That event id 1000 indicates that an application may have an open handle on the registry of the users profile or the permissions on the user profile are too restrictive. MS has released a few debug dlls as a hotfix Q321300 that will allow you to identify what app may have a handle on the registry

I would try logging into the server as the local admin on that server. The other thing to look for is to drill down to the profile on the %systemroot% drive and take ownership of it. I've seen profiles "lose" permissions for no apparent reason. I just had this happen a few days ago myself, and g
