mousewheel to scroll windows, but if i could slap on a modifier this might

just curious if there is an easy way to make windows show up without the
title bar and/or bottom border and sticky. with fvwm2 i'd just set a Style
for apps such as xmeter and xbiff so that they'd show up sticky and
without a border whenever i opened them, but i havent been able to find
something
