Can not confirm, works perfectly.

Do you really use recent beta 8.3.0.3? I remember that such a problem
existed - but many many betas in past.

have a button where you can choose the format of your email. Would be
so easy to push this button when writing to the list and choose "Plan
Text".

Why should he and why should he? 
You clearly did send an HTML message into a mailing list, which is not on the 
usual list of good practices, regardless on how high esteem of yourself your 
tone implies.

As a solution you propose - for everyone - to configure their mail clients to 
ignore HTML whatsoever, which is clearly not what anyone meant to.

Look how readable quoting is in your message:

So, now that I, too, resorted to using an HTML message, may I suggest a humbler

I would suggest to increase the contrast of the three icons or change
them to be less grey. Right now, on first glance they look like a
deactivated function. Look at the screen shot here:

* The icons for text justification or enumerations look activated and 
are activated.
* The icons for inserting rows or columns look deactivated and are 
deactivated.
*But the icons for strikeout and scripts look deactivated but are 
activated.

I can confirm this: all three formatting menu items are being shown in the
Format menu of both plain-text editors (MicroEd and Windows editor) where they 
neither make
sense nor have visible effect.
