It is a time when all of us gather together under the warmth of the California sun, to eat, drink and revel with our families. We read patriotic speeches in honor of the men who signed their names and pledged their lives, fortunes and sacred honor to fight for freedom and equality before the law. But there is another anniversary, overshadowed by the events of the fourth, we would bring to your attention. That is July 2, 1776, the day the Continental Congress voted to declare independence and set in motion those events we celebrate this weekend. John Adams--whose role in setting those revolutionary events in motion has abated in the public memory over time-- thought July 2 ought to be commemorated as America's "day of deliverance" from the shackles of British tyranny. Adams wrote two letters to his beloved wife, Abigail, the day after the historic resolution to declare independence and embark upon the greatest experiment in free government the world has ever known. They are an inspiration. "Through all the gloom," Adams wrote, "I can see the rays of light and glory; I can see that the end is more than worth all the means, and that posterity will triumph" I invite you to read excerpts of Adams' letters below. By David Plotz Stories about Republican President-designate George W. Bush invariably note that he has spent most of his life doing exactly what his father, former President George H.W. Bush, once did. This is not quite right. W. has spent most of his life doing exactly what his father did, but doing it worse. He is a chip off the old block, chipped. Poppy Bush starred at Andover. W. lazed his way through the prep school. The father motored through Yale in two and a half years, earning a Phi Beta Kappa key along the way. The son squeaked through old Eli. Poppy, like his own father Sen. Prescott Bush before him, captained the Yale baseball team and joined the secret society Skull Bones. W. wasn't good enough to play ball for Yale. And though he joined Skull Bones, he whiled away his nights with a much less refined group, the hard-drinking frat brothers of DKE. The elder Bush enlisted in the Navy in 1942, became the service's youngest fighter pilot, flew 58 missions in the South Pacific, was shot down over enemy waters, and won the Distinguished Flying Cross. The son also became a fighter pilot--for the Texas Air National Guard. He spent the Vietnam War flying "missions" over the Texas scrub. W. followed his father's path into the oil business. Both abandoned New England for West Texas to strike it rich. Both relied on rich friends for a head start, but whereas the old man scored in his oilfields, the son struggled. George H.W. ran for Congress and won. George W. ran for Congress and lost. Come middle age, the father threw himself into public service: U.N. ambassador, China ambassador, CIA director. The son threw himself into baseball, as an executive for the Texas Rangers. (Americans tend to forget the heroic life of President Bush. This was one of his unfortunate talents: He could make the extraordinary seem mundane.) There are competing theories about what the son's pale imitation of a resume signifies. The first, popular among Gov. Bush's fans, is that he's a late bloomer. It took him till his mid-40s to settle down, but now that he has he is making up for his lost years and surpassing the father he has so long trailed. After all, he has won a statewide race in Texas twice. Poppy lost both his statewide campaigns in Texas. Junior has already vanquished former Texas Gov. Ann Richards, the woman who ridiculed his father in 1988. Now he will topple Al Gore, half the team that battered Dad in 1992. The other, less charitable, theory surmises that just as W. has tried to equal his father and fallen short, so he'll find some way to choke in the presidential election. It's far too early to take sides on this question or to draw grand psychological conclusions about how the father will shadow the son's presidential campaign. But there is another way to look at W.'s knockoff resume: as a documentary of a generational change in American politics. Brookings Institution scholar Stephen Hess, author of America's Political Dynasties, notes that American political dynasties come in all sizes and flavors. In some, a family from humble origins uses political success to make itself rich and snooty. In some, a dynasty is stolidly consistent across generations. The Tafts of Ohio, for instance, have been steady Republican burghers for more than a century. The Bushes started as a noblesse oblige dynasty. Prescott Bush began his (forgettable) service as a senator only after a long career as a gentleman banker. He viewed his political activity as an obligation, and he instilled that sentiment in his son George. Poppy was dutiful in pursuit of office, compiling the requisite experience almost mechanically, adding line after line to his resume until America had no choice but to elect him president. Politics was always a duty, never a pleasure. (Remember the horror of hearing George Bush ingratiating himself with voters by calling them "my main man" and the like?) But what began as noblesse oblige has morphed into something different during this generation. The Bushes are a microcosm of the transformation of Republican politics from Northeastern elitism to Western populism. The son's failure to match his father reflects this small-D democratization. Bush the elder came of age when New England Republicans led the party, and patrician manners were boons to a Republican. But in an era when a politician's ability to communicate trumps anything else and the balance of Republican power has shifted west, the preppy, Anglican ethos that defined the old man is suspect. Saturday, July 3, 1999 Drumcree enshrouded in a ring of steel - --- By Chris Anderson, in Drumcree The fields around Drumcree Parish Church were transformed yesterday from a picturesque rural landscape into a scene reminiscent of a first World War battlefield. From shortly after 3 a.m., the RUC and British soldiers poured into the fields directly facing the Co Armagh church. Saxon armoured cars provided the vanguard of the security deployment, quickly followed by engineer units, complete with digging and ploughing equipment. These in turn were supported by RUC officers in full riot gear and soldiers in armoured Land-Rovers. Within minutes the roads leading to Drumcree were sealed and work began on the installation of the security measures. Army engineers ploughed a track as wide as a major road across the two fields which, in recent years, have been used by the Orangemen as rallying points. Behind this, soldiers using mechanical diggers widened and deepened the small stream which bisects the field pattern at Drumcree. The natural barrier was quickly transformed into a 400-yard-long ditch, measuring about 20 ft wide by 12 ft deep. Where the stream passed under the small bridge close on the road leading towards the Garvaghy Road, troops stacked sandbags, ensuring that a natural dam would be in place within hours. Behind the newly-dug ditch soldiers hammered innumerable metal posts into the ground in preparation for the construction of razor-wire entanglements, designed to prevent even the most foolhardy protester from gaining access to the prohibited parade route. An almost impregnable wire barrier was erected in front of the security force lines. Alongside this engineers constructed a 15-ft high metal barrier which was placed across the road directly behind the bridge. When in place, it was quickly welded together and further sections of razor wire were secure in place at the top. As the work close to Drumcree continued, other army units were putting more security measures in place in Portadown itself. A temporary checkpoint, complete with massive concrete blocks and wire, sealed off the top end of the Garvaghy Road. Throughout the morning police monitored the flow of traffic and personnel in and out of the area. Nearby, St John's Catholic Church which faces the Drumcree parade route was also blocked off by concrete and wire defences. The wasteland skirting Catholic homes at Garvaghy Park, which runs close to the parade route, was being patrolled by army personnel behind the now predictable wire barriers. There were further security measures in place close to the loyalist Edgarstown estate. A permanent metal screen had been erected along a section of the Corcrain Road preventing clashes between Portadown's rival communities at what, in the past, has been a flashpoint area. Nearby Protestant children were busy building a "Twelfth" bonfire oblivious to the actions of the security forces. By mid-afternoon the security measures were almost complete and sections of Portadown were enshrouded in a ring of steel. The town now sits, tense and apprehensive, awaiting tomorrow's parade, which this year includes Protestant victims of the "Troubles", who are taking part in the Long March from Derry to Drumcree. "Are you ready to fly the paranoid skies -- and let security agents question you, inspect your luggage, and possibly strip-search you if a government computer decides you fit the profile of a dangerous terrorist?" asked Steve Dasbach, the party's national director. "Unless we stop it in time, that's what could happen when the government's new Computer Assisted Passenger Screening (CAPS) program goes online." Scheduled to be launched on January 1, 2000, the CAPS program will use a computer program and information in the airlines' computerized flight reservation system to identify possible "terrorists." Although bureaucrats won't reveal the specific suspicious characteristics they're looking for, experts speculate that traveling alone, buying your ticket at the last minute, visiting unapproved foreign countries, or frequent travel could get you tagged as a possible terrorist. Passengers could also be picked at random. If you fit the "terrorist profile," security agents could pull you out of line, search your luggage, interrogate you about your travel plans, tag your luggage with bright orange labels, or escort you onto the plane. In a worst-case scenario, you could be x-rayed, strip-searched, or subjected to a body cavity search. "CAPS will turn air travel into computerized Russian roulette, where a microchip will decide if security agents should detain or search you," said Dasbach. "Last year, 50,892 airline passengers underwent some kind of body search by airport personnel. You could be next -- even if you are 100% innocent of any crime -- and their excuse will be: 'The computer made me do it.' " In anticipation of such computer-directed harassment, the ACLU has already set up a special website to collect information about incidents of mistreatment and discrimination by airport security personnel. Because thousands of innocent Americans could be subjected to such harrowing interrogations and searches, the CAPS program raises serious Constitutional questions, said Dasbach. "The Fourth Amendment guarantees protection against unreasonable search and seizure," he noted. "There's no exception in the Fourth Amendment that says: 'Unless a computer program thinks you're guilty.' Innocent Americans shouldn't be treated like terrorists because a computer chip doesn't like them." Also, the CAPS program almost certainly won't save a single life, because current airport security has been 100% effective in stopping terrorist threats. "Ironically, CAPS is being mandated at the same time the government admits the danger of airline terrorist threats in the United States is all but non-existent," said Dasbach. In fact, over the past 20 years, a total of zero lives have been lost on American soil because of airline terrorism, according to the government -- and airline travel is officially 100 times safer than driving. Despite this, the Federal Aviation Administration has already budgeted $157 million for the project, and is asking Congress for another $100 million. The decision to go ahead with the CAPS program was made by the White House Commission on Aviation Safety and Security following the explosion of TWA flight 800 -- which later turned out to be a mechanical malfunction. "It's typical of the government: In order to solve a problem that doesn't exist, politicians want to hijack your privacy, spend your money, and strip you of your Constitutional rights," said Dasbach. Here then is today's ZNet Commentary... -- (Mis) Remember When: Whiteness and the Recollection of History By Tim Wise For the writer, there's nothing so frustrating as to sit in front of a keyboard and find oneself at a loss for words. To know there are a million things which need saying, and yet, you can't think of even one. Having experienced this often, I've devised a few strategies by which to allow myself to remain productive. Two which almost never fail, and about which I'm not at all proud, are to turn on the television-preferably to an "all news" channel-or to get in the car and drive. The former, because there is always something so maddening being said that it would inspire even the least loquacious to pour forth social commentary; and the latter, because one sees multiple absurdities from a car window: folks in the throes of road rage, attempting to position their cars at the front of the barely-moving parking lot called traffic; or gas stations charging more for the same gas in the poorest neighborhoods than only two miles away in the wealthiest. Interesting, and all potential inspirations for the social critic. And so last week, devoid of ideas, I began flipping channels; and just as I thought I would never find anything to anger or amuse me enough to write something unique, I stumbled across "Talk Back Live:" a CNN production, in which the host asks questions of guests, interspersed with comments from audience members, who sit in uncomfortable chairs, wearing large buttons with their first names on them, in what appears to be the food court of an Atlanta shopping mall. There I was informed by the host, who was discussing the Kosovar refugee crisis, that "We as Americans don't know how it feels to be driven from our homes, to be refugees, and we shouldn't take that for granted." And that was all it took. After all, when someone explains what "we" have or have not experienced-particularly if that person is white-it's best to pay close attention, and ask just who is this "we" anyway? Who comprises this family to whom all of "us" theoretically belong? Fact is, there are quite a few of "us" who need not be told to take seriously the thought of being uprooted from our homes, nor lectured to about ethnic cleansing. I'm thinking here of that part of "we" that is black, and knows that their very presence here "as Americans" can be explained by an act of forced removal; nor that part of "us" that is indigenous Indian, and has known little else since the white man first arrived; nor that part of "us" that is Chicano, and carries the collective memory of the theft of a large portion of what was Mexico. And for more recent variations on the theme, there's always "urban renewal," which from the 1950's to the 1970's destroyed 20% of all urban black housing to make way for shopping malls, office buildings and parking lots; or "Operation Wetback," launched in 1954, under which nearly four million Latinos-including American citizens-were deported to Mexico; or the internment of Japanese Americans during World War II, which assuredly involved removal from one's home on less than a voluntary basis; or Indian "boarding schools," which took in Native children stripped from their homes, so as to "Americanize" them and eliminate attachments to their indigenous cultures. Yes, I think some of "us" know about life as a refugee; what it's like to be uprooted. But the ones who know aren't typically the ones writing copy for CNN, or the history books, and so it goes. If there's a better example of how history is written by the victors; or how the white perspective, flowing as it does from white experience, is usually passed off as the collective experience of all "American families," I, for one, would be surprised. Given which fact, it's fortunate I like surprises, for I was about to receive one. No longer suffering writer's block, but rather, acid reflux, I ran an errand-a short trip to the post office-where I glanced at the commemorative stamp display above the counter. The Malcolm X stamp was nowhere to be seen-it having been promoted less thoroughly than the last Shaun Cassidy album-and in its place was the "1950's

-Caveat Lector- WSWS : News Analysis : Europe : Britain Britain's Freedom of Information Act a charter for state secrecy By Jean Shaoul 3 July 1999 Back to screen version The introduction of right to know legislation was one of Prime Minister Tony Blair's key election promises. A Labour government would be open, accountable and transparent, he said. But the long-awaited draft Freedom of Information (FoI) Bill not only fails to fulfil this pledge, it is entirely retrogressive. The FoI bill strips the White Paper, published 18 months ago, of its few progressive features. The new draft bill creates a right of access to records, including personal files, held by public bodies and some private bodies carrying out public functions or contracts, inside a 40-day period. But there is a long list of exemptions (22 to be precise). These include the secret services, international relations, law enforcement, internal policy adviceincluding background or factual documents prepared for central government, the privatised utilities, and the findings of health and safety investigations. In addition, information can be kept secret when its release would prejudice the effective conduct of public affairs, a clause which replaces the substantial harm proviso in the original draft. This formulation is so vague that it will make it far easier for the authorities to argue against disclosure. Such a claim will not be subject to judicial review by the courts. The current code of good practice devised by the Tory government states that information that could remain secret should be placed in the public domain if there is a strong public interest argument for doing so. Thus the new bill undermines existing provisions. The Freedom of Information Bill also means: * The government will be free to invoke commercial confidentiality to preserve its secrets. * Information whose disclosure is not itself harmful can be suppressed if, combined with any other confidential information, it would be prejudicial. * Government may withhold information on the basis of the (assumed) motives for the request, or if it is too costly to provide it. * Even when information is released, ministers may prohibit the recipient from publishing it. The bill also enables ministers to create new exemptions at short notice, by parliamentary order. * An Information Commissioner, with no power to override government refusals to disclose, will supervise the public's rights. Access to information from health and education services will be easier, and even actively encouraged. But in the context of government policies that are allowing such services to wither on the vine, this simply constitutes another means to legitimise the privatisation and/or closure of so-called failing services. It will be impossible to obtain a copy of a health-and-safety report carried out after a fatal accident at work, even if the employer's safety practices were found to be negligent. Food inspection reports will not be placed in the public domain, neither will the evidence submitted to government advisory committees that formulate policy on such matters as genetically modified foods. Corporations lobbied the government and won the right to keep virtually all commercial information out of the public domain. The US introduced a statutory right to access information in 1966, and most western countries followed suit in the 1970s and early 1980s. Britain has lagged far behind the rest of the world. In Australia, most applications have been to see personal files. It has been difficult, if not downright impossible, to access other information, as successive governments have used their ministerial certificates and delaying tactics to block access. In the US, 50-60 percent of requests are from companies seeking information about their competitors. FoI legislation has spawned a huge private industry in government information. Companies have been set up which specialise in selling information or asking for data on behalf of companies or individuals who do not want to ask for it publicly themselves. However, the 1966 law did not give companies advance notice of the release of information or the right to object. Major corporations fought and won a series of high-profile court cases, and the government amended the legislation to provide corporations with reverse FoI rights. This is a vital weapon for corporations in strengthening their hand against consumers and downsizing government. British corporations are already complaining that such reverse FoI provisions are absent from the UK bill. Most commentators have put the British Bill's lack of progressive content down to government obsession with secrecy. But the government is not only shielding its own activities, it is also shielding the activities of big business. Not surprisingly, the bill says not one word about the

He could also have called.. it, and with more accuracy, the triumph of Sam Adams's brand of agitating, but that would hardly have been poetry. Old Sam would not have cared, anyway, just so long as the shooting began. . . . So, with mounted scouts well in advance, the British foot column moved quietly and swiftly out of Boston, then marched on through the night along the road to Lexington. In that hamlet, meanwhile, Captain John Parker,. after consultation with Adams and John Hancock, roused his drummer boy, William Diamond, and the two went to the Green. The handsome village common was silent. All was still dark, and the air was damp with morning mist, but the drumhead was taut and true and the lad beat a long alarm roll that soon pounded into the ears of the sleeping militia, the Minutemen. Although they scarcely could have known that the day was to make them, alive or dead, American heroes with few peers, the militia were fairly prompt. They rolled out of their straw ticks, took their muskets or fowling pieces, and congregated at the Buckman tavern, which stood square across the road from the Green. It was yet night, though the faint twilight of early morning was beginning to show when the last 'man appeared. Parker put them into company formation. They stood there a bit. Then Parker dismissed them, some going to their homes, others to the tavern. Yet, a little later Parker assembled them again. Why did he do so? There are times when the narrative of history should be halted briefly to consider, on the spot, so to speak, the actions and also the possible motives of certain of the actors. The so-called Battle of Lexington is one such moment, for it was one of the oddest moments in our history. For well over a century a cloud of doubt has misted this minor yet celebrated action, and little wonder. Captain John Parker, he who called the Minutemen, dismissed, then re-assembled them, was a soldier of considerable rough-and-tumble fighting experience in the French and Indian War. The Green where he stationed his handful of farmers was smack on the road down which the British must pass. Hills and thick woods, ideal for observation, were hard by; or, they could have served for ambush cover. Yet Parker chose the Green-open, level, and so close that his men must almost be brushed by the passing regulars, who were known to be on their way. Why did Parker pick this suicidal spot? It was merely asking for trouble, he and his rustics, all armed, standing by the wayside, inviting insult and molestation. Was Captain Parker acting under orders, possibly orders from the Great Agitator, Sam Adams? Adams, had been hiding in Lexington for days. He was the dynamo that started the revolutionary idea and kept it in motion. He had ably used the blood shed in King Street to rouse sluggards. He had diverted or perverted every possible incident in a successful effort to inflame the colonies. Now, on the 19th of April, 1775, did he feel it was time to draw the British fire again, to make some more Patriot Martyrs? Here on the Green was a scattering of farmers, commanded by an experienced soldier who would be the last person, under ordinary circumstances and acting under his own free will, to oppose a long column of professional troops with a squad of rustics. Yet there he and they stood, looking squarely into the face of death. They must have been powerfully urged, more likely ordered, to take their impossible stand. Any old Indian fighter like Parker would automatically have picked the nearby Woods. On came the British, and Major Pitcairn of the column saw the assembled Minutemen. He ordered them to disperse, calling them rebels, which they were. They started at once to disperse. Pitcairn wished to surround them in order to take away their arms. Killing, even wounding one of them was his last thought. But as the militia were dispersing, Pitcairn saw the flash of a pan from behind a fence. Another flash. Pitcairn's horse was hit, and it reared, throwing the Major to the ground. Now the British began firing--without orders, Pitcairn always maintained--and Americans fell on the Green. The "battle" of Lexington was over, and without further ado the British column moved on toward Concord. Let them move while we consider briefly the history of the history of the affair on Lexington Green. I cannot name another incident which has undergone so many mutations, and they are mutations, moreover, that can be accurately measured. The king, not liking to have his tea destroyed, thereupon hired a pack of mercenaries called Hessians, added millions of his own redcoats--barbarous fellows to a man--" and sent the lot of them over here to put the poor and honest colonists in their place. The canon continues along the classic line, and most of us have come out of our school days with the general impression that the Revolution was a spontaneous uprising of embattled farmers, a sudden combustion of patriotism and pitchforks, when every rustic became a Minute Man, every Minute Man a hero (except notably Benedict Arnold), equal to six Hessian soldiers or ten British redcoats, and who sprang to arms at the first alarm. ("If they mean to have a war," said Captain John Parker, "then let it begin here." ) Not only did they fairly leap for their muskets, but they continued to fight day and night until the glorious Republic was an accomplished fact. This pleasant imbecility, which I have enjoyed as much as the next man, has been kept alive through a century and a half by poets, by historians,' editorial writers, artists, and orators, much to the detriment of the United States of America. It is the chief reason why our country has never yet gone prepared into a war. And it was possible to impose the imbecility on us because we Americans, as perhaps no other people on earth, much prefer romantic fiction to fact. Actually, the first certainty about the Revolution is that it was carefully planned by a few shrewd men and carried out by homemade and talented and ruthless agitators, whom historians have seen fit to call statesmen, and by military leaders of little experience but of great adaptability. The second certainty is that the great, mass of American colonists were either passive to the revolt, or actively opposed to it. John Adams, no man for overstatement, estimated that throughout the war not more than one-third of the colonists were heart-and-soul in the Revolution; and this number was unquestionably much smaller previous to the Declaration. Hence, our glorious revolt in the cause of pure Liberty was in reality a struggle, on the part of a few able and active minds, to impose an idea on the mass of the people and to make them fight and if necessary die for it; and finally to make Great Britain recognize it as fact. This took, as they say, some doing. The staging of "popular" revolts since the times of ancient Greece has always been accomplished by the use of propaganda in word and deed, sometimes known in the trade as "agitating." The American colonies were fortunate in having a number, of agitators fit to compare with the best in world history, and the foremost of these Americans was Samuel Adams, a man who has been ignored or cavalierly treated by too many writers. The reason for this treatment, I suspect, probably stems from the typical American desire to have America's hereos unadulterated, to ignore such realistic methods as Adams propounded and used. This Adams, a poor relation of John and John Quincy and the least known of the Historical Adamses, was the one who stopped at nothing. Lies, subterfuge, misrepresentation of all sorts, and violation of confidences were his common practice in anything dealing with the Crown, or with Tories, or with anybody be said was a Tory. He would as lief slug, figuratively of course, a man from behind as in front. No fencer saw and took advantage of an opening, a dropped guard, more quickly. And when he thought it necessary, Samuel Adams did not stop short of cold-blooded arrangements for producing thoroughly dead Patriot Martyrs, a useful commodity in any agitation program. Son of a Boston family dating from Genesis, graduate of Harvard, where he discovered that theology bored him, Samuel Adams failed as a counting-room clerk, then ran his father's prosperous brewing business into bankruptcy. He dabbled too much in politics to run a business. With the help of his many friends in Boston's political clubs he was elected to the General Court, as Massachusetts Bay Colony termed its legislature; and then was made tax collector of the city, a job he permitted to get out of hand to the amount of five thousand pounds and which brought him no end of embarrassment. However, the anthropological implications of the new word for the ancestral European race were much more exciting and flattering: as Aryans, the Germans and their ancient Indian ancestors were the people of honor, the aristocracy of the various races of mankind. It should be noted that Friedrich Schlegel was neither an extreme German nationalist nor an anti-Semite. He campaigned for the emancipation of the Jews in Germany and married the daughter of the distinguished Jewish philosopher Moses Mendelssohn. Nevertheless, his ideas in due course stimulated the boldest ideas about Aryan supremacy among German, French, and English scholars. Throughout the first half of the nineteenth century famous and obscure German philosophers and philologists alike worked tirelessly to develop and refine the Aryan myth. Many more speculations were supplied by Julius von Klaproth (who coined the term Indo-Germanic), Georg Wilhelm Friedrich Hegel, Jacob Grimm, and Franz Bopp. In 1820 the geographer Karl Ritter described the Indian armies breaking through to the West across the Caucasus. As the originator of the famous dictionary, Grimm exercised a lasting influence on literary and historical textbooks. He described the arrival of the Greeks, Romans, Celts, and Germans in Europe in successive waves of immigration from Asia. However, the Aryans were not yet set against the Jews in these accounts. The outlines of the Aryan- Semitic dualism first became apparent in 1845, when Christian Lassen (1800-1876), the pupil and protege of the Schlegel brothers, contrasted the Semites unfavorably with the Indo-Germans as unharmonious, egotistical, and exclusive. His emphasis on biology, the triumph of the strongest, the youthful and creative nature of the most recent species, and the superiority of the whites provided the basic ingredients of all subsequent thinking about the master race. Such notions were soon combined with a virulent anti-Semitism by the famous composer and author Richard Wagner (1813-1883), who enjoyed a fervent following in Germany and Austria.[8] Through the lectures and books of the great philologist Max Muller (1823-1900) in Oxford and Ernest Renan (1823-1892) in France, the Aryan myth had become established dogma throughout European learned society by about 1860. From this time on most educated Europeans came to know that the European nations were of the Aryan race, which had come from the high plateaus of Asia. Observe: Newsgroups: rec.aviation.student Subject: incident overheard with police helo Date: Thu, 01 Jul 1999 10:06:31 -0700 Yesterday while flying to an uncontrolled airport 20 miles from me I overheard an interesting exchange on the radio. 10 miles out I ask for a traffic advisory and hear that a state police helicopter is downwind for landing. A short time later he is on base then final. The next transmission is an elderly voice announcing he is taking off the active runway and taxis into position. Immediately the police helo announces a go-around and screams at the offending airplane. "Get off the runway!" repeatedly, with a sheepish response , "Okay". The police helo then told the aircraft to taxi back to the runup area and that they would like to "talk to him". The a/c pilot when asked then stated he didn't have his volume knob turned up. It is a busy airport and there was a lot of activity there. Needless to say the airspace was dead silent for awhile. That was the wrong helo to have a runway incursion with. I know I never want to get "pimp-slapped" like that on the airways. I don't know what happened to the pilot but I'm sure he got an earful. I'd be interested in hearing about similiar experiences. The possibility has already been observed that they could mount a short, sharp surveillance op, watch out for a lane-change without a signal or something equally innocuous, and then crank-up the entire machine at their pleasure. The poll, released Friday by the Freedom Forum, a pro-First Amendment foundation, indicates that 53% of respondents think the press has too much freedom in this country, up from 38% in 1997. Seventy-four percent of respondents think people should not be allowed to burn the American flag, but only 51% think the Constitution should be amended to prohibit it, up 2 percentage points from 1997. The telephone poll of 1,001 adults in February and March has a sampling error of +/- 3 percentage points. According to the survey, nearly two-thirds of the public thinks the press should not be allowed to probe the private lives of public officials. And shrinking numbers of respondents think the news media should be allowed to endorse political candidates, report government secrets or use hidden cameras. "Freedom of the press has been synonymous in the public's mind for the last two years with Monica and Bill and Princess Di and Marv Albert," says Ken Paulson of the Freedom Forum's First Amendment Center. "It's time for the best qualities of American journalism to come to the fore." Paulson says that in fact, the press is more ethical and less biased than ever. "There's a great disconnect here." Media lawyer Bruce Sanford, author of Don't Shoot the Messenger, a new book on public attitudes toward the media, says, "The public is so angry at the media these days that we are beginning to blind ourselves to the biggest threat, which is not the media but government regulation." The news media have brought much of the criticism on themselves, conservative columnist Armstrong Williams says. "The face of American journalism has changed from that of a stony-faced, dispassionate anchor to two sides screaming at each other." He said the press has lost its image as a champion of the people. The poll found a few bright spots for the media, however. The percentage of those who think that Internet speech enjoys the same protection as the printed press went up from 56% two years ago to 64%. Support for broadcast coverage of courts including the Supreme Court also rose, compared with 1997. On religious freedom, also guaranteed by the First Amendment, nearly two-thirds of respondents said public school teachers should be allowed to lead prayers in school. -Caveat Lector- The Military's Guinea Pigs by Joseph Farah There was a more innocent time in this country when U.S. soldiers rolled up their sleeves when they were told and took their medicine -- in the form of all kinds of vaccines for who-knows-what. Today, some 240 military service personnel are refusing to be inoculated with the anthrax vaccine -- with good reason. Approximately 100,000 Persian Gulf War veterans have become sick with a still-unexplained syndrome many suspect has to do with vaccines they were given and/or through possible exposure to chemical or biological weapons. Since the Pentagon has been less than forthcoming in providing answers to the victims and their families, it's more than understandable that there would be a little suspicion about another vaccine of limited effectiveness. Furthermore, this administration has gone out of its way to do anything and everything it can to destroy the military its commander in chief once candidly admitted he "loathed." But there's a lot more to this picture -- a lot more. It turns out the company with the sole contract for manufacturing the anthrax vaccine is in deep financial trouble -- this after being provided the taxpayer support to renovate its facility and after agreeing to a $29 million contract with the Defense Department. Now Bioport Corp. says it can't meet its commitment to produce the vaccine for $3.50 a dose; instead, it will need to be paid more like $10 a dose. But it gets worse. Despite publicly minimizing the vaccine's risks, the military is taking a different posture in protecting Bioport from any liability. Last September, Army Secretary Louis Caldera agreed to accept the burden of potential claims made against the vaccine manufacturer by service members, the San Diego Union-Tribune reported this week. In doing so, he wrote that the vaccine "involves unusually hazardous risks associated with the potential for adverse reactions in some recipients and the possibility that the desired immunological effect will not be obtained by all recipients." In the memo, Caldera also acknowledged just what those refusing to accept the vaccine have been saying all along -- that there is little assurance it will work against the forms of biological warfare likely to be employed by enemies in the field. The Defense Department is spinning this little development in Clintonesque fashion, downplaying the agreement to take Bioport off the hook for any defects in the vaccine. "It's legalese," explains Army Col. Dick Bridges, a senior Defense Department mouthpiece. "It's like the San Diego Union-Tribune buying libel insurance. You don't expect to libel anyone, but you can't say it's never going to happen." Not quite a perfect analogy. Bioport is not buying insurance against liability claims. It is being provided broad-brush protection against them at taxpayer expense. That raises the question of why. Who's behind Bioport? Why is the company getting this kind of unusual protection and favored treatment from the Pentagon? It turns out the major force behind the company is Fuad El-Hibri, a German citizen of Lebanese descent. How does a company whose principal is a foreign national win a contract to produce such a militarily sensitive product? Here's the answer: Just bring into your company Admiral William J. Crowe, the former chairman of the Joint Chiefs of Staff, and give him -- that's right, give him -- 22.5 percent ownership. Crowe invested not one penny of his own money, according to his spokesman. But it's amazing how much attention you can get at the Pentagon with such a resume on your executive team. There's not a doubt in my mind it was well worth the 22.5 percent share of the company to snag Crowe. Doesn't this smack of insider wheeling and dealing? Bioport has had every advantage imaginable handed to it -- from taxpayer subsidized renovations of its plant to product liability underwritten 100 percent by the federal government. And who benefits from it? A former chairman of the Joint Chiefs of Staff. And even with all those advantages, Bioport still has its hand out, threatening bankruptcy if it doesn't get three times its current price for the product. This is a shady deal. And I don't blame the 240 service personnel who have refused to be guinea pigs in this scam. Soldiers are being asked to risk their health for a vaccine of questionable effectiveness and safety. Why? Is it for political reasons? Is it for reasons of greed? Is it some morbid desire to experiment with people's lives? Or is it simply one more of this administration's strategies to destroy the morale and spirit of the U.S. military? Sarin is also a fluorinated organophosphate similar to, but more toxic to humans than the insecticide, Parathion. Sarin is the prime example of toxicokinetics of the fluoride ion, when the fluoride ion is combined with relatively benign substances, it often creates a powerful toxicant (toxic synergism). With Sarin, the fluoride ion is like an arming mechanism for the relatively benign organophosphate which transforms it into a compound with one hell-of-a-wallop. Acute exposure to Sarin, a drop, about the size of a grain of sand, causes spasms (tetany), heart palpitations (cardiac arrhythmia), many other neurological disorders, and possibly, collapse of the nervous system and death. Production of acetylcholine, the most important chemical for nervous system function is disrupted. Acetylcholine is responsible for carrying all neuro-transmissions in the brain and throughout the nervous system of the body. Many animal studies of fluorinated organophosphates also suggest a delayed neurotoxic reaction similar to those experiences by those people exposed to Sarin. With water fluoridation, the public is exposed to a variety of fluorides, and aside from the fluoride ion, some of those fluorides are neurotoxic. Many scientists discount the fluoride ion as being neurotoxic; however, the weight of scientific evidence strongly indicates that the fluoride ion is, if nothing else, the perpetrator. This is evidenced by the variety of highly effective fluorinated drugs that are used to treat mental disorders, and the fluoride ion's role in the devastating effectiveness of Sarin as a chemical nerve agent., Many psychoactive drugs are fluorinated. Well, . . .I gotta tell ya that knowing INTIMATELY how we are, i.e., being one of us myself and all, I COULD NOT BLAME "THEM" IN THE SLIGHTEST WAY for choosing to abort the project, other than maybe for not putting us out of our misery long ago, like after They lost faith in our _Humanity_, but BEFORE They departed. After all, They HAD TO REALIZE that leaving us to our own doing, knowing that our design was flawed, would lead to massive torment and suffering? "They" had to know that the way They had "messed us all up" would most certainly be our end. Hell, it was probably this rather MONUMENTAL SCREW UP of somehow allowing us to possess a trait so very counter productive to our very existence, this extremely undesirable flaw inherent to our very genetic essence, that was the reason they seemingly abandoned the project in the first place. An advanced "Creator" such as "They" HAD TO HAVE BEEN, would have HAD TO HAVE KNOWN that we had next to zero chance at long term survival and eventual integration into any interplanetary federation. I am, of course, referring to that "human flaw" in us that can allow the NEEDLESS mass suffering of our fellow species, even after KNOWING in our hearts, as well as logically, that such greedy and idiotic behavior would almost surely eventually lead to our species total extinction. Certainly They HAD to have seen this! They must have been with us long enough ("Garden of Eden?") to have seen that this behavioral flaw in our make-up was SO STRONG that even after we OURSELVES learned that such primitive self survival instincts would destroy us, we STILL could not stop hurting each other. They had to know that we would continue anyway, knowing full well that the vast majority of Their creation would suffer horrendously along the way to our end. And, that even though at some later more advanced technological stage of our existence when it would have been long known by us that this wholesale mass suffering by way of each other was TOTALLY AND UTTERLY NEEDLESS, that we would STILL continue with it, right up to our end. They had to know that even when we were advanced enough to understand that such selfish behavior is fine for an individual's survival, but that as far as long term survival of THE SPECIES is concerned, survival in which eventual emergence into a universe TEEMING with life would require team work and love for each other (if for no other reason than to demonstrate to those voting on our incumbency into such an interplanetary society would vote to the affirmative), that even then, we would be incapable of modifying this behavior. . .NOT EVEN IF AND WHEN IT WOULD INEVITABLY THREATEN OUR OWN TOTAL EXTINCTION (again, if not by our own doing, then by some higher group determining that we can not be trusted with membership into the "higher heavens"). Our glorious and loving Creators had to have seen that even though They were successful in making us HIGHLY intelligent and sentient, i.e., clearly able to understand all this, that They made this "human flaw" of ours both SO STRONG and SO LONG LIVED, that we would not ourselves EVER be able to temper or stop this behavior, even though we knew that in continuing it "not only will every one else die, but 'ME, MYSELF, and I' will TOO!" In an exclusive interview (summarized here with permission), Talbott told Howe that the unusual events occurred just after midnight on June 7 in the farming community of Hoeven in southern Holland. A 19-year old man named Robert awoke at 12:15 am with the feeling that he must go to the window. From there, he reportedly witnessed a "small, misty, pinkish-purple light -- not a sphere, more football shaped -- and a little bit smaller than a football" moving above a huge field of grain. Talbott said that she knows Robert and his family, and knows that Robert has had a history of seemingly psychic premonitions of strange phenomena. Robert watched as the light moved across the field, about 10 or 12 feet off the ground. When it reached a spot about 50 meters behind his house, it stopped and spread out, becoming a thin disc perhaps 30 feet in diameter. Then he saw what appeared to be electrical discharges coming from beneath the pink-purple disc of light. This lasted about 7 to 10 seconds, and then the light dissipated and disappeared. Talbott says Robert immediately threw on some clothes and ran into the field, where he found a 30-foot-diameter crop circle at the exact spot. Another circle about 10 feet in diameter was close by. Neither one had been in the field a few hours earlier. Robert spent some moments in the circle and then went to wake his family. Talbott says they were amazed not only by the circles but also by the fact that Robert felt a deep sense of joy and peace following these events. Family members told Talbott that Robert had experienced illness and upset after several previous unusual events. "I know this boy pretty well. I know his family pretty well. These are very straight, middleclass Dutch hard-working people. There is nothing flamboyant, there is nothing foolish about these people at all," Talbott told Howe. "And they have questioned and questioned all this up until fairly recently. And now they have just accepted that it's happening and are doing their best to cope with whatever it means." All Rights Reserved On May 25, just four days after we published our last issue, under the totally misleading heading of "CIA and Drugs in Los Angeles" the House Permanent Select Committee on Intelligence (HPSCI) held a closed door hearing. It took us until June 22 to determine that the Committee heard testimony that day from Department of Justice Inspector General Michael Bromwich, who had not appeared before the Committee since the release of his report last year. And it also heard from current CIA Inspector General Britt Snider, who discussed Volume II of retired CIA IG Fred Hitz's report on the whole Contra war -- not Los Angeles. Los Angeles was Volume I. That's right -- They have had the hearing on Volume II. They did it in secret. The press did not cover it. And it remains unclear, at this moment, as to whether HPSCI's final report will even be declassified or made available to the public in any form at all. This is not only a breach of every promise made to us in 1996 by both Houses; it is, in my opinion, a complete breach of trust between the government and the people. In a June 22 conversation with HPSCI Deputy Staff Director, Tim Sample, I was told that the Committee "would like to wrap this up this summer." I was also told that the protocol for closing the investigation out had not been finalized. It is "not known" whether there will be another hearing. It is "not known" whether or if the Committee's final report will be declassified or ever released. It is "not known" if any additional witnesses will be called. I and retired DEA Agent Cele Castillo and presumably the other major figures in the investigation have all received letters asking us to submit whatever other evidence "we are aware of" before the Committee closes its work. This is a sign of true desperation as the Republican controlled Committee must absolutely close the issue -- to protect George W. Bush -- before the 2000 Presidential campaign begins in earnest in October. It must also protect the biggest secret of all from the American people: The entire economy, and the entire political system itself, is currently hooked and dependent upon - drug money. I have been saying for years that you could show a video of George Bush ordering drug runs, CIA agents laundering money and flying airplanes full of drugs and no one in power would do anything about it. They would not be able to. In this issue I will tell you, and the House, about something almost as damning -- a partially authenticated letter, written on CIA letterhead and stamped "Top Secret", ostensibly written and signed by CIA Director William J. Casey in late 1986, that admits to direct participation in the drug trade [SEE STORY THIS ISSUE]. I have been aware of the existence of this letter for approximately five months. I have had it read to me in its entirety. It was not until I was given this last chance by HPSCI to present "all of the information of which you are aware on the allegations" that I was able to obtain an "On the Record" statement about the letter from Attorney Ray Kohlman. The letter will be admitted into evidence in a new trial motion for former Green Beret William Tyree in the near future. When that happens, From The Wilderness will publish the letter, both on the Internet and in the newsletter. Now that the House has indicated its intent to close the matter for good and all it is time to bring the letter forward -- for good and all. I will also see to it that the letter is widely distributed enough so that any of the major news organizations will be able to follow up on it. The information in this issue is enough for the House Intelligence Committee to go to the CIA and compel it to confirm or deny the letter's authenticity. Bush gave Americans a more detailed picture of his wealth Friday, disclosing that he owns more than $7 million in U.S. Treasury notes and a blind trust worth more than $1 million. The son of former President Bush also reported that he has two money market accounts with a total value of between $600,000 and $1.25 million, three checking accounts with a total value of between $3,000 and $45,000, and no debts. And he received the first half of a $250,000 advance for a campaign biography he is writing with Houston Chronicle sports columnist Mickey Herskowitz. Bush's initial share, after commission, was $106,250, which he is donating to four youth charities. Bush, who is paid $97,890 as governor of Texas, reported on his federal income tax return in April that he and his wife, Laura, had $18 million in income and paid $3.7 million in taxes in 1998. Included in that total was the $14.9 million he received when the Texas Rangers baseball team was sold. Bush initially paid $606,302 for his share of the club. Bush still has a share of the partnership that owned the team, valued at between $1 million and $5 million. When the partnership finally is dissolved, Bush is expected to receive an additional $1 million to $2 million. The governor also earned capital-gains income of between $100,000 and $1 million from the sale of real estate investments, capital-gains income of $100,000 to $1 million from Advance Paradigm stock and capital-gains income of between $50,000 and $100,000 from the sale of investments in oil and gas. One set of solutions, the 'common-sense' solutions, describes waves moving outward from an accelerated charged particle and forwards in time, like ripples spreading from the point where a stone has been dropped into the pond. The second set of solutions, largely ignored even today, describes waves travelling backwards in time and converging onto charged particles, like ripples that start from the edge of the pond and converge onto a point in the middle of the pond. As I discussed in Chapter Two, when proper allowance is made for both sets of equations interacting with all the charged particles in the Universe, most of the complexity cancels out, leaving only the familiar common-sense (or 'retarded') waves to carry electromagnetic influences from one charged particle to another. But as a result of all these interactions, each individual charged particle--including each electron--is instantaneously aware of its position in relation to all the other charged particles in the Universe. The one tangible influence of the waves that travel backwards in time (the 'advanced' waves) is that they provide feedback which makes every charged particle an integrated part of the whole electromagnetic web. The investment bank ING bought for £1 The name's almost the same, but the ING Barings of today is a far different animal from the UK investment bank that Nick Leeson's rogue trading brought down four and a half years ago. Picked up for £1 ($1.58) by the Dutch bank and insurance company ING Group, ING Barings has experienced no shortage of upheaval since then, as it has struggled with the management and cultural issues shared by other investment banks owned by larger financial services organisations. It also shared the pain of two years of turbulence in emerging markets. In less than five months last year, ING Barings lost a new chief executive, Arjun Mathrani, then its chairman and interim chief executive, Marinus Minderhoud. Warning in the darkest terms that a plan to protect the confidentiality of bank records was "privacy gone crazy," opponents angrily denounced it on the floor of the House of Representatives. The House then rejected the reform package, 299-129, with only 12 Democrats supporting it. See also: How to Reconcile Bank Privacy Federal law requires banks to monitor their customers for suspicious or unusual behavior and submit a report to a massive database in Detroit jointly administered by the IRS and FinCEN, another Treasury Department agency. Those reports contain personal information, including the customer's Social Security number, bank account number, address, and phone number. A hastily assembled alliance of law-and-order conservatives and liberal Democrats predicted that a plan to reduce such surveillance of customers would turn the United States into "a money-laundering haven." Representative Tom Campbell (R-California) said current law is an "invasion of individual liberty in the guise of law enforcement." The measure, backed by Paul, Campbell, and Georgia Republican Bob Barr, would have made federal laws requiring banks to report "suspicious transactions" more precise, and the rules requiring that banks report deposits or withdrawals of more than US$10,000 would in the future apply to amounts greater than $25,000. Paul and Barr tried to use the momentum against the reviled Know Your Customer monitoring plan to advance their amendment. By Barclay Leib June 14th, 1999 Copyright Princeton Economic Institute Subsequent to Princeton Economics April 8th Confidence Interval, few participants in the market have been particularly happy, and the dispersions between various market indices have become more and more noticeable. Volume overall has continued to dry up, and the market, for lack of a better word, has taken on a feeling that is somewhat "eerie." While the Dow Jones has rallied over 700 points since the beginning of April, many of those oh-so popular Internet stocks have fallen by over 40%. Dell Computer, about which we commented at some length in the February World Capital Markets Report as an alleged potential modern-day version of the old Ponzi scheme, is down over 20% since we inked our thoughts. The Dow Jones Utility Average just reached new all-time highs, while the usual best proxy for this index, U.S. T-bonds, just broke to new lows, and are now sporting yields greater than 6%. Meanwhile the Dow Jones Transports peaked not in April with the Internet stocks, nor in June with the current highs of the DJUA, but with the last thrust higher in the SP 500 index in early May. Since that time, the DJTA has traded off a fairly substantial 12%, while the SP 500 is off just a minor 3%. Very little seems in synch here. Even many of the technical indicators are flashing completely different signals. Complacency in the market would still appear to be quite high as witnessed by Investors Intelligence tally of bullish advisors at 61.6%. The last time this particular indicator reached these levels was back in August 1987, just before a wee-bit of weakness one may remember that October. And yet, the latest CFTC commitments of traders report shows that speculators, as of June 1, are at their highest level of net short index futures positions since late 1994. Late 1994 was of course when this market took off on its latest bull run. The disparity between such usually reliable indicators is exactly the way the U.S. equity market feels at present: flaky and unreliable. It is slowly stumbling lower but without any pace or conviction. Occasional spikes higher keep the dreams of riches alive in the popular media, but in reality, no one is getting quite as rich, quite as quickly, or quite as easily as they were before April 8th. Seemingly stock pickers and equity market pundits are all still bullish, but the large speculative futures traders (hedge funds?) are all positioned short. At the same time, the net short open interest in many individual stocks has dropped precipitously. As Fred Hickey of the High Tech Strategist points out, when Dell was at the equivalent price of 20 last October, the entire short position in Dell totaled over 100 million shares. By early February, when Dell finally peaked at 55, the net short position in Dell had fallen to under 48 million shares. Overall, the mania had simply gone too high and had carried on for too long -- some 17 weeks with only a few shallow down weeks among them for most shorts to have survived. This is not dissimilar to the void of players created back in 1980 when silver had finally reached $54 an ounce. Liquidity declines as prices turn more and more exponential, and it does not tend to come back even after the market breaks. Instead, players both long and short get tired of getting "stopped," so they just stop trading. Capital retreats. The market finds a temporary equilibrium and just sits. This may be one reason that the amount of traffic on the Internet on major financial web pages actually dropped in April compared to the previous month for the first time ever. Even the typical correlations that we usually see between markets when we look at our own artificial intelligence models, seem to be pointing to very different internal market rhythms. Although the entire period between mid-July and mid-August shows up as singularly volatile, the respective panic cycles of the SPs, Dow Jones, Nasdaq, DAX, CAC, FTSE, Nikkei, and Hang Seng barely have a single week in common. After having studied these models for over 25-years, we do not remember another period quite this complicated to decipher. Usually one would see many more cross-market similarities much more of a cross-market macro-rhythm. What we see instead is a global financial system that already is disjointed and likely to become more so in the weeks to come. If the world feels like one giant stop-loss, it may be because that is exactly what it is: hedge funds continue to net liquidate positions right and left and retreat one by one to the sidelines. The phenomenon of "People Power" took the overthrow of Ferdinand and Imelda out of the hands of ludicrously incompetent rival military factions; nuns stopped armored personnel carriers (everyone thought they were tanks) by kneeling in their path to say rosaries; and pretty girls blocked soldiers in battledress to poke flowers down the muzzles of their assault rifles. There was a lot of weeping and singing, and in the midst of this great passion the knees of the renegade defense minister Juan Ponce Enrile were shaking so badly he could hardly stand up. Although he wore a flak jacket and carried an Uzi, and had a bodyguard of colonels and majors, when he passed through the crowds his real security was provided by a flock of nuns. Under the Marcoses, Malacanang Palace had changed. Beneath its shady balconies there was now a "Black Room" where very special political prisoners were tortured. In addition to the three thousand pairs of shoes Imelda left behind, Filipinos searching the palace basement found her bulletproof brassiere, which could bring a tidy sum in auction at Christie's. Manila also had changed. It was once a gracious city and may be again. But along the bayfront in the five-star tourist hotel district of Ermita facing the U.S. Embassy, little boys and girls age six or seven now plucked at the shirttails of tourists, offering to perform oral sex for a dollar. Why, then, were we persuaded to take him seriously for more than twenty years? Was there some kind of game being played in which we ourselves were the unwitting fools? The answer, unfortunately, is yes. Despite the blizzard of stories and TV interviews that followed the Marcos downfall, the public airing of Imelda's black lace underwear, and the revelations of grand larceny on both their parts, I found the Marcos saga deeply unsatisfying. What the Marcoses had done was clear-at least in broad outline-but not why they did it, what drove them to such extremes, and who helped them gain power and hold on to it so long. Among the press disclosures there were hints of Marcos' ties to underworld figures from America, Europe, Australia, China, and Japan; and there were reports that Ferdinand had been involved in peculiar gold bullion transactions with reputable bankers, statesmen, military men, and gold merchants. The sums mentioned totaled hundreds of tons of bullion, perhaps thousands of tons, far more than the Philippine gold reserves. Five signers were captured by the British as traitors, and tortured before they died. Twelve had their homes ransacked and burned. Two lost their sons in the Revolutionary Army, another had two sons captured. Nine of the 56 fought and died from wounds or hardships of the Revolutionary War. They signed and they pledged their lives, their fortunes, and their sacred honor. What kind of men were they? Twenty-four were lawyers and jurists. Eleven were merchants, nine were farmers and large plantation owners; men of means and well educated. But they signed the Declaration of Independence knowing full well that the penalty would be death if they were captured. Carter Braxton of Virginia, a wealthy planter and trader, saw his ships swept from the seas by the British Navy. He sold his home and properties to pay his debts, and died in rags. Thomas McKeam was so hounded by the British that he was forced to move his family almost constantly. He served in the Congress without pay, and his family was kept in hiding. His possessions were taken from him, and poverty was his reward. Vandals or soldiers looted the properties of Dillery, Hall, Clymer, Walton, Gwinnett, Heyward, Ruttledge, and Middleton. At the battle of Yorktown, Thomas Nelson, Jr., noted that the British General Cornwallis had taken over the Nelson home for his headquarters. He quietly urged General George Washington to open fire. The home was destroyed, and Nelson died Bankrupt. Francis Lewis had his home and properties destroyed. The enemy jailed His wife, and she died within a few months. John Hart was driven from his wife's bedside as she was dying. Their 13 children fled for their lives. His fields and his gristmill were laid to waste. For more than a year he lived in forests and caves, returning home to find his wife dead and his children vanished. A few weeks later he died from exhaustion and a broken heart. During the early years, a number of prominent California writers, poets and musicians participated in what was supposed to be primarily an arts gathering. However, like so much of American culture, the Grove has been hijacked by korporate America. The allegations of weird doings at the Grove is based on the testimony of Cathy O'Brien (Tranceformation of America) and other researchers who have claimed that some of the Grove activities are kept hidden, even from other Grove participants. There are certain sections of the Grove that are off-limits to outsiders. Perhaps the stories of blood rites and sexual orgies are completely false. RUBIN, Times Staff Writer WASHINGTON--Individual medical records, including patients' genetic information, could be disclosed by health insurers to credit card companies and other financial institutions under legislation overwhelmingly approved Thursday by the House. The controversial provision is embedded in a massive bill overhauling the financial services industry, which passed, 343 to 86. The provision was slipped into the measure late in the legislative process and was advertised as a medical confidentiality provision by its sponsor, Rep. Greg Ganske (R-Iowa), who is a doctor. Ganske said that his intention in adding the provision was to protect consumers' medical records and to allow their disclosure only for billing and other health care operations. But privacy experts said that it is virtually a "publicity" provision that, because of the way it is worded, would allow broad disclosures of private medical information without a patient's permission. "Under this legislation, a health insurer can send a patient's diagnosis to a credit agency. They can say, in effect, 'By the way, Joan Smith has a brain tumor; don't lend her any money,' " said Tim Westmoreland, a senior policy fellow at Georgetown University Law Center. A number of groups, including the American Medical Assn., the American Civil Liberties Union and the American Psychiatric Assn., oppose the provision. Although the Clinton administration supports the bill as a whole, it urged Congress to drop the medical confidentiality section because it could undermine privacy protections. But lawmakers said that Clinton is unlikely to veto the bill over the medical privacy provision alone. If the bill becomes law, it would mark the first time since the Great Depression that the nation's banking laws have been overhauled. The goal of the popular legislation is to allow financial services firms--banks, savings and loan associations, investment banking firms, brokerage companies and insurers--to compete in each other's lines of business. The Senate already has approved a financial services modernization bill but did not include any mention of medical privacy. It is unclear whether the medical privacy provision will remain part of the financial services bill. It could be removed in a House-Senate conference committee, which would have to work out differences between the two versions of the legislation. Both houses of Congress are working on separate medical confidentiality legislation, which could come to votes later this summer. Currently there are no comprehensive federal laws protecting individual health information. Lawmakers feel a need to move quickly. If they fail to act by late August, Health and Human Services Secretary Donna Shalala is required to issue regulations protecting the privacy of electronic medical records. The legislation approved Thursday would allow medical information held by insurance companies to be released for a variety of purposes, including to determine charges for premiums and for research projects of any kind--medical and nonmedical. The Japanese probably didn't like it, but enough to kidnap him? Yep, said a videotape spoof shown in the White House's state dining room to President Clinton, along with the first lady and other Rubin friends and colleagues attending a retirement party thrown by the president Thursday night. The premise was that retired Japanese bureaucrats took Rubin hostage in Tokyo and refused to let him go unless he would say something - ANYTHING - positive about the Japanese economy. The CIA reports to Clinton that, aware of the U.S. military's ``name, rank, serial number'' limits to cooperation with captors, Rubin held out against his. He gave them nothing more than a lesson in basic capitalism: ``My name is Bob Rubin. I am a U.S. citizen. Markets go up and markets go down. I have nothing more to say.'' Jesse Jackson, whose real-life hostage-retrieving skills were honed in Iraq and Yugoslavia, finally is called on to find ``common ground between the yen and the yang.'' Successful, Jackson declares: ``Free at last, free at last. Thank God almighty, Bob's free at last.'' Gene Sperling, Clinton's chief economic adviser, conceived, produced, directed, wrote the screenplay of (what there was of it), acted in and was cinematographer for the production. Sperling's handiwork producing ``Free Bob: A Documentary'' did not go unnoticed. His spokesman, Jake Siewert, introduced his boss Friday at a White House briefing as ``chairman of the National Economic Council and a documentary filmmaker.'' Sperling reportedly worked on the movie, off and on, over a 24-hour period, then got editing help from a friend who's an experienced editor. MANN .c The Associated Press WASHINGTON (AP) - NATO thwarted Russian attempts to fly reinforcements to its peacekeeping forces in Yugoslavia because the Kremlin wants to revise the agreement giving Russia a role in policing the peace, alliance and U.S. officials said Saturday. NATO's military headquarters in Belgium expects the Russians this week to continue talks on the requested revisions. They broke off Wednesday without agreement after three days. Russia wants to change an agreement reached in lengthy negotiations last month at Helsinki, Finland, that outlined Russian participation in a NATO-led peacekeeping force. NATO officials speaking on condition of anonymity said Russia wants to send some of its troops into sectors of Kosovo controlled by other NATO countries. Separately, Russia wants to water down NATO's command of Russian forces. ``We continue to work with Russian military representatives on the arrangements'' for its participation, a U.S. official said. ``It is NATO's view that we should complete all of these arrangements before additional Russian forces deploy to Kosovo.'' German Col. Michael Kaemmerer, a NATO official at the Supreme Headquarters Allied Powers Europe, site of the talks, said they were to have lasted seven to 10 days, aiming to work out deployment details such as ``a timeline, liaison procedures and so on.'' He said the Russians are invited to return this week. In Washington, Pentagon spokeswoman Maj. Ginger Blazicko said talks are scheduled. Secretary of State Madeleine Albright took a break from a European vacation Friday and telephoned her Russian counterpart, Igor Ivanov, a U.S. official said. The official had no details of the call, but The New York Times said Albright explained to Ivanov NATO's objections to a full Russian deployment before all problems with the agreement are settled. Authorities on both sides of the Atlantic said Russia asked Hungary, Romania and Bulgaria late last week for corridors through which Ilyushin cargo planes could fly soldiers to join about 700 Russian troops and technicians already in Kosovo, a province of the Yugoslav republic Serbia. After consultation with U.S. and NATO officials, alliance member Hungary and Romania and Bulgaria, both of which want to join NATO, rejected the requests. ``The nations (involved) have not granted overflight rights, and there is not an inclination to do so until all arrangements are completed,'' a U.S. official said. ``We support that inclination.'' Still, news agencies reported in Moscow that two Il-76 aircraft were being loaded with military hardware and other cargo Saturday in preparation for a Sunday airlift of about 100 paratroopers, the first of an eventual 2,900 additional troops planned for the Russian contingent. They said another four Il-76s will fly Monday and Tuesday with 200 more soldiers. The Russian agencies said Hungary refused overflights, but they did not mention Bulgaria or Romania. Tanjug, Yugoslavia's government-run agency, reported from Moscow that all three rejected overflights but ``lively diplomatic activity is under way.'' The Russians are at Slatina airport near Pristina, Kosovo's provincial capital. Its first soldiers went there in an unexpected lightning move three weeks ago from nearby Bosnia, where they were serving with a Western-led peacekeeping operation. Lt. Gen. Victor Zavarzin, commander of the push into Kosovo, quickly became a hero at home and was awarded a third star by President Boris Yeltsin. In Boston, The Globe reported Saturday that Zavarzin was known to NATO commanders as a high-ranking spy. On that basis, the newspaper said, Gen. (AP) - A 13-year-old girl known to wear dark Gothic clothing is charged with crafting a scheme to kill classmates and teachers at her middle school. The eighth-grader, charged in juvenile court with solicitation to commit murder, could be held in juvenile custody until her 18th birthday if she is convicted. She was arrested June 14, the date she allegedly planned to carry out the killings. A judge is hearing her case and is expected to issue a verdict in a few days. The girl allegedly met with friends three days after the April 20 massacre at Columbine High School in Littleton, Colo., and showed them a map of the school's security cameras, shared a hit list of nine students and school personnel, and described a getaway plan involving her boyfriend. Linda Bartfield, the girl's advanced algebra teacher, testified Friday that the girl would say: ``I hate this school. I hate you. I hate this class.'' Ms. Bartfield's name allegedly appeared on the hit list. Kenneth Hassett, the defense attorney, argued that none of the state's witnesses had seen the girl with weapons or bomb-making materials. And a 16-year-old boy - whom the girl allegedly asked for help in the scheme - testified ``she didn't ask me to kill no one.'' -Caveat Lector- Croat Leader's Son Heads Spy Group ZAGREB, Croatia (AP) - Croatia's president appointed his son to head the nation's intelligence agency, a news report said Saturday, amid U.S. concern over alleged political abuse by the secret services. Miroslav Tudjman was named Friday to head the Bureau of Intelligence, the official Hina news agency said. His appointment follows a series of scandals that have hit Croatia's intelligence agencies. Among them, the private weekly Nacional recently published confidential intelligence documents allegedly revealing widespread tapping of the phones of journalists, opposition politicians and other public officials. Meanwhile, the U.S. State Department issued a statement Friday expressing concern over ``official political use of the security and police services against the broader society.'' It urged the government to refrain from attacks on its critics and to strengthen democracy. Tudjman, 53, previously held the intelligence post for two years but resigned suddenly for unknown reasons in April 1998. Critics believe his reappointment indicates his father, President Franjo Tudjman, is running out of aides he can trust as his public support wanes ahead of parliamentary elections scheduled for later this year. Many feel the ruling party is rife with corruption and that senior officials have abused their posts to enrich themselves and their close relatives. The younger Tudjman replaces Miroslav Separovic, the man who took the post after his 1998 resignation. Separovic resigned earlier this year to protest apparent attempts by the agency to cover up a banking scandal allegedly involving senior political officials. Leeson spent nearly 3 1/2 years at Tanah Merah prison, convicted of fraudulently hiding $1.4 billion in losses at Barings Bank. His unauthorized futures trading made him one of the decade's most notorious white-collar criminals. The bad deals also led to the 1995 collapse of Barings and stunned dealers throughout Asia's then-booming markets. The former trader, whose hair was noticeably thinning, underwent colon cancer surgery during his prison term, which was reduced by three years because of good behavior. Prison authorities said his cancer was in remission. Now the subject of a book and film, Leeson has gained celebrity status. But his personality remains an enigma, his reputation an odd mix of loutish bravado and good-natured humility. Leeson's wife Lisa Sims, 30, campaigned tirelessly after his arrest, trying to convince Britain and the world that her husband was not a heinous criminal. She later divorced him, however, after he published his book, ``Rogue Trader,'' revealing details of the couple's sex life. Leeson, who failed math in high school, pushed his way into the financial world as a low-salaried clerk for Britain's dignified Coutts and Co. bank in 1985. He moved to U.S. bankers Morgan Stanley in 1987, and then to Barings in London in 1989. Four years later, at age 26, he was paid $82,000 a year to toss around multimillion-dollar blocks of money from Barings' Singapore futures trading office. He received huge bonuses, had a lavish apartment in Singapore's glittering Orchard Road district, and frequented jazz bars popular among Singapore's affluent expatriates. After his trading losses were discovered, he fled Singapore but was caught in Frankfurt, Germany, and brought back to the island republic, where a court sentenced him to 6 1/2 years in prison. Leeson begins his new life with tight controls imposed by the High Court in London. He can't spend any money without giving two days' written notice to liquidators investigating the collapse of Barings Bank. He's also can't profit from the film adaptation of his autobiography or selling his story to the news media. A $700,000 advance for the book has reportedly gone toward his legal bills. The court allowed Leeson up to $7,900 per month for living costs, legal fees and health care. But accountants working for the Singapore-based liquidators must be given written, advance notice of where the cash has come from and exactly how it is being spent. In addition, a Singapore law firm representing liquidators said it plans to keep investigating whether Leeson has any money hidden away from his Barings days. His lawyer, Stephan Pollard, said Leeson would ``certainly get a job as soon as is practicable'' but cautioned that it would be difficult after spending time in prison. Newspapers reportedly have been vying to get an interview with Leeson for a six-figure sum, while the movie based on his case, ``Rogue Trader,'' premiered last week in London before a star-studded audience. Japan Facing Dioxin Pollution Woes By MARI YAMAGUCHI .c The Associated Press TOKOROZAWA, Japan (AP) - Eiko Kotani keeps her windows closed and runs an air purifier all day long. She washes her vegetables carefully, peels her tomatoes and avoids fatty meat, fish from the nearby bay and ice cream of any flavor. But she still fears for the health of her family. Kotani's home in this Tokyo suburb is surrounded by dozens of smokestacks spewing smelly, gray plumes from burned garbage - smoke that potentially carries dangerous dioxin. ``We've been forced to breathe in this air,'' she said. ``It's outrageous.'' Pollution from dioxin - a chemical compound linked to cancer, birth defects and other health problems - has become Japan's latest environmental obsession. Along with polluting the air, dioxins can seep into the soil and water, contaminating farm, dairy and fish products. Though researchers are now just beginning to grasp the scope of the problem, some scientists believe dioxin pollution in Japan may be the worst in the world. Dioxin pollution is closely linked to the burning of trash. Dioxin is often released when plastics and other wastes that contain chlorine-based chemicals are burned. This poses a special problem for Japan, which is a country of incinerators. Garbage here is burned at 3,840 government-approved incineration facilities, compared with fewer than 200 in the United States. Part of the reason for all the incinerators is the lack of space for landfills in the crowded island nation. Another, environmental groups say, is the failure of the government to see dioxin contamination as a problem. Awareness got a major boost in 1997, however, when the city of Kyoto was host to a global conference on environmental issues. Japan and 37 other countries promised to cut their combined greenhouse gas emissions - mainly carbon dioxide - to 5.2 percent below 1990 levels by 2008 to 2012. Pressure on the government to act has since increased, with heavy coverage of dioxin-related stories in Japanese news media. Two recent cases have caused particular concern: In February, near panic resulted after a television network reported that high levels of dioxin had been found in ``leafy greens'' from a suburb northwest of Tokyo. Spinach prices nose-dived, and angry farmers demanded an apology. The network later said the contamination was of tea leaves. In March, two former employees at an incinerator in Osaka applied for workers' compensation after dioxin levels 40 times higher than normal were found in their blood fat. Officials have generally tried to calm the public with reassurances that the contamination is not a dire threat. At the same time, however, the government is beginning to take more serious action to curtail it. In late March, the Cabinet announced it would tighten controls on trash burning and over the next four years reduce total dioxin emissions by about 90 percent. In announcing the package, Prime Minister Keizo Obuchi promised the ``utmost effort to tackle dioxin contamination and meet the public's expectations.'' The government has earmarked $690 million for monitoring and other projects for the fiscal year that began April 1 and will start conducting soil, water and air sampling as early as this summer. Currently, the Health and Welfare Ministry sets the tolerable daily dioxin intake at 10 picograms per kilogram of body weight, or about 4.5 picograms per pound. A picogram is one-trillionth of a gram. But the governing Liberal Democratic Party has proposed legislation to set the limit at 4 picograms per kilogram, at the upper end of the World Health Organization's recent proposed level of 1 to 4 picograms. The government is already claiming some gains in dealing with dioxin pollution. A tightening of standards last year prompted the closing of 2,046 incinerators. It is unclear how many of the remaining 3,840 will be forced to improve or close when the standards are further tightened in 2002, since nearly 700 have yet to comply with a government request for emissions data. Some experts criticize the government's actions as too easy on manufacturers. ``Japan's anti-pollution measures have always been designed to protect the industry instead of the public health,'' said Kazuki Kumamoto, environmental policy professor at Meiji Gakuin University in Tokyo. Kumamoto said manufacturers must be made to stop producing materials and waste that cause pollution to begin with. ``The problems only get worse,'' he said. ``And our offspring will be forced to pay the price.'' This meant that issuing authorities must provide a concealed-carry handgun license to all qualified applicants. Other states followed suit, and modeled their own RTC laws after Florida's. On 4/7/98 (the latest date such figures were available), Florida's Dept of Law Enforcement announced that the state's murder rate had dropped, again, in 1997, just as it had in each of the 5 previous years. The additional drop marked the lowest murder rate experienced by "Dodge City East" since 1933. (3) * In 1982, Kennesaw GA (pop. 17,000) passed a law requiring heads of households to keep at least one firearm in their home, exempting those with criminal records or religious objections. Seven months after it took effect, the residential burglary rate dropped 89%, vs. 10.4% statewide. Since 1982, only 2 murders have occurred (1984 and 1989), both committed with knives. (4) * Allowing citizens to carry concealed handguns reduces violent crime. The reduction corresponds very closely to the number of concealed-handgun licenses issued. On average, murder rates in states banning concealed-carry are 127% higher than in states having the most liberal carry laws. A 1% increase in firearm ownership reduces violent crime by 4.1%. Large, densely populated urban areas benefit the most from concealed-carry laws. (5) * Ordinary, law-abiding Americans use guns defensively 2.5 million times, or more, each year. About 75% of these instances are with handguns. That translates to rapes prevented, injuries avoided, medical costs saved, and property protected. (6) * Firearms provide the safest and most effective means of resisting violent criminal attack. For robbery and assault, resistance by defenders armed with a gun leads to termination of the incident with the smallest chance of injury to the victim. In U.S. gov't studies, victims resisting robbery with a gun were injured 17.4% of the time. Those who did nothing at all were injured 24.7% of the time. Those who used non-violent resistance, like trying to run away, were injured 35.9% of the time. Those who resisted with a knife were injured 40.3% of the time. For assault, injury rates were 12.1%, 27.3%, 25.5%, and 29.5%, respectively. While 17.4% of those who resisted robbery with a gun were injured overall, this includes victims who were first injured before they used their guns; less than 6% of robbery victims were injured after using a gun to resist. (7) * Women who carry concealed handguns provide a greater margin of safety for other women. While murder rates decline when either more men or more women carry concealed handguns, the drop is even greater among women than among men. Even as they fight side-by-side against Serbia, they are taking aim at each other across the Atlantic. They are embroiled in a battle over hormone-treated beef. They are at loggerheads over genetically modified crops. They have fallen out over noisy aircraft, mobile telephones and data privacy. They are coming to blows over aerospace subsidies and champagne. And they have yet to patch up their split over bananas. True, transatlantic trade tiffs are nothing new. Indeed, some friction is perhaps inevitable between the worlds top two trading entities, which do trade of around $400 billion a year with each other. But this is different. The mood in both Washington and Brussels is resentful and uncompromising. Events could easily get out of hand. The current conflict is about more than just hormones in beef or aircraft noise. It is a battle about how far countries are willing to accept constraints on domestic policy in sensitive areas such as food safety or environmental protection for the sake of free trade. The body that polices world trade cannot function properly unless America and Europe accept its writ. But the WTO itself is in crisis over its member countries inability to agree on a new director general. It is now leaderless and fractured; supporters of the two rival candidates are engaged in a slanging match rather than a search for compromise. The longer this drags on, the more its credibility will be undermined. The timing of the recent clashes is partly chance. Long-standing wrangles over bananas and beef have finally worked their way through the WTOs dispute-settlement mechanism. On April 6th the WTO ruled for the third time that the European Union must amend its banana-import rules, which discriminate unfairly against American fruit distributors. On April 19th the WTO gave America the go-ahead to slap retaliatory sanctions against $191m of European importsthe first time it has sanctioned such a move. The WTO has also ruled that the EU must lift its ban on hormone-treated beef by May 13th, because there is no convincing scientific evidence that the hormones are dangerous. America is planning to impose sanctions on around $300m of European imports, mainly foodstuffs and motorcycles, if the EU shows no signs of complying with the WTOs ruling by then. Last week the EU hit back with a new report claiming that the hormones could cause cancer. It also raised the stakes after hormones were found in imports of supposedly hormone-free American beef. It is threatening to ban all American beef on June 15th unless America can provide watertight guarantees that it is hormone-free. Picture: picture Last week the Europeans also issued new restrictions on noisy aeroplanes that will hit American companies particularly hard, although the new rules will not take effect until next year. America in turn launched two new WTO cases against the EU. One is over subsidies to Airbus, Boeings rival in aerospace. The other is over EU rules on geographical labels, which prevent, for instance, Californian fizzy wines being called champagne. But there is more to this than unfortunate coincidence. These bust-ups are a consequence of mercantilist policies exacerbated by political weakness and the increasingly legalistic nature of the WTO. America and Europe (like most countries) tend to see trade as a zero-sum game. They aim to pry open markets for their exporters while protecting their domestic industries from import competition as far as possible. Access to their markets is granted only in exchange for access to others. Such policies are wrong-headed, since a country as a whole gains by opening its markets unilaterally. But they are pervasive, since industries that fear foreign competitors tend to lobby governments harder than the disparate millions of consumers who benefit from cheaper imports. Americas mercantilist urges were once tempered by cold war considerations and the liberal convictions of presidents and other senior politicians. But cold war reflexes are now all but dead and, hemmed in by an increasingly protectionist Congress, Bill Clintons administration (with the exception of Robert Rubin, the Treasury secretary) does not have the stomach or the inclination to make a stand for liberal policies. It's almost like my husband isn't home. I love this underwear!" However, there is down-side to the product. The filter is four inches thick. Test subjects complained that the filter feels baggy. They also complained that when they wore the filter people would point and laugh at them because it looked like they had dropped a load in their pants. -Caveat Lector- I don't know if you guys in america etc know this, but, but for the untimely death of a much respected statesman called John Smith from Scotland - Tony Blair would have had NO CHANCE of becoming the elected Prime Minister of the UK. Smith was the peoples choice. Unfortunately for lovely John Smith, he was too much of a 'peoples man' and was in the way of the new world order - so - his unexpected 'heart attack' happened at dinner one night. -Caveat Lector- Tonight we got an email at CTRL from Mr Lee who alleged that Kris was putting forth propoganda. That got me very very worried - because hard times are ahead and we all want to know the truth of what is going on. We all know that people will try to hide the truth - often by rubbishing the perceived opposition. For someone to run a mailing list for issuing propoganda - the inference is that that person has some secret agenda - presumably working for or on behalf of some governmental agency with an agenda to manipulate and deceive the minds of the public. Mr Lee issued a statement tonight that inferred that this list has been poisoned by biased opinion and lies. Mr Lee appears to know something that we don't. Would Mr Lee like to present us with his factual case for such an accusation against someone I would unreservedly trust ie. The documents -- policy directives and memorandums between the presidents and their national security advisers -- will be listed on the NSC's Web site, but anyone interested in reading them will have to contact the appropriate presidential libraries. Not all the documents have been fully declassified and released yet. According to the White House, the documents ``provided guidance to the appropriate agencies and departments for the execution and formulation of national security policy. -Caveat Lector- Mr. Lee: If one makes an assertion of a historical fact and is challanged by another to show the basis of that assertion the providing of a long list of books to research, it should surprize no one that the person questioning the truth of that assertion remains unconvinced. Whether or not you are correct certainly interests me. However, I would hope that if, in fact, you have any truth to contribute to this forum, that you will provide more basis to your assertions than lists of books. As one who has, in fact, tried to verify through my own research some of the claims of those who rever Hitler, I feel that I have, in fact, done sufficient research to understand where you are coming from. I spent several months studying the claims of those who deny that the Nazis used gas chambers to kill masses of Jewish (and other) people. I studied especially the claims of David Irving and the Lectner report. In doing so, my understanding of the Hitler phenomana was greatly deepened. Exposure to the arguements of various "deniers" eventually convinced me that this whole thing was not a question of rationality, but of spirituality. Though previously I had little belief in demon possession, I eventually came to the realization that those who have embraced these beliefs have done so for reasons beyond any explanable by the use of logic. Exposure to the rituals of the SS and the occult basis of the Hitlerian philosophy has convinced me that those who have come under his sway are possessed by some sort of evil which I had not before understood to be possible.
