the registry of the users profile or the permissions on the user profile are
too restrictive. MS has released a few debug dlls as a hotfix Q321300 that
will allow you to identify what app may have a handle on the registry
I would try logging into the server as the local admin on that server. The
other thing to look for is to drill down to the profile on the %systemroot%
drive and take ownership of it. I've seen profiles "lose" permissions for
no apparent reason.
