Progress
Commented out those two lines and now Server manager runs and shows bandwithd
menu option.
Clicking on it downloads php source code. Clearly the php_admin_value has some
effect!

Update smeserver-zabbix-server to deal with systemd, and also edit httpd to
handle the change to php-fpw.
