rack session. Nothing I did fixed the problem. Wasted so much trying to

seen this problem happen where the files aren't there or you're setting the
path variable to something that is incorrect.

I would say it all depends on the dial plan. Both can pretty much accomplish
the same; the problem at least for me is, how complex it gets when TEHO,
backup GWs and calling/called party presentation comes into play. In my

In my opinion if you have such scanario you should use class based frts
which does not require frame-relay traffice-shaping command on physical
interface.
So you can configure shaping for one PVC not affecting the other.

There is no way to bind the MAC of a device to an IP address as far as I can
tell; there is no option in GUI to accomplish this.

Config provided is good. If it goes via dial-peer 1 instead of dial-peer 3
the problem is at BR1 site.
Check incomming dial-peer on BR1 etc.
Use voice iec syslog on CME and BR1. It may indicate where the problem is.

are 60 100 100 100 (the last 3 values aren't critical, you just need the
60 so that CoS 4 packets are dropped starting at threshold 1 - 60%).

I was unable to find anything better then packet capture on CUCM CLI - it
allows you to see if the DHCP messages hit the CUCM and are sent back, but
