 into the YARN service model would make things more coherent.

Latest patch looks good to me. +1. Given this patch has been under active 
development for a while and no one has refuted the approach, I ll go ahead and 
commit this shortly. 

Thanks [~ozawa] for being patient through the reviews across multiple 
iterations here.

PS: Personally, I would do away with additional methods introduced here in the 
patch - initScheduler and startScheduler. I understand it is a personal 
preference, and I am okay with having these methods.

I think that is the step in the right direction. I agree it is a change in 
semantics. Might be a good idea to see what others think.

[~sandyr], [~vinodkv] - do you guys think it is okay to change the semantics on 
how a scheduler is used:
- Before this patch, we create a scheduler and call reinitialize().
- After this patch, I am proposing scheduler.setRMContext(), scheduler.init(), 
and then scheduler.reinitialize() for later updates to allocation-files etc.

Scheduler initialization is within the RM, and we haven't exposed the scheduler 
API for users to write custom schedulers yet.

marked Evolving.  Given the complexity of writing a YARN scheduler, I also 
seriously doubt that there are custom ones out there outside of academic

On an HA cluster, I noticed that the scheduler threads (FS - updateThread, 
continuousSchedulingThread; CS - asyncSchedulerThread) start on init() itself. 
Ideally, the threads should start only on start(). I guess we should adopt a 
modified version of your earlier patch:

 Updated a patch to synchronize Scheduler related methods correctly. 
Removed @Lock(Lock.NoLock.class) from CapacityScheduler#getApplicationAttempt() 
because the method is made synchronized.

Main updates are as follows:

1. Made AbstractYarnScheduler AbstractService.
2. reinitialize() API just executes reloading configuration or reset 
initialization, because this API is called from AdminService#refreshQueues().
3. setRMContext() API is for initializing RMContext in schedulers. This is 
because we can only pass Configuration to serviceInit() API. 
4. Scheduers' serviceInit(Configuration conf) execute initialization of 
configurations or threads.
5. Scheduler's serviceStart() start threads.
6. Scheduler's serviceStop() don't anything currently. Just calling 
super.serviceStop().

I don't think the approach used in YARN-1172 is the best approach for 
schedulers. We have different schedulers with different internal states and 
hence differ in their setup and cleanup. Also, given they are all part of YARN, 
we could force them all individually to be services. Here, it might make more 
sense to convert existing schedulers to services before changing the 
corresponding instantiation code in the ResourceManager.
