I suspect something with the TCP/IP stack, which a registry settings
comparison may indeed reveal.
I would strongly suggest you do a diff on the complete registries of the two
servers.

have discovered.
When the server is acting up and rejecting connections and/or emails (either
via POP3 or webmail), if you let it sit for a period
Export them to text files and use any text diff tool to compare.

The issue cannot be Declude as it sits behind the Mails server SMTP and the
errors you have listed are SMTP Mail server issues which would point to
