PLEASE SEND A COPY OF THIS E-MAIL TO ALL YOUR FRIENDS, And ask them
to PASS IT ON IMMEDIATELY!

First of all, many congrats for becoming a member of the group.
My suggestion would be to mainstream the issues of women with disabilities
into the existing women empowerment programmes/schemes implemented through
the Central/State Governments.
Self Help Groups related schemes should take pro active steps in including
women with disabilities in their participation and contribution to
livelihood/income generation initiatives.
National Commission for Women should be strengthened through the planning
support to mainstream the issues of WWDs. Provision to represent the group
etc.
National rural livelihood mission, NRHM, MGNREGS, Other rural development
initiatives should have affirmative actions including special provision
incorporated.
CSWB/SSWB should be making all their initiative including the hostel for
working women inclusive and accessible.
These are my immediate thoughts.
May pass on some more as and when they flash through my mind

The 12th 5 year Plan is being drafted. It will come into effect only on

April 2012.It will be effective for 5 years upto 2017. I have to give some
recommendations on the important topic of Women with Disabilities. Just
joined the sub group a few days ago.

1. What expenditure do you want the government to make/do which will 
benefit

women with disabilities?
2. What new Scheme should be introduced?
3. Which existing Scheme can be strengthened?

Any thoughts on helping specifically  women with disabilities.

You all have varied experiences this is the time to put on your thinking
caps and come out with something innovative and something that will make a
difference.
I would love to hear the women on this group who are generally silent. The
fundamental thought on advocacy is Nothing for us without us. This  of
course does not stop the men from suggesting.

Too bad the time is short. Need whatever you can think of by Friday 
evening.

Have to submit the Report on Sunday.

Public speak programme anchor feels that draft is for amendments to PWD 
act, though mercifully, minister is aware it is   for the new law.
Callers were predominantly visually challenged and talked primarily about

disability being valid for all schemes/facilities, etc.
To a question about denial of banking facilities like loans by banks, 
minister referred aspirant to National handicapped finance board.


On the whole, level of discussion was mediocre to say the least.

Something is better than nothing

however there are many colleges of state run universities where you

for the visually impaired in the world? Now, thanks to a a research
officer of the National
Institute for the Visually Handicapped (NIVH), they can play carroms too.

Their board, however, will have 21 holes instead of the standard four.
This carrom board is especially made for persons who are visually
impaired.

It is the brainchild of Dr Milan Dass, a Research Officer of NIVH, who
did it for the students of the Devnar Foundation For The Blind
(DFFTB). “In this
world a visually impaired person has access only to two games - Chess
and Cricket.

So, considering the limitations I have designed a new carrom board,” Dass 
said.


The game will be played with a C-stopper, which will be fixed behind
one of the 21 holes. Using a striker which is modified into a cresent
shape, the player
can put any coin into the hole. “The opponent will dictate into which
hole the coin has to be deposited. So the player who finishes all the
nine coins
first will be considered a winner,” Dass explained.

It took him four days to prepare the modified carrom board and
students of DFFTB are enjoying it immensely.

detecting only that bus number, in which, the person wants to travel.
Instruction of the visually impared person should be in written form.
It means, before travelling, the person has to write destination like
Saray kale khan to badarpur, and then he should write the bus number
like 163 on the cane and the cane will only detect the specific
destination and detect the specific bus number which has been written
by the person.

No scripts exist for google crome as on date, further no scripts
exists for nimbus as it is mobile client, and till date there has been
nothing like scripts for cell phone screen readers.
Ovi maps depends upon which set you are using.

Connect your phone to PC through USB in mass storage mode.
Go to your memory card, and locate a folder called CITIES. Inside cities,

As a fallback to your original you might like to move these 16 folders at 
another location in your computer, before copying the downloaded ones in

think that the chapter on employment particularly in relation to
reservation needs to be more stronger .There should be some provisions
to ensure that the establishments do comply with the provisions for
instance the disability court must have the power to stay the
appointment where the scheme of reservation have not been followed .IT
should also have the power to stay any further appointment in case
there is a huge backlog. There should be an equal opportunity
commission to monitor reservation for every recruitment exam in the
government. There should be a procedure to complain to this commission
if the scheme of reservation has been not complied with and the
commission should proceed to prevent any noncompliance .The
establishments could also be asked to get prior approval from the
commission before conducting any recruitment exam.  There should be
strong provision for transparency and the candidates must have the
right to ask for the cutoff marks, their own marks, and the reasons
for nonslection in case there is prima facie noncompliance with the
scheme of reservation There could be some sort of penalty for
noncompliance. The article 16 of the constitution also needs to be
amended to include the ground of disability the definition of
establishment must include within it the legislature and the judiciary
so that there is reservation for the PWD in the legislature and the
judiciary. There must be some provision relating to a National
commission for the PWD like in the case of ST,SC.
Further it is my concern that these courts must not be another stage
in the heirchy of the courts thus in some cases their decision must be
final and appeals must be allowed on strong grounds .We need to make
the courts really powerful and effective if at all the ACT is to do
any good to us .Help me to take issues to the concerned persons. This
is based on my personal experience and wish that none of us face the
things I did .thanks.

some time i run on them, in the evening in order not to miss, the 
underground, on my own.
of course walking escalators are there, like slope going up or down, but

main thing to remember is, that escalators are only moving steps.
one can use cane like on the steps, yes it is much easyer to follow
railings, left or right, you can use the railings to start and end your 
gerny on escalators.

like steps one can go up or down, also when they are in motion.
you would feel with your cane, i suppose, you are useing cane?
i use here every day to work, or travel back home. and i am totaly blind.

3.  I feel a little apprehensive about risk  of legs to get wedged 
into

the stairways. Is there a  way out?

Your valuable guidance will be of great use, not just for me, but for
lot of others like me.

I'm using N86 for about a week from now and the performance is really
good. especially after updating the firmware to v30, you'll notice a
remarkable change in performance. but there are a few things I've
observed which kinda makes me little anxious; like for instance, the
T9 key and the menu button is one and the same. So after you install
talks the default talks key, the T9 key and  the menu button will use
the same key, which really makes me miss my dear old dedicated T9 key
in N70, using which I would quickly select messages in non-contiguous
order, select text to do cut copy paste (Yes I'm really good at that
), add / edit words...
Sure, you can certainly re-assign the talks key to a different one,
but I can't think of any other key that would well suit for this
purpose.

Then why the heck did I go for this phone?
There are 2 reasons -

Firstly, this is very much KNFB reader compatible which I'm planning
to buy as soon as I get my next big bonus (it better be).
Secondly, I honestly think I made a killing deal by acquiring this one
at such a low price. While it's Certainly not at which you fill the
fuel in the fuel station. Yet I feel I got more than a value for what
I spent.

I tried this program.  It is really a good service where lot of
automation is happening in the background and we get a very accessible
output format for reading newspapers.

AccessibleNews Daisy is similar to Accessible WebbIE RSS news reader.
WebbIE is a free web browser for blind and visually-impaired people.
Once you install it you get many accessible programs. One of the
sub-program of WebbIE is RSS News Reader.

In Accessiblenews we get daisy format book in our hard disk folder.
In case of WebbIE there is a separate application window to add and
read RSS.

One good point is on the website of AccessibleNews they already have
many RSS feeds.  You just need to check the check box.  I subscribed
to 4 such feeds like Times of India headlines, Google, Freedom
Scientific, etc.

One suggestion for AccessibleNews is it creates a single daisy book
for all selected RSS.  For few RSS it is okay but for more number of
subscribed RSS feeds, book becomes heavy and takes time to load.  Also
navigation becomes slow.  So I think multiple daisy books creation can
be done by AccessibleNews if RSS feeds are beyond 5-6.

Allow at the PC start up synchronization of RSS feeds if PC is
connected to internet with a message “Would you like to sync….”

So friends try it and give your valuable feedbacks to developers.

Accessibility testing of SPSS version 16.0.

At XRCVC I tried basic operational testing of SPSS (an internationally
well known program, designed to deal with data management and
statistical analysis) with JAWS screen reader version12.0.522.

Following are my findings:
To make SPSS accessible and work with JAWS.
• SPSS 16 is JAVA based application so to make it accessible you need
to install Java Access Bridge.  You can read JAWS help to know more
about installing Java and Java Access Bridge.
Then configure your Java Access Bridge as given below
• Need to do copy paste of files.
• Go to the following folder and copy all files
C:\Program Files\Java Access Bridge\installerFiles
• Now you need to locate the Lib folder within SPSS (or any other
application) to paste all those files you copied in the previous step.
C:\Program Files\Application Name\lib
• In the following URL, they also tell you to modify Environment
Variables to indicate the location of the application,

• It seems that original product CD of SPSS comes with Accessibility
folder from where you can copy accessibility.properties file to SPSS
lib folder.
• Follow the steps outlined in SPSS help of how to use it with screen
readers.
• Contact SPSS support through their website for further help.
• Also for older version of SPSS there are JAWS scripts available
which one can find from online lists and can download from freedom

Problems
• You can access all the menus and read dialogue boxes.
• The menus are read properly by JAWS
• We can say that many features of SPSS can be accessed through JAWS,
features such as the data entry grid, the menus, and large parts of
the dialogue boxes.
• However, you cannot read the SPSS output window. In the output
window you can review tables.
• The solution is to export it into any format of choice. The available
• Options are rtf, txt, pdf, excel and so on where the column and row
headings are announced for each single cell, making scanning of tables
easier than in the SPSS format.
• Graphs, 3Ds are not JAWS readable.

Conclusion
There are few issues with regard to accessibility of SPSS but I found
that a basic data analysis operation is possible for a blind user.  Of
course he / she needs a good training on SPSS and should be able to do
workaround with JAWS to get the work done.  Also I would like to state
that I have tried it on a very basic level stats operations but if we
need to explore SPSS with many of its functionalities / options and
then test its accessibility, we need an expert user of SPSS to work.

my point is that when we mention our disability in application form, why 
it is not written in the l i c bond paper which we preserve for years till 
maturity.
obviously, we don't do our l i c policy by ourselves. It is done by some 
agent, what if agent do some forge or fault.
My agent always go for my proper medical examination and submit report by 
an opthomologist with application for LIC.

a VIP has to undergo medical checkup even if the amount ensured is

In this regard, this is to kindly inform you that I am using net
banking facility of SBIon their site given aforesaid,  and finding
difficulty in accessing the download account  statement.

As per the option available to download the account  statement, there
are three radio buttons, view, download in excel format and download
in pdf format. While choosing the option download in pdf format the
account statement appears on the screen and perfectly accessible to
read but when I try to explore the save option to save this in my
desired location, I am unable to get any menu where I can have the
option to save this statement.

While enquiring with sighted person, I have been told that there is
one link on this page which  says “click here to save this file or to
choose desired location” but I am unable to go to this link with my
screen reader jaws.

So if anyone on the list using the net banking of SBI and know the
solution for my problem, please give your valuable suggestions.

Being independent in one's mobility does not mean never utilizing the 
assistance of others.  Actually, it means quite the opposite.  To be 
independently mobile, one uses one's mobility skills which might include, 
cane, listening, asking for and using information about one's location, 
having back-up plans in case the first plan doesn't work, employing 
strategies to get where you want to go and, at times, requesting and 
receiving assistance from others.  The thing that makes you independent is 
that you make the decisions about where you will go, when you will go, who 
else will go, what you will do when you get there, and how you will get 
there.  It doesn't mean, nor has it ever meant, never asking for 
assistance from others.
It does mean gauging one's environment based on what you know about it and 
employing the mobility skills and available assistance that best fits the 
situation.  But the key is that YOU decide, no one else decides for you.


It might interest you to know that while blind people in the United States 
often pride themselves on using good cane technique and navigating to 
unknown locations by themselves,  this does not mean not asking for and 
receiving assistance.  The environment there is much different than it is 
here.  You should also know, that many blind people in the United States 
find themselves in the difficult situation of attending large events and 
having no assistance available to them at times when they really need it. 
This is both a practical issue and a cultural one.  It asks the question 
of how each person defines independence and how do they implement their 
beliefs in everyday life.  It also raises the question of how we judge 
each other's mobility skills and/or preferences.  This is an ongoing 
debate among blind people which will probably not be completed in any of 
our lifetimes.


We can not always apply the mobility strategies used in the west here in 
India or in most other developing countries.  But we can adapt much of the 
philosophy that has emerged in the west and adjust the techniques to meet 
our individual needs.


Finally, having traveled widely in many parts of the world, the strategies 
I use to get where I want to go are always flexible as to the environment, 
language, time of day, culture and a million other factors that are beyond 
the scope of this list.  The strategies I use in India are often different 
than the one's I use in America or Europe but the end result is that I 
still get where I want to go and I am in control of the process.

This is yet another operational oversight  probably; an which need to be 
fixed. When an able bodied is empowered to use other bank ATM, then why 
should it be restrictive to the blind? I would go further with this to 
say, the blind persons should not be levied charge when presently is in 
vogue when one uses other bank for more than x number of times.This 
exemption may be dropped after we have accessible ATM's in all places.

Parliament I am definitely not interested. I have however enjoyed your
discussions and have read all the mails on the subject. Whoever decides 
to

stand must start working now. I promise to stop my work for those last15
days and come and campaign. I wish I had done it when Javed was standing

2004.

However there is one thing I would like to say there are people on this
group who can make a difference by campaigning, lobbying and airing their
views on subjects but who only do so in our forum.
I know that I was not trained in advocacy. I just found something that 
was

hurting others and started. Recently I have been asking for help on this
group but except for praise I do not get the active help that such causes
need. More about this in another email.
In my Rotaract year as District Governor my theme was its you who 
matters.
I still feel that every one on this group makes a difference whether we 
are

in Parliament or not.
If someone really does want to stand then we will have to support and
support actively in whatever way we can.

This sounds like a good idea. I feel those who have done activism fro a
long time must be fielded as candidates --folks like George, Kanchan
(though she has been refusing I feel she is a wonderful role model and a
candidate to represent us in the parliament). Unfortunately, folks like
Harish and Rajesh are in RBI otherwise I feel they too make a good
candidates. Probably, if you all are interested, we will draw up a list
and then ask the people if they are willing to contest. Like in the US,
we can open websites to solicit public donation for the candidate to
successfully contest the election. The other alternative  is to seek
tickets from the parties.

We have been  vested with the right to fight the elections and there
seems no doubt about it.
Lets come and fight the election from the next general elections. We
should make sure that the numbers of visually challenged candidates
must not be less than 543 means; each constituency will have at least
one visually challenged candidate.
As far as nomination like Anglo Indians is concern, it has to be
mandatory for the GVT.  To make such laws which can give the
representation to PWD community in parliament.

I could not understand why VH candidates are not able to get promotion in A.B. 
post. As there is no ban on ST and SC candidates. This is happenning in Delhi 
administration TGT teachers are not given promotion for the post of PGT post. I 
did not get any response I wanted to know the views of members specially those 
who are related from law stream. You people are not giving any value to  my 
question not developping my understanding this is the a time of great worry for 
me.  hope this time certainly some wise people will understand my problem and

Dear friends this is very good if any step has been taken in this regard but 
frankly speaking I could not understand the actual stand of government 
regarding us.  We are great sufferers not getting promotion in A.B. posts. The 
government is giving promotions  to SC and ST but not VH why this 
discrimination  I am talking about promotions  in TGT to PGT teachers. We do 
not get promotions for PGT so we do not become voice principal  and principal. 
and other in hiarchy. if any comment from any side please let me know so that I 
may increase my knoleddge. I appreciate that Kanchan Pannani can understand 
this better what the action has been taken government because she knows law 
better.
