One of these murals depicts children running away from a forest fire, and a penguin in a melting block of ice. This is simply not accurate. The penguin is stuffed and encased in a display case. This breed of penguin is one of three animals (which appear as stuffed animals on display) in this murual shown to be extinct. The three people in the graves are symbolic of the death or "extinction" of individualsm, viz., religious and racial difference. The fires in the picture are symbolic of reincarnation; from the ashes of the fire rises the Phoenix, etc. This mural set also smacks of Gia worship. The "sister" mural to this particular painting, shows the forest which was once on fire, growing again. Also, the painting of the "bubble cities" in the background, (off in the distance behind the raging forest fires), are almost identical to those found in James Hurtak's Keys of Enoch. Strangely enough, there is a HUGE resemblance between the actual artwork of these bubble cities and the covers for the Boston albums. Wednesday August 30 5:22 PM ET Murder Plot Alleged in Princess Diana's Death By Sue Pleming WASHINGTON (Reuters) - Mohamed Al Fayed, who owns London's Harrods luxury department store, said on Wednesday he will sue U.S. authorities to force access to secret documents he says may prove his son and Britain's Princess Diana were murdered in a car crash three years ago. Reiterating his conspiracy theory that ``evil and racist forces'' working through Britain's security service killed the couple, the Egyptian-born Fayed said he hoped the documents from the CIA and other agencies would finally reveal the truth -- that the Royal family wanted to prevent his son Dodi from marrying Diana. ``The car crash that took the lives of these two lovely people has been portrayed as a traffic accident caused by a drunk driving at high speed. The reality is that it was murder,'' Fayed said in a statement released at a Washington news conference called to announce the lawsuit. Lawyers for Fayed said the lawsuit will be filed in the U.S. District Court for the District of Columbia on Thursday, the third anniversary of the death of Diana and Dodi in Paris. White House spokeswoman Nanda Chitre, in Colombia with President Clinton, said any suggestion the United States played a part ``involving this terrible accident is totally unfounded.'' ``We understand Mr. Fayed's grief and sense of loss,'' she said. ``However at Mr. Fayed's request, the intelligence community has already conducted extensive searches for any documents that may shed light on the tragic deaths ... and has not located any responsive materials that bear on or that would be useful in determining what happened.'' Fayed has unsuccessfully tried to subpoena the U.S. documents through another U.S. court case and will now sue for them under the Freedom of Information Act. A French judge closed an investigation into the crash in September 1999, concluding the accident occurred because the couple's driver from the Ritz Hotel, Henri Paul, was drunk. Fayed said he had forensic proof, which was submitted to the Court of Appeal in Paris, that the blood sample taken from Paul contained over 21 percent carbon monoxide. ``This seriously calls into question whether the blood was his, for Henri Paul died instantaneously upon impact and could not have breathed in the noxious fumes,'' Fayed said, adding that Henri Paul spent at least three years working for MI6, the British foreign intelligence service. Speaking on a video broadcast at the news conference, an emotional Fayed said the CIA and other U.S. agencies were withholding documents as part of a cover-up. ``I believe they are withholding some of the documents at the request of the British Secret Services,'' Fayed said. ``They cannot afford to let the truth be known because they know exactly where the truth lies,'' he said, adding that it was too painful for him to speak in public about the deaths. Fayed said the couple, who were ``very much in love'' and planned to announce their engagement, were killed because the British royal family did not want Dodi to marry the mother of the heir to the British throne. ``The Royal household ... would never have accepted my son, a naturally tanned, curly-haired Egyptian being married to the mother of the future king of England and becoming his stepfather,'' Fayed said. Fayed charged that U.S. intelligence agencies had used the most sophisticated satellite systems to spy on Diana, possibly during her time with Dodi, and this information had allegedly been passed on to MI6. ``There are at least 39 documents, consisting of 1,054 pages held by the NSA alone,'' Fayed said. ``I will never rest until the truth is discovered. Those responsible for the murders must be brought to justice.'' The CIA, which has declined to comment on the lawsuit until it is filed, has previously said any claims of U.S. involvement in the tragedy are ``ludicrous.'' Fayed's lawyers said they were looking in particular for documents about the Justice Department's decision not to investigate people who had tried to extort money from Fayed in exchange for CIA documents that later turned out to be bogus. Lawyer Mark Zaid, who is representing Fayed in the United States, anticipated the lawsuit would be lengthy but said he hoped it would provide ``some closure'' for Fayed. Expounding theories about the crash in the tunnel in Paris, Harrods head of security John McNamara said sources told them that Paul spent several hours with French security officers before driving Diana and Dodi to their deaths. He said a blinding light had been shone into Paul's Mercedes while it was in the tunnel and that French medical staff had taken excessive time getting the seriously injured princess to a hospital. But emerging concerns about Chinese involvement in Sudan news stories about tens of thousands of Chinese soldiers defending the oil are likely an over-reaction. The London Sunday Telegraph reported Aug. 27 that Chinese troops and prisoners, numbering in the tens of thousands, are preparing for an offensive against Sudans southern rebels. The story, which has been picked up by the American press, reports that the soldiers were originally sent to act as security guards and had been brought to Sudan by aircraft and ship. The article cited an internal Sudanese government document stating that as many as 700,000 Chinese personnel were available for action. But Chinese foreign policy is dead-set against any nations overt interference in anothers internal affairs. Even if leaders in Beijing didn t think that way, there isnt enough oil in Sudan to make intervention worthwhile. And no one has actually seen these alleged troops. China National Petroleum controls a 40 percent stake in the Heglig and Unity oilfields, located some 500 miles south of Sudans capital Khartoum. Other shareholders include Malaysias state-owned company Petronas, Sudans national firm Sudapet, and Talisman Energy of Canada. These fields pumped out about 146,000 barrels of oil per day in 1999, according to the U.S. Department of Energy, worth nearly $4.5 million dollars in current oil prices. The Chinese government obviously has an interest in protecting its investment and its personnel from the effects of Sudans 17-year old civil war. The rebel Sudan People's Liberation Army (SPLA) periodically threatens the oilfields; some media reports currently place forces about 10 miles from the oilfields. The Chinese government quite possibly brought in its own security teams. But the scale of Chinese involvement is probably exaggerated. Tens of thousands of troops are hard to hide, and a number of relief agencies operate in the area but none interviewed could verify this claim. Sudanese oil is probably not worth a conflict fought with Chinese troops. Chinas share of last years oil output was about 60,000 barrels per day, about 5 percent of Chinas oil imports and about 1.5 percent of its total oil consumption. Sudans proven oil reserves are only about 260 million barrels, less than a tenth of neighboring Egypts 3.5 billion proven barrels. Are there Chinese security personnel in Sudan? Almost certainly. Will China become a combatant in Sudans civil war? Certainly not. August 31, 2000 Federal agency probes Scouts over gay ban By Joyce Howard Price THE WASHINGTON TIMES A division of the Department of Interior is gathering information on its ties to the Boy Scouts to determine whether such ties violate President Clinton's executive order banning discrimination on the basis of sexual orientation. The Supreme Court ruled earlier this year that the Scouts were within their constitutional rights in barring homosexuals from serving as Scout leaders. The gathering of information is the first known instance of the federal government questioning ties with the Boy Scouts since that ruling. The Bureau of Reclamation "will assist [the Department of Justice] by providing information as it relates to the Boy Scouts of America to ensure consistency with the Executive Order" President Clinton signed on June 23, Nattie Silva, assistant director of diversity and equal opportunity for the bureau, said in an e-mail memo sent out Tuesday. The memo, sent to the bureau's commissioner and its regional directors, asked that the agency officials provide answers to seven questions regarding all the "activities, events or programs" they have in conjunction with the Boy Scouts by the end of business tomorrow. Miss Silva said she needs the responses by that time "so that we may respond to the [Justice] Department by September 5." Reaction from the friends of the Boy Scouts was swift. "This appears to be a precursor to a full-throated attack on the Scouts by the Clinton administration. . . . We're looking for Congress to rein in this mean-spirited foray against America's premier youth organization," Robert H. Knight, senior director of cultural studies for the Family Research Council, said of the Silva memo. In her memo, Miss Silva specifically requested information concerning "any such programs related to the Boy Scout Jamboree to be held in July 2001." The jamboree will be held at Fort A.P. Hill, an Army post at Bowling Green, Va. The event is held every four years in recent years, always at Fort A.P. Hill. Gregg Shields, spokesman for the Boy Scouts, said he did not know of the federal inquiry involving his organization until told of it yesterday by a reporter. He learned later that Boy Scouts corporate officials were aware of it. "They are not concerned about it," Mr. Shields said. Justice officials said yesterday the Reclamation Bureau came to them and asked for assistance in determining whether any of the joint activities they conduct with the Boy Scouts violate Executive Order 13160. The order prohibits discrimination on the basis of "race, sex, color, national origin, disability, religion, age, sexual orientation and status as a parent in federally conducted education and training programs." Mr. Clinton signed the order five days before the Supreme Court, by a 5-4 vote, ruled that the Boy Scouts has a constitutional right to exclude homosexual members and leaders. The court held that the Boy Scouts a private organization founded in 1913 believes accepting homosexuals "would derogate from the organization's expressive message." Mr. Clinton, as president, is the honorary head of the Boy Scouts of America. Several Democrats in Congress have asked Mr. Clinton to resign from that position as a protest of the Scouts' ban homosexual troop leaders. In her memo, Miss Silva of the Reclamation Bureau asks officials of her agency to: Identify and explain all activities it has with the Boy Scouts, including, but not limited to, the Boy Scout Jamboree. Specify whether each activity is provided only to members of the Boy Scouts or whether it also is provided to the general public. Identify any specific monetary assistance provided directly to the Boy Scouts. Identify any non-monetary assistance provided directly to the Boy Scouts. Non-monetary assistance could include use of government equipment, facilities and employees. State whether the bureau treats the Boy Scouts as a recipient of federal financial assistance and makes the organization sign assurances. Specify whether the bureau sponsors Boy Scouts of America troops and, if so, what the sponsorship entails. Identify all awards, certificates, patches or other forms of recognition that the bureau provides to members of the Boy Scouts for participation in these programs. Last week, homosexual rights groups kicked off a national campaign against the Boy Scouts to force the private organization to rescind its policy barring homosexuals from acting as troop leaders. The groups want to use laws enacted by state and local governments that ban discrimination against homosexuals to limit Boy Scout troops' access to public funding and use of public facilities. Homosexual rights groups held rallies against the Boy Scouts in 36 cities and 21 states as part of the nationwide protest. A small group of activists some dressed in Boy Scout uniforms was turned away from the organization's national headquarters in Irving,

But there were also these remarks: "...it is especially unfortunate that Mr. Buchanan's takeover attempts have been less about issues than about getting his hands on the more than $12 million in federal campaign funds due the party because of Mr. Perot's past showings on the ballot." You will notice that the editorial associates Buchanan with "nativism" and the curriculum guide to "nativist bigotry." Has anyone heard Patrick Buchanan say anything remotely like this statement by President Theodore Roosevelt: "Society has no business to permit degenerates to reproduce their kindAny group of farmers who permitted their best stock not to breed, and let all the increase come from the worst stock, would be treated as fit inmates for an asylum. ...Some day we will realize that the prime duty of the good citizen of the right type is to leave his blood behind him in the world, and that we have no business to perpetuate citizens of the wrong type." If Howell Raines, the NYTs's Editorial Page Editor, produce such a statement then I will be the first jump Buchanan's populist Reform Party bandwagon, and loudly. I don't think he can. But does "populist" mean "nativist?" All agree that Patrick Buchanan is an "economic nationalist" and not an "internationalist" or "globalist" as editor Raines, publisher Sulzberger, and even candidate Buchanan use those terms. I once heard a man on PBS say that "international banking" is a "code word for Jews" used by the "extreme right." (I don't think it was Raines or Sulzberger.) Certainly, Buchanan has been critical of the power of investment banking and other investment-banker-affiliated organizations involved in global free trade and finance. "What further evidence do we need. Flame him!" Is that how the editors of the New York Times reasoned? But wait! Here is new evidence. Below you will find a 1913 article by Supreme Court Justice Louis D. Brandeis and an excerpt from Adolf Hitler's 1925 autobiography. I intend to show that Buchanan is in the tradition of Brandeis, not Hitler; that Buchanan is making the arguments of Brandeis; that Buchanan has the ultimate goals that were Brandeis's goals. Zaid said the suit against the Central Intelligence Agency, National Security Agency, Defense and Justice Departments was seeking information including telephone records related to the deaths. "The lawsuit that will be filed tomorrow seeks information relative to the tragedy itself, on individuals both deceased and alive, and particularly trying to understand what the US knows or knew or has primarily failed to do," Zaid told a press conference. The suit alleges that the CIA and other agencies were involved in a coverup of a plot to kill the lovers, Zaid said. The suit is to be filed in US District court here on the third anniversary of the August 31, 1997 deaths of Dodi, Princess Diana and chauffeur Henri Paul during a high-speed car crash in Paris. "No one suspects that the US was involved in the deaths," said Zaid. "What we accuse them of is witholding information from Al Fayed and from the public." Al Fayed, owner of London's Harrods department store, has maintained that Dodi and Princess Diana were murdered in a plot to prevent them from marrying. John MacNamara, Dodi's former chief of security, told the press conference that "for Mr Fayed, this was no ordinary traffic accident." On his web site, Al Fayed speaks of the alleged conspiracy, saying: "It is my firm belief that Britain's racist establishment found the relationship (between Dodi and the princess) utterly unacceptable, and so conspired with the intelligence services to have them killed." Fayed has long been at odds with the British establishment after being repeatedly refused citizenship. He has rejected the conclusions of a two-year investigation in France that blamed chauffeur Paul for the crash, saying he was drunk, under medication and speeding when the Mercedes smashed into a pillar on the Alma road tunnel in central Paris. Introduction: This paper has the principal aim to investigate the legal problems of international criminal law in connection with the so-called Lockerbie-case. In order to do so I have mainly chosen to approach the subject by these points: 1. to describe and analyze the legal opinions of the 3 parts involved in the Lockerbie-case, 2. to analyze the legal grounds and interpretations of the Security Councils resolutions regarding this case, 3. to propose an alternative solution for the Lockerbie Case based on the findings of points 1-2 with the purpose of rendering international criminal law more legal effective and less political motivated. This paper may be described as falling into the category of penal legislation and its procedures insofar as it provides a logical description of present legal institutions and rulings and the effects of the law in connection with international criminal matters. Since the laws which have been subjected to analysis are partly governed by international laws and treaties, my study may also be described as a study of international law. 2. Methods and structure: The design of my study is somewhat complicated because its aims vary, and are at some points interwoven. The Lockerbie case presents a genuine case of both simple criminal procedure according to general rules in international criminal laws, and at the same time strong indications of a political involvement and involvement of tools, normally only used in political, international affairs. How should one analyze the Lockerbie-case? The mere use of traditional legal schemes for investigation of international criminal laws would not result in a full analysis of the problems in this case. It wouldnt be enough to explain the present conclusion of the Lockerbie case by the mere use of traditional legal investigations. Therefore I needed to involve certain aspects of international law, such as the International Court of Justice and the UN Security Council, not because I wanted to personally, but because these aspects were brought into the case by the 3 involved parts themselves. Since political motivation is the basis of most international treaties as well as the driving factor behind the incitement of the UN charter and the founding and exercise of the UN Security Council, one cannot look away from these aspects, when analyzing the use and the legal motives of the UN SC sanctions in connection to this case. Since the objects of the Lockerbie case are two Libyan citizens and the case originally was presented as an extradition case, I have chosen to investigate the Libyan, British and American legislation of extradition in connection with that particular case; the Lockerbie-case. In order to understand the 3 involved parts legal intentions in the case I have also investigated some of their legal beliefs in international laws in general, as well as having investigated their choice of legal procedures both in criminal procedures and in international procedures. To obtain some of the actual facts of the case has almost been impossible. I have been forced to base my study on second-hand information, provided by the involved parts in the case. The case is also somewhat obscure, involving evidence, kept secret by 2 of the involved parts, as well as a great deal of uncertainty of the actual events leading to the extradition claim and the first court orders. Some of my information-material contains both informal and also legal contradictions. I have chosen to discard the information, that are contradictional, and have only investigated material, which a majority of present researches have agreed upon, but in my discussion I have, of course, taken up those opinions that could shed some new light on the case, though they may be diverting from consensus. My methodology is preliminary build up on logical induction and separating of found observations. In some places I have tried to analyze the essence of some legal paradigms in connection with international criminal law. My approach into international criminal law has not been quantitative, since I wanted to look at one specific case i.e. the Lockerbie-case, but all quantitative study are composed of qualitative studies, and I think, this particular case is a good example of some of the main problems in international criminal law today. Seeing the Lockerbie-case as a qualitative study of international criminal law demands a certain broadness of legal theories and investigations as well as legal depth at the same time. Pressure on the Catholic church has grown since German firms and the government established a $4.6 billion fund earlier this year and called on all organizations who might have used slave or forced labor, including the churches, to contribute. While Protestant church leaders agreed last month to pay $4.6 million into the national fund, the Catholic church decided not to join that initiative and will instead channel payments to surviving victims via a charity, said Karl Lehmann, chairman of the German Catholic Bishops Conference. He said the Catholic church rejected the idea of "collective guilt" for any abuses of forced laborers because it had treated its workers well, while the Nazis deliberately had worked slave laborers to death. Many of those forced to work for Catholic institutions during the war were agricultural laborers not covered by the government-industry fund, which is aimed at helping forced laborers detained in concentration camps or employed in industry and government, the church argues. "That doesn't mean we won't help shoulder the people's burden of responsibility," Lehmann said at a news conference in the western town of Mainz after 27 bishops met Monday to decide their policy. Representatives of the government-backed fund and victims criticized the bishops for paying too little, too late and accused them of arrogance in deciding to shun the national initiative. "It's an altogether small-hearted reaction to rid themselves of a painful subject," said Wolfgang Gibowski, the spokesman for the government-industry fund, complaining that the Catholic church had never approached the fund to discuss whether agricultural laborers would have been covered. Otto Lambsdorff, the government's chief Nazi labor envoy, argued that it wasn't true that agricultural laborers wouldn't be entitled to payments under the national scheme. He said the fund would take into account payments by the Catholic church so that all victims would be treated fairly. The foundation has been struggling to collect the firms' $2.3 billion share of the fund, with their pledges stuck for weeks at just over $1.4 billion. Michael Witti, a Munich-based lawyer representing victims, said it had taken the church "a laughably long time" to decide to compensate survivors and accused it of ignoring popular support for the government-backed fund. The Catholic church said half of its pledge will be direct payments via a charity organization to those forced to work in institutions such as monasteries and convents. The other half will go to educational projects run by the church. While the Catholic church has yet to release details of how many forced laborers it employed, newspaper reports have suggested only a few hundred are still alive. Also Tuesday, a Berlin historian confirmed that an archive containing the names and personal details of about 3,000 slave laborers, most from western Europe, was discovered in the bunker of a former electronics company in the capital. The data could help survivors claim compensation, Reiner Janick said. "I have lived in this area for 50 years," Breckner said. "My Dad was a dairy farmer. He was a hard worker. He worked hard to provide for his family. "I delivered eggs so we had money for school clothes." Like many others in the area with strong family ties to the farming industry, Breckner has joined the Stewards of the Darby, a coalition of farmers and citizens fighting the U.S. Fish and Wildlife Service's proposal to create a Little Darby National Wildlife Refuge in the heart of Madison County. Calling the proposed refuge a "land grab" by the federal government that will hurt farming interests, SOD is holding a Darby Farmland Rally on Saturday at the farm of Dale Rapp, 3815 Lafayette-Plain City Road. Organizers have said they are holding the rally to raise public awareness of the Darby refuge controversy and to educate citizens about property rights. "The issue is property rights. Property rights for everyone to be treated fairly," Breckner said. "Our heritage is sitting there," she said of the rally location. Event organizers are expecting a crowd of more than 1,000 people. Supporters are coming from as far away as Florida, Massachusetts, Washington State, Maine and Connecticut, Breckner said. "Forty-two states will be represented," she said. SOD has invited several Ohio politicians -- including senators George Voinovich and Mike DeWine and U.S. Rep. Deborah Pryce -- to their event but none of the three have agreed to attend, Breckner said. There should be representatives from their offices attending the event, Breckner said. "This is an issue that is important to their people," she said. Ohio Sen. Merle Grace Kearns and Madison County Commissioner David Dhume are expected to speak at the event, along with numerous individuals from across the country. "We have the speakers and that's the main thing," Breckner said. And they will be "telling about what's going on around the country ... talking about federal land purchases in the past," she said. That is the title of an article in the ART supplement of the TRUD daily (August 19, p. 15). It informs about the works on a Hollywood movie (The Greay Zone, producer Tim Nelson, starring Mira Sorvino, Harvey Keitel, Steve Bushemi - not sure in the spelling, this is how the names look like in Bulgarian) that are going on these days some 20 klm from Sofia near the village of Zhiten. A very true copy of Auschwitz is being built there with cremation houses, and things like that spread over a territory of 2 sq. m. It is difficult to say if the people who participate in the works know that Bulgaria has been among the very few, if not the only country in Europe, that has managed somehow to save its Jews during the WWII. No wonder if they do not have much idea about it. In the same way, both local and foreign politicians and opinion makers seem not to notice how A u s c h w I t z is being reproduced here these days when the life of millions of that country population has been turned into a humiliating everyday fight for bare survival as a result of the introduction of a series of inadequate economic measures and policies. The idea of adjusting the countrys economy to the requirements of the free market mechanisms is being realised in such a way that at least a good half of the 7 million Bulgarians practically are without elementary means for a civilised existence. As a result of such strategies, that have been and are constantly praised and supported by the IMF, World Bank and the other structures abroad, the last decade standard of living in Bulgaria has decreased several times and the mortality rate is constantly increasing. Political parties in power and Governments have been changing but no substantial change has ever occurred in this kind of policies. On the contrary, the last go on in such a way so as to stiffen even harder the grip around the throat of the remaining part of the population and to make their survival chances less and less. It seems that the winter 2000/2001 will be an extremely decisive and critical period in that respect. During the last decade the Bulgarians have surprisingly survived somehow with drastically shrunken agriculture and industry. Obviously now they have to show if they would be able to do it without doctors, dentists and medicine. Since July 1 the vast majority of the population has been left practically without functioning health system. The policlinics, developed by several generations of practitioners in the course of the last century, have been closed down with the only exception of those working for the high level governmental persons, Army and police officials - of course! The doctors have been forced to register as AUTONOMOUS juridical persons, c a p a b l e of procuring for themselves consulting rooms, medical apparatus, laboratory equipment, etc. From time to time some of the media announces that up-and-doing y o u n g men (not necessarily with medical education) have managed to b u y this or that polyclinics building. Nothing is heard though where the policlinics well-equipped laboratories and other medical equipment have gone to. They have just disappeared... At the same time media inform quite seriously how much it will be saved when the time between periodical life-saving haemodialysis for the kidney patients will be elongated with 6 (six) months! We are told HOW MUCH BETTER things will be afterwards - perhaps, presumably, when most of the patients will GO WITH THE WIND... Patients with serious nervous diseases, Parkinsons and the likes (most of which are in the lowest strata of the population) now have to make their own choice whether to give practically all they have for costly imported life-saving drugs or to go on without them... It is widely known that in Auschwitz the Nazi used to take the golden tooth crowns and everything else of value out of the people before the final solution takes place. In this sense, if things here differ, that difference is only a matter of scale and technology. Both doctors and potential patients in Bulgaria these days are trapped by a system under which the first have to introduce unbearably high prices in order to.. survive, and the others - to give up voluntarily any medical treatment.. for the very same purposes! Such a satanic merry-go-round obviously cannot last long and it is sure to give the clearly sought of results during the coming winter when the deadly combination of central heating and food prices will present another choice of the same kind for the majority of the Bulgarians. A month ago politicians and opinion makers both in Bulgaria and abroad have been involved in a discussion if Bulgarians could also have saved more than 11000 Jews from Greece

After the bussing, reduced the ratio to a mere 80%. What did I learn from the 80% of black students at that school? (this is called "experiencing the fury", for I personally experienced this from the predominance of the school... or it was attempted). and I also learned that the teachers always turned their heads and refused to "see" what was going on, because it was better that they "don't get involved in student issues" during the initialization of the program. What did I learn in the all-white private school? No violent actions, just racism THIS was in 1969. WHAT have we learned in 32+ years of this crap? ABSOLUTELY NOTHING!!! The problem is, too many see it as an EFFORT... and the word 'work' is a four-letter word to some. I see it everyday that I show up for work and have to do the work of three people who didn't do their job before me. I'm tired of it... but people don't change, unless they want to. I've tried leaving the work and not cleaning up after these who find 'work' offensive... (they never have a problem picking up their pay check, tho') but, the job only gets bigger the next day. So, I continue to 'clean up' after the whiners and complainers, who would get a lot of work done, if they'd just focus their energy on their job, and not on complaining about what they have to do to earn a pay check. Did I send my children on to a private school...? No, I didn't do what my parents did by doing that to me, which was AVOIDING the problem. I homeschooled, and taught my children real values, and real education, myself, but kept them active with their constituents in the community. They are now both successful and have good jobs, and oh yes, the most important factor... their friendships are very diverse, from black to asian to jewish and others. Am I a racist? Absolutely not. The alarm was raised after the Gnostic Church Stella Maris cult, from Cartagena Colombia, did not return on Monday from a spiritual retreat. Colombian police are searching the mountains of the Sierra Nevada, in the north of the country. Mariela Tovar, whose 23-year-old daughter Patricia is among the disappeared, said the heads of the sect, Rogelio Perea and Rodolfo Pirez, had assured followers that they could contact a spaceship in the mountains. The area is sacred territory to indigenous Indians who refer to themselves as the big brothers and maintain the Sierra Nevada is the original centre of the earth. The sect believes that extra-terrestrials will take 140,000 people from the earth before the end of the world. Police began a search on Tuesday morning and have not yet discovered any sign of the cult members. They checked the sect#039;s half-finished temple in Cartagena, but found no clue as to where they had gone, or what their intentions were. Authorities did manage to get information about the sect from relatives such as Enrique Dmaz Impidis. Mr Impidis said he had to forcibly restrain his wife from selling all her belongings to go on the trip. He believes the sect members have been kidnapped by their leaders, after they had urged a sale of worldly effects to finance the trip. His friend Pedro Perez was not so fortunate, however, and his wife and two daughters joined the cult on their search for salvation. Another neighbour said the group had seemed happy and peaceful when they left, trying to persuade him to come along to save himself. Pedro Barrios, a local businessman whose brother and family have gone missing, said he had warned the police about the group#039;s intentions. "We warned the authorities of what they were planning to do, but they told us they could not interfere and that the constitution guaranteed the freedom of cults," he said. The Colombian authorities say they are not discounting any theories about the disappearance, including that of mass suicide or kidnapping. Nikola Talic (8) died from wounds, while Marko Talic (4), Srdjan Talic (15) and 9-year-old Ivica whose last name is not known are unconscious. Jovica Talic (16) also suffered severe injuries and is conscious. All injured have been taken to the Russian hospital in Kosovo Polie. == REPORT FROM THE VILLAGE OF SKULANOVO: ONE SERB CHILD KILLED, FOUR OTHERS SERIOUSLY INJURED Today, on Sunday, August 27 at approximately 1:45 p.m. in the village of Skulanovo (between Suvi Do and Lepina), Liplian municipality, an Albanian attacker who remains unknown at this time seriously injured five Serb children aged 8 to 16 years located near the road at the outskirts of the village with his vehicle, a red Opel Kadet Suza, without license plates. The attacker drove his vehicles into the group of children, whose names are listed below, with the obvious intention of running them over. As a result, the children sustained serious physical injuries, broken arms, legs, head injuries and are currently hospitalized in Kosovo Polje. The youngest child, an eight year-old boy, died as a result of inflicted injuries shortly after the attack. The child killed is 1. Nikola Nikolic, age 8 years Seriously injured are: 2. This informaiton was received in Gracanica Monastery at 2:15 p.m. on Sunday, August 27, 2000. The Serb National Council of Kosovo and Metohia most strongly condemns this terrorist attack which according to eyewitness testimony was not a traffic accident. After the attacks on Serb children in Crkvena Vodica and Staro Gracko, this is the third attack on Serb children in the vicinity of Pristina during the past week and shows that the goal of the terrorists is to encourage the Serb people to leave by creating confusion and panic as a result of threats directed against children. August 31, 2000 Federal agency probes Scouts over gay ban By Joyce Howard Price THE WASHINGTON TIMES A division of the Department of Interior is gathering information on its ties to the Boy Scouts to determine whether such ties violate President Clinton's executive order banning discrimination on the basis of sexual orientation. The Supreme Court ruled earlier this year that the Scouts were within their constitutional rights in barring homosexuals from serving as Scout leaders. The gathering of information is the first known instance of the federal government questioning ties with the Boy Scouts since that ruling. The Bureau of Reclamation "will assist [the Department of Justice] by providing information as it relates to the Boy Scouts of America to ensure consistency with the Executive Order" President Clinton signed on June 23, Nattie Silva, assistant director of diversity and equal opportunity for the bureau, said in an e-mail memo sent out Tuesday. The memo, sent to the bureau's commissioner and its regional directors, asked that the agency officials provide answers to seven questions regarding all the "activities, events or programs" they have in conjunction with the Boy Scouts by the end of business tomorrow. Miss Silva said she needs the responses by that time "so that we may respond to the [Justice] Department by September 5." Reaction from the friends of the Boy Scouts was swift. "This appears to be a precursor to a full-throated attack on the Scouts by the Clinton administration. . . . We're looking for Congress to rein in this mean-spirited foray against America's premier youth organization," Robert H. Knight, senior director of cultural studies for the Family Research Council, said of the Silva memo. In her memo, Miss Silva specifically requested information concerning "any such programs related to the Boy Scout Jamboree to be held in July 2001." The jamboree will be held at Fort A.P. Hill, an Army post at Bowling Green, Va. The event is held every four years in recent years, always at Fort A.P. Hill. Gregg Shields, spokesman for the Boy Scouts, said he did not know of the federal inquiry involving his organization until told of it yesterday by a reporter. He learned later that Boy Scouts corporate officials were aware of it. "They are not concerned about it," Mr. Shields said. Justice officials said yesterday the Reclamation Bureau came to them and asked for assistance in determining whether any of the joint activities they conduct with the Boy Scouts violate Executive Order 13160. The order prohibits discrimination on the basis of "race, sex, color, national origin, disability, religion, age, sexual orientation and status as a parent in federally conducted education and training programs." Mr. Clinton signed the order five days before the Supreme Court, by a 5-4 vote, ruled that the Boy Scouts has a constitutional right to exclude homosexual members and leaders. The court held that the Boy Scouts a private organization founded in 1913 believes accepting homosexuals "would derogate from the organization's expressive message." Mr. Clinton, as president, is the honorary head of the Boy Scouts of America. Several Democrats in Congress have asked Mr. Clinton to resign from that position as a protest of the Scouts' ban homosexual troop leaders. Specify whether each activity is provided only to members of the Boy Scouts or whether it also is provided to the general public. Identify any specific monetary assistance provided directly to the Boy Scouts. Identify any non-monetary assistance provided directly to the Boy Scouts. Non-monetary assistance could include use of government equipment, facilities and employees. State whether the bureau treats the Boy Scouts as a recipient of federal financial assistance and makes the organization sign assurances. Specify whether the bureau sponsors Boy Scouts of America troops and, if so, what the sponsorship entails. If the answer sounds obvious, that's because it is: New Yorkers, and everyone else, ought to find out what Independent Counsel Robert Ray has to say on the matter as soon as he reaches a conclusion - and not a moment later. If his findings affect the election's outcome - well, all the better, we say. The country has waited four years for a conclusion on Whitewater. It would be a sorry shame if Ray couldn't produce a finding by Election Day. And, as Ray himself notes, it would be "manipulative" of the political system to reach a conclusion before November - but then withhold it until after the vote. Commendably, Ray now says he intends to issue his findings a few weeks before the election, possibly as early as mid-September. His report won't call for an indictment, but it might well cast yet more doubt on Hillary Clinton's honesty, specifically with respect to her role as a lawyer for such Arkansas clients as Madison Guaranty and Trust. The news would land just as New Yorkers get set to go to the polls to decide if she deserves to be their senator. Would the timing be fair? Sure, it would have been nice to have the report earlier, but to wait until after the election would deny New Yorkers a complete picture of Candidate Clinton. Ironically, a pre-election statement might actually help Hillary. "New Yorkers have already made up their minds about this," Mrs. Clinton's spokesman, Howard Wolfson, said, dismissing the chance of negative fallout. He might be right. Voters are weary of the Clinton-Gore scandals. Ray has already accused Hillary of lying in Travelgate. And New Yorkers already have caught Hillary in so many lies they hardly need another report to know what she is. So more evidence about the first lady's lack of integrity might indeed prompt sympathy for her. Well, so be it. New Yorkers are free to decide whether they want a liar to represent them in Washington. But the full extent of the lies ought to be known - before November. New York Post-August 31, 2000 HILLARY'S POLL NUMBERS ADD UP TO TROUBLE By Dick Morris THE most recent Zogby poll, published in The Post, shows Hillary ahead 47-45 in the Senate race in New York. But, far from being good for the first lady, it is terrible news that suggests her candidacy is in real trouble. Any incumbent or front-runner needs to focus on only one number: is he or she over or under 50 percent of the vote? If 47 percent have decided to back Hillary, then 53 percent have decided to vote against her. Some of them have just not decided yet to vote for Lazio. If she is "ahead" by 47-45, she is really behind by 53-47. In the Zogby poll, Al Gore wins 54 percent of the vote in New York state while Hillary Clinton gets but 47 percent. One out of eight Gore voters doesn't back Hillary. With the vice president carrying the state by a whopping 21 points, Hillary manages just a 2-point lead. More important, after a nationally televised convention speech seen by half of New York's voters and a strong Democratic trend coming out of the Los Angeles convention, Hillary still is three points shy of the magic 50 percent plus one that she needs to win. When all has been said in Hillary's favor and against her, she can get only 47 percent of the vote in the best of times. In the war for the Senate in New York, the Battle of Hillary is over. She lost. Her positives failed to take her over 50 percent. Her affirmative campaign has fallen short. She will never again have such advantages as she has enjoyed these past three weeks. The Battle of Rick Lazio has begun. Hillary could still win this seat. She must attack, attack and attack. She must attack whatever the cost, however much it takes, and whatever backlash she incurs. She can no longer win this race with positives. For his part, Lazio needs to defend, defend and defend. He doesn't need to spend his resources attacking Hillary. He needs to make sure that her attacks fall short and backfire. This race for Senate is now approximately where the Schumer-D'Amato contest was in early September. After Schumer won the nomination in a primary against Geraldine Ferraro and Mark Green, the incumbent Sen. Alfonse D'Amato was under 50 percent of the vote. At that point, Schumer and D'Amato both realized that unless the Republican could sully Schumer's image, the incumbent D'Amato would lose. What followed were two months of nonstop negatives by D'Amato against the New York congressman. Schumer kept up a light fire against D'Amato, just to keep the incumbent's negatives high, but made the key decision to concentrate the vast bulk of his money on rebutting each of the Republican's charges. First D'Amato said Schumer was too liberal. Schumer answered by pointing to his support for a balanced budget. Round One Schumer. Then D'Amato hit Schumer for ignoring the needs of upstate. The Brooklyn Democrat replied by talking about his commitment to serving the whole state. Round Two - Schumer. Then, D'Amato hit Schumer's attendance record, which had lagged dangerously as he ran for the Senate. Chuck seemed lost and unable to come up with a decent answer until he hit upon the fact that D'Amato's attendance record in congressional committees and in Nassau government, where he had served before coming to the Senate, wasn't too hot either. When that final negative fell flat, it was Round Three and the Match to Schumer. Now Hillary has to come up with concerted lines of attack against Lazio. Her first is clearly a replay of D'Amato's against Schumer - the ideology card. She says Lazio is too conservative, linking him with Gingrich in backing the 1995-96 GOP budget cuts in Medicare, Medicaid, education and the environment. To answer, Lazio should step aside from the blow and rattle off his many efforts to increase these federal programs. He should then counterpunch by assailing the Clintons' 1995 cuts in hospital aid to New York. President Clinton even line-item vetoed this assistance. Only when Hillary started running was the aid restored. If Lazio's rebuttal succeeds, Hillary will move on to other negatives and Lazio must move on to other rebuttals. So the game will go on. If Hillary can score, she can win. August 31, 2000 Chinese officers learn U.S. warfare By Bill Gertz THE WASHINGTON TIMES Several high-ranking U.S. military officials are lecturing visiting Chinese military officers on sensitive military topics, including lessons of recent wars and future war-fighting concepts. Speakers at the two-week Harvard University program include two U.S. generals and two admirals including the four-star chief of the U.S. Pacific Command who are teaching a group of 25 senior Chinese military officers at Harvard's John F. Kennedy School of Government. It is the second ongoing exchange involving Pentagon support for Chinese military officers who are given access to sensitive U.S. war-fighting data. Many of the officers are intelligence officers or deal with covert technology, according to U.S. officials. Several Pentagon officials and members of Congress said the official Defense Department role in sharing the data circumvents U.S. law restricting such exchanges. On Tuesday, the colonels heard from Marine Corps Maj. Gen. Henry Osman, director of operational plans and interoperability for the Joint Staff. Gen. Osman spoke on the "lessons learned from recent conflicts," a topic known to be of interest to China's military, said Pentagon spokesman Cmdr. Terry Southerland. A second key speaker yesterday was Army Col. Jason K. Kamiya, chief of staff for the 101st Airborne Division at Fort Campbell, Ky. Col. Kamiya spoke on the future of the U.S. Army, although defense officials said the Chinese were expected to ask him about his current mission, Pentagon officials said. China's military is working on improving its airborne assault capabilities, a key war-fighting skill that would be needed by Beijing's forces in a conflict with Taiwan. Other speakers include Rear Adm. Jay M. Cohen, chief of naval research, and Air Force Lt. Gen. William J. Begert, assistant vice chief of staff. They will speak on the future of their respective services. Last week, three Chinese generals and other officers from the Academy of Military Sciences were briefed on U.S. joint war-fighting training and simulation at the U.S. Joint Forces Command in southern Virginia. That visit prompted criticism from Sen. Robert C. Smith, New Hampshire Republican, and Rep. Tom DeLay, Texas Republican, who challenged the legality of the visits. The two lawmakers co-sponsored legislation passed into law last year that prohibits the Pentagon from enhancing Chinese military capabilities through visits and exchanges. Critics said the Harvard program will give the Chinese military important insights on U.S. government decision making, information that could be used against the United States during a conflict over Taiwan. "There is no doubt the Chinese military is gaining militarily useful information through these exchanges," Mr. Smith said yesterday. "To offer the Chinese military briefings on sensitive defense information makes absolutely no sense," Mr. DeLay told The Washington Times. A senior House aide said lawmakers are expected to seek further restrictions on the Pentagon exchange programs. Pentagon officials said the Defense Department largely has ignored the legislation based on a legal ruling that said its language is vague. The lawyers assert "there are no legal limits on what can be said to the PLA" the People's Liberation Army during the exchanges, an official said. Rep. Dana Rohrabacher, California Republican, said exposing the Chinese military to U.S. war-fighting capabilities "poses a direct threat" because U.S. forces might have to fight Chinese forces over Taiwan. "This is reminiscent of the military advice and support that the British and United States gave to Japan's military in the years prior to World War II," Mr. Rohrabacher said. "How can anyone possibly claim it's in the U.S. interest?" At the Pentagon, Rear Adm. Craig Quigley, a spokesman, said the aim of the exchanges are to "engage" the Chinese military. Most of the money will go to train local troops and buy U.S. helicopters to fight the war on Columbia's drug lords, who are responsible for more than 80 percent of the U.S. heroin and cocaine trade. But while critics of the Clinton-led effort focus on fears that the massive infusion of cash, American advisors and military equipment may lead the U.S. into a Vietnam style quagmire, others wonder about Clinton's 11th hour metamorphosis into a global drug warrior. So far, the mainline press has failed to note the outrageous irony of a president turned anti-drug crusader who, as Arkansas governor, looked the other way as Mena narco-traffickers operated out of his own backyard. And mum's the word on the six witnesses who claim to have direct knowledge of Clinton's own cocaine consumption during the same period, not to mention his friendship with convicted cocaine distributor Dan Lasater. But more shocking still are Clinton's official efforts to undermine the war on drugs at home, beginning at the very outset of his administration. In 1995 The Family Research Council offered a summary of the White House's war on the drug war, which has received scant attention in the establishment press over the years. But with American troops and treasure on the line in Clinton's new anti-drug effort, the administration's history on the topic is newly relevant. Here are a few highlights as noted by the FRC: "President Clinton has overseen the wholesale dismantling of government agencies that are at least partly responsible for the successes of the 1980s. The Clinton Administration has: "Dropped the drug war as one of the National Security Council's top priorities. It is now number 29 of 29. "Cut the drug czar's office by 80 percent from 146 to 25 personnel. It was partially restored by Congressional mandate. "Folded the State Department's Office of International Narcotics Matters into a potpourri organization that handles issues like labor, environment and population concerns. "Cut military anti-drug efforts by signing an executive order drastically reducing the Pentagon's interdiction efforts. These cuts included 1,000 military positions devoted to anti-drug activities, a move Rep. Charles Schumer (D-NY) called "a terrible mistake." "Cut drug interdiction funds for the Customs Service and the DEA. Today, even though 70 percent of all cocaine comes to the U.S. via Mexico, the Customs Service does not routinely search for drugs inside semi-trailers crossing the border. "Reduced mandatory minimum sentences for drug traffickers. "Recommended, during his first-year budget, cuts in drug education (26 percent) and enforcement (15 percent). (Former) Drug Czar Lee Brown learned of the proposed cuts from an article in a newspaper. "Recommended merging the DEA with the FBI as part of the National Performance Review. "Cut 355 DEA agents and 102 personnel from the Justice Department's organized crime drug enforcement task force. "Cut the Coast Guard's drug interdiction budget by $14.6 million. "Terminated the DEA's drug kingpin program, which tracks international drug lords with the intent of bringing them to justice. "Published a report endorsing needle exchange programs intended to reduce the spread of AIDS and encouraged local governments to begin needle exchange programs." Officials, including some members of Clinton's own party, were stunned by the president's apparent abandonment of the drug war, reported the FRC: "Former Drug Enforcement Administration director Robert Bonner stated, 'I believe that there has been a near total absence of presidential leadership by President Clinton in the fight to turn back illegal drug use in this country...It [the Administration] clearly fails to promote an increased awareness of the dangers of drug abuse, arguably encourages it...The Clinton Administration's national drug strategy has failed miserably, and indeed it is a tragedy. The President must reverse this trend and start leading our nation's anti-drug efforts.' "Rep. Charles Rangel (D-NY) said, 'I've been in Congress for over two decades, and I have never, never, never seen a president who cares less about this issue.' "Rep. I was at the independent media center for the Shadow Convention last night when the forces of law and order came to close it down and the riot police came to move people out of the building on the spurious pretext that there was a bomb scare. We didnt get to make our point against the platform. And for a while out there on the streets, it looked quite crunchy and tasty and promising and menacing. Im in favor of polarization and always have been. There was something rather meek, still, about the liberals in the crowd. I remember thinking, What we need here is a couple of hardened street fighters. And I thought, I wish I had Horowitzs cell phone number at that exact moment. Strange how these things come to you. I have the sensation that at a meeting like this, people come with the intention of speaking as well as listening. So Ill condense, as best I can, what I have to say, and then well be together. And as he came out into the street, an old lady with the last name Griffith - it was certainly a Welsh name - came up to him and said, Well doctor, what have you given us? Now, I dont know how many of you watched the speech last night, but I watched it twice because an addiction to polarization is an indicator - the leading indicator - of masochism. Police carted away boxloads of evidence on Friday August 25. Among the items taken from Anchor Baptist Church in Woburn were baptismal gowns, photographs of baptisms, songbooks and documents, The Boston Herald reported. "We preach against it [pornography], and that is a principle of ours," Assistant Pastor Duaine Phillips told the Boston Globe, which also reported on the investigation. "If there were any incident even tentatively close to it, we would be more interested in finding out the truth than anyone." There appeared to be no warning before the warrant was served and no charges have been filed. The congregation stands behind its pastor, Chris Pledger, who in 1996 was investigated for baptizing under-age youth. Anchor Baptist church was packed on Sunday following the police raid. "The pastor is a man of God, walks with integrity and is a man of dignity," one member told WCVB-Television reporter Cara Birrittieri. In the earlier case, Pledger was charged with luring youth from housing projects to the church with the promise of candy and basketball games, the Boston Herald reported. When children arrived at the church, they were asked to change into baptismal robes and be baptized, but could decline, the paper added. Anchor Baptist has a large bus ministry. Church officials conceded that at one time some youth may have been baptized without parental permission, but agreed to enforce a policy that would prevent that in the future. Parents had specifically complained that youth were asked to change into the nylon baptismal robes although they were allowed to do so in privacy, the Boston Globe reported. Some of the youth wore pants, but others stripped naked under the robes, one parent told the Globe. Middlesex District Attorney Martha Coakley declined to comment on the current investigation. A sane adult, of course, doesn't generally require that he or she be a central figure in that supernatural order. Which is to say that most people, thankfully, do not grow up to be Aleister Crowley. Creepy Crowley is the grand old man of 20th century pop occultism. That's his glum bald head on the cover of the Beatles' "Sgt. Pepper's Lonely Hearts Club Band" (top row, second from left); it was his Scottish manor that Jimmy Page bought during the heyday of Led Zeppelin's obsession with magic and mysticism; shelves of his works can be found in those stinky occult bookstores where a certain species of moody adolescent shops for tarot cards, candles and witchy jewelry. Lawrence Sutin's "Do What Thou Wilt: A Life of Aleister Crowley" explains the dubious accomplishments -- as poet, novelist, essayist and, um, magus -- that have made this sexually and pharmaceutically voracious English spiritualist a fuzzy icon to generations of wannabe occultists. Crowley was born in 1875, his father a preacher in an obscure Protestant sect and the heir to a small brewery fortune. He was educated at religious academies and at Cambridge, and in 1898 joined the Hermetic Order of the Golden Dawn, the mystical society whose most prominent member was William Butler Yeats. Two years later Crowley was expelled from the Golden Dawn after he tried to take it over. He published many volumes of bad poetry, lived lavishly, studied yoga in Ceylon, climbed Himalayan mountains and tried to formulate a new spiritual program -- mostly, Sutin indicates, so that he would have no bureaucratic superiors to deny his claim to be the Beast prophesied in the Book of Revelations. On a visit to Egypt in 1904, the Beast produced "The Book of the Law," a short text purportedly dictated to him by an emissary of some ancient god or other, which sets out the new creed of "Thelema" -- a mix of Egyptian, Masonic, cabalistic, Rosicrucian and Golden Dawn symbology on a bed of yoga with the catchy tag line "Do what thou wilt shall be the whole of the law." (Not quite; Crowley wrote endlessly about the rules of Thelema.) Followers of Thelema would become conversant with higher planes of existence through "immersion in Chaos itself," as Sutin nicely boils it down. In practice this meant vaguely delineated rituals involving lots of drugs and sex; in Crowley's case with both men and women. Contrary to such public image as he has, he was neither Satan nor a Satanist; he saw good and evil as conceptual obstacles to the discovery of one's true will. Though he proselytized constantly, went broke self-publishing dozens of books and founded a short-lived Thelemic abbey in Sicily, the Beast never managed to retain more than a handful of disciples at any one time. Sutin itemizes his futile attempts to persuade parties as diverse as the British government, Adolf Hitler and Henry Ford to adopt Thelema and his history of derision in the English and American yellow press, which billed him as "The Wickedest Man in the World." Despite Sutin's sympathetic intentions, Crowley emerges here as an egomaniacal blowhard who used his role as the prophet of the New Aeon as an excuse to treat women horribly, get buggered as often as possible and become a heroin addict, which he remained for decades until his death in 1947. Sutin leaves no doubt that Crowley believed wholeheartedly in Thelema, but his efforts to make sense of the Beast's drug-addled rantings are in vain. And largely missing here is the context of more popular spiritual movements of Crowley's time, like theosophy and the burgeoning Western passion for Zen, Hinduism and other Eastern philosophies. Why should we care about a confusing cult promulgated poorly by a weirdo who lacked for sane disciples? Because unlike Krishnamurti, say, Crowley stalked around in black cloaks, looked spooky and claimed he could make himself invisible at will, which means he's still a great poster boy for everybody who'd rather embrace cool-sounding mystifications and the promise of "Magick" than submit to more rigorous or metaphysically plausible spiritual disciplines. Sutin's earnest, clunky, overlong biography portrays a spoiled fourth-rate poet who not only didn't get over that adolescent yearning for new spiritual kicks, but insisted until the impoverished end on his own spiritual supremacy over all other men -- a regular fascist of the soul. [CTRL] Martha's Vineyard Stricken By Rare Disease
Tularemia Death Suspected By CHRIS BURRELL The rare disease called tularemia has struck nine people on the Island since early June, and state health officials now suspect that the disease may have claimed the life of 43-year-old David Kurth, a housepainter and a member of a large Chilmark family, who died Saturday at the Boston Medical Center. A public health advisory has been issued by the state, warning Islanders of the risks and symptoms of the disease while also cautioning people to take preventive actions, such as wearing dust masks, when they are working outdoors near rabbit habitats. Tularemia is a bacterial disease transmitted to humans by a tick bite, by touching or eating an infected animal or - as is suspected in eight of the nine cases here - by breathing in contaminated particles. The animals most likely to be infected are rabbits and rodents such as squirrels, voles and muskrats, according to the state department of public health. Officials said that Mr. Kurth arrived at the Martha's Vineyard Hospital Friday morning "extremely ill" and showing signs of pneumonia, consistent with symptoms of pulmonary tularemia. His onset of symptoms was sudden. On both the Island and at the Boston Medical Center, to which he was airlifted on Friday afternoon, he was treated as having tularemia, according to the state Department of Public Health (DPH) spokesman, Roseanne Pawelec. But until blood tests are complete, that diagnosis cannot be confirmed. Blood samples have been sent to the national Centers for Disease Control, according to Alfred DeMaria, director of communicable disease control at the DPH. (An obituary notice for Mr. Kurth appears on Page Five of this morning's edition.) The nine confirmed cases have all been males, between the ages of 13 and 59. All were treated with antibiotics and recovered. Of those nine, five work as either landscapers or contractors, so health experts are unable to pinpoint one part of the Island where people picked up the disease. They do suspect strongly that being outdoors and mowing lawns puts people at greater risk. It was July when the DPH first reported five cases of tularemia, all related to exposures from early to mid-June. In a typical year, only one or two people get tularemia in the entire state. Scientists from the CDC came to the Island to investigate. Last week, the public health office confirmed another two cases. Yesterday, the DPH announced the total was nine with two additional cases probable. With the new cases, the DPH now knows the exposures to the tularemia bacteria have continued well past June. CDC investigators will come back to the Island in September, according to Dr. DeMaria. Experts have been surprised that that most of the cases are the pulmonary version of the disease, contracted by breathing in contaminated particles. Dust, soil or grass could be contaminated with the bacteria from the dog ticks which would have picked up the disease from an infected animal. The tiny deer tick which carries Lyme disease does not carry tularemia, according to the DPH advisory. Dr. DeMaria suspects the summer's rains have contributed to the sharp rise in tularemia this year, because with damp weather, the bacteria remains alive much longer than in dry weather, according to the DPH. "We're wondering whether this wet weather may keep things more viable. Only a small amount [of bacteria] can cause infection," said Dr. DeMaria. Officials have also speculated that a surge in the Island rabbit population this year could also account in part for the increase in infections among people. Regardless of the causes, the health care community is warning people to be on the lookout for symptoms and to be cautious when working outdoors in grassy or wooded areas where rabbits live. "We've tried to give a balanced picture of the risk. Thousands of people have mowed their lawn on the Vineyard and there are only a few cases, but because of the exposure, it might be reasonable to wear a dust mask in certain cases," said Dr. DeMaria. Symptoms, which come on very quickly within about seven days of exposure to the bacteria, include a fever, chills, headache, fatigue and a dry cough. Depending on whether the exposure was from a tick bite or from breathing in particles, symptoms can also include swollen glands, sore joints, chest discomfort, vomiting, sore throat, eye inflammation, abdominal pain and diarrhea. In the case of a tick bite, there will likely be an ulcer at the site of the bite. The health advisory urged anyone suffering from these symptoms to seek immediate medical attention. All primary care physicians and health clinics have been alerted to the tularemia situation. Although nearly all the tularemia cases involved breathing in the airborne particle, the advisory also recommended extra precautions against tick exposure, identical to steps taken to steer clear of the Deer ticks. Japan agreed to the secret charters despite its pacifist principles prohibiting entry of nuclear weapons into the country, Asahi Shimbun reported. The evidence was found in a document stored in the US State Department's congressional briefing book, shattering the government's long-standing denial that no such pact existed, the newspaper said. The agreements were made when the two nations revised their security treaty in 1960. The pact also permitted US troops to use their stations in Japan to make a sortie in case of contingency on the Korean peninsula without consent from the Japanese government, the paper said. ""Prior consent was thought to be a pillar of the revised safety treaty, and it was supposed to guarantee Japan's voluntary judgement,'' the daily said. ""But this finding shows the treaty was emasculated over crucial points.''
