For whatever reason I'm no longer able to replicate the crashes, neither when
started via the menu, nor via the terminal.
The only unusual output I was able to see was this...

(xfce4-keyboard-settings:2518): Gtk-CRITICAL **: 08:42:55.898:
gtk_list_store_remove: assertion 'iter_is_valid (iter, list_store)' failed

...when I edited an existing entry and replaced the single quotes with double
quotes.

I used the command "yes > /dev/null" several times to max out all CPU cores.
The bug did not occur. Is heavy disk I/O utilization needed also?

Note that with the following command it is possible to obtain debug
information:
$ XFSETTINGSD_DEBUG=1 xfsettingsd --replace --no-daemon

workspace

This patch adds the fix provided by GreyAlien502
(https://github.com/iglosiggio/xfwm4/commit/d9874d75bd8a7df0aa594b8528f8f521f90
14ffb#r33866008).
I currently do not have a multi-monitor setup to test it.

I upgraded to Fedora 30 after creating the ticket. I've experienced the bug
symptoms on several occasions with Fedora 30. Most recently, while the system
was under heavy load I pressed a global key that was assigned to a script that
creates one xfce4-terminal session that ssh's to a remote Linux host. Right
after the load subsided, two terminal sessions appeared, both ssh'd to the same
remote Linux host.

Please read comment #1 again and confirm that a) there is a screen locker
program installed and b) you are able to lock the screen using its own routine
(manual or automatic).

Example:
Install and launch "xfce4-screensaver", then run the command
"xfce4-screensaver-command --lock".

Thanks.  /usr/bin/xflock4 is installed with root ownership, no other access.  

I ran a copy I was sent (thanks for that), with user ownership, and it did not
lock the screen but did flash something too brief to read. 
sudo /usr/bin/xflock4   did nothing, even no error reported.

This is my first serious bug to deal with.  This should have been configured to
work for the install, and now any fix is unclear to me. So what is blocking it,
how can that be fixed, and once successful, will the OS installer have the new
version of whatever or what needs to be done on that ?

Procedure to reproduce:
Have notebook closed
Attach external monitor
open notebook screen
open xfce4-display-settings
set external monitor to primary
disable notebook monitor
Wait for screen to switch to external display
See dialogue box of xfce4-display-settings frozen; no graphics in it are
rendered

Waiting for some time "fixes" the issue
So does killing the process

I followed the steps, but the GUI did not exit automatically. Please run
"xfce4-keyboard-settings" via terminal window instead and see if any log output
is generated when the bug occurs.
