[base] Base2 upgrade

In reading through the installation instructions I found the section on performing the Upgrade of running BASE 2 installation it says that this is not safe for PostgreSQL. What is the upgrade? Is this necessary, and is it necessary if you are doing a brand new installation? David

I have attached the source for a plugin that I to create an array design from a genpix .gal file. You have to have the reporters in the database first. This was a quick hack and it has not been tested against very many different gal files but it worked neatly for me. It should at least be

Sorry I did not get back to you sooner. I am not sure what the problem is. I did this a few months ago and I don't remember all the details. In order to use import the gal file to create an array design, the reporters have to be imported first. My reporters all have the NAME and EXTERNAL_I
