So playback of NTSC discs on PAL standard TVs is no problem. I suspect they are genuinely clueless and I second Dennis on sending them a copy of the copyright law dealing with the Face to Face exemption. I think there are some people who know better who try to claim that libraries and colleges must pay more, even if a film has been released in the home video market, but I suspect these folks don't. I haven't seen it available (legally) on video, but there's a ton of 16mm prints around and it's on YouTube. The best bet is Sony because it was originally a Columbia release. It should always be paired with a Norman McLaren short (most likely Begone Dull Care) since that's what inspired it.
