I would like to note that one of the contacts of this user group is
Vladimir Medeyko, the director of Wikimedia Russia. I'm assuming
comfortably that this application happened in full coordination with
Wikimedia Russia.

The question about process is still an interesting one though (what is
nowadays the approach of Affcom, and what are the considerations) when a
user group application comes in from a geographic area with an active
affiliate at a 'higher level' (in this case, a country). You could continue
the comparison with what happens if an application would come in from South
of Nevsky (a neighborhood in St. Petersburg).

Wikimedia NYC is a very different situation, there is not a national
chapter in the US, so it's not a cell of anything.
Just to clarify: Saint Petersburg eventually could not be a cell, but the
way it is presented (to promote Wikimedia RU activities in SP, with same
Wikimedia RU people), it's basically a cell.

I don't see a problem with sending several representatives to the Wikimedia
Summit, instead of 1, as would be the case if there was only Wikimedia
Russia (that would be a Wikimedia Summit problem). But cells of Wikimedia
Russia or other national chapters voting for ASBS elections is a different
thing, as it unfairly duplicates the vote of the communities that follow
that strategy.

Ziko: Yes, it is about the major Russian city.  And one of its listed
contacts is the longstanding president of Wikimedia Russia itself.

Philip: this is not an example of a large country being "split up", since
Wikimedia Russia is still around, and was not broken up.  It is also not
the first user group operating within Russia, nor even the first group with
a geographic remit.[1]

[Wikimedia-l] [Wikimedia Announcements] Welcoming Amanda Keton to the Wikimedia Foundation

Hi all,

I know I’ve sent several announcements to this list in recent months
regarding new members of the Wikimedia Foundation’s executive team. Today,
I’m excited to send the last in this series, and officially welcome Amanda
Keton as General Counsel to the Wikimedia Foundation. Amanda will be
starting on October 7, based in San Diego.

Amanda has dedicated her career to many of the same values we share as a
movement. She joins us from the San Francisco-based Tides Foundation, where
she served as General Counsel. Tides is a U.S.-based public foundation that
distributes donor-advised grants and investments with the mission of
building a world of shared prosperity and social justice. Tides was a
partner for us in 2016 as we established our endowment, which remains
hosted at Tides. Amanda also served as Head of Tides Foundation and People
Operations and the CEO of Tides Advocacy,  the policy affiliate in the
Tides family of organizations.

Before her work at Tides, Amanda worked for Ernst & Young providing
nonprofit organizations with consulting, advisory, and compliance
services.  She currently serves on the Network for Good board and has
previously served on a number of other boards dedicated to equity and
justice.

In Amanda's words, "My work in nonprofits and the values I developed as a
social justice advocate make me especially excited to contribute to
Wikimedia in its next phase of growth. I want to be part of ensuring that
everyone finds a sense of belonging in the free knowledge movement, and
together we serve and defend it exceptionally well. After living in the Bay
Area for 11 years, my family and I recently moved to San Diego to be closer
to family, as we welcomed our son in August. I am always on a quest to find
the perfect playground, a new author to binge read, or a fresh recipe to
try."

Wikimedia always has been unique in the centrality of legal work as a
strategic aspect of our movement. From the first days of the Foundation,
our legal team has helped defend the Wikimedia communities and the
integrity of free knowledge. They work closely with the community to
advocate on behalf of open licensing, freedom of expression, net
neutrality, privacy, and other critical enabling elements of our mission.

I expect the importance of our legal and policy work to continue as we work
toward 2030. Today we see expanding government censorship and increased
infringements on access to knowledge around the globe. We see threats to
community members on the ground, and threats to the integrity of
information online. Our ability to engage proactively on these issues,
through strategic counsel, policy and advocacy, and impactful litigation
will continue to grow in importance to the Wikimedia mission. I’m excited
for Amanda to lead the Foundation’s accomplished Legal department as we go
forward.

I also want to take a moment to personally thank and acknowledge Tony Sebro
for his excellent work serving as interim General Counsel and Secretary to
the Board of Trustees while we searched to fill the position permanently.
Tony was a deft and thoughtful partner in addressing issues ranging from
copyright policy to malicious DDOS attacks to board governance, and a
valued voice on the Foundation’s leadership team. Amanda will continue to
work closely with Tony as he resumes the position of Deputy General
Counsel.

position on whether there is some form of stress, is it likely to be

[turnover] rate i  a measure of how many employees leave an organization 
compared to the total number of employees. It greatly varies by season, 
sector, type of organization, area, country etc. See the wikipedia 
article for more details.



From a [board meeting public report, page 18]:

Turnover rate per fiscal year:

The last line might be based on Dec 31 2018, and maybe can be 
extrapolated to 3,54% x 2 = 7,08%.



For more recent numbers, the list of staff and contractors are listed 
publicly. That has long been on a wiki [staff history] and is now on the

It is thus not too difficult to grab those data and make them machine 
readable, which is unofficially available at:

29 people joined
21 have left

Which based on the Wikipedia article calculation would gives:

 Turnover rate = 21 left / ( (367 + 376) / 2 )
   = 0,0565

Which would be 5% since July 1st.  Remember that turnover is often 
seasonal, but linearly expanding that quarter to a full year assuming 
the three other quarters would be similar:


29 join on Q1 * 4 quarters = 116 join
21 leaves on Q1 * 4 quarters = 84 left

Delta 32
Total 399

And the formula would yield:

 Fictional turnover rate = 84 leaving / ( ( 367 + 399 ) / 2 )
 = 0,219

Or slightly less than 22%. But again, turnover is often seasonal and the 
foundation headcount (and thus rate of leaving/joining) grows.  So that 
number is pure fiction.  One would need to:
* do some backtracking over the actual data for the last few years to be 
able to draw any conclusion as what those 5% for FYQ1 mean or the 
fictional 22% I have made up.
* analyze who and why people left during Q1, which might well be 
independent from the WMF and just be conjectural.



Again that is situational and I am not sure whether one can draw any 
conclusion from the numbers I am indicating here.


The board of trustee report indicates that they turnover rate is 
reported to them which probably implies it is a key indicator.




As for the claimed internal turmoil, you might want to give details 
about what leave you to think there is any turmoil.  Having some view 
from the inside (I am a contractor to the WMF), I don't have that feeling.

Thanks Chuck for digging out that old email, it does explain why this isn't
done for every country.
Chris and Sandra have a point though, because this can't be a legal issue
for most European countries for example. In return, the local organisations
and communities would benefit from an added layer of feedback based on
their work.

Furthermore, how and how much we fundraise will be one of the important
talking points when implementing the recommendations, especially to set a
benchmark to evaluate if involving local organisations in the fundraising
process actually works or not.

The reasons the question keeps getting asked is because it was never really
answered in the first place.

The only good reason I can think of for not publishing country-level data
is that there are some countries where that could create risks to the WMF
or individuals because they're places where giving donations to a US
nonprofit is either illegal or politically risky.

However that doesn't apply to most countries, so why not publish the data
for most of the world?
