[Wikimedia-l] Memorandum of Understanding with NDLI, CIS and WMF

Hi all,

It gives us immense pleasure to announce to the Wikimedia community
that National
Digital Library of India
 (NDLI),
Centre for Internet and Society (CIS) and Wikimedia Foundation (WMF) have
signed a tripartite non-binding Memorandum of Understanding (MoU) for a
2-years partnership. National Digital Library of India is a Ministry of
Human Resource Development

project, developed at IIT Kharagpur

which aims to build a virtual repository of learning resources and
literature metadata.

Through this understanding, we will work together on:

   - integrating Wikisource and Wikidata contents on NDLI website.
   
   - building up technical infrastructure on NDLI website to crowdsource
   metadata curation on Wikidata and proofreading on Wikisource websites.
   - importing relevant contents and data from NDLI website to Wikidata and
   Wikisource.
   - identifying and pursuing collaboration opportunities around other
   Wikimedia projects, such as Wikibooks.

After months of discussion among the three parties, the understanding was
finalized during International Symposium on Knowledge Engineering for
Digital Library Design 2019,  an international
conference organized collaboratively by NDLI and UNESCO at IIT Delhi
, where
WMF was a technical partner.

Hoi,
Essie, the work done by Snøhetta centres on the notion of Wikipedia as a
unifying brand. The problem is that Wikipedia on its own is 300 projects
and that for many, if not most people English Wikipedia *is *Wikipedia.

When we are all to be Wikipedia we will all suffer from the bias that
English Wikipedia brings us. The problem with bias is that the negative
effects are not felt, considered by those people who self identify with
English Wikipedia.

* Research centres on English Wikipedia, when research is done for projects
other than English Wikipedia, it is hard to get research published
* New functionality is almost always written for the English Wikipedia, the
notion of the "other languages" is often not considered in the architecture
* It is assumed that functionality works for projects other than Wikipedia,
specific functionality is hardly ever developed
* In OTRS, the notions of notability are hard coded for English notability.
Consequently many pictures have been removed that were explicitly requested
for use with Wikidata
* there has been no marketing for other Wikimedia products - products. Many
Wikisource books are available in final form. We do not serve a purpose
because we do not seek an audience for them
* even though internationalisation and localisation for MediaWiki is really
good, we do not consider how we can make use of data in other languages.

It is universally understood that Wikipedia is highly toxic and it may be
that for external marketing Wikipedia makes sense. Internally I will
welcome a unified message only once English Wikipedia accepts that its
consensus is not considered as "Wikipedia" consensus.. Our aim is to share
in the sum of all knowledge and it is not only in English and it is not
what English Wikipedia deems notable.

Hello,

While the FDC deliberations were indeed suspended at the start of movement
strategy discussions, several FDC members participated in the Movement
Strategy process, in working Groups and through their local community
involvement. The valuable points of learning from the work accomplished by
the FDC over the years definitely made it into the strategy process and
into the recommendations. As Mike noted, funding for affiliates in the
program was maintained at a fairly constant level, based on the last FDC
recommendations. As movement strategy recommendations are being finalized,
the FDC, the board, and the grants team will be working on the next steps,
especially keeping in focus Movement Strategy recommendations.

We know how important this is and we all take it seriously, but actionable
next steps might take some time, as we are dealing with a complicated and
unexpected situation, and need all hands on deck to ensure the safety and
well-being of our communities and staff.

Hi Nicolas,

Thanks for your reply and interest in the partnership.

It was discussed during the Delhi meeting that as a first step, NDLI will
come up with a unique authority control for the authors listed in their
website and we will match them with corresponding Wikidata items, thus
starting to link Wikidata content with NDLI website. The process was
expected to initiate from January, but due to some other other commitments
from NDLI as a government agency, it has not been started yet.

As a major part of this partnership will largely depend on the data model
stated in Wikidata WikiProject Books
, we need works
and their editions on different Wikisource projects properly linked with
Wikidata exactly following the data model. For Indian language Wikisources,
I can say, the linkages are still very low. It would be great, if we can
collaboratively engage as many as Wikisource communities as possible to
start linking their contents on Wikidata. We definitely need suggestions
and all kinds of help there organizing this.

We appreciate if highly experienced community members like you share inputs
and insight w.r.t. this collaboration. Please feel free to do so
pro-actively at any time.

The movement has events a couple of magnitudes more important and
urgent to spend time on.

As for being invited to take part in a "brand network" discussion, of
all places on *Facebook*, this is so fundamentally wrong, I would
think it was a joke.

WMF management, stop flushing away the donor's money on this, please.
It has already been overwhelmingly rejected, failed, and not firmly
ending it makes you appear unable to stop paying consultants to make
up more marketing jargon nonsense to justify their invoice.

I have checked some languages but it seems that this digital library 
have books of some languages completely taken from Project Gutenberg 
(http://www.gutenberg.org) or from World Ebook Library 
(http://www.worldebooklibrary.org/) and they have their own licenses.


It's not clear what is the library for whom the NDLI owns the copyrights 
and they can donate.

Hi Ilario,

If you check this link , you can find it
written at the Terms and Conditions section - *The actual contents are
subject to the copyright laws of the respective data providers as the
authors or publishers retain copyright to these works which are used by NDL
India with permission.*

It is the practice for any government agency like NDLI to sign a MoU or
other form of contracts with other organizations, before engaging with them
in any way. Although I can't speak for NDLI, but it is extremely likely
that they have partnered with Worldebooklibrary and others officially.

I, for one, welcome Wikipedia Dictionary, Wikipedia Source, Wikipedia
Species, Wikipedia Commons.

Why is it, though, that others go the other way? like American Airlines
subordinating to AMR, Google to Alphabet.  Citibank went in a direction the
opposite of the way that WMF is going, with Citi becoming a prefix with
multiple uses.

Gerard, You start off by correctly specifying that Wikipedia is about 300 
projects and make several good points about how people confuse Wikipedia with 
English Wikipedia, how this bias adversely affects various other projects, and 
then claim that "Wikipedia" is "universally understood to be highly toxic".  
Are you referring to all 300 odd projects, or are you using the generic term 
for the specific project in the way you previously objected to? Something else 
that is not obvious?

Essie, the work done by Snøhetta centres on the notion of Wikipedia as a
unifying brand. The problem is that Wikipedia on its own is 300 projects
and that for many, if not most people English Wikipedia *is *Wikipedia.

When we are all to be Wikipedia we will all suffer from the bias that
English Wikipedia brings us. The problem with bias is that the negative
effects are not felt, considered by those people who self identify with
English Wikipedia.

* Research centres on English Wikipedia, when research is done for projects
other than English Wikipedia, it is hard to get research published
* New functionality is almost always written for the English Wikipedia, the
notion of the "other languages" is often not considered in the architecture
* It is assumed that functionality works for projects other than Wikipedia,
specific functionality is hardly ever developed
* In OTRS, the notions of notability are hard coded for English notability.
Consequently many pictures have been removed that were explicitly requested
for use with Wikidata
* there has been no marketing for other Wikimedia products - products. Many
Wikisource books are available in final form. We do not serve a purpose
because we do not seek an audience for them
* even though internationalisation and localisation for MediaWiki is really
good, we do not consider how we can make use of data in other languages.

It is universally understood that Wikipedia is highly toxic and it may be
that for external marketing Wikipedia makes sense. Internally I will
welcome a unified message only once English Wikipedia accepts that its
consensus is not considered as "Wikipedia" consensus.. Our aim is to share
in the sum of all knowledge and it is not only in English and it is not
what English Wikipedia deems notable.

Concepts make complex subjects more understandable. They manage to
consolidate vast amounts
