The problem is you will have water with sediment, them maybe it might dry out and get multiple cycles of this over they years with the sediment consolidating into concrete in the bottom. The only solution is to hopefully get some air to pass and then keep flushing it out with water. Sometimes

You can cram foam rubber down occupied ducts. Yes we use capplugs or tape for vacant ones. If you don’t over do it, spray foam is OK. It takes a bell hangers bit and a bunch of digging to get it out if you ever have to get it out. Sometimes you can just trim off the end of the duct. But it
