Je viens de créer les projets cartographiques 270 [1], 271 [2] et272 [3] sur les zones de Saint-Louis du Nord, Pilate et Plaisancea près avoir pris connaissance des rapports de la Direction de la Protection Civile (DPC) et du Centre d'Opérations d'Urgence National (COUN) [4] disponible sur la page du portail Relief Web dédié à la réponse au tremblement de terre du 6-octobre 2018 [5] L'objectif commun à ces trois nouveaux projets est comme pour les trois premiers (265, 266 et 267) toujours de créer ou mettre à jour la donnée de base (baseline data) OSM sur ces zones pour qu'elle serve de baseline data de référence pré-catastrophe pour les efforts de réponse et de reconstruction à venir. Salut à toutes et tous, Mes excuses pour les posts simultanées : je suis sur le départ d'Haiti après les 3 semaines partagées avec Rei Debreus, Kenedy Alcereste et Wedens Louisius (de l'association Communauté OSM Haiti - Saint Marc - C.OSMHA-STM) dans le cadre de l'action de renforcement de capacités avec l'Organisation Internationale de la Francophonie (OIF), l'Institu Français d'Haiti (IFH) et ses partenaires de la FOKAL et l'Alliance Fraçaise. Mot dièse #ActionOsmHaiti2018 sous Twitter pour un micro-récit. Je viens de créer les projets cartographiques 265 [1], 266 [2] et 267 [3] sur les zones de Port-De-Paix, Gros Morne et Chansolme qui à la lecture ce matin des bulletins humanitaires et presse semblent avoir été les zones où victimes et dégâts ont été identifiés de manière sûre. L'objectif commun aux trois projets est comme toujours de créer ou mettre à jour la donnée de base (baseline data) OSM sur ces zones pour qu'elle serve de baseline data pour les efforts de réponse et reconstruction à venir. Il faudra prévoir de suivre l'éovolution de la réponse de crise les prochaines heures car je serai off d'ici peu voyageant vers la France. Hi Blake, Yes Fred and the Haitian dronists on the ground have skills and extensive experience but little resources to keep up their work; this did not prevent them from doing what they are good at. This can limit the span of their action at a time where humanitarian actors need local capacities to generate post disaster UAV imagery as well as satellite imagery to carry out post disaster needs assessment. Support to their work can span from small logistics support (rides in UNHAS, helis, plane and cars). This is quite common to get such support in any sudden onset disaster responses when GIS/UAV resources (leading to high impact for IM and decision making) already undersized are rare, too rare. When HOT started its first field missions, we were exactly in the same situation as Fred. Skilled individuals (less experimented though) with adequate equipment, but with little operational resources. We did good. Without the above mentioned forms of support, though our impact would have been limited and the course of action for OMS in Haiti and in other countries different. With the above in mind, it's weird to read that the president of HOT US Inc stating that the only HOT US Inc support for Fred and this collective of local Haitian dronists is only a well known list of UAV groups and a pointer to UN OCHA. That's of no help. UAV are used in Tanzania by HOT US Inc in Development and Disaster Risk Reduction (DRR) contexts [1]. Thanks to multi years of UAV activities in Haiti, this country is no longer a terra incognita when it comes to drones and there is no such thing as "UAV missions in disaster zones with notoriously complicated airspaces" but an area where it's possible to operate and make the difference we ought to the Haitians and to the Haitians mappers/dronists who acquired part of their skills via HOT US Inc and OSM folks. Do we have to understand that HOT US Inc will not help with simple facilitation work with partner relief organizations working in Haiti, some of those orgs (ARC, MSF etc) having representatives in the membership or the Board ? Given where HOT US Inc comes from and ironically in Haiti, this would mean a lot in terms of the losses of our operational/organizational ethos and would raise questions about the reality of support/empowerment schemes to local communities or possible conflict of interest between members/Board members of HOT US Inc and other organizations. Il s'agissait d'un jeu de données partiel à l'échelle du pays, mais important sur la zone affectée qui avaient été mappés dans OpenStreetMap en 2011 pour le compte de l’Organisation Internationale des Migrations (IOM) par des membres de la Communauté OpenStreetMap Haiti (COSMHA). A travers cette première tâche cartographique il s'agit de renforcer d'Afrique et d'ailleurs des actions de la communauté OpenStreetMap en Haïti ou de communautés du logiciel libre, de la donnée ouverte à l’œuvre avant le Cyclone Matthew, de contribuer à la réponse et de préparer au mieux l'avenir [3]. OSM Benin folks know their country, their OSM stuffs, their needs and the support of the collective ProjetEOF did crowdsource (with success from yesterda) for high res imagery over Cotonou This allow to open a dialogue with Digital Globe wich hopefully may lead to additional creative options for imagery delivery usable to enrich OSM. I don't see what the problem is. Bénin mappers have already performed an analysis of the problem. I don't see why they cannot proceed. If Digital Globe, MapBox or any other organization what to contribute to the Bénin project, then then that is even better. The Bénin mappers are very savvy. They have used a crowd funding site to freely advertise their efforts and perhaps receive direct contributions. Well then, it might be smart for Digital Globe, Mapbox, or another organization to setup a crowdfunding section of their websites. A 501C section of the said firms could collect money to fund some of these efforts without the overhead of crowd funding sites. The reward would be great publicity. More that likely, there still will be costs that cannot be absorbed by goodwill alone. Shall this crowdfunding works well, this would be a major breakthrough for the growth of OpenStreetMap in Cotonou and in Benin, as a matter of fact, with this imagery purchased, hosted and accesible: - Not only the mappers from Bénin would be more efficient mapping Cotonou and in a position to dedicate more time to non mapping activities such information, outreach, building partnerships while continuing and expanding the activities they had been carrying out in the rest of the country since 2013 as one can read from the "Infolettre OSM Bénin" [8]. - But for mapping Cotonou, they could benefit from the support of the global OpenStreetMap community and specifically the Western African local groups with whom strong relations have been established and numerous joint mapping activities have been organized since 2013. The crowfunding closes in 7 days, we still have to raise 550 Euros (25%), an easy mean to make a big difference and have a huge OpenStreetMap and opendata impact by helping significatively the mapping of Cotonou by the Cotonou mappers with the support of the global OSM community and the Western African groups in the first place. Best, Nicolas Dear OSMF voting members and mappers, This short note (also published in my diary [1]) to draw your attention on the danger for OSMF (and the OSM project) in the case the United States NGO "Humanitarian OpenStreetMap Team US Inc" (aka HOT US Inc) got a majority at the OSMF Board after this 2015 election. Mikel Maron, Joseph Reeves and Yantisa Akhadi, all members of the NGO HOT US Inc, are running for the OSMF Board [2]; Kate Chapman, the former ED of HOT US Inc serves already as Board Officer in OSMF. Shall Mikel Maron, Joseph Reeves and Yantisa Akhadi be elected, HOT US Inc will get a majority at the Board of the Foundation. This will provide a single organization of the OSM ecosystem (HOT US Inc) with an unprecedented and excessive power of influence over the Foundation. This running of three candidates from the same organization is puzzling and troublesome when one considers that HOT US Inc (and therefore its perspective around OpenStreetMap) is already represented at the OSMF Board since Sept 2013. Why extending its presence and influence and consequently diminishing the OSM diversity represented at the OSMF Board? A greater HOT US Inc presence at the OSMF Board would be a matter of concern in terms of : - balance of powers - diversity of visions, thoughts and practices around OSM - board dynamics: a collective of HOT US Inc Boardees would interact with single individuals. This is a bad practice which is not followed by any Organizations; this is specifically true for representative bodies (organization representing organizations) such as OSMF Here are some elements that OSMF voting members shall have in ming prior casting their ballot 28-Nov onwards bearing in minds that HOT US Inc and this perspective about OSM is already represented at the OSMF Board through Kate Chapman. The HOT US Inc perspective informs, like other perspectives, the work of the Foundation and has its effect on the OSM project, there is no need to take risks in providing this group with more room in the Foundation which is hot enough in these times of winter. "Journée du SIG 2015 aka "GIS Day" 22h30 (UTC), c'est la fin de
l'après-midi à Port Au Prince (Haiti) et la soiré est avancée à Lomé (Togo)
après de longues et joyeuses heures de travail sur les projets
OpenStreetMap, QGIS et données ouvertes (opendata).
Au Togo, à l'Université de Lomé (UL) :
- 50 personnes ont travaillé toute la journée sur le logiciel de Système
d'Informatioin Géographique (SIG) libre QGIS avec des données OpenStreetMap
créées à travers les 4 premiers jours du maptrek "mivamapper" (Viens mapper
en langue locale) sur la zone inondable d'Anfamé (Lomé) ainsi qu'avec des
données "Core Operational Datasets" (COD) and "Fundamental Operational
Datasets" (FOD) du Bureau d'Action à l'Action Humanitaire (OCHA)
accessibles à travers les plateformes Humanitarian Response et HDX.
- 20 personnes ont travaillé une demi journée à explorer, visualiser et
télécharger des données géographiques de toutes sortes (openstreetmap,
données ouvertes/ opendata et données placées sous d'autres licenses) en
utilisant l'IFL (Infrastructure de Données Spatiales Francophone Libre)
hébergée à Rennes à l'AgroCampus Ouest (France) et maintenue avec le
soutien de la communauté GeOrchestra.
- Ces mêmes 20 individus ont passé l'après-midi à affermir leur maitrise de
l'outil de webmapping uMap en utilisant les mêmes types de données.
- En parallèle de ces deux ateliers, l'ensemble de ces personnes ont
continué de cartographier à distance les villes d'Anfamé et Biu définies
comme les premiers objectifs du maptrek "mivamapper", le mapathon de 8
jours du ProjetEOF et des communautés locales, commencé le 14-Novembre
dernier.
- Avec la tombée de la nuit sur Lomé, ces activités ont cédé la place au
travail de préparation du SOTMTG 2015, la seconde édition du State Of The
Map Afrique.

formation de formateurs.
- Les mêmes avec le collectif d'animation ProjetEOF organisent leur
participation à distance au SOTMTG 2015 et au dernier jour de l'expérience
mivamapper
- Ils sont aussi actifs à préparer ce 21 novembre la tenue sur la base
logistique d'HC d'un mapathon centré sur des Aires d'Intérêt Areas des
communautés locales de Port Au Prince.
- Comme les jours précédents, ils achèveront leur journée en rejoignant les
mappers ouest-africains du maptrek mivamapper.
Un jour OSM et SIG plein comme l'essentiel de nos journées haîtiennes ([1],
[2]) et togolaises ([3], [4], [5]) des deux dernières semaines et
vraisemblablement des 10 prochains jours au cours de ces deux missions de
renforcement de capacités OSM et géomatique libre conçues, financées et
mises en oeuvre avec la Direction Numérique de l'Organisation
Internationale de la Francophonie (OIF) et notre partenaire haïtien Haiti
Communitere.

Hi all, Apologies for cross-postings, I am resending from crisis mappers and hot this note for those still active mapping this GIS Day 2015. Sharing a short wrap up of how the GIS Day looked like for two collectives of mappers active in Lomé and Port Au Prince which might be of interest. "GIS Day" 08 PM (UTC), it's mid day in Port Au Prince (Haiti) and night time in Lomé (Togo) after long and happy working hours around OSM, GIS and opendata. In Togo at Université de Lomé UL (Lomé University UL): - 50 people working all day long on QGIS with OpenStreetMap data created through the first 4 days of the maptrek mivamapper (Come map Togo local language) in Anfamé (Lomé) but also with data from the OCHA Core Operational Datasets (COD) and Fundamental Operational Dataset (FOD) accessed via the Humanitarian Responses and the HDX platforms. - 20 people working half a day exploring, visualizing and retrieving geodata of all sorts (openstreetmap, opendata, gray-licensed data) with the IFL (Infrastructure de Données Spatiales Francophone Libre/ "Free Francophone SDI"-FFS) hosted in France at AgroCampus Ouest and maintained with the support of the GeOrchestra community. - The same 20 spent their afternoon reinforcing their grasp on the webmapping tool uMap with the same kind of data - Asides of this, the same people kept mapping Anfamé and Biu cities as the first targets set for the mivamapper maptrek experience started last Saturday 14-November (our 8 days-long mapathon) - Now that night fell over Lomé, the preparatory work for our second State Of The Map Africa, the SOTMTG 2015, is intensifying. In Haiti at the Port Au Prince base of Haiti Communitere, - a couple of Haitian experienced mappers are being taught OSM on a train the trainer program - The same with the ProjetEOF collective are also organizing for both remote attendance of the SOTMTG 2015 and the last day of mivamapper - They are also laying the ground for a mapathon that will take place this 21-Nov at HC's base and will focus on Areas Of Interest for local communities in Haiti - Like the days before, they'll finish their days joining in Western African mappers in the mivamapper maptrek. Bonjour, La liste hot at openstretmap.org est la liste qui permet d'échanger sur le thème d'OSM dans le cadre de l'humanitaire et du développement. Comme la liste talk général, la langue utilisée est l'anglais, ce qui limite la participation des francophones dont la maîtrise de l'anglais est nulle ou limitée ou et difficile l'expression détaillée, riche et nuancée de leurs pensées sur les objets en discussion sur la liste de langue anglaise. Jusqu'à présent, pour informer les francophones sur ces thématiques et les projets en cours, des emails informatifs étaient parfois envoyés à un ensemble de listes talk francophones, ce qui n'est pas idéal pour le suivi des conversations et qui conduit à des duplications de message dans chacun des historiques. Pour ceux qui ne connaissent pas le Tasking Manager (pas encore traduit en français malheureusement), il suffit de cliquer sur l'onglet Task et de sélectionner une case dans la carte, qui vous est alors réservée pour les deux prochaines heures. Si la case vous semble trop grosse pour le temps que vous avez à consacrer pour cartographier, vous pouvez la diviser en quatre en cliquant sur Split it. Cliquez ensuite sur votre éditeur préféré. Pour JOSM, il faut que la fonction télécommande soit activée dans les préférences et que JOSM soit déjà ouvert. Une fois la tâche faite, vous retournez sur la page du *Tasking Manager* et cliquez sur Mark task as done (vous pouvez ajouter un commentaire dans la zone jsute au-dessus si besoin). Chad has been the first of the four countries of the EUROSHA project to benefit from some remote and intermittent but extremely useful tutoring support mostly from Christian and Augustin. It has proven to be extremely useful and rewarding on both sides. The impact of such a continued and ¨scaled up¨ approach in the form of this now freshly launched tutorship program will be for sure high and clearly instrumental to make those 4 deploys of 6 months each lively, human rich and productives moments. Great if the word of mouth can continue and excited at the idea of strengthenining this nascent dynamic and allowing it to ultimately reach beyond the EUROSHA volunteers the local mappers that are stepping up in those countries thrilled and excited at the idea of OSM. From our last weeks in Chad with Aude, Claudia, Nas, Katerina Orsi and Pascale it has been made obvious that the more HOT and OSM communities can prepare through remote mapping the on-the-ground surveying efforts of the teams deployed, the greater their impact will be. WIth perspectives of cooperation and workplans being firmed up in Chad, CAR, Kenya and Burundi, jobs will be created and calls for support will be propagated through the various channels, great if you can stay tuned and thanks for those who will be able to be part of these interesting moments. Nous essayons de donner un grand élan à l'exhaustivité de cartographiedans les zones campagne, à l'aide d'images de Bing par exemple. Currently there are a couple different possible projects in Haiti to continue our work there. We are not sure of the exact time-frame yet but wanted to start collecting information from people who might be interested. Ocean Tsunami and the Haiti earthquake. We are working to ensure that imagery becomes a bit more widely available and not only for mega disasters. We have been involved and supported 5 disasters since Haiti and none of them received the same attention and dedication as Haiti. Having said that we do see that imagery will be available for wider use in Chile as well. We have updated the info on what is being made available on our webpage http://www.un-spider.org/chile Two requests First if the crisismapper community could help us include info on available imagery and geospatial data that would help. I know there are several other portals as well with similar info but for sure our end users do access the UN-SPIDER Knowledge Portal first. A super non-geek approved product would be a size-optimized PDF of the complete zone between border (including Jimaní and Pedernales) and the zone until Jacmel in the south, including all street names. I tried to produce that with osmarender, but it takes hours to calculate, seems it is not the right render tool. But the size ratio with osmarender is very good, with my tests with smaller *.osm files the ratio was about PDF size = OSM size / 8 Which means, that you can use as well low-RAM smartphones, older webpads etc. to display that map, without the need of connectivity. And any other device which can display PDF. The OCHA site has some PDF a bit like this, but not with every street name. And to give it a double oscar, having an optional coordinate grid would me great, or displaying the current mouse coordinate with JavaScript or something in the PDF viewer (Adobe includes JS, Flash AFAIK). I am no render guru, perhaps I used the wrong tool. The other thing is tracing of alternative streets to get into the city without traffic-jams. So, it would be good to have possible 4x4 roads, without using the two bridges, I don't know if that is feasible, it should be coordinated together with the helpers here, perhaps I could do something about it.
