interesting insight this is. while not looking at the legal
implications of this, the sheer ridiculous nature of qualifications
make me both laugh and cry at the same time.

this article talks about the situation in the US, but it is no
different from the 1 we face here in India. the application form at
JNU also demanded that we go through the whole process of acquiring a
new disability certificate in a format prescribed by the MHRD i think,
which required the ophthalmologist to fill out details about whether i
can wiggle my fingers, bend-over, and lift weights: abilities that
make a true Professor/ academician!

companies shouldn’t be “required”
to carry heavy weight, yet, for some reason, many of them still are.

Thanks a lot Friends for all your supports. actually I have been
looking for any device that will enable me read reports, books etc and
will be portable at the same time-  to be carried with me on a regular
basis. if reading facility can be availed, nothing like it. but all
reading devices I am seeing online are very expensive.
I saw a device called "Reading pen" on the web that costs a bit less
than others. an ear phone is attached to it and it was told to have
reading facility. but I  can't be sure about how to point to the text
I need to be read out or how to specify whether I want to read by
letters, words, sentences etc. hence I planned to buy a portable
scanner which is fully accessible softwarewise, because cost is also a
very big constraint here.
could you please help me in this context? does anyone have any idea of
the reading pen I mentioned?

This feedback would be very useful. It is requested all provide any such 
feedback, this alone would give reliable data with end user perspective.

Probably, you could have given more granualar data by providing the  correct 
location of the problematic ATM.

Others please provide specific problem with the location, this would help in 
providing correct data, which in turn, would provide useful info to us itself.

The portal is doing a wonderful job with a selfless motivation. Our feedback 
would bring more purpose to the cause.

Hi according to the app all the Union bank T=ATMs in our viscinity are talking 
ATMs but none of them give any voice guidance. Have tried all
earphones: the normal ones, and those supplied with the mobiles. This is really 
disheartening but obviously fault lies with the incorrect info being provided 
by the concerned banks. Please take up the issue if possible.

there to mitigate it.
For example we the blind could not read print till someone or jaws did it for 
us.

Hi, I really don't know the extent of disability color blindness is
considered, but perceiving colors wrongly may cause problems while
editing I guess. As far as I know, color blind persons are not issued
driving licenses as they cannot differentiate between red and green
lights on a traffic signal. Experts may throw more light on the
subject.

[AI] HP to clear backlog of jobs for visually impaired

Himachal Pradesh Chief Minister Virbhadra Singh on Wednesday asked the
officials to clear the backlog of jobs for the visually impaired.

Officials said that at present, there is a backlog of 163 jobs kept
for the physically challenged.  The Chief Minister, who presided over
a meeting here, directed the backlog of 65 jobs for the visually
impaired should be cleared soon.

The meeting decided to relax some qualification norms, particularly
for teaching posts in the state's Education Department, for the
physically challenged.

After 1996, a total of 1,750 posts kept for the physically challenged
were filled, of which 554 were for the visually impaired.

On the plea of the visually impaired to select them on the basis of a
Braille test, Social Welfare Secretary Anuradha Thakur said a decision
in this regard would be taken after consulting the National Federation
of the Blind in New Delhi.

government exam hall. Upset by the report, the Madhya Pradesh Human
Rights Commission has sought an explanation from the secretary of the
state’s public service commission.

But the issue goes beyond asking an individual or organisation why
they didn’t make requisite arrangements for physically challenged
candidates taking an exam. Our built environment is notoriously
disabled unfriendly. Apart from the Delhi Metro, most forms of public
transport haven’t been designed with the disabled in mind. Social
discrimination and lack of job opportunities are not the only battles
India’s physically challenged fight on an everyday basis. Even before
the demonetisation note ban, it was almost impossible for wheelchair
users to draw money because most ATMs have staircases leading up to
them. Leave aside displaying sensitivity for the disabled in public
places, most cinemas have no designated spaces for wheelchair users.
Even in cities, the number of national monuments that have ramps is
few. Even though India was the first major nation to ratify the United
Nations Convention on the Rights of Persons with Disabilities, most
workplaces fail to provide a barrier-free environment.

It isn’t that our policy makers are deaf to the requirement for an
accessible environment. In 2015, Prime Minister Narendra Modi launched
the Sugamya Bharat Abhiyan (Accessible India Campaign) on World
Disability Day amid much fanfare. The campaign entailed making at
least 50% government buildings disabled friendly and the development
of an index to measure the design of disabled-friendly buildings. But
its implementation has been sluggish at best.

The Rights of Persons With Disabilities Act 2016 has been amended to
include private firms in the definition of ‘establishments’ (that
previously referred to just government bodies) which have to ensure
that persons with disabilities are provided with barrier-free access
in buildings, transport systems and public infrastructure. Section 45
of the Act requires all public buildings to be made accessible within
five years of notification of rules. The revised National Building
Code of India should incorporate elements of universal design to bring
down barriers for the disabled. Once the physical barriers for the
disabled begin to go, prejudices against them will follow.

Hi Sudeshna,

In terms of reading large documents, your only option is a scanner that supports
the legal or a3 paper size. See models from Plustek. However, this option is not
portable. If you want portable, try to use applications such as the KNFB Reader
on a stand but these as far as I know only do a4 pages. You could try a fish-eye
lens and see if that covers a wider area but a fish-eye lens may distort the
image of the page  so I can't say if this idea will work.

The machines from Lex will also work. They are USB powered and the support from
Sparsh has been good. The Lex scanner I have runs off the USB port of the
computer. The Lex machines also have options for A3 documents but those machines
are expensive well over a lakh I believe.

[AI] need help for learning sap with jaws

I am puzzeled,  to learn sap with screen reader like jaws.
Is there any self study material for accessing sap with jaws.
If any one know how to configure jaws for sap application
Is there any extention or script to make the sap application as a
accessible one.
Even general or specific tips are invited

Dear All,

It is necessary for our community to make loud noise and raise
grievances to the right channels regard to non-functioning of Talking ATMs.
Frist step is to bring the issue to the notice of ATM attached branch if we
happen to use ATM during branch hours. We can lodge complaints to
respective bank’s call center toll free number, customer care officer email
id, bank’s official facebook page, twitter handle and finally to the top
management.  Also write to IBA, BCSBI, RBI and Ministry of Finance.  These
regulators will surely take a note of large number of grievances.

Unfortunately no bank has developed proper mechanism for lodging and
following up complaints regard to Talking ATM for the blind.

Frankly the problem is there are very few users and very few complaints
reached to banks so banks are not bothered/aware and for us when we go for
using talking ATM we find it is not usable so we lose interest in its
regular use.   Large number of users and flooding complaints to banks will
bring the change.

filed by FTII, which urged the court to recall its January 18 order to admit 
Ashutosh to the three-year post-graduate diploma course.
Ashutosh applied to FTII and appeared for an exam in April 2015. When the 
results were out in June 2016, he was selected. When he reported in July for 
orientation, he was told to do a medical examination, which revealed he was 
suffering from colour blindness and low vision.
A report from the Pune government hospital said his colour vision was partially 
defective. FTII then wrote to Ashutosh that he was not eligible for the course 
and why candidates suffering from colour blindness were unsuitable for editing. 
His petition said under Right to Information, he learnt from Satyajit Ray Film 
and Television Institute that it does not discriminate against candidates with 
colour blindness or partial defect. After he got relief from HC, FTII moved a 
review petition. Its petition stated that if colour blind persons edited films 
it would lead to a loss of crores of rupees for producers.
Ashutosh's advocate argued that FTII's stand that the first semester was over 
was known at the time of the January 18 order and no case was made out for its 
review. But the judges found merit in FTII's submission. "It is open for the 
petitioner to apply for admission of the first semester of the next year 
without prejudice to his contentions raised in the petition,'' they said in the 
February 1 order.

Ashutoshs' petition had urged the court to declare that part of FTII's 
prospectus disallowing persons with colour blindness from pursuing the 
film-editing course as violative of the Right to Equality and Right to Life. 
The court has posted the next hearing on February 21.

 have to return the  device as it is not at all compatible with the
 screen-reader and have to look for some stand alone reading machine
 for reading printing reports, documents or books etc.
 I found some portable scanner with Voice output but there multipage

this scanner is portable as you can easily cary in your laptop bag.
the software provided with this scanner is fully accessible. it does

scanner is manufactured by visionaid international and distributed by
Sparsh Products, Dehradun.

Although its not the standalone scanner, but it can easily be attached
to laptop even if you are in travel as its portable device.

i am using SUCH  product offered by THEM  called Readit
Scholar HD which has some more additional features offered by lexcam
for instance, scanning with A3 size and additional magnification
features for low vision. except these features, lexcam is perfectly
efficient to handle your needs to scan the pages up to a4 size paper.
also if you are individual user CONSIDERING ITS HUGE PRICE,  i would
not recommend you to go for Readit Scholar HD as its very expensive
but you may think of getting lexcam as even individual user.

Thanks a lot Mr Jain. but may I request you to let me know its approx
cost?  As I mentioned in my above mail, I have purchased the Irees
"All in One Mouce Scanner" at Rs. 4450/- only. In that case how to get
the sparsh products?
one more thing, is it portable that way I can carry regularly to my
workplace? is the software provided with the scanner fully supported
by JAWS or NVDA?

Hi Aruni

This feedback would be very useful. It is requested all provide any such 
feedback, this alone would give reliable data with end user perspective.

Probably, you could have given more granualar data by providing the  correct 
location of the problematic ATM.

Others please provide specific problem with the location, this would help in 
providing correct data, which in turn, would provide useful info to us itself.

The portal is doing a wonderful job with a selfless motivation. Our feedback 
would bring more purpose to the cause.

Hi according to the app all the Union bank T=ATMs in our viscinity are talking 
ATMs but none of them give any voice guidance. Have tried all
earphones: the normal ones, and those supplied with the mobiles. This is really 
disheartening but obviously fault lies with the incorrect info being provided 
by the concerned banks. Please take up the issue if possible.

You can surely think of getting such scanner called lexcam. This
scanner is manufactured by visionaid international and distributed by
Sparsh Products, Dehradun.

Although its not the standalone scanner, but it can easily be attached
to laptop even if you are in travel as its portable device.

i am using SUCH  product offered by THEM  called Readit
Scholar HD which has some more additional features offered by lexcam
for instance, scanning with A3 size and additional magnification
features for low vision. except these features, lexcam is perfectly
efficient to handle your needs to scan the pages up to a4 size paper.
also if you are individual user CONSIDERING ITS HUGE PRICE,  i would
not recommend you to go for Readit Scholar HD as its very expensive
but you may think of getting lexcam as even individual user.
