Danny,

First of all, thanks for your comments on Wikisource community wishlist
survey. Though we are a small global community, we did our best to get our
basic problems noticed.

To my opinion, the current system of Community wishlist survey is not good
enough to solve the problems of Wikimedia sister projects like Wikisource.
As very few volunteers work on Wikisource globally, it is very difficult to
compete with Wikipedia or Commons proposals because obviously Wikisource
proposals will not get as much votes as they do.

The concept of top 10 wishes is great! But in addition, if there is a
provision to include at least top 2 wishes of each of the sister projects,
then personally I can say that it can be an effective measure to uplift
these projects. Andrea already said in the previous mail that, Wikisource
software support is totally provided by volunteers alone right from the
beginning and not WMF and that's a real issue for us.

Hi Kiril,

Wikitongues videos are uploaded primarily in their Youtube channel and only
few of them are under CC-BY-SA license. Although they depend on
crowdsourcing, still it's not a wiki, so the number of uploads are not so
frequent.

Content translation with Yandex is also a problem in Bengali Wikipedia.
Some users have grown a tendency to create machine translated meaningless
articles with this extension to increase edit count and article count. This
has increased the workloads of admins to find and delete those articles.

Yandex is not ready for many languages and it is better to shut it. We
don't need it in Bengali.

Hi David,

I hear you.

I live in that part of the world where getting any job and earning money,
by any means possible, is the topmost priority of life, as unemployment and
corruption has become intimate part of most of the people. Involvement in
volunteer works with no personal or financial gain, is not appreciated at
all and sanity is frequently questioned even by family members and close
friends. The real life is far more harsh for us than the issues we face in
Wikipedia.

But, I have seen people, who have fought against all extreme odds to create
contents in Wikimedia. I met an Wikimedian, who would have no food or money
for the next day to survive, if he didn't go and look for some labour work
and earn some money for his family, yet learned advanced computer works
from scratch with the help of a Jurassic age broken laptop gifted by a
well-wisher and built the most impactful project in his language, believe
me, I have seen that laptop with my own eyes. I know someone, very close to
my heart, who once spent the small amount of money he had with him, to pay
the cyber cafe, he went almost everyday to edit Wikipedia, even if he knew,
that the money he was spending, was his last resort for that day. These
Wikimedians are no less than a legend to me and whenever I feel frustrated
and burnt out, I remember them. I am pretty sure, everyone in this movement
knows someone amazing.

You are absolutely right, people who build Wikipedia from their core of
their heart are not heard or appreciated in larger Wikimedia world, some of
them are silently contributing forl a long time , without any expectation
from anyone. On the other hand, I have seen loud mouths  with almost no
substantial or impactful contribution at all, being featured everywhere on
a regular basis. That's an unfair world we everyday deal with and Wikimedia
is not an exception.

I will totally support you, if you create a meta page for these silent
volunteers, who needs to be seen.

[Wikimedia-l] Creation of separate user group for editing sitewide CSS/JS

Hi,

I accidentally checked this meta page

today, when another editor forwarded me the link in Facebook. Here it has
been proposed that admins will be stripped off to edit js/css pages because
of security reasons. The way this is being handled is rather disturbing to
me.

1) Not all communities have been informed about this future change (
https://meta.wikimedia.org/wiki/Distribution_list/Technical_Village_Pumps_distribution_list
)

2) The comments in the meta talk page suggests that there is no intention
to get opinions from editor community members. Everything seems to be
pre-decided by the developer community and we dont have other options but
to accept the proposal without proper discussion.

3) Many admins from smaller wikis have expressed their concerns that this
decision will severely affect the workflow of those wikis, but none of
these concerns are addressed.

Hi Mathieu,

I have no problem re-licensing the book at all. I assume, Ananth will
confirm soon from his part. He also assured me that he will start working
on the meta version soon.

I was responsible for creating the draft of the handbook and I have the
draft text version with me. I guess, the finalized text version is with
Ananth as he did the rest of the work of designing and finalizing the
handbook. I guess, he will share the text version soon, so that it can be
translated into other languages, including Indic languages.

[Wikimedia-l] Memorandum of Understanding with NDLI, CIS and WMF

Hi all,

It gives us immense pleasure to announce to the Wikimedia community
that National
Digital Library of India
 (NDLI),
Centre for Internet and Society (CIS) and Wikimedia Foundation (WMF) have
signed a tripartite non-binding Memorandum of Understanding (MoU) for a
2-years partnership. National Digital Library of India is a Ministry of
Human Resource Development

project, developed at IIT Kharagpur

which aims to build a virtual repository of learning resources and
literature metadata.

Through this understanding, we will work together on:

   - integrating Wikisource and Wikidata contents on NDLI website.
   
   - building up technical infrastructure on NDLI website to crowdsource
   metadata curation on Wikidata and proofreading on Wikisource websites.
   - importing relevant contents and data from NDLI website to Wikidata and
   Wikisource.
   - identifying and pursuing collaboration opportunities around other
   Wikimedia projects, such as Wikibooks.

After months of discussion among the three parties, the understanding was
finalized during International Symposium on Knowledge Engineering for
Digital Library Design 2019,  an international
conference organized collaboratively by NDLI and UNESCO at IIT Delhi
, where
WMF was a technical partner.

Thanks for your reply and interest in the partnership.

It was discussed during the Delhi meeting that as a first step, NDLI will
come up with a unique authority control for the authors listed in their
website and we will match them with corresponding Wikidata items, thus
starting to link Wikidata content with NDLI website. The process was
expected to initiate from January, but due to some other other commitments
from NDLI as a government agency, it has not been started yet.

As a major part of this partnership will largely depend on the data model
stated in Wikidata WikiProject Books
<https://www.wikidata.org/wiki/Wikidata:WikiProject_Books>, we need works
and their editions on different Wikisource projects properly linked with
Wikidata exactly following the data model. For Indian language Wikisources,
I can say, the linkages are still very low. It would be great, if we can
collaboratively engage as many as Wikisource communities as possible to
start linking their contents on Wikidata. We definitely need suggestions
and all kinds of help there organizing this.

We appreciate if highly experienced community members like you share inputs
and insight w.r.t. this collaboration. Please feel free to do so
pro-actively at any time.

If you check this link <https://ndl.iitkgp.ac.in/faq>, you can find it
written at the Terms and Conditions section - *The actual contents are
subject to the copyright laws of the respective data providers as the
authors or publishers retain copyright to these works which are used by NDL
India with permission.*

It is the practice for any government agency like NDLI to sign a MoU or
other form of contracts with other organizations, before engaging with them
in any way. Although I can't speak for NDLI, but it is extremely likely
that they have partnered with Worldebooklibrary and others officially.

Hi Nataliia,

Thank you for your statement as the current Chair of WMF Board of Trustees.

If the Wikimedia Foundation wants to change its name and if it has the
right to do whatever it can, then I can just hope that WMF has considered
all the consequences. But I am confused on how affiliates are dragged into
this and how this survey considers affiliates within its scope. Affiliates
are governed by different boards or other governance structures and they
have different Bylaws, which govern them. Many of them are registered and
have to follow their native country's laws. WMF board cannot dictate them
to change as per this survey. Even if some affiliates plan to change their
names, who will take care of all the legal issues which will come to them
while accepting the name Wikipedia? Who will take care of all the
volunteers and affiliate members from the oppressive regimes, when they
will be harassed or arrested for displaying disputed maps on Wikipedia not
compliant with country's laws, or for some information about the country's
dictator or the ruling party etc.?

Many of us find no reason and are still not convinced to fill up this
survey. It is a closed survey and there are only three such options, which
seemed ridiculous to many of us. To me, it looks like that if we are being
given three choices whether to 1) jump from a six-storeyed building and die
2) get hanged and die or 3) take Organophosphate poison and die and rate
among them which one we prefer. I don't know about others, but obviously,
none of these three options are acceptable to me as a good choice of death.
The survey has given us a fourth option where we can give our choice, but
considering the brand team has ignored all the discussions on meta and
other platforms, how will we believe that the fourth option will be duly
taken care of. How will it be ensured that transparency will be there while
dealing with the survey results? Personally, I don't find any reason to
believe after the RfC was totally ignored.

In your statement, you have not said anything about how the WMF will
support the sister projects in the future, after you even plan to change
their movement tag. Do you commit to not ignore the sister projects any
more and invest significantly on them, so that they can flourish with their
true potential? How do you plan to preserve the separate identity and
autonomy of the sister project communities after you tag them as Wikipedia
project?

Hello everyone,

We are excited to announce that submission for session proposals has been
opened for Wikimedia Wikimeet India 2021, the upcoming online wiki-event
which is to be conducted from 19 – 21 February 2021 during the occasion of
International Mother Language Day. The submission will remain open until 24
January 2021.

You can submit your session proposals here -

A program team has been formed recently from highly experienced Wikimedia
volunteers within and outside India. It is currently under the process of
expansion to include more diversity in the team. The team will evaluate the
submissions, accept, modify or reject them, design and finalise the program
schedule by the end of January 2021. Details about the team will come soon.

*Guidelines for submissions:*
* The sessions will be on any Wikimedia related topics.
* Submissions are not restricted to India. Wikimedians from outside India
are also welcome to submit proposals.
* The decision to accept or reject a submission will depend on the Program
Team. Their decision will be final.
* The event will have different formats of sessions, like presentations,
workshops, panel discussions and 5-minutes lightning talks.
* All sessions will be conducted online.
* The organisers will provide the support to help the presenter understand
the use of online platforms like Zoom etc prior to the event..
* The organisers will also communicate with the presenter prior to the
event to help understand the entire process, or for general preparation.
* A session can be around 20 minutes long or more. A lightning talk should
be no longer than 5 minutes.
* There can be more than one presenter in one session. Feel free to make a
group for your session.
* The presenters for long duration sessions must ensure that they will be
available for the preparation and during their sessions.
* The presenters for lightning talks however can pre-record their sessions
earlier, if they want and send it to the organizers to play the recording
during their allotted time.
* A session will be conducted in English or any Indian language.
* Similar topics may be grouped together, or format may be changed by the
program team. The program team will contact the session presenters if those
decisions are taken.

We are sure that you will share some of your most inspiring stories and
conduct some really exciting sessions during the event. Best of luck for

Hi,

COVID-19 has hit hard in India again making it the leading epicentre of the
disease caused by the new mutated strains. The infection and death tolls
have reached record high and the health system in different parts of the
country is on the verge of collapse.

Like other common people, many Wikimedians might have lost their jobs last
year. Like last year, this year too, many volunteers have been infected and
hospitalised. Some of them have lost their family members, relatives,
friends and other dear ones.

Volunteer online community is the heart of our movement and every
dedicated, experienced and long-term volunteers are our most valuable
asset. It is not at all exaggerating to say that many language Wikimedia
projects or WikiProjects are dependent completely on one (or two or
three...) person's persistence to build it as a tall building from scratch
and if we lose some of those people, those projects might totally stop
forever. There are so many fantastic people in the movement who have been
doing incredible work in their volunteer capacity for such a long time
(sometimes more than a decade) to make what Wikimedia is today.

I would like to urge people with power and money in the movement to find a
way to protect these assets. We not only cannot afford to lose them, but
also need to proactively protect them. Maybe a small step to provide
personal or family COVID-19 insurance might help a lot. Maybe sending money
to buy COVID-19 vaccines might save some of them. Who knows?

If we can spend millions of dollars for conferences or a couple of hundred
thousand dollars to celebrate 20 years of Wikipedia during Wikimania, can
we not spend a few thousand dollars to protect at least some of the people
around the globe to some extent who made it possible to turn Wikipedia into
its 20th birthday?

Disclaimer: I had tried to convince the grants team from my personal
capacity last year when COVID-19 was spreading rapidly in India but was
denied due to their legal concerns regarding insurance registration as well
as settlement and liability issues. Few others tried to convince them too
but failed. I am reaching out to the community to start a conversation this
time and find a way together.

Hello Andreas and all,

There is some good news. Wikimedia Foundation Community Resources team has
given permission to CIS-A2K to allot funds to reimburse vaccines, send
COVID protection kits and provide counselling for Wikimedia volunteers in
India. CIS-A2K has consulted Foreign Currency Regulation Act expert lawyers
and got confirmation that the program can be executed as per the law of
India. With this progress, we are now good to go. We had formed a 5-members
committee of physicians (4 of them) from the Indian Wikimedia volunteer
community. They had their first meeting almost an hour ago to decide the
next steps to provide support as quickly and efficiently as possible. The
action points are noted from the meeting and within a few days, we are sure
that we will be able to provide support to the volunteers.  A meta page is
also being drafted, which will undergo expansion and modification in the

Bengali Wikisource in collaboration with Two Centuries of Indian Print
project (TCIP) [3] of British Library.

The TCIP project officials are uploading the public domain books under
their collection on Wikimedia Commons [4]. From the user group, we are
working on the next steps like renaming files, indexing, metadata related
work on Wikidata etc. and will be organizing the event.

The top five winners will receive T-shirts and/or books from the user group
and digital certificates from British Library.

Hi,

IMHO, for a person to be in a committee which will shape the movement
charter, he/she needs to be experienced enough to have a broad
understanding of the movement. Newcomers without any insight of the
historical context will not be able to draft a charter effectively. Also,
popular elections don't properly judge the weightage of different
candidates; it puts every candidate to the same level, which they are not.
It would be absolutely unfair to put a Wikimedian with 10-15 years of
experience and having a good standing with the larger community and a
complete newcomer who is almost unknown to the community on the same ballot
box. It was not at all necessary to bring all the 70 candidates to the same
table. A certain threshold could be determined first and then candidates
could be filtered out before election. Plus, drafting movement charter is
not a capacity building program for newcomers, it will shape the future of
the movement, so quality control was necessary. I am not sure if these
points will be taken into consideration while (s)electing the committee
members, but if not, I am sure, it will frustrate many Wikimedians who care
about the movement.

People develop their perspectives based on their environment, culture and
surroundings and it is almost impossible for anyone to understand
comprehensively about what is going on in other places without dealing with
their real situation there. It doesn't matter how honest or how experienced
a person might be, an Western European will have hard times to understand
all the real issues in South Asia, A South Asian will have little
understanding about what is really happening in Latin America and that is
why geographical representation is needed. If the question or process is
about something global, then it is needed even more. To draft a document
for us all, it is essential to get voices from as many as possible, if not
all. How can a movement charter be drafted if it does not echo the concerns
of all our existing communities clearly?

We chose to follow popular elections which have always brought North
Americans and Europeans on the top of the table and historically abandoned
other parts of the world, even though there are capable people in those
parts too but do not have the voter base. We have seen it repeated in this
election process too. Here we had 7 seats through community elections, so
its almost futile for Global South candidates to compete there, the proof
of my statement is that only 1 candidate from the Global South actually
made through this election. So, they only have 6 affiliate selected
positions from 8 Wikimedia regions (and 1 Thematic hub), where they have
minimal chance because 6 seats from 8 regions count to < 1 candidate per
hub. So, regions like South Asia, ESEAP, Sub-Saharan Africa, etc. was
extremely lucky to get 1 candidate in the committee, 2 is not at all
expected. Don't you think that this is a totally unfair process from the
start for under-represented communities and affiliates? No wonder, people
here are getting aloof from the movement strategy process.

Sorry for my English, I am not a native English speaker, so maybe there is
a misunderstanding. I have not excluded anyone as you are saying. Runa and
Jorge are amazing people in the movement but I was talking about
geographical representation of the communities and they are appointed by
WMF as their representative, so geographical representation does not stand
there.

More than 4 billion people live here in South Asian and ESEAP countries. If
our next billion readers will not come from here by 2030, then where will
it come from? These are developing countries embracing technology at a high
rate. (Anyway, my opinion concerns Africa too. There is only 1
representative from the entire Sub-Saharan Africa.)

Hi Yaroslav,

Personally, I was also in favor of proactively seek and build an efficient
team so that the process starts quickly. Different recommendation working
groups had already discussed a lot for more than a year on how a movement
charter would look like while drafting their recommendations and they could
have been included. If that happened, everything would not to have to be
built from scratch again. Anyway, somehow that didn't happen.

Regarding affiliate selection, I am not a very big fan of selectors. I am
sure they are all amazing Wikimedians but the process looked odd to me. The
entire selection process depended on only one selector per region. There
was no guarantee to the affiliates that the selectors will not select
people out of their own biases or preferences instead of what affiliates
had asked them to do. For example, during the South Asian call, those who
were there as affiliate contacts, all said, that we need to select the most
skilled and experienced person in the committee from the region and we were
ensured that our feedback will be taken care of during the selectors
meeting. When results came out, we couldn't find our best candidate in the
committee. Affiliates there still don't know what happened to change the
decision. If affiliates could directly select instead going through
selectors, that might not happened.

Another odd thing happened, the voting software eliminated a candidate from
South Asia at the last moment because he mentioned that his homewiki was
English Wikipedia (not a good strategy, now it seems) although he was the
best candidate who had the necessary skills and immense experience and
understanding to represent our region in the charter. I find it extremely
odd to keep an English Wikipedia editor from Europe and from Asia on the
same filter. He didn't make it to the final list anyway.

Anyways, I rest my arguments here. I know, what is done is done and it
would take lots of efforts from powerless affiliates and communities like
us to change anything. To clear any existing confusion, I am just against
the broken process which we had adopted and not against the newly formed
drafting committee. I sincerely hope in future to see a global charter fit
to encompass our movement and all its people.

Coming from South Asia and looking at ESEAP, I am not at all excited
considering the geographical representation of the committee as per
Wikimedia regions[1], excluding WMF appointed candidates who will represent
WMF instead of the regions itself, we have

   - United States and Canada - 2 members
  - Western & Northern Europe - 3 members
  - Central and Eastern Europe & Central Asia - 1 member
  - Sub-Saharan Africa - 1 member
  - Middle East and North Africa - 2 members
  - East, Southeast Asia and the Pacific - 1 member
  - South Asia - 1 member
  - Latin America & Caribbean - 2 members

I am so surprised to see only 1 representation from ESEAP which has such a
thriving group of affiliates and which had talked about and tried to
materialise to build a hub in the region so passionately. If movement
strategy wants Wikimedia to reach the next billion users in future, they
are in South Asia and ESEAP and without hearing the voices from those
regions, that target will be very hard to achieve.

Anyway, good luck and best wishes for the drafting process. Hope it will
echo our voices.

Hopefully this will end soon for Wikisource to some extent. There is an
ongoing initiative by a few Indian Wikimedians to develop a Wikisource
mobile app for Android users. Here is the announcement

Coming from the Wikisource project, which is built almost entirely by
volunteers and which still doesn't have a dedicated staff structure in WMF
for its development and progress, I agree with what Galder said. There are
few developments by Community Tech in recent years in some aspects of the
project, but it is also true that many of our bugs or feature requests are
there on Phabricator for five or six or more years for now. We still use
complex templates to proofread which drives new users away; Visual editor
still isn't equipped enough to support proofreading easily. For book
readers, the Wikisource interface is totally outdated and unattractive
compared to contemporary technologies. We still couldn't build an ecosystem
with other platforms to train and improve our OCR or to recognize
hand-written texts and old prints for many languages. Some languages still
don't have OCR support even now and depend on manual proofreading by typing
page by page, imagine how that can be for a book with hundreds or thousands
of pages. We still can't transcribe non-Western musical notation. The list
can go on. Like other sister projects which were historically neglected,
our community also tried to build from scratch and adapt and evolve as best
as they could but it would be totally unfair to expect them to find free
time to solve all problems themselves. Systemic and sustained support is
badly needed to advance our technology and that is true.

Hi,

I find a human rights policy based on major human rights documents of the
world very conflicting and equally amusing in an organization which grows
itself in an inherently exploitative system feeding on volunteer works.
While volunteers from around the world, who generate contents and
technologies every day, build partnerships to gather more human knowledge,
man different committees to make important decisions for the movement and
so on and without whom the Wikimedia movement would not exist at all, are
not remunerated in any way, forget ensuring minimum wage for their time and
effort or social protection, medical care etc. and the organization which
collects weath based on these people's works talk about Universal
Declaration of Human Rights whose Articles 23 and 25 say about right to
just and favorable remuneration, social protection, equal pay for equal
work etc. I would be very interested to see if this policy, mentioned as
North Star, can guide the movement addressing the conflicting and
complicated issue w.r.t. human rights in the future.

Coming from a small Indian affiliate trying to sustain ourselves and
delivering considerable impact even with a very limited capacity for the
last couple of years, I have some anxiety to share.


   - The new Rapid Fund (<5000 USD) says it is meant for *short term
   projects*. Till now our user group had planned year long projects and
   applied for Rapid Grants to fund them. So, through this new fund strategy,
   we have to apply for multiple Rapid Fund throughout the year, which would
   be over-burden for our volunteer group. I would request to make Rapid Funds
   as flexible as before to accommodate affiliates like us.
   - General Support Fund, which will happen twice a year for a region,
   will be the only option for us to apply for our bigger or ambitious
   projects, which is fine. But then I need to know, if we have to compete
   with large affiliates/partners in the movement as APG, Simple APG and
   Project Grants are all merged here. I just hope, that it will be not the
   case but if that is so, then I see little chance for smaller affiliates.
   - I would also like to understand the thinking about how the movement
   strategy recommendations will be implemented through this new grants design
   to sustain small (un)registered affiliates or help run their projects,
   which do not have the permission to receive foreign money as an
   organization. What kind of support will be given to them? All Indian
   affiliates fall in this category, so this needs to be clearly answered.
  - Money fundraised in India is not considered as foreign money. Will
  that be a procedure to distribute that to the Indian affiliates?
  - Will CIS-A2K, the non-Wikimedia partner organization of WMF and the
  only entity in Indian Wikimedia movement to receive foreign
money, be asked
  to implement movement strategy recommendations, so that Indian affiliates
  can sustain themselves?

Maybe, the Community Tech team should start picking up long standing issues
first which are being proposed repetitively almost every year but do not
get adequate votes to receive their attention.
