experienced cases where wiping an iPhone lost the accessibility shortcut.  I am 
not making that up.

But, as was stated by someone, it could be the carrier had set it up so it got

I have an old iPhone 7 sitting on my table here. I just experimented with it. 
It has been restore to factory default settings. I activated the iPhone 7 and 
press the home button three times and it turn voiceover on. And it hand the 
hello and then set up in different languages. So I’m just saying the iPhones 
with the home button you can turn on voiceover by pressing it quickly three 
times and I guess the newer iPhones it would be the side button.

Actually, Richard, you don't lose the shortcut. For voiceover. You only lose 
the shortcut if a carrier sets it up. Once the phone is reset, you can call the 
VoiceOver on by holding and pressing the home button for three times.

With an iPhone 7, all you have to do is press the home button three times when the phone is powered up after the reset and you should hear Voice over speaking.
