I've just mapped two near me (one in an old phone box, one affixed to the wall of a shop). It seems that councils and NHS Ambulance trusts often hold lists of these and various people have already been requesting the information using FOI: https://www.whatdotheyknow.com/search/defibrillator/all . I don't know how complete those lists are where they exist. There are also a couple of websites providing nationwide locations on a map: http://www.heartsafe.org.uk/AED-Locations and http://www.defibtracker.co.uk/ They currently have more than OSM, but both are missing several I've mapped in Norfolk and Suffolk, so aren't complete. I made a quick umap of existing defibrillators: http://umap.openstreetmap.fr/en/map/defibrillators-uk_81299#7/53.898/-2.670 There are several hotspots: including Tendring, Trafford, Fermanagh, Nottingham. Of these Trafford data is probably complete, originating from the council OpenData, and thus might provide a useful baseline of how many to expect in a given local authority. I'm not sure how well located the Trafford ones might be; I've looked at a few in Sale & they don't seem to be associated with the typical locations: village halls, convenience stores, post offices, pubs etc. My impression is that it's not unreasonable to expect to find one in most villages: they seem to be something that parish councils can sort out for themselves. I think this would be a very worthy project for a bit of OSM'er time. I have been working on gathering information for defibs in County Fermanagh, but it really needs locals who know the area to find them and add to the map. Regarding tagging, is there a way in which we could tag a photograph of the defib at its location? For example a link to a Mapillary sequence? I created this uMap for N. I normally map these as a node with man_made=telephone_box (http://taginfo.openstreetmap.org/tags/man_made=telephone_box) and then add whatever other tags are appropriate for the new use. I'll often also a note=* tag to explain the situation to any mappers who might come along later and try to add amenity=telephone based on seeing the box. (I've also come across boxes with no phone and no new use, in which case it'll just be man_made=telephone_box and a note=*.)
