Also Aadhar center are opened at designated post offices, PSU and private sector banks and the information regarding the same is available on the sane website. You can only resize a picture proportionally. If it is 4000/3000 pixel, you can make it 1000/750, and not 1000/800. In that case, you can resize it to 1066/800 and then take sighted help to crop part of the width. Another word of caution, don't increase the size, the picture may get distorted. I am using this resize feature in ms office picture manager for years.
