapping efforts are an integral part of today's OSM
contribution landscape and, when done well, help make OSM better and
more widely known.

In order to ensure good communication, and a level playing field,
between individual community members and organised editing groups, the
OSMF Data Working Group has been tasked with developing guidelines for
organised groups. These guidelines will above all set out some
transparency requirements for organised groups - things that are already
voluntarily followed by most groups today, like informing the mapping
community about which accounts edit for the team.

We have prepared the following survey with a few questions about such a
policy to give us a better understanding of what the mapping community
expects from such a policy. The survey is aimed at everyone editing (or
planning to edit) in OSM, whether as individual mappers or as part of a
team, and your answers will help us in fleshing out a draft policy.

Within the scope of the survey, and the policy to be written, we define
paid mapping (or paid editing) as any editing in OSM performed by
someone who is told by a third party what to map (and potentially also
how to map it) and who receives money in exchange. We define other
organised mapping (or editing) as any editing that is also steered by a
third party, but where no money is paid.

The artwork itself is a produced work so it can be released under any
license subject to the requirement that the artist also publish the
specific subset of OSM data he used under the ODbL and attributing OSM. But
if he is only using very few objects from the OSM database, a case can be
made that the underlying subset of OSM data is an insubstantial
extract/derivation and therefore the artist has no further obligation under
the ODbL.

So in essence, you want to propose something like what is done in Belgium?

I don't agree. I want the name=* to use just a single name, defaulting to
English as much as possible (since English is an official language of the
Philippines) and avoiding Tagalog/Filipino because that is a sensitive
issue outside of native Tagalog-speaking areas.

The only time we will use non-native English names is when the native form
is overwhelmingly used even in English texts such as in English news
articles, English books, and English academic papers. For example, in
practically every English news article about the Marcos burial issue, every
news outlet used the name "Libingan ng mga Bayani" instead of "Cemetery of
Heroes" or "Heroes' Cemetery". So name=Libingan ng mga Bayani is used. This
goes for other places such as "Liwasang Bonifacio" (not "Bonifacio Park" or
"Bonifacio Square" or "Bonifacio Plaza"), "Malacañang sa Sugbo" (not
"Malacañang in Cebu"), "Paseo de Roxas" (not "Roxas Path"), "Zamboanga del
Norte" (not "Northern Zamboanga"), etc.

GPS is the American system while GLONASS is the Russian system. Also,
Galileo is the EU system.

GLONASS and Galileo were developed so that Russia and the EU do not have to
depend on the American system. GPS, after all, is a technology developed
originally for military purposes.

Hi all,

I'm resurrecting this old thread[0] because we've been discussing Metro
Manila's water system as part of the fire hydrant mapping exercise during
the mapathon earlier.[1] It turns out that before we have the current San
Juan Reservoir,[2] there was an older Spanish-era reservoir named El
Deposito located in what is now the Pinaglabanan Shrine in San Juan. This
is apparently where the long straight pipeline from Montalban terminated.
You can read a bit of the history of El Deposito on Wikipedia[3] and on the
historical marker installed by the National Historical Commission of the
Philippines.[4] The El Deposito is also roughly in the middle of the
straight line connecting the Santolan Waterworks in Pasig and Intramuros.

You can now see these two lines, one Spanish-era, and the other
American-era, on a map created by Erwin.[5] As you can see, these two lines
converge at El Deposito!

This is really fascinating!

I'd like to be a bit of a purist. If you want to use the understandable
everyday language that people use, then name that language "Taglish". So
you have: "Kelan ang flight niya papuntang Germany?" But if you are going
to use the language name "Tagalog", then you should use the actual language
and not the code-switching variant. ("Kailan ang lipad niya papuntang
Alemanya"?)

Of the 3 options, I also favor option 3. For the record, I've been saying
that landuse=farmland (or landuse=farm before) should be tagged on the
entire farm area and not on individual fields (or rice paddies if

For the specific case of rice paddies, there are actually two ways you can
go about mapping things (once you've marked up the whole area as a single
landuse=farmland):

1. Mark the borders between paddies as ways as these are raised lines of
land that serve as walls to hold the water and secondarily serve as
footpaths (but shouldn't be tagged as highway=*) to access individual
paddies. There was the suggestion to use man_made=bund or
man_made=embankment or something similar but no decision was made.

2. Mark the paddies as individual polygons.

Unfortunately, you did not really fix her edits. What you should have done
instead of doing a wholesale removal of the name=* and landuse=* tags is to
check what are the existing tags that were overwritten by the user.

For example, you "fixed" way 360903949 by removing the name=* and landuse=*
tags. But what you should have done instead is to check the history and
restored the old name=Vicmar Plaza tag.

- The effect of Project NOAH's building mapping tasks is visible. We see

- There's quite a bit of activity in San Jose, Antique. This is apparently
a Missing Maps activity c/o the American Red Cross:

You can still access the normal browser context menu by doing
Shift+Right-click in Firefox and Chrome.

It turns out that Leaflet, the JS map library that powers the map, will be
moving towards displaying the map tiles not as individual HTML images but
as a seamless canvas so even if the new OSM right-click menu wasn't
implemented, you won't be able to access the tile by right-click anyway.
But you can still use your browser dev tools to access the map tile.

Just wanted to pre-announce that the next version of iD (coming sometime in
March) will have a new menu!

We don’t often change iD’s user interface, but we felt that iD was starting
to outgrow the “radial menu”, and it was time to move to a more traditional
right-click context menu.  The new edit menu will only pop up when the user
right-clicks, so it will not get in the way of editing as much as the old
menu did.  Also by switching from a circular shape to a vertical bar, we
are less constrained by the number of items that we can add to the menu.

So somebody accidentally renamed the Panay island relation to "Residential"

This was already corrected earlier this month:

The wrong label is persisting on the map because low zoom level tiles are
not refreshed as often. I'm not sure when these are refreshed.

openstreetmap.org

Here are some of our favorite new features:
- Disconnected endpoints now appear slightly larger, and iD will warn if a
user creates a disconnected road
- Improved save flow directs users to enter their comment and upload their
changes (some users would miss that step)
- RTL languages like Arabic and Hebrew are now drawn correctly along line
paths (thanks Milad Karbasizadeh)
- Improved checks to avoid creation of duplicate consecutive nodes and
invalid geometries (thanks slhh)
- Users must select vertices and nodes before dragging them, preventing
accidental drags (thanks Eduard Popov)
- Now support KML and GeoJSON in addition to GPX files (thanks Mert Emin
Kalender)
- Icons were refreshed to use the latest Maki iconset (thanks Ajith Ranka)
- Better country-specific customization of address fields (thanks
Natsuyasumi)
- Reflect operations!  You can now reflect shapes with T ↔️ and Y ↕️
 (thanks Psigio)

- Project NOAH's building mapping tasks for Batangas, Samar, Misamis
Oriental, Aurora, Abra, and Ilocos Norte are visible
- Continued activity in ADB's project in Padre Burgos, Quezon and Santa
Josefa, Agusan del Sur is
also visible
- There's been an increase in mapping activity in Rally's pet project with
the LGUs Mamburao, Occidental Mindoro
- There are some pockets of activity in Caramoan Peninsula and south of
Dumaguete
- Ervin's expedition to Balabac, Palawan is visible

[talk-ph] OSMPH data stats update for 2017

Hi all,

I'm crunching the 2017-01-01 OSMPH stats and there has been a significant
increase in the data compared to 2016-10-01:

OSM raw XML file size: +19% (from 4537MB to 5419MB)
Nodes: +18% (from 21,845,536 to 25,756,789)
Ways: +26% (from 3,435,740 to 4,335,107) *(!!!)*
Relations: +6% (from 9,076 to 9,611)
Buildings: +33% (from 2,718,146 to 3,602,057) *(!!!)*

I don't have to confirm that this big increase is definitely due to
ProjectNOAH's OSM mapping activities. Great work! (But help in validating
the HOT tasking manager tiles used by Project NOAH is greatly appreciated!)

I will most probably release the updated node density maps by tomorrow.

[talk-ph] Let's use place=square tag for town plazas?

Hello all,

There's a discussion on the talk mailing list about rendering the
relatively new tag place=square[1] on the default OSM base map. This tag is
used for town squares (also known as plaza in Spain, place in France, Platz
in Germany, and piazza in Italy).

I suggest that we retag many of our town plazas as place=square. Currently
we tag these as either leisure=park, such as Plaza Pershing[2] in Zamboanga
City, or highway=pedestrian + area=yes, such as Plaza Miranda[3] in Quiapo,
Manila.

While I think plazas that look or feel like parks (has lawns and many
plants) can still remain as leisure=park, I think plazas that are mostly
pedestrian in structure should be retagged as place=square and only tag the
actual pedestrian areas inside the plaza as highway=pedestrian + area=yes.

For example, I think Plaza Santa Cruz[4] in Manila is not currently mapped
correctly because the map contains a solid pedestrian area but this is not
correct because Carriedo Fountain is in the middle and pedestrians cannot
really walk over the fountain. I think the whole area, including the roads,
should be tagged place=square + name=Plaza Santa Ana, and only the small
portion that is pedestrian, excluding the Carriedo Fountain, should be
tagged highway=pedestrian + area=yes.

I was in the area yesterday and was able to check the new traffic flow.
Aside from a missing no-u-turn restriction (from Ayala Avenue Extension
northbound via the Kamagong intersection), I think what you did is
accurate. In addition, it seems they are also preparing to open up the
Ayala–Malugay intersection.

We have been working really hard on iD the past few months and we’re
releasing *v2.0.0* in the next week or so.

iD v2.0.0 will look and feel the same as v1.x but has significant changes
to the code structure. It is written in a modular style, and uses new tools
to build the code.  This will benefit us by making it easier to keep iD's
dependencies up to date, share iD code with other OSM projects, and keep
current the with ever-changing state of the art in JavaScript development.

I have updated the node density maps for October 1, 2016:

Some observations:
- Project NOAH's building mapping tasks for Zambales, Taguig, Biliran, and
Misamis Oriental are visible
- ADB's project in Padre Burgos, Quezon and Santa Josefa, Agusan del Sur is
also visible
- There's a lot of activity in Ilocos Sur and Abra (does anybody have any
idea what this is?)
- I believe the activity in Occidental Mindoro is due to Rally's pet
project with the LGUs of Abra de Ilog and Mamburao
- The Cabanatuan–Dingalan corridor seems to be active
- The Lingayen–Dagupan area is also active
- There's also a lot of mapping in Surigao del Norte and Dinagat Islands

[talk-ph] ADB OSM base mapping activity in Padre Burgos

As you may know, OSMPH is currently collaborating with ADB for
their RETA 8884 project that uses OSM as a platform for disaster resilience
mapping: http://www.adb.org/projects/48333-001/main

I am currently in Padre Burgos, Quezon to help ADB train local municipal
and barangay officials in digitizing objects from satellite imagery and
trying to complete a basic base map of Barangays Rizal and Walay as well as
the poblacion area.

I would like to request those who have the time to look around these
people's edits and clean them up or provide feedback via changeset

(as in some members of CWG, SotMWG and the Board) have discussed them and
compiled a short list: five nominees for each category.

Now the final stage of the OSM Awards begins: please open the website,
http://awards.osmz.ru , and choose one nominee for each of the six
categories, who you think has contributed the most and deserves an award
slightly more than others.

Although it is a hard task: imo all of the shortlisted nominees deserve
praise. Thank you for what you are doing, please do not stop. And maybe
even not only shortlisted.

But this is an award, and it should have its winners, so now it is up to
you who receives the award on the Sunday of the State of the Map. So again,

[talk-ph] October ADB mapathon survey

Hi all. As you may know, OSMPH is currently collaborating with ADB for
their RETA 8884 project that uses OSM as a platform for disaster resilience
mapping: http://www.adb.org/projects/48333-001/main

ADB wants the community to organize a whole-day mapathon to update the base
map of Padre Burgos, Quezon and Santa Josefa, Agusan del Sur. ADB will
provide the venue (at ADB HQ in Ortigas Center), electricity, Internet
access, snacks, and lunch.

The first decision that needs to be made is the date of the event. When are
you guys available to attend this mapathon if you are interested: on
October 8 or October 15 (both are Saturdays)?

I just saw the film Eye in the Sky, starring Helen Mirren and Alan
Rickman (the movie is really good), and I was pleasantly surprised to
see OpenStreetMap and its contributors get a credit in the end
credits. The surprise is partly because I do not recall seeing any map
in the film that looked like it came from OSM.

IIRC, the credit went like “OpenStreetMap © OpenStreetMap
contributors”. No mention of any license though.

Now I'm wondering whether there are any other mainstream films that
also use and credit OpenStreetMap as well. This is the first time I've
seen such a credit and I don't recall any mention as well on this or the talk
mailing list.

The comparison between the Contributor Terms and AECoC is unfair.

The Contributor Terms is a legal requirement. Users need to *explicitly*
agree to the Contributor Terms in order to avoid legal issues and avoid
breaking the law (such as adding data from copyrighted sources without the
necessary license and permission).

On the other hand, the AECoC is a community guideline. If you break it,
there are no legal issues. So there is no legal requirement that guidelines
have to be accepted by every user.

But should the AECoC be *explicitly* accepted/voted on by users outside of
legal requirements? It may be a nice to have that, but the AECoC has been
existing since 2008, and was borne out of frustrations by a lot of users
then about people making quick, wholesale changes (i.e., automated) without
discussing them first. The fact that this guideline has been existing that
long and with no major opposition to them existing in the first place (well
some may quibble on a particular provision or two) effectively makes them a
guideline by consensus. I don't agree that new users have to continually
"ratify" this guideline.

Some things that I've noticed:
- 2016 Q1 shows activity due to HOT tasks #1129 (Missing Maps - Leyte),
#1636 (Project NOAH - Cavite), and #1684 (Project NOAH - Camiguin)
- 2015 Q4 shows a lot of activity in La Union and Benguet. I don't know
what's the reason.
- 2015 Q2 shows the activity from the Luzon roads mapping project

This QC Risk Atlas is interesting. The barangay boundaries depicted here
are different in several places from a map published by QC previously that
was the source of the QC barangay boundaries that are now in OSM.

note that GADM (and PhilGIS, which is derived from GADM), which is the
go-to source for barangays boundaries in the Philippines is not good enough
for OSM for 2 reasons:

1. The license of GADM does not allow commercial use. This is not allowed
to be added to OSM.
2. The data for barangays is bad. You can see a comparison here:

We in OSM have not yet added all Manila barangay and zone boundaries not
because we are lazy, but because accurate barangay data that is OK for use
for OSM is not available.
