Re: [CTRL] Should homosexuals who areHIV-negative
-Caveat Lector- - Original Message - From: nessie [EMAIL PROTECTED] Homosexuality is an abomination and Jesus stated that this is one of the three sins that he despises. Where exactly did Jesus say this? Don't expect a response. This response should do it! Let's see what God has to say about it The Bible gives us all we need to live godly, and it ables us to be wise unto salvation (2Timothy 3:15). Homosexuality is not a new thing. As far back as the Bible records in Genesis 13 and 19 (verses 5-11), we have record of cities known for this sin. Their names are Sodom and Gomorrah. We know that God spared not these cities but turned them to ashes making them an ensample unto those that after should live ungodly (2 Peter 2:6). These cities and others were destroyed because of their great mistreating of God's law against such behavior. One such law found in Leviticus 20:13 states: If a man lie with mankind, as he lieth with a woman, both of them have committed an abomination: they shall surely be put to death. Are we to say that God no longer requires such standards as these? It's obvious from these verses that God will not tolerate such utter disregard for purity. From the city named Sodom, there comes a word which is used to describe those who engaged in these homosexual activities. The word is Sodomite. (The feminine Hebrew form of this word is harlot [cf. Genesis 38:21,22; Deuteronomy 23:17; Hosea 4:14]). Referring to such we find in 1 Kings 14:24, And there were also sodomites of the nations which the Lord cast out before the children of Israel. Here as well as in other places, we can find pagan worship involved in homosexuality. There were both male and female serving in these heathen temples involved in terrible sexual immorality. These were giving their bodies in the name of religion. In the very next chapter (verse 12), God saw it was right to remove the sodomites out of the land. The Bible is so clear in this matter even with just a few verses it is impossible to misunderstand or be undecided on this subject. Let's now turn our attention to Romans chapter one. Paul begins this letter a servant ... separated unto the gospel. As Christians, we are to be different from the world. He goes on to say that through this separation to the gospel the righteousness of God is revealed (verse 17). Now let's look at what Paul is directed to say about unrighteousness. For the wrath of God is revealed against all ungodliness and unrighteousness. The text begins a spiral away from God. 1. Because of the things God has made, they are without excuse (verse 20). 2. They see yet they do not glorify God (verse 21). 3. Unthankful (verse 20). 4. Leaving God out of their thoughts. 5. Hearts hardened toward right. 6. Self worship (verse 21). 7. Dismissing God, accepting anything else (verse 23). God gave them up to their vile affections: for even their women did change the natural use into that which is against nature: And likewise also the men leaving the natural use of the woman, burned in their lust one toward another; men with men working that which is unseemly...Who knowing the judgement of God, that they which commit such things are worthy of death, not only do the same, but have pleasure in them that do them (verses 26,27,32). What a vivid picture we have of the depravity of those committing these acts. Though the world today calls it acceptable, a choice, even a God given lifestyle, the Bible declares homosexuality is not a disease nor is it a genetic condition. It is sin. And just like liars, backbiters, murderers (sinners), they can repent, turn and become a Christian. And such were some of you... (1 Corinthians 6:11). Here listed with many other sins is the homosexual. They are commanded to stop in order to inherit the kingdom of God. Someone once said, Homosexuality cannot exist where people love God and respect His word. Rejection of God is the root; homosexuality is the fruit. As we continue to see through the pages of scripture homosexuality is not a Christian option. God simply does not tolerate ignorance in this matter. It is a sin contrary to sound doctrine; According to the glorious gospel of the blessed God (1 Timothy 1:9,10,11). It is a sin against the laws of nature. God created Adam and Eve not Adam and Steve, or Ann and Eve. In Matthew 19:8 Jesus takes us back to the very beginning and says the intention of God was ONE MAN FOR ONE WOMAN. Christian, do not let Satan feed you a lie. In his subtle way he changes and perverts everything he touches and this is no different. He is still using his trickery to devour and destroy. Let us all determine to stand firm on these biblical truths. There is no substitute for biblical standards. God has given us the answers to what is right and what is wrong. His word should be a burning ember desiring to speak out against the perversions that seek to destroy

-Caveat Lector- - Original Message - From: nessie [EMAIL PROTECTED] Homosexuality is an abomination and Jesus stated that this is one of the three sins that he despises. Where exactly did Jesus say this? Don't expect a response. Here's some more.. 1) All scriptural references to the practice of homosexuality in both Old and New Testaments declare it to be abhorrent, unnatural and contrary to the purposes of God (Leviticus 20:13; Romans 1:24-27; 1 Corinthians 6:9-10). 2) The purposes of God, with regard to our creation as sexual beings, with regard to the purposeful structure of the family unit, and with regard to God's principles of procreation do not embrace, or in any way endorse, same-sex practice or union. 3) A careful study of the key scriptural passages regarding homosexuality, reveals that it is the practice of homosexual acts that is condemned, not necessarily the disposition or temptation towards homosexuality (which may, or may not be acted on). Leviticus 18:21 says, "Do not lie with a man as one lies with a woman; that is detestable." (see also Leviticus 20:13) This passage says nothing about a disposition towards homosexuality, instead focusing on the action. Romans 1:26-27 also explains that it is the act of homosexual behavior that incurs God's anger: Because of this, God gave them over to shameful lusts. Even their women exchanged natural relations for unnatural ones. 27 In the same way the men also abandoned natural relations with women and were inflamed with lust for one another. Men committed indecent acts with other men, and received in themselves the due penalty for their perversion. Again, "indecent acts" are condemned. There is mention also of "lusts" but this passage does not speak only of those lusts. These lusts led to "indecent acts." 1 Corinthians 6:9-11 also refers to acts of homosexuality: Do you not know that the wicked will not inherit the kingdom of God? Do not be deceived: Neither the sexually immoral nor idolaters nor adulterers nor male prostitutes nor homosexual offenders 10 nor thieves nor the greedy nor drunkards nor slanderers nor swindlers will inherit the kingdom of God. 11 And that is what some of you were. But you were washed, you were sanctified, you were justified in the name of the Lord Jesus Christ and by the Spirit of our God. The good news is that those who have been enslaved by homosexual sin may also be saved (1 Corinthians 6:11). This salvation is not dependent on a person's ability to change their life, but is available only by God's grace, responded to by repentance and faith. People who have committed sinful acts of homosexuality need to hear that God's grace is available to them as well as other sinners. [CTRL] Brian Jones' Death: Misadventure or Murder?
-Caveat Lector- Yahoo! News Thursday July 08 08:30 PM EDT On July 3, 1969, just one month after quitting his gig as guitarist for the Rolling Stones, Brian Jones was found drowned in his pool. He was 27. Authorities labeled the death a "misadventure," saying Jones downed a potent cocktail of drugs and booze before he went for his fatal swim. Case closed. Not quite Unsolved Mysteries fodder, right? Not so fast. Thirty years after the musician's death, his onetime girlfriend has broken her silence in a big way, claiming Jones was the victim not of his own excesses but of foul play. In a just-published tome called The Murder of Brian Jones, Anna Wholin says her then-beau had quit his drug habit and cut back on his drinking before he died. Instead of a chemical-induced misadventure, she alleges Jones was offed by one Frank Thorogood in a fight over money. Trouble is, Thorogood, who was doing handywork around Jones' English farmhouse at the time of the Stone's death, isn't around to defend himself--he died five years ago. But before he passed away, it was widely reported that he recorded a deathbed confession wherein he admitted murdering Jones. (Police were unable to substantiate Thorogood's reputed crime, however, and Jones' death is still officially classified as accidental.) Wohlin, who discovered Jones' body in the pool, says she "repressed" the circumstances surrounding his demise and kept the details of the "murder" to herself for three decades. It was only after a recent divorce that she says she finally was ready to tell the world. "I felt that I wanted to tell what really happened, mainly for the sake of his son and his closest friends who also believed that he died when he was on drugs. That wasn't true. I knew what was going on," she tells a newspaper in her native Sweden. About 300 people held a grave-side vigil last weekend to commemorate the 30th anniversary of Jones' passing. _ Do You Yahoo!? [CTRL] Unabomber was CIA mind-control experiment!
-Caveat Lector- We're Reaping Tragic Legacy From Drugs Culture: From government LSD experiments to overuse of drugs like Ritalin, the consequences are overwhelming. By ALEXANDER COCKBURN Los Angeles Times Tuesday, July 6, 1999 It turns out that Theodore Kaczynski, a.k.a. the Unabomber, was a volunteer in mind-control experiments sponsored by the CIA at Harvard in the late 1950s and early 1960s. Michael Mello, author of the recently published book, "The United States of America vs. Theodore John Kaczynski," notes that at some point in his Harvard years -- 1958 to 1962 -- Kaczynski agreed to be the subject of "a psychological experiment." Mello identifies the chief researcher for these only as a lieutenant colonel in World War II, working for the CIA's predecessor organization, the Office of Strategic Services. In fact, the man experimenting on the young Kaczynski was Dr. Henry Murray, who died in 1988. Murray became preoccupied by psychoanalysis in the 1920s, drawn to it through a fascination with Herman Melville's "Moby Dick," which he gave to Sigmund Freud, who duly made the excited diagnosis that the whale was a father figure. After spending the 1930s developing personality theory, Murray was recruited to the OSS at the start of the war, applying his theories to the selection of agents and also presumably to interrogation. As chairman of the Department of Social Relations at Harvard, Murray zealously prosecuted the CIA's efforts to carry forward experiments in mind control conducted by Nazi doctors in the concentration camps. The overall program was under the control of the late Sidney Gottlieb, head of the CIA's technical services division. Just as Harvard students were fed doses of LSD, psilocybin and other potions, so too were prisoners and many unwitting guinea pigs. Sometimes the results were disastrous. A dram of LSD fed by Gottlieb himself to an unwitting U.S. army officer, Frank Olson, plunged Olson into escalating psychotic episodes, which culminated in Olson's fatal descent from an upper window in the Statler-Hilton in New York. Gottlieb was the object of a lawsuit not only by Olson's children but also by the sister of another man, Stanley Milton Glickman, whose life had disintegrated into psychosis after being unwittingly given a dose of LSD by Gottlieb. What did Murray give Kaczynski? Did the experiment's long-term effects help tilt him into the Unabomber's homicidal rampages? The CIA's mind experiment program was vast. How many other human time bombs were thus primed? How many of them have exploded? There are other human time bombs, primed in haste, ignorance or indifference to long-term consequences. Amid all the finger-pointing to causes prompting the recent wave of schoolyard killings, not nearly enough clamor has been raised about the fact that many of these teenagers suddenly exploding into mania were on a regimen of antidepressants. Eric Harris, one of the shooters at Columbine, was on Luvox. Kip Kinkel, who killed his parents and two students in Oregon, was on Prozac. There are a number of other instances. Apropos possible linkage, Dr. Peter Breggin, author of books on Prozac and Ritalin, has said, "I have no doubt that Prozac can contribute to violence and suicide. I've seen many cases. In the recent clinical trial, 6% of the children became psychotic on Prozac. And manic psychosis can lead to violence." A 15-year-old girl attending a ritzy liberal arts school in the Northeast told me that 80% of the kids in her class were on Prozac, Ritalin or Dexedrine. The pretext used by the school authorities is attention deficit disorder or attention deficit hyperactivity disorder, or ADHD, with a diagnosis made on the basis of questions such as: "Do you find yourself daydreaming or looking out the window?" Ritalin is being given to about 2 million American schoolchildren. A 1986 article by Richard Scarnati in the International Journal of the Addictions lists more than a hundred adverse reactions to Ritalin, including paranoid delusions, paranoid psychosis, amphetamine-like psychosis and terror. Meanwhile, uncertainty reigns on the precise nature of the complaint that Ritalin is supposed to be treating. One panel reviewing the proceedings at a conference on ADHD last year even doubted whether the disorder is a "valid" diagnosis of a broad range of children's behavior, and said there was little evidence Ritalin did any good. In 1996, the Drug Enforcement Administration denounced the use of Ritalin and concluded that "the dramatic increase in the use of [Ritalin] in the 1990s should be viewed as a marker or warning to society." Indeed. Land mines now litter the terrain of our society, waiting to explode. - - - Alexander Cockburn Writes for the Nation and Other Publications Copyright 1999 Los Angeles Times. [CTRL] What does the OT say re: homosexuality (fwd)
-Caveat Lector- 1) All scriptural references to the practice of homosexuality in both Old and New Testaments declare it to be abhorrent, unnatural and contrary to the purposes of God Seems it's time to resend the following article, originally published in the magazine BIBLE REVIEW in December, 1993... Pay particular attention to the next-to-the-last paragraph, which summarizes Milgrom's conclusions... (I wonder if 'day' purifies himself after each emission of semen, if indeed he is capable of an emission, since Leviticus declares each man 'impure' after such emissions) ;-) -- Forwarded message -- Bible Review, December 1993, p. 11 DOES THE BIBLE PROHIBIT HOMOSEXUALITY? Jacob Milgrom The biblical prohibition is addressed only to Israel. It is incorrect to apply it on a universal scale. This past Yom Kippur, September 25, 1993, my synagogue invited me to explain the afternoon scriptural reading, the list of forbidden sexual liasons in Leviticus 18. I chose to focus on what is today one of the most frequently quoted passages in the entire Bible, "Do not lie with a male as one lies with a woman, it is an abomination" (Leviticus 18:22). What I said may be both good news and bad news to my Christian friends, depending on their position on gay and lesbian rights. This biblical prohibition is addressed only to the Jews. Non-Jews are affected only if they reside in the Holy Land, but not elsewhere (see the closing exhortation in Leviticus 18, verses 24-30). Thus, it is incorrect to apply this prohibition on a universal scale. But I spoke to my fellow Jews, who are required to observe this prohibition. What is the rationale for this prohibition? In a previous column, I noted that the Bible's impurity rules are part of a symbol system representing the forces of life and death. Israel is required to avoid these impurities and adhere to the laws commanded by God, who promotes the forces of life. Thus in the same chapter we read, "You shall heed my statutues and my rules, by doing them one shall live" (Leviticus 18:5). A man who discharges semen, whether intentionally or otherwise, is declared impure and must purify himself by bathing (a sort of re-baptism) before he is permitted to enter the Temple or touch sacred (sacrificial) food (Leviticus 15:16-18). Why? Because semen stands for life, and the loss of semen symbolizes the loss of life. Note also that in the entire list of forbidden sexual unions, THERE IS NO PROHIBITION AGAINST LESBIANISM. Can it be that lesbianism did not exist in ancient times or that Scripture was unaware of its existence? Lesbians existed and flourished, as attested in an old (pre-Israelite) Babylonian text and in the work of the lesbian poet Sappho (born c. 612 B.C.E., during the time of the First Temple), who came from the island of Lesbos (hence lesbianism). But there is a fundamental difference between the homosexual acts of men and women. IN LESBIANISM THERE IS NO SPILLING OF SEED. Thus life is not symbolically lost, and therefore lesbianism is not prohibited in the Bible. My argument ostensibly can be countered by a more comprehensive biblical injunction. The very first commandment, given to Adam and repeated to Noah, is "Be fruitful and multiply and fill the earth" (Genesis 1:28 and Genesis 9:1,7). The descendents of Noah--the entire human race--are duty-bound to fulfill this commandment. But the truth is that we have not only filled the earth, we have over-filled it. This does not mean, however, that the commandment should be thought of as no longer in force--especially among Jews, who have lost a third of their members in our lifetime. I recall an incident during a premarital interview from the early years of my rabbinate. The starry-eyed bride declared her noble intention to have twelve children to compensate for the tragic loss of six million killed in the Holocaust. I gasped, "Must you do it all by yourself?" I have since come to regret my flippant reply. This couple regarded their forth-coming marriage as a sacrament not just between themselves, but with the Jewish people. The problem has worsened for American Jews. Because intermarriage is rife and the Jewish birth rate is low, American Jewry, once at zero population growth, has dipped into the minus column. Were it not for a steady stream of converts, the extinction of American Jewry would be even more imminent. For us the divine command, "Be fruitful and multiply" is truly in force. To Jewish homosexuals I offer an unoriginal solution. As compensation for your loss of seed, adopt children. Although adoption was practiced in the ancient world (as attested in Babylonian law), there is no biblical procedure or institution of adoption. As a result the institution of adoption is

[CTRL] War on Poverty Yields Few Victories
-Caveat Lector- By DEB RIECHMANN WASHINGTON (AP) - Ever since Lyndon Johnson declared war on poverty 35 years ago, the government has had little success elevating depressed areas like those President Clinton toured this week. Nurturing economic revival in poor pockets of Appalachia, inner cities and the rural South has sometimes proven all but impossible, say some veterans of those wars. More progress has been made among poor people than poor places. "There was never a war on poverty," says Housing Secretary Andrew Cuomo, who went with Clinton on his poverty tour. "Maybe there was a skirmish on poverty for a brief period of time. We have done the broad people- based programs - Social Security, Medicaid, welfare. But we have never done intensive geographically targeted work." Clinton says it's these ignored areas of America that are the untapped markets of tomorrow. He wants Congress to give tax incentives, tax credits and loan guarantees to people who invest there. "I think it's a good thing that we encourage people to invest in Africa, Latin America and the Caribbean, but they ought to have the same incentive to invest in the Mississippi Delta, Appalachia, in the native American reservations and the inner cities," Clinton told people in Clarksdale, Miss. That's been tried, counter the president's critics. "You know how many times we've saved Appalachia?" says Robert Rector, analyst at the conservative Heritage Foundation. "We have the Appalachian Regional Commission. We have the Economic Development Administration. We have community development block grants. We have done this over and over and over again." Doug Besharov, scholar at the American Enterprise Institute, says government money given to communities is sometimes spent unwisely. If it does improve people's status, they often pack up and move out, he says. "I would aim for a people strategy, not a place strategy," he says. James Galbraith, a professor at the University of Texas' Lyndon Baines Johnson School of Public Affairs, commends Clinton for raising awareness about places untouched by the nation's economic boom, but says what begets business activity is building better schools and roads and raising the minimum wage. "If you throw business activity in a region where that does not exist, then you have a sweatshop phenomenon," Galbraith says. Poverty experts agree, however, that many programs aimed at helping individuals have worked. When LBJ declared a war on poverty in his 1964 State of the Union address, 19 percent of the population was living in poverty. By 1997 - the most recent data available - that number had fallen to 13.3 percent of the population. That's one of every seven Americans. Social Security drastically reduced the poverty rate among the elderly. Still, the poverty rate for children remains near 20 percent, a bare improvement from Johnson's day. Johnson took his own poverty tour, visiting tarpaper cabins and meeting with workers. In Inez, Ky., he talked with Tom Fletcher, a jobless father of eight, who made $400 a year scrounging for coal. So intent was their conversation that neither noticed when a gust of wind tore off the door of an outhouse nearby. On another celebrated poverty tour, in the spring of 1967, New York Sen. Robert Kennedy was moved to tears by the squalor he saw in Mississippi. Kennedy's brother-in-law, Sargent Shriver, was Johnson's "Mr. Poverty." Many of the programs launched then remain today - Medicare, Medicaid, Head Start and Job Corps. Their effort, however, stalled during the Vietnam War. Skepticism about the government's ability to solve social problems waned. By the time Ronald Reagan became president, many Americans agreed with him that the government had gotten too big and that solutions should come from the private sector. "President Reagan said the war on poverty was a failure," Shriver said in an interview. "It was not a great success, that's true, because we didn't have the money. I told Lyndon Johnson myself that we needed two or three times the money we had to overcome the problem." Life is better in Appalachia and the Mississippi Delta - a little better. Sociologist Cynthia "Mil" Duncan of the University of New Hampshire, who wrote a book about Appalachia and rural Mississippi, says residents in their 30s and 40s say the quality of their lives has improved. "When they were growing up, they didn't have plumbing in their homes and they lived in really deplorable conditions. Black children were pulled out of school to work in the fields. That doesn't happen anymore," Ms. Duncan said. "People now are living more often in trailers and homes with plumbing." But she adds: "I did interview people in the 1990s in two-room shacks without plumbing, so it's not that it's all fixed." Copyright 1999 The Associated Press. [CTRL] NAZI'S
-Caveat Lector- NOTE: This was sent to me by a conservative Christian lady. Tenorlove - Washington Times Letters to the Editor June 7 - Arlington, VA During the past several months in the American press, the Democrats have frequently denounced the Republicans as Nazis due to their attempts to control runaway federal spending. How very ironic. I remember the Nazis. Let me share a little about them and recall some of their exploits. First of all, "Nazi" was gutter slang for the verb "to nationalize". The Bider-Mienhoff gang gave themselves this moniker during their early struggles. The official title of the Nazi Party was "The National Socialist Workers Party of Germany". Hitler and the Brownshirts advocated the nationalization of education, health care, transportation, national resources, manufacturing, distribution and law enforcement. Hitler came to power by turning the working class, Unemployed, and academic elite against the conservative republic. After Der Fuhrer's election ceased being a political conspiracy and was transformed into a fashionable social phenomenon, party membership was especially popular with educators, bureaucrats, and the press. Being a Nazi was "politically correct". They called themselves "The Children of the New Age of World Order" and looked down their noses at everyone Else. As Hitler acquired more power, he referred to his critics as "The Dark Forces of Anarchy and Hatred". Anyone who questioned Nazi high-handedness in the German press was branded a "Conservative Reactionary". Joseph Goebbels, minister of communications, proclaimed a "New World Order". The Nazi reign of terror began with false news Reports on the Jews, Bohemians and Gypses who were said to be arming themselves to overthrow the "New World Order" and Hitler demanded that all good people register their guns so that they wouldn't fall into the hands of "terrorists and madmen". Right-wing fanatics of the "Old Order" who protested firearms registration were arrested by the S.S. and put in jail for "fomenting hatred against the Government of the German people". Then the Reichstag (government building) was blown up and Hitler ram-rodded an "Emergency Anti-Terrorist Act" through Parliament that Gave the Gestapo extraordinary powers. The leader then declared that for the well-being of the German people, all private firearms were to be confiscated by the Gestapo and the Wermotten (federal law enforcement and military). German citizens who refused to surrender their guns when the "jack-boots" (Gestapo) came calling, were murdered in their homes. By the way, the Gestapo were the federal marshals' service of the Third Reich. The S.W.A.T. team was invented and perfected by the Gestapo to break into the homes of the enemies of the German people. When the Policia Bewakken, or local police, refused to take away guns from townsfolk, they themselves were disarmed and dragged out into the street and shot to death by the S.A. and the S.S. Those were Nazi versions of the B.A.T.F. and the F.B.I. When several local ministers spoke out Against these atrocities, they were imprisoned and never seen again. The Gestapo began to confiscate and seize the homes, businesses, bank accounts, and personal belongings of wealthy conservative citizens who had prospered in the old Republic. Pamphleteers who urged revolt against the Nazis were shot on site by national law enforcement and the Military. Gypsies and Jews were detained and sent to labor camps. Mountain roads throughout central Europe were closed to prevent the escape of fugitives into the wilderness, and to prevent the movement and concealment of partisan resistance fighters. Public schools rewrote history and Hitler youth groups taught the children to report their parents to their teachers for anti-Nazi remarks. Such parents Disappeared. Pagan animism became the state religion of the Third Reich and Christians were widely condemned as "right wing fanatics". Millions of books were burned first and then people. Millions of them burned in huge ovens after they were first gassed to death. Unmarried women were paid large sums of money to have babies out of wedlock and then given medals for it. Evil was declared as being good, and good was condemned as being evil. World Order was coming and the German people were going to be the "peacekeepers". Yes, indeed, I remember the Nazis and they weren't Republicans, or "right wing", or "patriots" or "militias". They were Socialist monsters. The Nazis were also "pro" gay. Re: [CTRL] Amtrak Derailment
-Caveat Lector- Driving home from work yesterday evening I was listening to NPR. They briefly ran a story about an Amtrak derailment. However, NPR mentioned that the wife and children of a senator from Arizona were aboard the train, but were unhurt. The derailment occurred when a large truck was parked across the track and the train hit it. Following up on this in our local paper this morning, I found the following article, but no mention of the senator's family: NIAGARA GAZETTE The National Today July 9, 1999 5A "Amtrak train derails in Texas; 18 injured EAGLE LAKE, Texas -- An Amtrak train carrying 235 passengers struck a truck Thursday, derailing nine cars and injuring 18 people. The eastbound Sunset Limited was traveling from Los Angeles to Orlando, Fla., when it hit the rig shortly before noon, Steven Taub, an Amtrak spokesman, said. Track was torn up and two engines and seven cars were off to the side." Unfortunately, I didn't catch the senator's name on the NPR broadcast. Anybody out there able to fill this in? His mission took him over the North Pole in the middle of the night, and when he turned to return to Alaska, he took the wrong south heading and wound up flying deep into Soviet territory. The Russians picked him up right away and thought SAC was coming in the back way to nuke them and start World War III. We monitored them scrambling jets against Chuck. He could see the contrails of dozens of fighters trying to reach his altitude and shoot him down. Finally, President Kennedy got on the hot line with Krushchev and told him we have a lost U-2 pilot over your country on a weather mission, and he is not--repeat, not--a hostile aircraft. Maulsby had no direct radio communication, only a passive HF receiver that allowed him to listen. Someone on the tanker that had refueled him got on the horn and informed Chuck that it was sunrise over Alaska and suggested he turn his airplane 90 degrees until he saw light, and then fly in that direction. Chuck obeyed and headed for the western tip of Alaska, where he was met by a couple of our F-106s that escorted him to base. He had made the longest U-2 flight ever--about fifteen straight hours and ran his fuel down to zero, flamed out, had to deadstick in with his face mask all frosted over. = Chinese Spying Chung was Told to Protect Loral and Hughes The best way to survive A California businessman suspected by the FBI of trying to coerce Democratic fund-raiser Johnny Chung's cooperation in a probe of campaign finance abuses warned Chung against pulling two U.S. aerospace firms helpful to China's missile program into the scandal. Robert Luu, who met Chung 20 times during a four-month period in 1998, told Chung that Chinese intelligence officers in Beijing regarded Loral Space Communications Ltd. and Hughes Electronics as "untouchables," and strongly suggested he not give up any information that would be "disadvantageous" to the two firms. Mr. Luu, under investigation on charges of witness tampering and making false statements, told Chung that Chinese agents had been in contact with the two firms and that any accusations of wrongdoing would not be helpful. "They are making contacts with these two major companies," Mr. Luu said during a June 24, 1998, meeting with Chung at his Torrance, Calif., office. "They are working, helping you. They don't want to have any conflicts with the other side. . . . They are talking long-term business relations." Loral and Hughes were named in a House report in May as having given key missile-related expertise to China that proved damaging to U.S. national security interests. Chung also was warned not to discuss any possible connection between the two companies and Liu Chao-ying, a lieutenant colonel in the People's Liberation Army and a Chinese aerospace company executive with whom Chung had a business relationship. Federal authorities and House investigators have identified Miss Liu as a key player in illegal campaign activities in the United States. "Don't mention about these two companies and their relationship with her," Mr. Luu said, using Miss Liu's nickname, "Guniang." "Don't do something disadvantageous to Guniang, it wouldn't be good for you either. As long as it would be helpful for getting you out of it, then it is helpful. Then you protect Guniang. Isn't that the best way to survive?" Miss Liu's company, China Resources, has been described by U.S. authorities as a front for top PLA officers who assumed key positions with the firm to continue their efforts to influence U.S. policy. Of particular concern is a connection between China Resources and Gen. Ji Shengde, the PLA's chief military intelligence officer, who -- according to Chung -- ordered that $300,000 be transferred to Chung for donations to the Democratic Party. The cash eventually was telegraphed to Chung's account at the Overseas Trust Bank in Hong Kong, then transferred to a California bank. Miss Liu, whose father is Gen. Liu Huaqing, a member of the Communist Party leadership, had her picture taken with President Clinton at a fund-raiser she attended with Chung. Mr. Luu, when he first approached Chung, told him he had been in contact with Gen. Ji and Miss Liu. Chung and Mr. Luu spoke on 11 occasions by telephone and met nine other times, all of which were secretly recorded or videotaped by the FBI. Copies of transcripts of those sessions were obtained by The Washington Times. Mr. Luu is suspected of warning Chung against cooperating in the FBI's campaign finance probe and of promising

[CTRL] Behind the Headlines
-Caveat Lector- PicturePicturePicturePicturePicturePicturePictureP icture July 9, 1999 THE ELITES VERSUS THE INTERNET The elites hate the Internet, and with good reason. In the Information Age, the priesthood of "experts" is debunked and defunct. It used to be that all legitimate news and commentary was filtered through the lens of this self-elected priesthood. No more. Today, thanks to the computer revolution, Everyman is an expert or can quickly become one. The decentralization of knowledge has done more to create "a level playing field" than all the egalitarian schemes in history. But not everyone is happy about it. GOODBYE, MR. KNOW-IT-ALL This revolutionary fact threatens the livelihoods and social status of journalists, academics, policy wonks, and resident know-it-alls the world over, and they are fighting back in the only way they can: with smears and sneers. If disdain were a deadly weapon, Matt Drudge would have long ago died a thousand deaths. SMEARING STRATFOR Dethroned by universal skepticism and rising technology, the former aristocrats of the Age of Gutenberg, who wax nostalgic over carbon paper, are determined to discredit these impudent usurpers with any kind of innuendo they can dig up. Writing in the Washington Post [July 5, 1999], William M. Arkin dredges up the same old charges that have been hurled at freelancers like Drudge: the Internet is nothing but a rumor-mill, and its resident experts and chief practitioners are charlatans all. Exhibit 'A' is a "widely-distributed fake essay," which was supposed to have been written by retired General John Shalikashvili, in which the former head of the Joint Chiefs criticized the Kosovo war. Arkin reveals that the fake letter was pieced together from an analysis by the Strategic Forecasting and Intellgience, known as STRATFOR, a private foreign policy thinktank that operates chiefly over the Internet. He then proceeds to link them to the fake letter, in spite of STRATFOR chairman George Friedman's disclaimer that "we don't need the publicity." "Well, sniffs Arkin, "at least STRATFOR doesn't need bad publicity" and the smears follow fast and furious. THE SINS OF STRATFOR Arkin's fury is rooted not only in technophobia, and a patrician disdain of anything that comes off the Internet: he has a clear ideological agenda. Citing "a number of Pentagon reporters," he complains that the conservative STRATFOR has growing influence among the military. Seeking to mesmerize his audience with the pure evil of the STRATFOR "would-be pundits," Arkin quotes one anonymous journalist who calls their online analysis "the distilled essence of conventional wisdom from a conservative military point of view, all processed in the STRATFOR strategic Cuisinart: KLA bad, Clinton stupid, [General Wesley] Clark too comfortable with diplomats and reporters, Albright trigger-happy." Clinton stupid? KLA bad? How could anyone even entertain such farfetched ideas? DISGRUNTLED AND DISGRACED This anonymous reporter, says Arkin, views STRATFOR as a purveyor of "the simple, and simplistic explanations often popular with disgruntled Washington observers." In the world of the Washington insiders, to be "disgruntled" is akin to being called a crank. And of course there can be no simple explanations, everything is necessarily complex: far too complex for anyone but journalists liberal journalists to figure out. IN GOVERNMENT WE TRUST? Arkin cites Friedman's view that "governments 'ours and theirs' are not trustworthy" with evident distaste. In an era when the lines that used to separate government and journalism are blurred, with the latter frequently taking its marching order from the former or, in Strobe Talbot's case, the latter becoming the former such a view is seen as curiously archaic, like the Latin Mass or the Constitution. ADDING INSULT TO INJURY If this were not enough to completely discount STRATFOR and all its works, we are told that Friedman, adding insult to injury, "abhors Beltway gossip" the Washington Post's stock-in-trade and is skeptical of "expert information." Friedman, in short, is the exact opposite of what the late Murray N. Rothbard called the "court intellectual," who "spins the apologia for the new dispensation in return for wealth, power, and prestige at the hands of the state and it's allied Establishment." In understanding where Arkin and his ilk are coming from, the full citation from Rothbard's classic essay, "Harry Elmer Barnes as Revisionist of the Cold War," in Harry Elmer Barnes, Learned Crusader (Ralph Myles, 1968), is worth quoting: ROTHBARD ON THE COURT INTELLECTUALS "There have been, after all, but two mutually exclusive roles that the intellectual can play and has played through history: either independent truth-seeker, or kept favorite of the Court. Certainly, the historical norm of the old and dead civilization
[CTRL] [5] The Marcos Dynasty
-Caveat Lector- An excerpt from: The Marcos Dynasty Sterling Seagrave©1988 Harper Row, Inc ISBN 0-06-015815-8 - Four YAMASHITA'S GOLD IT WAS APPARENT to Tokyo by the summer of 1944 that an Allied invasion of the Philippines or Formosa was imminent. At Hollandia in New Guinea, a great fleet of American ships was assembling. To prepare for it, General Kuroda Shigenori was relieved of his command in the Philippines and replaced by the "Tiger of Malaya," General Yamashita Tomoyuki (pronounced Ya-MASH-ta). He was a big man, heavyset, with a bull neck and a large, close-cropped head. A product of the Prussian-oriented military tradition in Japan, his face was kept expressionless and he appeared to be brutal and insensitive, but he was actually a moderate who had resisted the explosive growth of the Imperial Army, and the growing fanaticism of its officer corps. The son of a mild-mannered country doctor, Yamashita had not chosen a military career; it was his father's idea. "I was big and healthy," he said, 11 and my mother did not seriously object because she believed that I would never pass the highly competitive entrance examination." He proved to be a brilliant commander, but his resistance to the ultranationalism of his fellow officers caused him serious trouble. In 1929 he supported an unpopular plan to reduce the size of the army by several divisions. As a consequence, he felt that his promotion to lieutenant general had been delayed for years. Yamashita resented the fanatical clique that had gathered around Tojo, and he was almost paranoid in his suspicion of their motives. And rightly so. Tojo had given him the difficult job of conquering the supposedly impregnable British bastion of Singapore, and if that did not destroy him, planned to have him assassinated as soon as Singapore surrendered. As it turned out, Singapore fell with catastrophic suddenness, and Yamashita's lightning campaign and humiliation of the British raj made him a national hero. Instead of having him murdered, Tojo put him on ice, dispatching him to Manchuria to train troops. By calling out the Tiger of Malaya to defend the Philippines, Tokyo gave Yamashita the burden of what many suspected would be an exhaustive delaying action and ultimately a losing battle. Yamashita arrived in the Philippines only on October 6, 1944, too late to alter the equation significantly. At almost the same moment, the vast Allied armada in New Guinea sailed for Leyte, manned by fifty thousand sailors. MacArthur was still smarting from the way in which he had been surprised, cut off at the knees, and unceremoniously booted out of the islands at the start of the war. This time, he was taking no chances. He had a quarter of a million soldiers and marines with him, many of them battle-hardened, while most of the twenty thousand Japanese troops garrisoned on Leyte had never before seen combat. The Battle of Leyte Gulf, the biggest sea battle in history to that point, resulted in disastrous Japanese naval losses. The outcome was decided not by superior force or ingenuity but, as is often the case, by miscalculations and luck. Both sides blundered ludicrously. Outnumbering the Japanese by nearly ten to one, MacArthur was ultimately victorious ashore. As 1944 drew -to a close, he prepared to invade Luzon. It was impossible to defend Manila, Yamashita realized, so to spare it from pointless destruction he declared it an open city and withdrew his command to the mountains in the north, leaving only 3,750 security troops to maintain order in the city. Without consulting or informing Yamashita, Rear Admiral Iwabuchi Sanji, the commander of the Japanese naval district, then reoccupied Manila with 16,000 marines and sailors. He had orders from Vice Admiral Okochi Denshichi to destroy all port facilities and naval storehouses, but Admiral Iwabuchi also had his own urgent and sinister reason for taking matters into his own hands. With the Japanese conquest of East and Southeast Asia had come loot beyond dreams. Gold and gems were confiscated from private citizens, churches, temples, monasteries, banks, corporations, and fallen governments-and from the gangster syndicates and blackmoney economies of each nation. After Korea and Manchuria, loot came from China, Indochina, Thailand, Burma, Malaya, Borneo, Singapore, the Philippines, and the Dutch East Indies; a vast hoard of jewelry, gems, gold Buddhas, bullion, public and personal treasure. Speculation over the years on the total worth of this war loot ranged up to 3 billion 1940s dollars-the equivalent of over $100 billion today. According to various postwar estimates, the amount of gold bullion alone was between 4,000 and 6,000 tons. These estimates were probably far too conservative, made at a time in the late 1940s when little was known and much was being covered up. We might arrive at a more accurate total if 6,000 tons was considered to be only the amount stolen or seized from legitimate sources

Almost half of Bush's '98 war chest came from donations of $10,000 and up. Bush has been responsive to his campaign backers. He got lots of money from the tort 'reform' groups during his first race. [CTRL] Saddam: U.N. Waging Germ Warfare
-Caveat Lector- JULY 09, 10:15 EDT Saddam: U.N. Waging Germ Warfare By LEON BARKHO Associated Press Writer BAGHDAD, Iraq (AP) President Saddam Hussein has accused the United Nations of mounting a secret germ war against Iraq, citing his government's accusation that a U.N. employee bred locust eggs to harm Iraqi crops. In remarks carried by three state-run newspapers today, Saddam also charged U.N. employees in Iraq of theft, mainly of archaeological treasures, for sale abroad. The United Nations did not immediately respond to the allegations, the harshest and most serious ever made by Iraq. It was even more unusual that the accusations came personally from the Iraqi leader who made no effort to mince his words. On Thursday, Ian Broughton, a New Zealander working on the United Nation's mine-clearing operations in northern Iraq, left the country after he was accused of breeding and planting eggs of locusts, insects that destroy crops. The United Nations withdrew Broughton after the government demanded his expulsion. The government produced no evidence against Broughton, and a U.N. statement said Thursday that Broughton was not even in the area on April 8 when he is alleged to have buried the eggs near the border town of Khanaqin in the northeast. Addressing high-ranking officials of the ruling Baath Party on Thursday, Saddam said Broughton was acting on behalf of intelligence services of foreign states. ``This action is not personal. It is the work of states and intelligence agencies belonging to them,'' he said without naming the countries. ``The aim of those burying locust eggs ... or transferring viruses and germs to Iraq is to harm public health and lower quantities of food available to Iraqis,'' Saddam was quoted as saying. He did not substantiate his allegation about the transfer of germs and viruses. ``The enemies were using the United Nations as a means to spread diseases among the people of Iraq ... There is a germ which is breeding (here) under the cover of the United Nations,'' he said. Saddam said most of the U.N. staff in Iraq, whether involved in disarmament activities or relief distribution, are spies and thieves. ``The Iraqi people are aware that the majority, but not all, of U.N. employees have been engaged in stealing Iraqi antiquities. They are seen spending the day in markets buying anything that will bring them a profit abroad,'' Saddam said. In the past such charges were only made against U.N. weapons inspectors who left Iraq last year shortly before the United States and Britain launched airstrikes to punish Iraq for allegedly failing to meet its disarmament obligations. Iraq has vowed not to let the inspectors set foot in the country again. U.N. Secretary-General Kofi Annan has admitted that spies recruited by the CIA had infiltrated the ranks of U.N. weapons inspectors in Iraq. Since the inspectors left the country, the government has stepped up attacks on U.N. relief workers who supervise and administer the implementation of the oil-for-food deal in Iraq. The United Nations denies that any of its nearly 400 relief workers has ever been involved in spying. DECLARATION DISCLAIMER == CTRL is a discussion and informational exchange list. [CTRL] Documents show French officials covered up tainted blood
-Caveat Lector- Documents show French officials covered up tainted blood Copyright © 1999 Nando Media Copyright © 1999 Associated Press PARIS (July 9, 1999 12:06 p.m. EDT http://www.nandotimes.com) - Fearing a legal backlash, French health officials purposely failed to notify blood transfusion recipients they may have contracted AIDS, according to an official document published Friday. In a memo dated Dec. 13, 1989, and published Friday by the Le Parisien daily, then-top health ministry official Jean-Francois Girard urged caution in tracking down and notifying transfusion recipients. "Before taking action, consider the consequences," he wrote. "The major risk is a media backlash favoring the demands of the blood recipients and group legal action on their behalf." Girard, elected president of the World Health Organization's executive council, is widely regarded as one of Europe's most influential health officials. The incriminating document strengthens the case against former health minister Claude Evin, recently charged with involuntary homicide for failing to notify blood recipients that they may have contracted AIDS. Evin is the fourth minister to be tried in the scandal that rocked the French health system in the mid-1980s, when 4,000 people contracted the AIDS virus from blood transfusions. Hundreds later died. Charges were filed against Evin, health minister from 1988 and 1991, by the family of Catherine Aloncle, who died of AIDS in 1991, and the French Association of Transfused Patients. Girard told France Inter radio that the two paragraphs published by Le Parisien were "taken out of context" from a five-page memo outlining the problems of testing blood recipients and providing compensation. Le Parisien also published an interview with a French medical secretary who said she had offered to help identify blood recipients in 1992 at a hospital in the western French city of Nantes. "I went to the personnel director and got a shock. I still remember his response: 'It's out of the question,'" Annick Duperrin recalled. "I got the distinct feeling that his answer wasn't only in regard to my request, but more generally, to any research on such an explosive issue." The newspaper said the hospital later published a small notice about the possible blood contamination in a local paper. Three trials already have been held to determine just who is responsible for the health debacle, but their outcomes have left victims' families angry and frustrated. A special court acquitted former Prime Minister Laurent Fabius and Social Affairs Minister Georgina Dufoix on charges of manslaughter in connection with the scandal. Former Health Minister Edmond Herve, Evin's predecessor, was convicted but not given a penalty. http://www.nandotimes.com/healthscience/story/0,1080,68770-108815-772346-0,0 0.html DECLARATION DISCLAIMER == CTRL is a discussion and informational exchange list. The name is 'June', not 'Juney'; and you are not 'quoting' the word of God, but taking it out of context. If you embrace homosexuals for their lifestyle without trying to do God's will and change them from their evil doings, then you are the wicked one. I see much more wickedness coming from straights, than I ever have from a homosexual... Why don't you spread your wicked venom towards all the other great evils perpetuated by straights? [CTRL] GLOBAL WORKING GROUPS, I
-Caveat Lector- WORKERS OF ALL COUNTRIES, UNITE ! In their class struggle for survival, the workers not only have to fight against the class enemy per se. At least as dangerous as the capital power itself are its agents within the working class: The leaderships of the trade unions. In particular in the North almost all trade union leaders at top level are, at least mentally, corrupt. In particular they systematically use their influence for sabotaging the only efficient weapon of the workers: the strike. All progressive workers therefore should unite to form a global movement with a structure that discourages power-hungry careerists from seeking power here. Some of the main tasks could be: 1. Together with the other movements / committees (e.g. consumers, farmers, fisherfolk, outcasts, environmentalists, human rights, culture, women, youth, indigneous peoples, alternative economists) to set up a strategy for the internationalization of the corporations 2. Re: [CTRL] (Fwd) Release: egg warning 3-3
-Caveat Lector- If you followed my train of thought from the last time you need to also think about when the world has had legitamite progress. Are we to become complacinte and placide or too agressive? Will we end up buying the equivalent to snake oil if we meet an intergalactic culture? Will we throw out all our history and try to replace it with theirs? And then have them sell us our history and culture - right back? Think of what has happened in America and coralate it with what is happening between Scotland and England. The Black American wants their historical figures to be taught in history classes at the loss of teaching all about Washington and others since it seems as if some people do not think that White Americans were politically correct. This leads to history classes NOT always teaching about historical aprenticships and serfs and debters prisons. In other words that Black American thinks that they have to re-invent the wheel. America went for a time when there was very low crime and now parents are having to teach their children not to talk to stangers. Didn't many fairy tale come about because of this very same thing? But many fairy tales are not politically correct! Canabolism and pedifilia are to of the worse areas there are but did they ever leave? In some countries Canabolism is still alive - but teaching that as history is not correct either. In some European countries this has happened and been in the news in the last few years. America had the "Son of Sam" A major South American city has children that are called "paranas" So if Scotland is capable of getting rid of the Lords and Ladies and the "Culture (history) Inherite" in their titles, what will happen to the UK then? But they can keep it from happening? Reference what is happening to the Black American that thinks they have to re-invent the wheel. If it was not for the Royal Houses and my wanting to find out the historical reasons for them I would not have made the connections that I have. Even elected Presidents have the capability of becoming dictators. I think the UK seems to have a good system, and that the American people are still here, that the idea of a Constitutional Republic is still alive and well in America, but I also think that both can work! 2) If we go to space with plants what is to keep us from becoming complacint? No inventions or culture? I say that the only way I can visualize it is if we are multiligual and multicultural so that different ideas and thought are carried on - NOT homozinized into one language or culture. Monoploy will kill us as a species. I also want a fur coat! If fur animals are not well kept they have stress and they means that they can "blow coat" or have a bad coat. Many of those animals are better treated and fed then parents KNOW to feed their children. So why would people want to get rid of farm bred fur animals? Because the breeders would see the effects of bad food items a lot faster than farmers of domestic animals. The fur breeders just might blow the whistle! Om K --[13]-- Chapter 13 Assembling The Adversary: Constructing Satan "From the very beginning the Devil has been a killer of men, nor has he ever ceased to drive men bereft of piety to slaughter and murder." -Demonolatria, 1595 Satan, meanwhile, was undergoing a transformation. After the first Council of Nicea's codification of Christian belief in 325 A.D., and later in 787, Satan moved from his Old Testament position as the reptilian "adversary" too a being who possessed distinctly Mediterranean and northeastern European qualities. Gone were the scales, the lizard-like qualities of a desert deity, the old Judaic tempter whom St. Augustine had railed against in his fifth-century treatise The City of God. In his place emerged a leering, hooved, shaggy-coated creature sporting a huge erect phallusa lecherous GreekPriapic/Celtic-Druidic/Pan-like goat. Nor did the pious fathers of Rome have to look far to find him. He, or something very much like him, could be found in every nook, cranny, and forest glade throughout the continent. During the period following the second Nicean Council, witchcraft was still treated ambiguously by Rome. Local prelates tolerated the Pagan traditions, and occult practices of all kinds were known to exist within the body of the church. Beyond that, Charlemagne's success in conquering the Saxons was outstripping Rome's ability to convert them. Conversion and baptism were reputed to be expeditiously simplified on occasion. Charlemagne originated "Operation Instant Christian." Stationing a bishop upstream to bless the river, thousands of peasants were assembled on the banks and driven through two cordons of the emperor's troops. Superficial conversions of this type could not be expected to exert any lasting spiritual effect. Other kinds of force were needed to eradicate the Pagan influences, which were proving far more difficult to do away with than Rome had anticipated. Perhaps the church wanted to identify all prior religious traditions as unequivocally evil. Paganism's randy old goat-god seemed common to all, and this may account for Satan's sudden emergence with horns and goat's legs and a proclivity to licentiousness, not unlike those urges so readily decried by Rome as bedeviling the still-Pagan masses. Ample precedent existed. As Sally Hill and Jean Goodwin pointed out in the Dissociation article "Satanism: Similarities Between Patient Accounts and Pre-Inquisition Historical Sources," elements that would eventually become identified with satanic ritual, and which appear throughout recorded history, are reported by pre-Christian Romans and later in the early annals of the church Certain Gnostic Christian cults may have followed a number of ritual practices similar to those reported in accounts of modern "satanic" worship. Beginning in the second century A.D., Roman documents describe rituals that included infanticide, cannibalism, and incest as practiced by certain Christian sects. Usually religiously tolerant, the Romans felt this behavior went too far and outlawed these cults. Historians disagree as to the authenticity of these claims. Rumors such as these had been heard years before against Jews in Alexandria. Norman Cohn in Europe's Inner Demons attributed these accounts to an active Roman propaganda campaign leveled at Christians because they showed little regard for Roman institutions and were thus potentially dangerous. Gnoshing with the Gnostics St. Clement of Alexandria, writing in the third century, attempted to distinguish traditional Christian doctrine and practices from those he attributed to the Gnostics-heretical Christians whose rituals the Roman government found intolerably offensive. Gnosticism, from the Greek gnosis, "to know," had emerged during Christianity's formative years. A dualistic system with roots in Persian Zoroastrianism, Gnostics tended to view the world and matter as evil, while focusing their ritual techniques on attaining illumination through the world of the spirit.[1] Gnostics believed in a hidden spiritual knowledge composed of esoteric truths that underpinned traditional Christian doctrine. By undergoing certain initiations and practicing certain rituals, which represented an initiatory pathway, the initiate could receive wisdom and illumination. Gnostic sects differed greatly in what they believed and practiced, but the central theme of gnosticism was a reliance on knowledge rather than faith Theological documentation from the Nag Hammadi Library, a collection of Gnostic writings discovered in an ancient cemetery near Cairo in 1945, was translated and

They were told to remove their facilities from the premises at once, which they did. A day later, Serbian Information Minister Aleksander Vucic received a faxed invitation from the Larry King Live show in the US to appear on CNN. They wanted him on air at 2:30 in the morning of 23 April and asked him to arrive at Serb Television half an hour early for make-up. Vucic was latewhich was just as well for him since NATO missiles slammed into the building at six minutes past two. Study: Hepatitis C Has Reached Epidemic Proportions Among Intravenous Drug Users Taylor West, [EMAIL PROTECTED] A study recently released by the Johns Hopkins University School of Public Health sheds light on the epidemic of the liver disease Hepatitis C that has quietly torn through the nation's injection drug-using populations. The study found that in Baltimore, a city known both for its serious drug problems and its progressive approach to solving them, over 90% of intravenous drug users are infected with the Hepatitis C virus, or HCV. HCV is a disease that attacks the liver, and currently it is the number one reason for liver transplants in the United States. The virus may reside in the body for long periods of time without any noticeable effects, and in fact may never lead to liver disease in many of those it infects. However, those that it attacks may suffer liver failure or cancer of the liver 10 or 15 years down the road. Furthermore, the attack of HCV is highly exacerbated if the infected person also has HIV, and activities that strain the liver, such as alcohol consumption, can greatly increase its negative effects. HCV, like HIV, is transmitted from person to person by the contact of bodily fluids, accounting for its prevalence among injection drug users who share needles and other equipment. However, HCV is much more easily transmitted due to the high density of its particles in infected blood. Joey Tranchina, Executive Director of the AIDS/Hepatitis Prevention ACTION Network, illustrated the importance of this phenomenon with a simple mental image. Imagine an eyedropper of blood placing a single drop in the palm of your hand, he explained. If that blood is HIV positive, there are perhaps five particles of HIV present in that drop. "If that same drop is infected with HCV," he said, "the Hep C particle count is at least 100,000." The ease with which HCV can be transmitted, combined with the relatively small amount of attention the disease has garnered to date, has created an explosion of the virus among
[CTRL] Clinton Uses IRS To Punish Critics (fwd)
-Caveat Lector- July 1999 Clinton Uses IRS To Punish Critics by Larry Klayman Judicial Watch Imagine you founded an organization dedicated to the preservation of basic principles upon which this country has thrived. Issues like individual freedom, personal responsibility, and ethics in journalism. Not horrible terms, and not even so much because you wanted to antagonize those who didnt share your view; rather, because you firmly believed in these principles as a means by which an orderly society should function. Imagine then if you lived under a government which didnt share your principles, and because they didnt, they decided -- as arbitrarily as you would choose a movie -- that they would send an investigatory body like the IRS into your offices to interrogate you without cause. Try to envision a group of these detached individuals camped in your office, rifling through your personal papers, admitting to you that it was a political inquiry, and then making claims to be compiled into formal charges against you. What youve just heard is what the Western Journalism Center went through with its own government -- the Clinton Administration. Perhaps one of the most startling and disturbing accounts of the Nixon Presidency, beyond Water-gate itself, was Nixon, on tape, discussing with chilling detachment, plans to use the IRS to threaten political opponents. In 1974, this was a landmark and most egregious breach of the public trust. Today, despite the Clintons systematic testing of Americans threshold of tolerance, the song does, and must, remain the same. The story of the Western Journalism center started with a simple, if bulky, White House document and ended in a $10 million lawsuit filed by Judicial Watch against the IRS for abuse of power. Like any good story, it takes the requisite twists and turns, often leaving the viewer or reader befuddled as to how people placed in a position of trust can bring themselves to act as they do. The Communication Stream of Conspiracy Commerce, a 331-page manifesto and brainchild of Associate White House Counsel Jane Sherburne and the DNC, was circulated to select reporters in a tortured effort to describe how the right wing conveyed fringe stories into mainstream American media. In essence, this document was an effort to alert friendly journalists that such a conspiracy was being promulgated by certain groups dissatisfied with the moral lapses of the Clinton White House. In short, it was an enemies list. Joseph Farah, an award-winning journalist and former editor of The Sacramento Union, founded the Western Journalism Center in 1991. A credentialed publisher of numerous periodicals that specialize in investigative reporting, WJCs efforts have been the focus of articles in The Wall Street Journal, The Washington Post, Investors Business Daily, and dozens of other publications. Armed with its breadth of prior success, WJC began investigating the circumstances surrounding Vince Fosters death -- circumstances widely reported to be, at minimum, slightly unusual. Taking out ads in The Washington Times, New York Times, Washington Post and Los Angeles Times, WJC raised major questions and inconsistencies about Fosters death -- echoing the sentiments of journalist Christopher Ruddy,

-Caveat Lector- Source: http://www.freerepublic.com/forum/a3785c9f55935.htm Moldea: "The White House had no role in the Flynt investigation" News/Current Events News Source: moldea.com Published: July 9, 1999 Author: Dan E. Moldea Posted on 07/09/1999 03:07:49 PDT by moldea On March 3, Representative Bob Barr (R-Georgia) sent a letter to the U.S. Department of Justice, which stated: This request for an investigation focuses on attacks, and threats of attacks on members of Congress before and during the [Senate impeachment] trial; specifically the House Managers. These attacks came from Larry Flynt, James Carville, Dan Moldea, and other individuals, and represent what appeared to be a deliberate and concentrated effort to impede the House of Representatives from fulfilling its duties under the United States Constitution to conduct matters relating to the impeachment of the President, first in the House of Representatives and then in the Senate. Barrs letter followed similar complaints and requests to the Justice Departments Criminal Division from the Landmark Legal Foundation, the Republican National Committee, and a variety of private citizens. They charged Flynt and me with blackmail, jury tampering, and obstructing the Senate trial, among other allegations. Of course, no formal charges were, or could reasonably be, pressed against us. On June 25, apparently because we werent indicted, Representative Barr filed suit against the Executive Office of the President (EOP) and the U.S. Department of Justice in the U.S. District Court for the District of Columbia. In this civil litigation, Barr, represented by Judicial Watch, alleged, among other things: Defendant EOPs willful and intentional release of records and information concerning Plaintiff to persons such as Flynt, Carville, Moldea and/or others, without prior written consent or knowledge of Plaintiff, or any lawful justification violates . . . relevant provisions of the Privacy Act. I wish to state for the record--before the Barr case is dismissed and the other charges by Landmark and the RNC are long forgotten--that all of these allegations against Larry Flynt and me are false and misleading. Also, I state the following: * From the outset of my participation in the Flynt project, I recognized that--sooner or later, if I did a good job--I might be called to testify, somewhere or someplace. Consequently, I was extremely careful about whom I did and did not contact. Neither Flynt nor I even considered any communication with anyone at the White House. And the White House never attempted to contact us. * Contrary to the wild claims by the anti-Clinton media--The Washington Times, The New York Post, The Wall Street Journals editorial page, and Fox-TV--as well as a variety of conservative congressmen and senators, televangelist Jerry Falwell, and beneficiaries of Richard Scaifes money (like Landmark and Judicial Watch), I had no contact or communication with anyone at the White House or any of their outside operatives before, during, or after my participation in the Flynt investigation. My widely discussed--and grossly misrepresented--meeting with one of the Presidents attorneys on June 26, 1998, is fully discussed in my sworn affidavit to Judge Norma Holloway Johnson about OIC leaks, which is posted on my web site. * I have never met or spoken to James Carville, for whom I have great respect, even though he wrote favorably about me in his book, And the Horse He Rode In On (pp. 104-105). For that matter, I do not know and have never had a private conversation with either Terry Lenzner or Sidney Blumenthal, both of whom I also greatly respect. (Prior to the Flynt project, I met each of them once at separate book parties for other authors.) However, I do regret that--in order to provide cover for me while I continued my work in the midst of the firestorm after Representative Bob Livingston announced his resignation on December 19--Flynt was forced to remain coy about whether he had hired Lenzner. In fact, he had not. To be clear: Carville, Lenzner, and Blumenthal had no role in, or connection with, our investigation. * If there were any other investigators involved in our project, other than me, I am unaware of them. And, even if there were, where is their work? I began and completed the investigations of Representative Livingston and Representative Barr, and those were the only two Flynt made public. * I made no mistakes in my reporting during this project; no factual errors have been alleged by anyone. Also, to my knowledge, only one source received any money from Flynt. Many still believe that someone had sold out Representative Livingston for a financial reward. This is not true. My source on Livingston never asked me for anything and never received anything. * The purpose of our project was to expose hypocrisy, knowing that it was in abundant supply among the Presidents critics. We believed that a public official is entitled

-Caveat Lector- http://cnn.com/TECH/computing/9907/08/search.engines.ap/ Study: Search engines lagging behind expansion of Internet July 8, 1999 Web posted at: 2:23 a.m. EDT (0623 GMT) PRINCETON, New Jersey (AP) -- Internet search engines aren't keep pace with the explosive growth of the Web, researchers reported today in the journal Nature. Their study found that search engines -- which enable a computer user to find information by typing in a word or combination of words -- cover a diminishing fraction of Web pages and take a long time to list new sites. The most comprehensive engine, Northern Light, covers only about one-sixth of the Internet pages that search engines can reach, the study found. That is down from one-third for the best engine 18 months ago. Statistics: Internet search engines and the percentage of the searchable Web that they cover, according to computer scientists Steve Lawrence and C. Lee Giles at NEC Research Institute in Princeton, New Jersey. Northern Light: 16.0 Snap: 15.5 Altavista: 15.5 HotBot: 11.3 Microsoft: 8.5 Infoseek: 8.0 Google: 7.8 Yahoo: 7.4 Excite: 5.6 Lycos: 2.5 Euroseek: 2.2 Northern Light is closely followed by Snap and Altavista. Hotbot, which led with 34 percent coverage in the previous study, was down to 11 percent. The study also found that it takes more than six months on average for a new Web page to make it into a search engine's listings. The study of 11 search engines was conducted by computer scientists Steve Lawrence and C. Lee Giles at the NEC Research Institute in Princeton, New Jersey. Lawrence and Giles estimated that as of February, the searchable Web consisted of 800 million pages containing more than 6 trillion characters. Their December 1997 survey put the number of pages at about 320 million. By comparison, the 532 miles of shelves in the Library of Congress contain an estimated 20 trillion characters. Search engines use computers called "spiders" that continuously surf the Web. They save each page they visit, then follow the links on the page to find other pages. When a user types in a word, the engine looks in its index to see which pages contain it. A page that's not listed in the index will not be found. The spiders are more likely to find pages that have more links going to them from other pages. Lawrence said that may make it hard for new sites to make it into search engine listings. Lawrence also said search engines may be lagging because their databases become more expensive as they grow, without necessarily creating more advertising profits. Marc Krellenstein, chief technical officer at Northern Light, said he believes the fraction covered by the search engines is actually larger, because he considers the study's estimate of the size of the Web a bit high. Krellenstein also questioned whether search engines need to concern themselves with every new site. He said they focus on good sites that are of more interest to users. "The fact that the Web is growing so fast doesn't mean the quality part is growing as fast," he said. Copyright 1999 The Associated Press. Updates and Out-Takes *** THE PINOCHET CASE: AN END TO IMPUNITY? *** by Sarah Anderson On October 16, 1998, the world was stunned to learn of the arrest in London of Augusto Pinochet, the former Chilean dictator who had become an international symbol of ironclad impunity. After numerous failed legal battles, Pinochet remained in British custody as of June 1999, facing possible extradition to Spain, where a judge has indicted him for "crimes against humanity." Even if the Spanish authorities fail to put Pinochet on trial, their efforts must be appreciated as a historic struggle, not only against Pinochet, but in the broader fight for international human rights. Here are a few of the most important implications of the case: 1. Globalization of Human Rights This is the first case in which a national government is charging a former head of state with crimes against humanity. A 1985 Spanish law enables foreigners to be tried in Spain for "crimes against humanity" even though the crimes were committed outside the country. Under this type of "universal jurisdiction" perpetrators of crimes against humanity, including genocide, terrorism, and torture, are considered "enemies of all." One stipulation in the Spanish law is that the case must not have been prosecuted in any other country. The Pinochet case meets this condition because the former dictator granted himself immunity from prosecution in Chile. 2. Broader Definition of Genocide The Spanish judges in charge of the case against Pinochet are attempting to broaden the definition of "genocide" by arguing that Pinochet is guilty of this crime for slaughtering more than 3,000 people--not because of their race or ethnicity but because of their politics. All of the victims were labeled "subversives." 3. Bad Dreams for Dictators The case has unleashed numerous attempts to hold other dictators accountable for their crimes. For example, in France, the courts are considering "Pinocheting" former Haitian ruler Jean Claude Duvalier. Laurent Kabila from the Congo sent an advance team to Brussels to get it in writing that he would not be "Pinocheted" upon his arrival in that country. Only time will tell if Pinochet's fate will make future leaders think twice before committing these types of atrocities. 4. Revealing the Need for U.S. Truth and Reconciliation The U.S. government has failed to take a strong position on the Pinochet case. Although Spanish authorities requested in 1997 that the U.S. government submit materials from its files related to Pinochet, it wasn't until June 30 (just last week) that the U.S. government released the first installment of newly declassified documents related to human rights abuses in Chile from 1973-1978. The release was in response to a February 1, 1999 "tasker" from the National Security Council requesting review and declassification of relevant documents from the CIA, National Archives, and the Departments of Defense, State, and Justice. The release consists of over 5,800 documents, including approximately 5,000 from the Department of State, 490 from the CIA, 200 from the National Archives, 100 from the FBI, and 60 from the Department of Defense. Although the Clinton Administration is to be applauded for taking action, there are strong reasons for concern about CIA compliance. As noted, only 500 documents in this installment were from the CIA. Based on what is already known about relations between the CIA and the Pinochet regime, there are sure to be thousands more in the Agency's files. Unfortunately, the NSC tasker contains language that gives the Agency a loophole by requesting the review of only those documents that are subject to disclosure under the Freedom of Information Act. This allows the CIA to exempt many of its "operational files" from even being searched. At the request of the Justice Department (DOJ), the government withheld key documents related to the 1976 murders by Pinochet's agents of Institute for Policy Studies (IPS) colleagues Orlando Letelier and Ronni Karpen
[CTRL] Saddam Claims U.N. Waging Germ Warfare (fwd)
-Caveat Lector- Source: http://dailynews.yahoo.com/headlines/ap/ap_headlines/story.html?s=v/ap/19990709/ts/iraq_germ_warfare_2.html Friday July 9 10:15 AM ET Saddam: U.N. Waging Germ Warfare By LEON BARKHO Associated Press Writer BAGHDAD, Iraq (AP) - President Saddam Hussein has accused the United Nations of mounting a secret germ war against Iraq, citing his government's accusation that a U.N. employee bred locust eggs to harm Iraqi crops. = Kaddish, Kaddish, Kaddish, YHVH, TZEVAOT FROM THE DESK OF:[EMAIL PROTECTED] *Mike Spitzer* [EMAIL PROTECTED] [EMAIL PROTECTED] The Best Way To Destroy Enemies Is To Change Them To Friends Shalom, A Salaam Aleikum, and to all, A Good Day. = DECLARATION DISCLAIMER == CTRL is a discussion and informational exchange list. Back Orifice (B.O.) gives hackers unauthorized access to the desktops of victims' Win95 and Win98 PCs that are connected to the Internet. Well, don't look now, but it's baaak! The "Cult of the Dead Cow," which makes B.O., says it will release its new Back Orifice 2000 on July 9. The new, improved version of the virus enables hackers to write plug-ins. And, unlike its predecessor, B.O. 2000 works on Windows NT in addition to Windows. To protect yourself, make sure you're running a good anti-virus program and updating it regularly. You're going to hear a lot about this new virus, but remember: You heard it here first. Eventually, it's likely that Microsoft will post a security bulletin on this site. When they do, they'll post it here: http://www.microsoft.com/security/bulletins/current.asp Cool Trivia Answer A Russian hacker recently cracked a U.S. government computer system and rerouted a print job to Russia before re-rerouting it back to the printer. Last week's question was "Which government agency was hacked"? Answer: The U.S. Space and Naval Systems Warfare Center (Spa War) in San Diego, Calif. The print-job hijack was discovered by Ron Broersma, a Spa War network operations engineer. Broersma noticed that a print job took too long, so he used monitoring tools to make the discovery. [CTRL] Columbia, The Gem of?
-Caveat Lector- Published Friday, July 9, 1999, in the Miami Herald In Colombia, everyday `awful things' stranger than fiction By JUAN O. TAMAYO Herald Staff Writer BOGOTA, Colombia -- One wonders what Colombian novelist Gabriel Garcia Marquez, creator of the magical world of Macondo, would have made of this recent story in the newspaper El Tiempo: Iran's ambassador in Bogota had pledged $2 million to build a slaughterhouse in a remote Colombian town ruled by leftist guerrillas. The beef will be butchered according to Koranic law, and exported to Tehran. Or this one: In a country with a murder rate eight times higher than the United States, the army's 4th Mechanized Group in the northwestern department of Antioquia raffled off a 9mm pistol to raise funds for social activities. Or this: Government officials recently issued two-way radios to two jailed guerrilla chiefs so they could negotiate the recent release of some 80 hostages, including 51 kidnapped by rebels from a church in the midst of Mass. As odd as those stories may appear, none were deemed unusual enough here to appear on the front pages. After half a century of some of the worst political and criminal bloodshed in Latin America, Colombians appear to have grown almost inured to stunning levels of violence, warfare and drug scandals. Thursday, for example, the Colombian army reported intense fighting with guerrillas in a town just 32 miles south of Bogota, but few in the capital showed any sign of knowing or caring. ``Many Colombians consider that this country has always lived in crisis, and that violence is a constant in our history as a nation with which we must coexist,'' wrote El Tiempo columnist Carlos Caballero Argaez. A car bomb with 440 pounds of explosives found and disarmed in Bogota last month got a one-day run on front pages. The radio-controlled bomb appeared to have been aimed at the Bogota chief of police. ``We are so immersed in violence that we are accustomed to it,'' lawyer and kidnap mediator Tomas Moore said. ``Terrible things are commonplace. Awful things are the norm. And every day things get worse.'' Outrageous mayhem In his novel One Hundred Years of Solitude, Garcia Marquez reflected some of Colombia's outrageous mayhem -- the war between Liberal and Conservative party bands in the 1930s and '40s is known as La Violencia, The Violence. ``We have had to ask but little of imagination, for our crucial problem has been a lack of conventional means to render our lives believable,'' he said in his Nobel prize acceptance speech in 1984. But even Garcia Marquez might cock a disbelieving eyebrow at some of the strange things that have occurred in Colombia in more recent times. Some unusual types of assaults and kidnappings have become so common that Colombians have given them nicknames that belie their seriousness. Gunmen who kidnap their victims, usually as they emerge from luxury shops, and drive them around to several ATM machines to drain their accounts are said to be taking their prey on ``the millionaire's walk.'' Roadblocks set up by guerrillas and common criminals along rural roads in hopes of kidnapping a passing driver worthy of a good ransom have become known as pescas milagrosas, roughly translated as fishing for miracles. A jesting survey in the news weekly Semana to establish whether readers fit the profile for kidnapping targets asked: ``Do you go to Mass on Sundays?'' and ``Are you Colombian?'' Government licenses Kidnap negotiators are legally required to obtain government licenses and forbidden from accepting any payment, controls designed to stop shady mediators from acting in cahoots with the abductors to drive up the ransoms. And a U.S. State Department warning to Americans traveling to Colombia noted that local thieves have been walking up to foreigners and blowing little packets of a drug into their faces. The drug, scopolamine, briefly disorients the victims and allows the crooks to escape with their wallets or purses, according to the Nov. 20 Consular Information Sheet. Colombia's narcotics industry has provided its share of peculiar stories. One leader of the National Liberation Army, a guerrilla group heavy on Marxist ideology, was revealed to have been betrayed to police by a lover who suffered an emotional crisis after a dayslong cocaine binge. The rebel, Francisco Galan, one of the radio-toting prisoners who negotiated the hostage releases with his brethren in the mountains, was convicted of subversion, murder and possession of narcotics. The U.S. government last month put Cali's America soccer team on a no-visa list because of its alleged ownership by front men for the Cali Cartel's leaders, brothers Miguel and Gilberto Rodriguez Orejuela. On soccer team board And Colombian drug prosecutors today sit on the board of a Bogota soccer team, Millonarios, after seizing

-Caveat Lector- From: [EMAIL PROTECTED] Date: Fri, 9 Jul 1999 Subj: "Civil Rights" in Kentucky LETTER "Civil Rights" in Kentucky Last night, after seeing on the news about Clinton's dog- and-pony show in Hazard, Kent. yesterday, I sent an e-mail to a friend who lives in Hyden, Kent. (about 20 miles from Hazard) jokingly asking if Hyden had been overrun with unmarked cars containing men wearing dark sunglasses and business suits. This morning I got his answer (below) and I was NOT joking. I got my friend's permission to distribute his letter on the condition that I strip all personal identifications and the call letters of the TV and radio stations referred to. [My friend is a public employee and he does NOT want to lose his job.) Marvin Gardner Sons of Liberty Georgia -- My phone, -'s phone, was tapped for the last eight days. Don't know about the e-mail. This morning I checked again and the taps were off. A good friend in the security business suggested I place some of his equipment on our lines and it has paid off. Slick was less than 20 miles away, but I would not walk across the street to see him. The liberal paper says that 30,000 people came to see him. I can say for a fact that only 4,000 were there. The crowd looks big because the town is so small. Only 5,400 live in Hazard. You could not put 30,000 people in all of this city. Yes, their cars and vans were everywhere, and this was on Saturday. Every downtown business had an agent at the door. You were watched every minute and the business owners were very mad at these people for driving business away. On Monday I am told that if you went into a business you were not allowed to leave it. You had to stay inside, just in case you hid a weapon there over the weekend. Metal Detectors were everywhere and have a counter on them. This is how I got the 4,000 person figure. There were three to five uniformed police per block, untold plain clothes state police and the secret service were everywhere. Helicopters circled the city non stop, one mile to five miles from the area he was to be in. It made a great circus. The only comments that were allowed on TV were the positive ones. I have a friend that works for W--- TV News in Hazard, the edited film of the negative comments was "picked up". W---, a patriot radio station was not allowed to set up and record the events of the day. Plenty was said about it on the station yesterday, and it was broadcast this morning that W--- has got a call from the FCC already this morning making an appointment to "review" the station license. I am a big supporter of W--- and will help those boys any way I can. This crap the government has spread all over America has come close to home, and it is getting deeper all the time. The stink of this visit will not soon go away. - Enjoy a 90 day free trial subscription to the E-mail edition of The Vigo Examiner. In 1969 Apollo 11 astronauts brought back what appeared to be an aborted baby in a rock that was found during their historic expedition. For 24 years, NASA kept the baby's discovery from the public. The story finally came to light when South African geologist Dr. Richard Call showed newsmen the baby's preserved remains. Dr. Call told the reporters the shriveled fetus had been smuggled to him by a concerned NASA lab technician. Dr. Call took the fetus to his laboratory in Durban, South Africa, and has spent the last six years studying it. 'Based on our studies of this baby, we've been able to draw some stunning conclusions about the moon, about the earth and - most importantly - about human evolution'; # The fetus is human, female, six inches tall and approximately 200,000 years old. # Scans of the fetus' brain and her cranium size indicate that it's intelligence was even higher than that of modern man. Therefore this is proof that ET's can travel backwards and forewards in time and space and have visited the Moon at least 200,000 years ago and have also proberbly been visiting Earth also for at least this length of time. It is also proof of their human cross-breeding and abduction programme. [CTRL] Children of Illegal Aliens
-Caveat Lector- Like a football game -- run across the border in the late stages of pregnancy, drop a pup across the goal line, HOME FREE. Canada Mulls Kids in Deportation Cases OTTAWA (AP) - Immigration officials must take into account the hardship imposed on Canadian-born children before ordering their foreign-born parents deported, the Supreme Court of Canada ruled Friday. In a unanimous verdict, the high court gave Mavis Baker, a native of Jamaica with four children born in Canada, a second chance at avoiding deportation. The ruling doesn't mean she will automatically qualify for permanent residence. Immigration and children's aid groups say hundreds of women with Canadian-born children are in the same situation, either living in fear of deportation or mired in the court system fighting deportation orders. Children born in Canada automatically receive citizenship. But it has been left to immigration hearing officers to decide whether to consider the best interests of the children in deporting the parents. Friday's judgment laid down guidelines and said immigration officers must consider children's interests ``an important factor, give them substantial weight, and be alert, alive and sensitive to them.'' Officers must take account of humanitarian concerns, family connections and ``the hardship that a negative decision would impose.'' The court cautioned that the interests of the children won't always outweigh other considerations and prevent deportation. But in Baker's case, said the judges, the children's welfare was not adequately assessed. Baker came to Canada in 1981 as a visitor, but stayed and worked to support herself for 11 years. She was ordered deported in 1992, and her appeal to remain on humanitarian grounds was turned down. Her lawyers argued that her deportation would contravene the United Nations Convention on the Rights of the Child, which states that children should stay with their parents unless it isn't in their best interest. Critics contended, during court hearings last winter, that allowing Baker to stay would give illegal aliens an easy way to jump the immigration waiting list. -Caveat Lector- Next, probably, a law that makes SMILING mandatory. Alright, move along, little lambs, single file, in a quiet and orderly manner. Imagine what kind of adult citizens we'll be seeing in another 30 years, in these United States of Orwellica. Obey, and do not question, "authority." ANY authority. ALL authority. School Respect Bill Now a Law By GUY COATES .c The Associated Press BATON ROUGE, La. (AP) - Manners are going back to school next term. Gov. Mike Foster signed a bill Tuesday that requires Louisiana public students to address their teachers and other school employees with courtesy titles. ``The lack of respect in and out of school is a national problem and no one has an answer,'' said Sen. Don Cravens, a Lafayette Democrat who co-sponsored the legislation. When classes begin this fall, Louisiana students must refer to teachers and administrators as ``ma'am'' or ``sir'' or use the appropriate title of Mr., Miss, Ms. or Mrs. The law, which was passed earlier this year by the state Legislature, is believed to be the first in the nation requiring respectful conversation. ``This is certainly not a cure-all for all the ills of our society, of one parent homes where there may not be enough guidance or in homes were there is none,'' Cravens said during legislative debate. The law will first apply to those in kindergarten through fifth grade. Higher grades will be phased in over the next few years, one grade per year. All grades will be included by the 2006-2007 school year. No punishment is included in the current law. Each of the state's 66 public school systems will decide how to discipline students refusing to respond politely. However, no student can be expelled or suspended. ``Nothing we've done in four years of this administration has caused so much stir,'' said Foster, who had to seek out sponsors for the legislation. ``I don't know what that says about the state.'' Around the country, some school systems require parents or students to sign codes of discipline. Some states, notably Arkansas and Georgia, require ``character education,'' teaching honesty, fairness and respect for others. But Jeanne Allen, president of the Center for Education Reform in Washington, said she knows of no other such attempt to require respectful conversation through state law. Forwarded by The Word Warriorette "Will forward - You decide" 07-09-99 07:04 PM God save the Republic and the Constitution of the united States of America! === BEGIN FORWARDED MESSAGE: Clinton Uses IRS To Punish Critics by Larry Klayman Judicial Watch Imagine you founded an organization dedicated to the preservation of basic principles upon which this country has thrived. Issues like individual freedom, personal responsibility, and ethics in journalism. Not horrible terms, and not even so much because you wanted to antagonize those who didn t share your view; rather, because you firmly believed in these principles as a means by which an orderly society should function. What you ve just heard is what the Western Journalism Center went through with its own government -- the Clinton Administration. Taking out ads in The Washington Times, New York Times, Washington Post and Los Angeles Times, WJC raised major questions and inconsistencies about Fosters death -- echoing the sentiments of journalist Christopher Ruddy, whose services WJC retained in furtherance of their investigation. These ads met with considerable success and attention -- and set off what has inexcusably become old saw to the Clinton Administration -- paranoia followed by brutal, systematic effort to silence its critics through intimidation. In December 1994, Associate White House Counsel Sherburne prepared a memorandum that outlined strategies to use against individuals and organizations perceived to be adversaries of the Clinton Administration. The memo also assigned staff members to carry out these strategies -- and specif ically identified the Western Journalism Center for having investigated Fosters death. WJC was the only news organization targeted for action. In July 1996, after absorbing months of swirling rumors of a pending audit, Joe Farah answered a knock on his door at the Western Journalism Center. Thomas Cedarquist, an IRS official and one of his chief defendants in Judicial Watchs lawsuit on behalf of WJC, strode in and announced that, having seen the WJCs work on 60 Minutes, he had arbitrarily decided (as this Administration does) that WJC was a political (not a non-profit) organization. Cedarquist confirmed he and others in Washington were going to

[CTRL] Clinton says Bush is a copy of him [which one do we believe?] =PJB=
-Caveat Lector- http://www.washtimes.com/news/news2.html Published in Washington, D.C. 5am -- July 9, 1999 www.washtimes.com Clinton says Bush is a copy of him By Andrew Cain THE WASHINGTON TIMES ANAHEIM, Calif. resident Clinton accused Texas Gov. George W. Bush Thursday of lifting his trademark "compassionate conservatism" from the president's New Democrat philosophy. "The rhetoric of compassionate conservatism -- half those speeches sound like I gave them in '92," Mr. Clinton said in an interview with the Los Angeles Times. Levying his harshest criticism of Mr. Bush to date, Mr. Clinton called the Republican front-runner's message "very flattering in a way" because it "replicates the rhetoric" of Clinton themes. The president's remarks recall similar charges made by Republicans that Mr. Clinton stole their ideas and repackaged them as his own. "Al Gore and Bill Clinton have consistently wrapped liberal philosophies with conservative rhetoric," said Michael Collins, spokesman for the Republican National Committee. "But talk is cheap." The policies, he said, are what is really at stake. "In Al Gore's case, policies that would tell us what kind of job we can have, what kind of house we can live in, how big our back yard can be, what kind of car we can have in the garage and how many miles we -- Continued from Front Page -- can drive it." He said: "Under Al Gore, some things are mandatory, but everything else will be illegal. That's what being a New Democrat is all about. That's neither compassionate, nor conservative, nor smart." Mr. Clinton said the Texas governor "seems to have discarded some of the harsher aspects of the Republican revolution of the last five years," particularly on immigration. He said Mr. Bush appears to be blurring his positions on affirmative action and abortion. Mr. Clinton called the governor's opposition to hate-crimes legislation, the patients' bill of rights and new gun control "downright hostile" to the centrist, "Third Way" position. Mr. Clinton said the key question is whether Mr. Bush's "compassionate conservatism" is an umbrella under which Republicans in Congress, "the architects of the revolution in 1995, the Contract on America, the heirs of Newt Gingrich" can be "protected from the rainstorm of public opinion until they get to where they can do what they want." The president's remarks set off a round of bipartisan credit-claiming, with both the president's men and Bush backers arguing that their man was compassionate and conservative first. At stake is California, crucial to Democratic hopes next year. Bush backers note the vice president's recent speaking in Spanish to address Hispanic voters, which Mr. Bush had done first. They said Mr. Gore's call for public funding of church initiatives to help the poor was a response to Mr. Bush's proposal to ease government restrictions on faith-based groups aimed at the poor. Mr. Bush's spokesman David Beckwith rejected the president's suggestion that the Texas governor is recycling centrist positions espoused by Mr. Clinton. "Governor Bush's approach is new, both in terms of leadership and philosophy," Mr. Beckwith said. "He's spoken of a fresh start for the country after a season of cynicism. There's a fundamental difference in philosophy between Mr. Bush and the administration. Clinton-Gore believes in a large bureaucracy that dictates solutions from Washington. Governor Bush believes in people and solutions that are found in local communities." The Texas governor capped a recent fund-raising swing through California with the announcement that he had raised a record-shattering $36 million through the first two quarters of the year --nearly double Mr. Gore's total. Mr. Bush said the previous two Republican presidential nominees -- his father in 1992 and Bob Dole in 1996 -- essentially wrote off California but he expects to win the state. California, with 54 electoral votes, has brought Mr. Gore to California more than 50 times during Mr. Clinton's presidency. Mr. Clinton, noting that Vice President George Bush initially lagged in national polls in 1988, said Mr. Gore's poll numbers will improve. "I think there's a constant desire for change," Mr. Clinton said. "But I think what you'll see by next year is that the vice president will be the candidate of change." Earlier this summer, Mr. Clinton angered the vice president by remarking that he was concerned about the stumbling start of Mr. Gore's campaign. The vice president then pointedly distanced himself from the president, announcing his candidacy for president June 16 with a vow to bring "my own values of faith and family to the presidency." Mr. Clinton Thursday wrapped up a four-day tour of some

Re: [CTRL] War on Poverty Yields Few Victories
-Caveat Lector- I say to hell with the both of them. Absolutely. But let's think long, hard, and above all realistically about how we dismantle them. If we rip the safety net out from under even a comparitively rich a society like America, where one of five people still has trouble paying the family bills, without first making a safety net unnecessary, there will be social unrest the likes of which the world has never seen. To rip what meager safety net there is from the rest of the world is, for the moment at least, genocide. To shut of corporate welfare to the military industrial complex without first retooling for peace will crash the economy and throw more people into the street than ripping off the safety net. Talk about social unrest! Phew! And speaking of safety, let's keep in mind that on a world in as sorry a state as ours is in it is not possible to disarm unless all forces do it together. Anything else will bring war. America in particular must take care because the preditory transnational capitalists based here have made a lot of enemies around the world, not all of which are politically sophisticated enough not to blame the American people for the crimes of our ruling class, some of which we too suffer from. There are no national solutions to global problems, least of all making the world into a single nation state. The nation state must die in the mind of humanity before we can all live in peace and plenty, but the corporation must die with it or we're out of the frying pan into the fire. The question was, where does Jesus say that homosexuality is wrong? You quoted many passages, OT and NT, some questionable IMO but none that address what Jesus said on the matter. A small point perhaps, but it is often helpful to keep your eye on the question at hand and not get off track. The question was asked, of course, to illustrate that Jesus says nothing about homosexuality in the Bible, contrary to your assertion. [CTRL] HILARY DECLARES JERUSALEM THE ETERNAL CAPITAL OF ISRAEL
-Caveat Lector- From: "John K. Whitley" [EMAIL PROTECTED] Date: Fri, 9 Jul 1999 Subj: Secret Palestinian Parliament Being Built In Jerusalem! A NEW WORLD ORDER INTELLIGENCE UPDATE ADVISORY: http://www.inforamp.net/~jwhitley/index.htm [To join the NWO/Y2K low-volume mailing list, send your e-mail address to [EMAIL PROTECTED]] ___ HILARY DECLARES JERUSALEM "THE ETERNAL CAPITAL OF ISRAEL" - WHILE A NEW PALESTINIAN PARLIAMENT IS BEING SECRETLY CONSTRUCTED THERE! Hilary Clinton, eagerly courting New York's politically- important bloc of influential Jewish voters, recently stunned observers by declaring forthrightly that Jerusalem is "the eternal capital of Israel." Her husband, who acts as President of the United States on behalf of the powerful and secretive Bilderberg Group, openly favours a Palestinian state. Just prior to this year's recent secret meeting of the Bilderbergers in Sintra, Portugal, the NEW WORLD ORDER INTELLIGENCE UPDATE warned that one of the items on the agenda was a Mid-East "peace treaty." Our confidential informant alerted us to the fact that "the deal on Jerusalem has already been done" and that the future for Israel did not look good. Israeli Prime Minister Barak was elected with the assiduous help of Bilderbergers Tony Blair and Bill Clinton, apparently to advance the Bilderberger "peace agenda" - which will ultmately lead to war. Since his election, he has thrown himself wholeheartedly into this work, mending fences with Syria's Assad, gaining the support of Egypt's Mubarak, and eagerly preparing Israelis for the inevitable return of the strategically-vital Golan Heights to Syria. Now the actual details of this "Jerusalem deal" are beginning to emerge, and first and foremost among them are the construction of a Palestinian Parliament in the "Israeli capital" of Jerusalem - which would logically make it the "Palestinian capital", too! Thus, both Bill and Hilary's wishes and dreams, though at first sight contradictory, are enabled to paradoxically come true! For apparent and cosmetic convenience, the official line is that the capital of any future Palestinian state will be Jericho, but the presence of the Parliament and President's Office in East Jerusalem will inevitably reduce Jericho to the status of an administrative centre while East Jerusalem becomes the increasingly influential centre of Palestinian power. An "understanding", reached three years ago between Mahmoud Abbas [Palestinian deputy leader] and Yessi Beilin [Israeli Deputy Foreign Minister], and since publicly denied, gave the Palestinians a free hand to construct a Parliament and capital offices in Abu Dis, on the outskirts of East Jerusalem. In fine balance, the site is partly in East Jerusalem and partly outside it; and the Palestinian government which will function from there is to have authority over all Palestinians in East Jerusalem but no sovereignty over any of the city's physical territory. It will be "in Jerusalem without being in Jerusalem", and "rule from Jerusalem without owning any land there." Construction on the five-storey Parliament building is now well-advanced, conducted under conditions of absolute secrecy, and completely ignored by the present Israeli administration - which is only too well aware of the true nature of the building beginning to rise there. In a nice touch, the Office of the President is so positioned in the complex that Yassar Arafat will actually be located in East Jerusalem itself, a symbolic fact not likely to be lost on any visitors he receives there officially. Equally significantly, the US$14 million building is a virtual mirror-image in layout of the Israel Knesset across the city, and both buildings are positioned exactly the same distance from the most holy site in Jerusalem, the Temple Mount. When Palestinian statehood comes, Jerusalem will then be openly declared to be the Palestinian capital, one "shared" [in diplomatic, and - in light of the Bilderberger's long-term plans for the Middle East, now coming to fruition - "temporary" terms] with Israel. But the plot does not end there. Plans exist for the construction of a magnificent and stately residence for a personage of immense and international religious importance, who is expected to take up residence as the "overseer" and "guarantor" of the city within the foreseeable future. Before that second phase can occur, however, Phase One - the successful introduction of two national parliaments and administrations into Jerusalem - must be successfully orchestrated. That first phase is now one giant step closer to completion. Then will come Phase Two. And finally, Phase Three - war and destruction! Re: [CTRL] Turning the corner on liberal education policies
-Caveat Lector- Dear List, Here's some data showing why long term bilingual education is the best thing for second language students. Sincerely, Neil Brick PS. also check http://www.ncbe.gwu.edu/ncbepubs/resource/effectiveness for a 96 page document that backs this up. Research has shown that the longer students are in two-way developmental bilingual education programs, the higher the students score on standardized tests in English. The second most effective program for second language learners is Late-Exit Bilingual Education plus content ESL. "...The elementary school program with the most success in language minority students' long term academic achievement, as measured by standardized test across all subject areas, is two-way developmental bilingual education. As a group, students in this program...reach the 50th percentile or NCE (National Curve Equivalent) in their second language generally after 4-5 years of schooling in both languagesStudents in well-taught bilingual classes that continue through at least sixth grade (late-exit or maintenance bilingual programs) with substantial cognitive and academic development through both first and second languages, are also able to reach the 50th percentile or NCE within 4-7 years and maintain their academic performance at secondary level in academic classes taught all in English." (From data aggregated from a series of 3-6 year longitudinal studies from well-implemented, mature programs in five school districts and from the Ramirez 1991 dataset, c Thomas and Collier, 1995) Basic interpersonal communication skills (BICS) refer to context embedded speech (like visual cues and experiential activities), which differ from cognitive academic language proficiency (CALP) which takes place in a context reduced environment (manipulating concepts and solving problems). (Cummins, 1984). Some people have made the mistake that once a student can converse in English (BICS), they will naturally perform well academically (CALP) in English. It has been postulated that BICS and CALP are two different sets of skills. "a) language proficiency includes proficiency in academic tasks as well as basic conversation, b) cognitive academic language proficiency may take 5 to 7 years to achieve, and c) skills learned in the first language automatically transfer to the second language." (Language Minority Students in the Mainstream Classroom, Carrasquillo and Rodriguez, Multilingual Matters Ltd., c 1996 p. 26-27) Collier's research (1987) supports the theory that LEP (Limited English Proficiency) students may need 5 to 7 years to perform well (like native learners) on academic tasks. Willig (1985) "concluded that bilingual education programs that supported the minority language were consistently superior...(and) produce higher performance in tests of achievement throughout the curriculum. Small to moderate advantages were found...in reading, language skills, mathematics and overall achievement (in second language tests in English)." A conclusion found in the Ramirez (Ramirez, Yuen and Ramey, 1991) study cited above is, "Spanish speaking students can be provided with substantial amounts of primary language instruction without impeding their acquisition of English language and reading skillsThe data suggest that by Grade 6, students provided with English-only instruction may actually fall further behind their English speaking peers. Data also document that learning a second language will take six or more years'." (Foundations of Bilingual Education and Bilingualism, 2nd Ed., Colin Baker, Multilingual Matters Ltd., c 1996 p.213-215) The studies and theory above show that for students to achieve the highest test scores, they need to be in at least late-exit bilingual education programs. -Caveat Lector- - Original Message - From: Bard [EMAIL PROTECTED] The Doom of the White Race This wouldn't be funny, even if the concept of "white race" had any merit - which it doesn't. There are no biological indicators that reliably differentiate the allegedly distinct "races" of humanity, no genetic factors that consistently distinguish "racial" groups - "race" is about politics, not about biology. In all "races" - red, yellow, black, white, brown - peoples' skin color ranges from light to dark, intelligence [only 30% inheritable] ranges from low to high, resistance/susceptibility to diseases vary similarly - and we can [and DO] all interbreed. We're all the same race. Except maybe for the Reptilioid hybrids dominating conservative politics... Popular imagery in the US from the latter half of the 19 century onward depicted the "Irish Race" as sub-human, as ape-people, only slightly better/higher than blacks or orientals, similarly pictured. Japanese culture depicts Koreans as subhuman, even though Japanese culture largely derived from Korea a millennium ago. The dominant Mestizo power elites in Latin America depict the Indian masses as subhuman. When justifying your power relationships, it's useful to depict those you've subjugated as being of "inferior races" - such dehuanization makes it OK to kill/exploit/exclude them. [CTRL] Compound Cleansers
-Caveat Lector- From SF Chronicle NATO Bombing Left Serbian City in Toxic Nightmare Refinery, fertilizer plant and petrochemical complex destroyed Mark Fineman, Los Angeles Times Tuesday, July 6, 1999 ©1999 San Francisco Chronicle URL: http://www.commondreams.org/kosovo/kosovo.htm They call it ``The Night of the Witches,'' those horrible hours that began at precisely 1 a.m. April 18, when NATO bombs and missiles rained in force on Pancevo. Within seconds, the attack demolished a refinery, a fertilizer plant and an American-built petrochemical complex that released a toxic cloud so dense and potentially lethal that its effects can be felt here even today -- and will be, perhaps, for decades to come. A thick, grayish-white fog containing concentrations of carcinogenic vinyl chloride monomer that were 10,600 times above human- safety limits had settled over the city at dawn and finally cleared only at nightfall on a day of horror the townsfolk have named for the Serbian equivalent of Halloween. Nearly three months after NATO's devastating air strike here -- and almost a month after it dropped the last bomb of its air war on Yugoslavia -- here's a glimpse of the enduring environmental nightmare in and around the targets the alliance left behind: -- Physicians in this city just 10 miles northeast of Belgrade have privately recommended that all women in town that night avoid pregnancy for at least the next two years. Women who were less than nine weeks' pregnant in mid-April were advised to obtain abortions; doctors say most have complied. -- The canal leading from Pancevo's South Zone Industrial Complex is still awash with vinyl chloride, even after much of the 100 tons of cancer-causing chemical that were released from the Petro Hemija factory that night already have mixed into the waters, the riverbed and most likely the food chain of the mighty Danube River. -- The ground in and around Pancevo is saturated with ammonia, mercury, naphtha, acids, dioxins and other toxins that leaked and burned out of the factories that night, raising yet-unanswered questions about their long-term impact on a city now struggling with day-to-day survival. ``Only in the next two years or 20 can I tell you what the full consequences of that night will be,'' Pancevo's pro-democracy Mayor Srdjan Mikovic said yesterday. ``I'm afraid you will find a lot of our people in the oncology ward fighting cancer, or perhaps in the hematology department or centers for respiratory diseases, or perhaps in the morgue. But for today, it's enough to worry just how to get through the summer and the cold winter that lies ahead.'' Although perhaps the most dramatic, Pancevo is hardly alone among the many environmental disasters that are legacies of NATO's war on Yugoslavia -- 78 days of aerial assaults on power plants, factories, fuel refineries and storage tanks. The alliance said these attacks were intended to ``degrade'' Yugoslav President Slobodan Milosevic's nation and war machine. The phones still are ringing wildly in Dr. Slobodan Tosovic's office at Belgrade's Public Institute of Health, where the chief ecotoxicologist fields questions and complaints from throughout the nation. Municipal officials in the opposition-ruled town of Kragujevac in the south, for example, are begging for permission to flush out a lagoon poisoned by PCBs, which were released from a power plant that NATO bombed. ``It's enough to make me believe the Americans and NATO were making a biochemical experiment with us,'' said Tosovic. But he downplays the short-term toxic impact of the war. ``The fact is, we were quite lucky,'' Tosovic said. ``We have the capacity to clean up the channel in Pancevo, and already we've cleaned up the worst-hit areas of the Danube and other rivers. There are no lasting air-pollution problems. And last week, we lifted the fishing ban on the Danube.'' Initial tests of crops and farm animals, he said, have shown only marginal levels of toxicity, although he cautioned that ongoing DNA testing of embryos and seeds to determine the longer-term genetic impact of dioxins and other pollutants on the food chain will not be completed until the fall. The Serbian Health Ministry, which include Tosovic's department, also has issued an urgent advisory to physicians, urging them to stop recommending abortions and birth control -- an issue with broad political and sociological implications in a nation where 10 years of war-induced poverty among delicately balanced ethnic groups already have sent Serbian birthrates plunging. ©1999 San Francisco Chronicle Page A8 From Chicago Tribune SERBS ALLEGE NATO RAIDS CAUSED TOXIC CATASTROPHE BOMBED REFINERIES, PLANTS SPEWED STEW OF POISONS, THEY SAY By Uli Schmetzer Tribune Foreign Correspondent July 08, 1999 PANCEVO, Yugoslavia Dragomir Djuric says he has been fishing the Tamis River for 48
[CTRL] Great Society '99 Tour
-Caveat Lector- From www.mises.org The Magical Government Tour By LLEWELLYN H. ROCKWELL, JR. [posted July 9, 1999] The press puppy-dogged Bill Clinton as he traveled the country exploiting the troubles of others to pad his legacy. Oozing the compassion that he kept under wraps as he bombed civilians in Serbia, Clinton announced that he plans to use the power of the federal government to fix up dilapidated housing and schools and inspire a renewal of economic growth. This is political agitprop. Indeed, news clips from his tour to troubled spots around the country looked like a Soviet propaganda film. America pretends to be wealthy, but look at the squalor and suffering kept under wraps! The rich are getting richer, while the poor suffer in silence! The press ate it up. "There was a bit of magic in Mr. Clinton's trip," wrote Jeanne Cummings of the Wall Street Journal in a story purporting to report the news. But the only magic is that anyone takes this nonsense seriously. Think about Clinton's claim: he and his friends are sure there is money to be made in these places. Corporate America, for reasons of prejudice or simple stupidity, doesn't understand this. To prove his point, he will offer tax incentives and investment guarantees for any business that invests in impoverished areas. But wait a minute. If there are profits to be made, why are government investment guarantees and regulatory favors needed? In fact, free enterprise has proven itself quite capable of sniffing out profit opportunities, while bureaucrats are worse than useless at this. And think about this: Clinton has spent his lifetime in government, and knows nothing about business except how to regulate it, tax it, and hit up its owners for campaign contributions. Here's Clinton on business economics: "If you have people who want to go to work and people with money to spend and they're both in the same place, it's a good place to invest." Spoken like a true central planner. Notice, however, that he is not committing his own savings; he wants to enlist the public to back the investments of other people. And if such favors are necessary to bring investment to a place, doesn't that suggest that the profits to be had there are marginally more risky than elsewhere? Yes it does. And who is going to bear this risk? Taxpayers of America, that's where you come in. Your pocketbooks are being tapped again to fix up places that politicians, not free markets, think are important. In truth, government never brought prosperity anywhere; only unhampered (and unaided) free enterprise does that. Public policy only works to redistribute wealth. For evidence, see the previous incarnations of Clinton's "New Market Initiative." In the 1960s, it was the War on Poverty and Urban Renewal. In the 1970s, it was UDAG grants and public housing. In the 1980s, it was Enterprise Zones, just as it was Empowerment Zones in the 1990s. It's always the same racket: taxpayers are looted in the name of economic uplift, resulting in wealth redistribution and poverty perpetuation. Most fundamentally, the underlying assumption behind Clinton's tour is all wrong. There is a reason why the areas Clinton visited are poor, and it is not because they are being irrationally "overlooked" by business. In Kentucky, the labor unions destroyed many mining towns. In urban areas, welfare and crime conspired to sap these places of economic energy. On Indian reservations, look no farther than the socialist governments that control these places, thanks to vast and everlasting federal subsidies and regulations. Places like East St. Louis, Watts, rural Mississippi, and the Pine Ridge Indian Reservation should be on the National Tour of Government Failure. These places aren't "neglected." Their problems are largely due to the lavish attention politicians like Clinton have paid to them over the years. If there are signs of hope, it is due to a handful of brave entrepreneurs, not the bureaucrats from HUD and the Agriculture Department that Clinton had in tow. On the ideological front, and true to his political style, Clinton wants to have it both ways. He wants to claim that he is a friend to free enterprise while calling on the surgical "tools" of government to fine-tune the local economy. In this way, he can avoid the charge that he is repeating the errors of his predecessors. But while he may not talk about the glories of public housing and UDAG grants, his proposals are just welfare in the guise of bank credit instead of outright spending. It is no less unsustainable than the Great Society. Congress should tell him to let America's poor communities alone so that they will have a chance to recover from the last ten thousand times politicians tried to help them. Notice that Washington, D.C., wasn't on his Magical Government Tour. And yet there are few places in the country with more squalor,

MORE DOE: BEEFING UP SECURITY...OR PUBLIC RELATIONS? Secretary Richardson has repeatedly expressed his desire "to send a signal that we take security seriously." It may be a smoke signal. Take the June 21-22 security stand-down at LANL, LLNL, and Sandia, which cost taxpayers an estimated $15M in lost labor. According to Livermore sources, the two days were devoted to consciousness- raising briefings and discussions. Some scientists reported that their only assignment for the second day was to read a one-page memo. This comes on top of Richardson's decision that some 5,000 employees must submit to polygraph screening (WN 25 Jun 99). 3. MISSILE DEFENSE: THE BENEFITS OF A LIMITED EDUCATION. The Safeguarding America For Everyone (SAFE) Foundation is launching a campaign to educate the public on the ballistic missile threat. Called the National Mission to Defend America (NMD America), the drive plans to focus on big questions, like whether we should defend ourselves against ballistic missiles and if so, how soon. SAFE hopes to avoid getting bogged down in technical feasibility, cost and arms control, says President Kevin Generous. Doobie Brothers guitarist Jeff "Skunk" Baxter has been chosen as a SAFE spokesman. Maybe he'll do "What A Fool Believes." 4. ALTERNATIVE FUNDING: STONY BROOK DEBATES ALTERNATIVE MEDICINE. SUNY at Stony Brook, already under fire for its controversial Center for Complementary/Alternative Medicine, is now debating establishment of an Independent Practice Association composed of alternative medicine practitioners. Members of the IPA would be credentialed by the university and could negotiate with managed- care companies. Promoters argue that since people already use alternative medicine you may as well certify the practitioners. But critics cry foul: How can the university endorse treatments with no scientific basis, especially when the idea for the IPA comes from the owner of a line of herbal products? Correction to last week's What's New: The investigation of Dr. Liburdy involved his research on calcium-ion cell fluxes. (Helene Grossman contributed to this week's WN.)
