Yes, you seem to be confusing the binary program
/usr/bin/clamd with the
socket file which is created by clamd when it starts up. With the
clamd.conf setting you had originally:
LocalSocket /usr/sbin
You are attempting to overwrite the clamd executable with the
socket. I

Seems as if you have notify-clamd enabled and maybe you have set wrong
permissions/rights on the socket-file.

I wrote a simple script to listen to the OnUpdateExecute,
OnErrorExecute and the OnOutdatedExecute commands from freshclam.
It has been working well for about a year now, so I think it is okay.

It does not say not to change #3. So if my clamscan binary is in /usr/bin
should I not change /usr/local to /usr/bin. Or should it just be /usr
