I'm running 8.4 on my 4S. I can deal with the freezing; although it'll be annoying, I'm glad to hear that unloading and reloading VoiceOver helps with that. I don't know what version of IOS you're currently running, but IOS 9 will almost certainly be a performance improvement on your 4S. I'm running IOS 9.2 on a 4S right now. I am not impressed with the Siri voices on my iPhone 5S for VoiceOver and it has a better processor than the 4S. I don't know about iOS 9 on the 4S, someone else will have to address that. As far as I know, all of the VoiceOver bugs pertaining to answering calls were fixed in 9.1, or 9.2. I can't quite make the discrepancy, since I've been on 9.2 for quite some time. 9.2 seems to fix many of the bluetooth issues, though if you turn on Airplane Mode with a braille display, and then turn Airplane Mode off, you still need to go in and manually reconnect the display. The bug you're describing sounds very odd, though, and I don't think I've heard of that one as of yet. I have never had a problem answering phone calls in IOS 9. I thought it was in IOS 8 that the phone call answering bug was so bad, but I very well may not be remembering correctly. Not certain, but I think it means if your device is locked, VoiceOver will once again announce the time when the power or home buttons are pressed to bring up the lock screen.
