The last time I looked at the pre-fetch feature it only worked when
the web server was restarted.
It looks like the 7.1 docs still support that as the design.

If you flush the cache in the Configuration Tool, any prefetched forms you
specified beforehand
The prefetch process is performed when the web server is restarted.

I worked with Strauss yesterday and found out that the prefetching is
triggered when Tomcat is bounced. Even if you have both IIS Tomcat.
I also got from BMC:

the Cache Settings page will also trigger a prefetch.

That is correct because you flushed the cache. The next time you
restart your JVM the specified forms will get loaded into memory for
fast retrieval.

I am having an issue with Mid-Tier Pre-fetch:
I have Cache Persistence Enabled and I have Perform Check disabled for
better performance. I am trying to get the Pre-fetch Configuration to
work for my Mid-Tier 7.1.0. I am trying to prefetch the main forms in
ITSM as a test. The homepage is hanging
You will want to cache the secondary forms too.
