Regioncode 0 + NTSC is an informal standard for DVD publishing 
worldwide. Players sold in countries using PAL always play back NTSC, 
too. They do not output a true (625/25) PAL signal but rather a hybrid 
of PAL and NTSC known as PAL 60 (or pseudo PAL) with 60 standing 
for 60 Hz, instead of 50 Hz. So playback of NTSC discs on PAL standard 
TVs is no problem.

In Europe DVDs published for distribution worldwide are mastered in 
NTSC, for example many with classical music content as concerts and operas.

Dear Chris,

Even as a distributor, I'm disturbed by these emails but I do know that
producer/directors don't have as much experience in these matters, are very
protective of their limited income even if it means stretching the truth,
and so I give them the benefit of the doubt. I would just politely say that
you understand that you don't have public screening rights and that for
library and classroom use, US Copyright Title 17 allows you these rights.

§ 110. Limitations on exclusive rights: Exemption of certain performances
and displays43 http://www.copyright.gov/title17/92chap1.html#1-43

Notwithstanding the provisions of section
106,http://www.copyright.gov/title17/92chap1.html#106 the
following are not infringements of copyright:

(1) performance or display of a work by instructors or pupils in the course
of face-to-face teaching activities of a nonprofit educational institution,
in a classroom or similar place devoted to instruction.


If they still persist, I wouldn't reply again.

I suspect they are genuinely clueless and I second Dennis on sending them a
copy of the copyright law dealing with
the Face to Face  exemption. I think there are some people who know better
who try to claim that libraries and colleges must pay more, even if a film
has been released in the home video market, but I suspect these folks don't.

Stream the letter, stream it! ;-) Margery, I have to disagree about the
addition. No poor filmmaker (or distributor) wants to hear about how poor a
university is. I know its true these days, and I sympathize, but even a
bankrupt university can never be poorer than an artist (How does a folk
singer get a million dollars? Start off with two million.) and more
importantly, I always tell Amy the less reasons you give in a letter why you
can't do something, the less they can argue with.

I haven't seen it available (legally) on video, but there's a ton of 16mm
prints around and it's on YouTube. The best bet is Sony because it was
originally a Columbia release.

It should always be paired with a Norman McLaren short (most likely Begone
Dull Care) since that's what inspired it.

Thanks. If we can get our hands on it as DVD ­ it is indeed paired with
Begone Dull Care.
Hopeful to get our entire program on DVD for seamless presentation ­ so
clunky to switch formats.
