Thanks to Waris, Ramji and some very nice guys on the ME3600 layer 2
team and QoS team who spent some time with us troubleshooting this
issue.
Essentiall it is by design that we can't over-subscribe the port policers :(

Thats true, my point is that Cisco aren't allowing oversubscribtion :)
