We pay Davis-Bacon wages on our stimulus project work. Its not hard to deal with. You have to pay any worker working on site the proper wage, pay them weekly, document it properly and fill out the wage report for each week. Make sure you look up and apply the proper wage determination for the county/twp that the work is completed in. You can look that up on DOL website. If you cannot find a WD for your particular workers/work to be performed, you will need to complete a DOL form 1444 and submit that to DOL for approval. DOL will provide definitive answers. Put up the wage notices in office and on jobsite. Make sure each worker knows how much they are paid per hour and what, if any, deductions come out of that rate. Keep your files in order in case they do audit you. The important thing to remember is that each application had to be submitted with an environmental plan attached. Winning applicants had their environmental documents submitted for environmental review and approval. Awardees can't deviate from the approved environmental plan, at least not without additional environmental approvals from EPA, USFS, USFWS etc. If they did indeed get hung up for environmental reasons this could have nothing whatsoever to do with the perceived or actual merits of the project. If whatever they were doing caused them to violate the terms of an EIS or caused them to need to prepare an EIS then that alone is a show stopper. The awarding agencies want these projects to get built but awardees have to follow the law. In Ohio the race is neck and neck +/- a few points. I figure that represents my customers pretty well. At least cable got investors to build their networks, telco wants the government to pay for all of their expansion. 4) The cost of Wireless to expand to areas is a fraction of the cost of wireline but is being completely left out. I think a properly briefed politician could get excited about helping to push our agenda, make it public and dramatically raise the profile of our discussion. Imagine a politician who took a pledge of no new taxes having to take on the burden of having approved a new tax in CAF. There is nothing radical about taking advantage of opportunities and the election cycle seems primed for our issues. Politics is always a radical and risky proposition but no one here has yet to say how this will hurt us other to say it's risky. I'm all ears. We worked with Datamatic in 2006 when they began deploying smart meters locally. One high density neighborhood where they deployed the meters was directly under one of our 900Mhz sites. The site is very high so we know we look down on every meter they have. We tested with the vendor and we did not interfere with them and they didn't cause us any problems either. If I recall, the unit itself broadcasts at .5 db. Overall I think the WBB business is a pretty small piece of the Moto pie. I think it's interesting that a private equity company made a bet on wireless broadband. Ive said good things about CO staff in the past. Check the archives. One of the CO staff work for Intelliwave previously. I know for a fact that he understands WISPS, wants us to succeed and really cares about getting broadband to rural subscribers. But just because we can't use something they offer does not make them bad. I can say without hesitation, that I've not found them to be in the hip pocket of the telcos or big boys at all. [WISPA] UBNT Grounding
We've had numerous storms here over the past couple of weeks. We have replaced a box full of Nano and Bullets. This leads me to believe that our install practices might be improved. [WISPA] Roof Mounts
Does anyone know where I can find a non penetrating roof mount sizeable enough to hold a couple of 24 drums? My position, and the position of the majority of WISP operators that I have visited with, is that I am not going to turn over the information that they are asking for. Full disclosure of all my tower sites and the addresses of my customers is an onerous request and fundamentally unnecessary to determine where broadband coverage exists within the state. I would prefer to run the risk of being overbuilt by a government funded program in the future than to turn over information to entities (NTIA in particular) that could be legally obligated to turn over that information through a FOIA request. I don't know whether it is too late to push back at the NTIA to reduce the data that they are requesting. I can sympathise to a certain degree with the PSC and the contractors, as they are just trying to collect the data that NTIA has mandated them to collect. But they are simply asking for too much information. In the end, it will be another inaccurate representation of broadband coverage and that information will be used to develop policy and programs that will make the competitive environment for WISPs and other independent ISPs even more difficult to succeed in. Haiti is the most impoverished country in the western hemisphere - these people were already struggling to live on a daily basis. The situation there now is horribly nightmarish. Tom Fritz, the director of Connect Ohio, is treasurer of Lifeline Christian Ministries. Tom has been very supportive of the WISP industry here in Ohio. They feed the hungry, provide medical care, operate schools and provide shelter for orphaned children. I spoke with Tom this morning. He said that they have been able to communicate with their staff on the ground in Haiti and things there are getting worse by the hour. He said that many of their structures are leveled. One of their orphanages is gone and they believe scores of children housed there are dead. He said that they are out of medical supplies and have been reduced to treating amputated limbs with duct tape. Bodies are piling up. They expect thousands more to die simply because they don't have medical care, food or even water. I think it's sometimes difficult for those of us here in the US to know how to help during a crisis like this. I also know that the WISP community mobilized to help those in need after Katrina. Another thing to consider in this scenario is negotiated fees. If you have insurance, the insurance company will negotiate a discount on the fees charged by the provider on your behalf. You pay your deductible, your insurance carrier pays the difference between your deductible contribution and the discounted amount. Most carriers will have pre-negotiated discounts in place with the providers. The providers try to get the costs up to factor in the discounts. In the case below, the discount could get the ultimate cost pretty close to the cash price. If this was a Medicaid case, the actual payment to the provider would be $1000 less than the cash price of $15,000. Medicaid has @ a 65% discount. You pay the insurance company a premium. Out of that premium the insurance company does three things - takes profit, pays claims and pays its administrative costs. Here are the rough numbers for the three silos: Profit 3% Overhead11% Claims 86% There isn't a whole lot of room to shift allocation on the first two items. The biggest column to move is the $.86 of every dollar that gets paid out in claims. The only way to do that is to use less services or be smarter about the ones you do use. The best way to do that is to be well. Live a healthier lifestyle = less sickness. You might be able to reduce your premiums if you promote wellness within your employees just because they will go to the doctor less. Incent them to stop smoking, loose weight, exercise etc. Share some of the savings you realize in premium dollars with them through deductible rebate, wellness program expenses etc. A healthier group will have lower premiums. It pays to have your group healthy. Our medical system is set up to treat and not prevent disease. As a nation we eat quarter pounders and drink quarts of soda. This causes heart disease. When you get heart disease, you go to the doctor, he puts you on meds and sends you to the cardiac care unit to get a cardiac procedure done. This generates big dollars for the drug company and big dollars for the hospital performing the procedure. We all could save the system, and therefore ourselves, billions just by avoiding this scenario. Chris I believe it is the doctors/hospitals causing the issues with high insurance. Here as a good example... True Story: I have two friends that have children that needed/had the same operation. Friend 1 had insurance, Friend 2 did not. They went to the same doctors and same hospitals. Friend 1 with insurance was charged around $40,000 total for the child's surgery. Friend 2, that did not have insurance, told them up front, and the cost was around $15,000 total. There were no complications in either case. I also made a trip to the emergency room a few years ago. I was charged $10 for 1 Tylenol. So something smells awful fishy here. We are looking at co-lo on a structure that is also home to a cellular array. Tower owners say there is not enough RF power emitted from the cell antennas to warrant turning them down to climb past them. Hi- Im looking for robust, outdoor APs for a high density MDU application. Im intrigued by the Ruckus Zoneflex product for it's adaptive antenna arrays and possible noise management values. We've deployed MT APs under similar situations in the past. They work, but noise can be a challenge as the pop. Density of the MDU climbs. If you've used ruckus, do you like em? Hate em? For shorter runs, you can also use a backhoe - Dig a trench on either side of the road/sidewalk and then use the hoe to push sections of rigid underneath the pavement. You just thread on another section to the tail end of the previous section if you go over 10'. We've done that to push conduit up to 30'. [WISPA] buzzard attenuation?
We noticed some fairly significant packet loss on CPE associated with one particular 900 Mhz cell this morning. We went to several client locations to trouble shoot. Everything, except the packet loss, looked good. When we went out to the cell site we found a few very large buzzards parked on our antenna. Im not sure how to calculate the attenuation of a buzzard, but when we were able to persuade them to leave all the packet loss cleared up. This is definitely a first for us. I think it's very important to remember the cost of the CPE in this equation. The CPE will be the primary driver in your ROI. If you can spread the fixed cost of the AP over a large number of subs, obviously the cost to add a user declines each time you add another sub. However, if the CPE cost is overly burdensome, costs to add subs can greatly inhibit your growth from a cash management perspective. chris WISPA Wants You! We pay our customer svc. Employees a spiff on each sale they close. Our resi marketing efforts are designed to drive calls to our CSR staff. We want our staff to have a real incentive to convert those calls into sales. This also gives them an incentive to follow up with people who call in but don't commit to buy on the first contact. When call volume is low, they pick up the sales tickets that are still open and give those people a call back just to follow up and give them another opportunity to buy. We can have the coolest technology in the world, but if we don't sell services we don't grow our business. We went through a water tower rehab. It took at least a month to blast and paint inside and out. We were able to work with the contractor to shroud our gear when they were working near it. Any chances you could work with them to detach and reattach gear as they work around the tank? The contractor we worked with wasn't concerned with RF, but just wanted to make sure that they had cleaned and repainted every square inch of tower. [WISPA] tower lighting
Does anyone know if there is a process/procedure at the commission that citizens can engage to get a tower owner to change their lighting? There is a new cell tower in my area (rural) that has white strobes that is impacting the viewshed in the area. I know that the owner can amend their EA, but that's about it. John- It sounds like you might have noise impacting the local AP on channels 1-6. Is the power and receive sensitivity the same on your laptop vs. the customer PC? That might be the reason you are seeing the difference in performance between the two. Did you run netstumbler or otherwise look at the spectrum? I set up a relay AP at a home yesterday, the AP being on the roof of the garage (couldn't get a link to my tower from the house). The wireless card I put in the customers computer would not connect to (usually would not even see) the AP, although it would find APs in other homes 1/2 mile away at times. My laptop, sitting on the desk next to the computer, connected immediately, with great signal strength. BUT, if I changed the channel to either 9, 10, or 11, then the desktop unit would connect, also with great signal strength. I changed out the radio on the garage, changed the PCI wireless card in the desktop, antennas, everything, but as long as the AP was on channel 8 or lower, the desktop would usually not find it, and when it did, the RSSI was very low. My laptop however, did not have any problems connecting no matter what channel the AP was on, with excellent RSSI reported on all channels. We usually use Belden 7919a for tower applications. It's good cable and has served us well. It is however a little pricey.
