Verify DNS is working properly and that DCs are synching time. These
are two things that can cause Kerberos/ log on problems. Also, make sure there
is not another computer object in AD, DNS record, WINS record named phmaindc1.
LMK if you need help in doing these tasks.
Windows 2000 Scripting Guide is also excellent.

Are you trying to access the folders that DFS created or the
actual shares themselves? See this (it applies to 2003 also):

Demote the second DC first, just concentrate on getting the first DC
working problem. Then do the D4 on the first DC. Wait a while to verify
it worked. Re-promote the second DC.
Thanks,
Anthony

All you should have to do is create an A record named www, point
it to the internal IP of your web server. This will create an A record of
www.domain.com

Yep, you need to manually create site
links between sites to control what replication connections get created. For example
create a site link between the HUB site and the site with slow bandwidth. This
will only allow replications connection to be created with DCs in those two
sites.
John is right though. If all DCs are GCs, putting the IM role on a GC
isn't a problem.

Win32Shutdown Method Win2003
Ideally I would recommend fixing your current environment, making
it stable and make sure it stays stable. During this time plan an upgrade to
2003. I would recommend not implementing any extensive GPO implementations
until your current environment is stable.
Thank You,
Anthony

Let me ask
Regarding DNS, ultimately you should
really move it to MS AD integrated DNS.
You can do something like this:

On the third party client (what OS is it),
try specifying more than one ntp source for synching.
