DIS: Proto-Contract: LoAFER second draft

For this draft of this proto-contract, I only really improved the signaling bit. I still need a basic method of amending the contract, and I still think it would be fun to gamify it a but but I don't know how I want to do that just yet. Instead, for now, I just want to get a bit more feedback.
