Yes.  You can search past 471 at the USAC website using the search tool. You
will need to determine what the BE discount rate is and then back that out
of the contracted amount to determine what the school actually pays.

We pay Davis-Bacon wages on our stimulus project work.  Its not hard to
deal with.  You have to pay any worker working on site the proper wage,
pay them weekly, document it properly and fill out the wage report for
each week.  Make sure you look up and apply the proper wage
determination for the county/twp that the work is completed in.  You can
look that up on DOL website.  If you cannot find a WD for your
particular workers/work to be performed, you will need to complete a DOL
form 1444 and submit that to DOL for approval. DOL will provide
definitive answers. Put up the wage notices in office and on jobsite.
Make sure each worker knows how much they are paid per hour and what, if
any, deductions come out of that rate. Keep your files in order in case
they do audit you.

We are working on several wireless and security camera proposals
for municipalities in our area, Illinois.  The question has been raised
about Prevailing Wage and if we have to pay it.  When looking into it,
it looks like we do.  All $44/hour to any one that works on the project.

I do not want to get people all up in arms about the Prevailing
Wage act.  That is a discussion we can have at a WISPA show after hours.
:)

Has anyone had to deal with this?  Did you get a for sure
answers yes or no?   Where you audited and survived?

The important thing to remember is that each application had to be
submitted with an environmental plan attached.  Winning applicants had
their environmental documents submitted for environmental review and
approval.  Awardees can't deviate from the approved environmental plan,
at least not without additional environmental approvals from EPA, USFS,
USFWS etc.  If they did indeed get hung up for environmental reasons
this could have nothing whatsoever to do with the perceived or actual
merits of the project.  If whatever they were doing caused them to
violate the terms of an EIS or caused them to need to prepare an EIS
then that alone is a show stopper.  The awarding agencies want these
projects to get built but awardees have to follow the law.

I can understand some of the environmental rules; digging up the

The suspension letter was posted on the ntia web site.  However, that
site is not very reliable, and doesn't seem to be up now.  A copy was
downloaded by the lawyer who has been leading the opposition to ENA
(I've been helping him out a bit myself) and he sent it to me.

ENA's grant was suspended on (theoretically) environmental
grounds.  By not building where they had originally proposed, and by
not doing full environmental review of the actual revised routes that
they were building, they were in violation of the grant.  So they are
frozen.  They can get permission to start building again if they can
complete the various requirements (quite a few, actually) that they
are not in compliance with.  Of course the easiest way to do that
would be to go back to the originally-approved plan.  You know, the
one whose maps were redacted in the original public form of the
application by having a black box layer placed atop them in the
multi-layered PDF... gee that isn't hard to remove in OpenOffice, is
it?

There are roughly 60 days left before the election.  I doubt I could get
the local dog catcher candidate to take a policy position 60 days out
from the election, much less a complicated position.  The election has
the nation polarized.  In Ohio the race is neck and neck +/- a few
points.  I figure that represents my customers pretty well.  If I
believe that the lobbying efforts would be fruitless, why would I expose
my business to retribution by alienating members of one party or the
other?  Just doesn't make sense to me.

Let me reason this out with you and Jack.  I've always felt WISPA is too
conservative in simply making filings and a rare visit.  I've felt that
education of our Congressional members has helped them remember us when
staff reviews new laws.  What we haven't done is bear any pressure or
seek to make our issues into the public consciousness.  

This is an election year, a rare moment when small issues become
campaign promises (whether kept or not).  I will only touch on politics
for a moment, keep in mind a Democrat FCC Chairman is proud that he
converted USF to CAF and seeks to expand it's revenue by adding
broadband.  The Republicans are screaming for 'no new tax' issues, just
last night Ryan called out Corporate Welfare.  Here we are with this
huge outdated tax and the FCC wants to make it bigger by taxing a whole
new industry.  The main points we can make are:

1) Congress said no tax on the Internet and now the FCC wants to go
around them and tax the Internet anyway
2) 100% of the new tax would go to corporate welfare not directly
helping a single tax payer, it's socialized Internet
3) The Telco industry isn't even a Broadband company, they are a
telephone company no more than cable is an Internet company.  At least
cable got investors to build their networks, telco wants the government
to pay for all of their expansion.
4) The cost of Wireless to expand to areas is a fraction of the cost of
wireline but is being completely left out.

I think a properly briefed politician could get excited about helping to
push our agenda, make it public and dramatically raise the profile of
our discussion.  Imagine a politician who took a pledge of no new taxes
having to take on the burden of having approved a new tax in CAF.  There
is nothing radical about taking advantage of opportunities and the
election cycle seems primed for our issues.  Politics is always a
radical and risky proposition but no one here has yet to say how this
will hurt us other to say it's risky.  I'm all ears.

We worked with Datamatic in 2006 when they began deploying smart meters
locally.  One high density neighborhood where they deployed the meters
was directly under one of our 900Mhz sites.  The site is very high so we
know we look down on every meter they have.  We tested with the vendor
and we did not interfere with them and they didn't cause us any problems
either.  If I recall, the unit itself broadcasts at .5 db.

Good luck. I think any of the smart meters running on 900mhz will
interfere with your network if you are running 900mhz. We had only a
couple of handfuls of customers on 900mhz when our electric company
installed their smart meters. They run all the time and blast their
signal. We just couldn't compete. Eventhough we contacted them , we have
to move our 900mhz customers back to 2.4 or uninstall them if the 2.4
signal wasn't good enough.

Don't take their word for it. Ask to test with them, so you don't
interfere with each other.

There are other considerations besides cost.  It's important to  
consider total cost of ownership. What devices cost you the least to  
put up?  How does that square up with longevity?  What causes the  
fewest repeat truck rolls and gives the greatest customer experience?   
How does it scale across a large network?

Overall I think the WBB business is a pretty small piece of the Moto
pie.
I think it's interesting that a private equity company made a bet on
wireless broadband.  They must think that the long term industry outlook
is good, growth is ongoing and that the government focus on BB will only
increase opportunity.  Or they bought it at a fire sale.

You should be able to use a tone/probe kit to trace the lines out.  Clip
the toner on one cable, return to switch and use the probe to locate
that line, then repeat on each successive line.

One of the CO staff work for Intelliwave previously.  I know for a fact

Radio Mobile Google Earth overlays,  we schedule an install.  If they

At my house, I live in a hole with about ¾ mile of solid oak trees
between me and the tower.  2.4Ghz in the late spring (meaning good,
saturated leaves) I can run 4meg.  When it rains, service will be spotty
and sometimes drop.  I would never install a customer in those
conditions.  We do have a few customers through trees, but with our
noise floor here, we don’t do much more than just a few trees at a
pretty close proximity to our AP’s.   I wouldn’t even think about 5Ghz
through trees at all.  3650 – haven’t done anything through trees yet so
I don’t know.  
 
900Mhz worked great for us for awhile but noise floor went too high and
couldn’t work around it so we pulled all our 900 equipment.

what kinds of signals, CCQ, throughput, etc. are you seeing? I guess I'm
looking for success stories. I need to sell this to the partners. I know
it can be done, and I'm fairly confident it will work in this situation,
but they aren't.

I've found a few instances online of people going 1 mile with 5.8
through some trees and still pulling off a -65 and 20Mbps of throughput
- this was PTP.

I know 3.65Ghz is supposed to be somewhere between 2.4 and 5.8 in terms
of tree penetration, but I'm thinking this might be a good place to use
3.65, simply because of the lack of noise.

I have never worked with 900Mhz as of yet. This was our initial
alternative, but there is the added cost of deployment - $160 for a
LocoM900 vs $80 for a NanobridgeM2. Literally doubles our ROI.

My fiver is through TW. They insist I use the Ironton server which, IMO

My fiver is through TW. They insist I use the Ironton server which,  
IMO always provides an accurate result. The issue is these people  
dont believe it and want to see their speed results elsewhere :(

I think it's all grants.

The funny thing is that the RUS BIP grants were basically only given  
to existing RUS lendees.  So they won't be asking Windstream et al  
to repay these. Of course the repayment doesn't come from them -- it  
comes from USF, another tax.

Content is king. If you own the content and can manage your own  
disribution, especially content that flows cheaply over other's  
networks (like us) you gain flexibility and deeper cost control by  
bypassing the traditional content distribution mechanisms  There is a  
dynamic shift coming. Time Warner should be concerned

[WISPA] Roof Mounts

Does anyone know where I can find a non penetrating roof mount sizeable
enough to hold a couple of 24 drums?  It needs to be able to fit over
the peak of a roof and have space on both sides for ballast.  Cant seem
to locate such a beast readily.

grain leg but never do anything about it.  This is the year!

Oh, and racoons.  One AP is a 100 foot grain bin with steps up the side.
Racoon poop (i only imagine that it what it is) on every other step.
That I can deal with, I have kids afterall.  But the birds just need to
stop.

 the NTIA is mandating this level of data collection, and that their
NDA 
 should be enough protection to ensure the safety of our proprietary 
 information.   My position, and the position of the majority of WISP 
 operators that I have visited with, is that I am not going to turn
over 
 the information that they are asking for.   Full disclosure of all my

 tower sites and the addresses of my customers is an onerous request
and 
 fundamentally unnecessary to determine where broadband coverage
exists 
 within the state.   I would prefer to run the risk of being overbuilt
by 
 a government funded program in the future than to turn over
information 
 to entities (NTIA in particular) that could be legally obligated to
turn 
 over that information through a FOIA request.

 I don't know whether it is too late to push back at the NTIA to
reduce 
 the data that they are requesting.   I can sympathise to a certain 
 degree with the PSC and the contractors, as they are just trying to 
 collect the data that NTIA has mandated them to collect.  But they
are 
 simply asking for too much information.   In the end, it will be
another 
 inaccurate representation of broadband coverage and that information 
 will be used to develop policy and programs that will make the 
 competitive environment for WISPs and other independent ISPs even
more 
 difficult to succeed in.   That sucks.

[WISPA] Billing and CRM solutions

This is completely off topic, but stick with me a few minutes.  There is
a WISP tie in here. 

As you all know, Haiti has been hit by a devastating earthquake.  Haiti
is the most impoverished country in the western hemisphere - these
people were already struggling to live on a daily basis.  The situation
there now is horribly nightmarish.  Tom Fritz, the director of Connect
Ohio, is treasurer of Lifeline Christian Ministries.  Tom has been very
supportive of the WISP industry here in Ohio.  You can learn more about
Lifeline's work here:  http://www.lifeline.org.  Lifeline has been
working in Haiti for decades.  They feed the hungry, provide medical
care, operate schools and provide shelter for orphaned children.  I
spoke with Tom this morning. He said that they have been able to
communicate with their staff on the ground in Haiti and things there are
getting worse by the hour. He said that many of their structures are
leveled.  One of their orphanages is gone and they believe scores of
children housed there are dead.  He said that they are out of medical
supplies and have been reduced to treating amputated limbs with duct
tape.  Bodies are piling up. They expect thousands more to die simply
because they don't have medical care, food or even water.

I think it's sometimes difficult for those of us here in the US to know
how to help during a crisis like this.  I also know that the WISP
community mobilized to help those in need after Katrina.  It's time for
our community to do something now.  I'm asking you to give $100 today to
help the people of Haiti.  $100.  That's less than the cost of a CPE.

Another thing to consider in this scenario is negotiated fees.  If you
have insurance, the insurance company will negotiate a discount on the
fees charged by the provider on your behalf.  You pay your deductible,
your insurance carrier pays the difference between your deductible
contribution and the discounted amount. Most carriers will have
pre-negotiated discounts in place with the providers.  The providers try
to get the costs up to factor in the discounts. In the case below, the
discount could get the ultimate cost pretty close to the cash price.  If
this was a Medicaid case, the actual payment to the provider would be
$1000 less than the cash price of $15,000.  Medicaid has @ a 65%
discount.

You pay the insurance company a premium.  Out of that premium the
insurance company does three things - takes profit, pays claims and pays
its administrative costs. Here are the rough numbers for the three
silos:

Profit  3%
Overhead11%
Claims  86%

There isn't a whole lot of room to shift allocation on the first two
items.  The biggest column to move is the $.86 of every dollar that gets
paid out in claims.  The only way to do that is to use less services or
be smarter about the ones you do use.  The best way to do that is to be
well.  Live a healthier lifestyle = less sickness.  You might be able to
reduce your premiums if you promote wellness within your employees just
because they will go to the doctor less.  Incent them to stop smoking,
loose weight, exercise etc.  Share some of the savings you realize in
premium dollars with them through deductible rebate, wellness program
expenses etc.  A healthier group will have lower premiums.  It pays to
have your group healthy.

Our medical system is set up to treat and not prevent disease.  As a
nation we eat quarter pounders and drink quarts of soda.  This causes
heart disease.  When you get heart disease, you go to the doctor, he
puts you on meds and sends you to the cardiac care unit to get a cardiac
procedure done.  This generates big dollars for the drug company and big
dollars for the hospital performing the procedure.  We all could save
the system, and therefore ourselves, billions just by avoiding this
scenario.

 insurance. Here as a good example... True Story: I have two friends
that 
 have children that needed/had the same operation. Friend 1 had
insurance, 
 Friend 2 did not. They went to the same doctors and same hospitals.
Friend 
 1 with insurance was charged around $40,000 total for the child's
surgery. 
 Friend 2, that did not have insurance, told them up front, and the
cost 
 was around $15,000 total. There were no complications in either case.

 I also made a trip to the emergency room a few years ago. I was
charged 
 $10 for 1 Tylenol.

 So something smells awful fishy here.

The answer to your first question is our government currently limits

insurance companies can offer their coverage.  Open up the entire

all health insurance companies and you'll see competition increase and
prices decrease.  This is economics 101, but our elected officials
can't
seem to get their arms around it...or simply choose not to.

Your second question/point is correct.  Creating a government option
will
discourage competition resulting in a single payer system.  With a
single
payer system it is my opinion the cost will go up and the services 
provided
will go down.

Without competition I see this as the only outcome.

 paying for the 6 Ts.

meg) bandwidth. But there has to be a limit on how many simultaneous 
connections can go through the AP and maintain bandwidth. At what 
point -- how many using/downloading etc at the same time -- would the 
bandwidth be reduced by usage to below 500 (.5 meg) or lower? There 
has to, logically, be some kind of limit to what the pipe will hande.

We're trying to evaluate our user to AP ratio in real life.

Having spent some time in some rugged spots in the world I can say by
comparison that Im happy with some things the government does.  Clean,
potable water is nice as are decent roads, fire protection and lack of
Malaria. It aint all bad.

applications. I would guess that a good portion of the 830 applications
seeking joint evaluation are not willing to shoulder an RUS loan but are

[WISPA] cellular RF

We are looking at co-lo on a structure that is also home to a cellular
array.  Tower owners say there is not enough RF power emitted from the
cell antennas to warrant turning them down to climb past them. Antennas
are on frames, so we would be climbing underneath and behind them on our
way through. Any reason to be concerned?  What is the eirp on a cell
antenna anyway?

Sasha did not go on a rant per say but would make a disparaging remark

his other comments. When I mentioned that a good matrix to start for the
prerequisites on getting an grant application submitted would be
submittal
of the 477 form he mentioned how all of that data is not very good
anyway.
And when the government was mentioning how we need to work within the
government to get anywhere he mentioned how the government is not
helpful in

That should get you to any tower site, hold up to a 40' extension
ladder, provide secure storage for all your tools and supplies and get

[WISPA] MDU access point selection

Hi-

 

Im looking for robust, outdoor APs for a high density MDU application.
Im intrigued by the Ruckus Zoneflex product for it's adaptive antenna
arrays and possible noise management values.  We've deployed MT APs
under similar situations in the past.  They work, but noise can be a
challenge as the pop. Density of the MDU climbs.  If you've used ruckus,
do you like em?  Hate em?  Or, if you have another product
recommendation Id like to hear that as well.

You might be able to rent one of the pneumatic boring rigs at your local
tool rental outlet.  For shorter runs, you can also use a backhoe - Dig
a trench on either side of the road/sidewalk and then use the hoe to
push sections of rigid underneath the pavement.  You just thread on
another section to the tail end of the previous section if you go over
10'.  We've done that to push conduit up to 30'.

[WISPA] buzzard attenuation?

We noticed some fairly significant packet loss on CPE associated with
one particular 900 Mhz cell this morning.  We went to several client
locations to trouble shoot. Everything, except the packet loss, looked
good.  When we went out to the cell site we found a few very large
buzzards parked on our antenna.  Im not sure how to calculate the
attenuation of a buzzard, but when we were able to persuade them to
leave all the packet loss cleared up.  This is definitely a first for
us.  Do anti-roost strips deter them?

I think it's very important to remember the cost of the CPE in this
equation.  The CPE will be the primary driver in your ROI. If you can
spread the fixed cost of the AP over a large number of subs, obviously
the cost to add a user declines each time you add another sub.  However,
if the CPE cost is overly burdensome, costs to add subs can greatly
inhibit your growth from a cash management perspective.

We pay our customer svc. Employees a spiff on each sale they close.  Our
resi marketing efforts are designed to drive calls to our CSR staff.  We
want our staff to have a real incentive to convert those calls into
sales.  This also gives them an incentive to follow up with people who
call in but don't commit to buy on the first contact.  When call volume
is low, they pick up the sales tickets that are still open and give
those people a call back just to follow up and give them another
opportunity to buy. We can have the coolest technology in the world, but
if we don't sell services we don't grow our business.

We went through a water tower rehab.  It took at least a month to blast
and paint inside and out.  We were able to work with the contractor to
shroud our gear when they were working near it.  Any chances you could
work with them to detach and reattach gear as they work around the tank?
The contractor we worked with wasn't concerned with RF, but just wanted
to make sure that they had cleaned and repainted every square inch of
tower.  If you can work it out to stay on there, this is a great time to
do any welding you need.

I would listen very closely to the fear inside your head.  Don't let it
paralyze you, but listen to it.  Fear is a great motivator and often
prevents us from doing some very foolish things.  I once saw Pat
Parelli, the great horse trainer, lead an absolutely wild horse into a
closed corral with him. Horses are big, dangerous animals that can
easily kill you if you make a mistake.  As the horse stormed around him
he said Do I have butterflies in my stomach? You better believe I have
butterflies in my stomach.  The difference between me and the average
guy is that I've taught my butterflies to fly in formation. Most
entrepreneurs Ive met are driven by the fear of lack of success, not
necessarily the fear of failure (the two are different)or the fear of
loss of capital. You just have to focus that fear and push ahead.

[WISPA] tower lighting

Does anyone know if there is a process/procedure at the commission that
citizens can engage to get a tower owner to change their lighting?
There is a new cell tower in my area (rural) that has white strobes that
is impacting the viewshed in the area.  I know that the owner can amend
their EA, but that's about it.  The neighbors are asking me what can be
done and I honestly don't know. Any pointers much appreciated.

So that is roughly 10 square miles per cell for rural deployment?  Seems
like a pretty tough sell in rural markets with low pop. Densities.

I would agree.

In a dense urban enviorment the usual cell size for a 3.65ghz  wimax  
deployment is a 1km/ cell. Suburban, 2km cell, and rural, 3km cell.   
Obviously once you get below 3ghz the propogation gets better. It  
really doesnt get any better until you are talking 2ghz or lower. Of  
course, then once you get below 1ghz you have issues with surface  
refactivity and self induced interference limiting the CINR.

Lantern possibilities. If the average American family is 3.14 people,
that same family need only buy one pumpkin and everybody gets to carve
their own side.  That's it - this year Im plowing up all my towers and
planting square pumpkins...

It sounds like you might have noise impacting the local AP on channels
1-6.  Is the power and receive sensitivity the same on your laptop vs.
the customer PC?  That might be the reason you are seeing the difference
in performance between the two.  Did you run netstumbler or otherwise
look at the spectrum?  Any chances of a local interferer in the house or
garage?

survey in Windows Zero Configuration utility? I set up a relay AP at a
home yesterday, the AP being on the roof of the garage (couldn't get
a link to my tower from the house). The wireless card I put in the
customers
computer would not connect to (usually would not even see) the AP,
although
it would find APs in other homes 1/2 mile away at times. My laptop,
sitting
on the desk next to the computer, connected immediately, with great
signal
strength. BUT, if I changed the channel to either 9, 10, or 11, then the
desktop unit would connect, also with great signal strength. I changed
out
the radio on the garage, changed the PCI wireless card in the desktop, 
antennas,
everything, but as long as the AP was on channel 8 or lower, the desktop
would usually not find it, and when it did, the RSSI was very low. My
laptop
however, did not have any problems connecting no matter what channel
the AP was on, with excellent RSSI reported on all channels.

Is there an explanation for what I was seeing?

[WISPA] Sheilded Cat5

We usually use Belden 7919a for tower applications.  It's good cable and
has served us well.  It is however a little pricey.  Can anyone else
recommend a good, shielded exterior grade cable for vertical work that
is less than $325/spool?
