That seems inline with a bunch of tests I've seen against my speedtest.net

It's not dependent on the laptop being in good working condition, free
of malware, good ethernet chipset, etc.
But to play devil's advocate hereyou can get a pretty decent laptop
for what that tool seems to cost. Seems to be about $1000 based on my
initial Google shopping search. Maybe

What we have learned is that none of our speed plans deliver a payload
throughput equal to what we advertise. So we are gonna have to bump them up a
bit or put an asterisk on all of our advertising.

That's my philosophy as well. 5% is sufficient I think. You can try to
explain packet headers and other overhead, or just give them a little
bump and avoid having to field the question.

Thanks for the offer, but we need the gear to run in 2.3 / 5.9Ghz amateur
radio bands easily (which is no problem on the 'unlocked' Ubnt/MT), and I
heard that even with the "eng" hack, Canopy doesn't do those well or at all.

Doing the same thing here using ARDEN.NET firmware. Nice thing is that with
that firmware the radios can be moved to the amateur radio licensed spectrum
away from unlicensed spectrum that the WISP’s use thus avoiding interference.
