The two problems I run into on this is the agent has a different ring tone that
takes longer or they have their line forwarded.
If you watch the phone when it is happening you will get a different result

Hmm, presuming it doesn't happen for regular calls, that's one where I'd
restart CCX Engine and CTI Services. I can't think of any other way to
individualize that setting.
