been and is anti-Nazi.  As LaRouche is not a libertarian
there a vast number of positions that he takes which I
oppose, but I have read his literature since the early
1970's and never seen a single thing that would identify
him as a Nazi.  Chip Berlet's nonsense about calling
LaRouche a Nazi is concocted out of the whole cloth.

 may just know more than the rest of us. Even a small amount of balanced

A US history of Greece is kept secret

A US State Department documentary history covering Greece, Turkey and Cyprus
in the mid-1960s is one of two volumes that the Central Intelligence Agency
is trying to suppress, an academic research group in the United States has
charged. The other, which was released inadvertently, documents some
American responsibility for the murder of thousands of Indonesian communists
at the same time.
The National Security Archive, a nonprofit research group at George
Washington University, said on its website (www.nsarchive.org) on Friday
that the CIA is stalling the two reports, even though the documents
included in the volumes were officially declassified in 1998 and 1999,
according to public State Department records.

The story was reported in Saturday's Washington Post. The paper quoted a CIA
spokesman, Mark Mansfield, denying the agency's sole responsibility. The
notion that the CIA has unilaterally blocked the release of these histories
is simply not the case, he said. We work closely with the State Department
on these matters. All of us are intent on complying with the law, while at
the same time protecting classified information that if disclosed could be
damaging to us.

The documentary history dealing with Greece, Cyprus and Turkey was printed
in February 2000 but is locked up at the Government Printing Office under
the label, Embargo: This publication cannot be released. Officials
declined to say why, the Post reported.

The National Security Archive presented a State Department Historical
Advisory Committee summary in September 1, 1999, saying that the CIA
completed its review of the Cyprus-Greece-Turkey volume on May 14, 1999 and
that it was expected to be published by December that year.

The volume is part of the prestigious series, Foreign Relations of the
United States.

Interesting item here - the way these tyrants dismiss someone with
police escorts and refusal to permit them to re-entry sure backfired in
this case.

Stop and think - these stupid morons took this man's job, treated him
like a criminal, and gave those laid off police escorts off the job,
like big deal..and this guy left with a password - Open Sesame.
And they think computers are the answer to all - even the Russian KB has
had access to all banking records of anyone they want - and how did they
get this - why America let them in on the system, this is
how.computers are still run by people and now these people see how
one man, cost them big bucks and believe me revenge must have been

REVENGE IS SWEET..


Duval Aviv, a private investigator in New York, had lunch in April with
a man he suspected of sabotaging one of his client's computer systems,
causing up to $20 million in damage and indefinitely delaying a
long-planned public stock offering.

Mr. Aviv, whose client was a New Jersey chemical company, told the man,
the company's former manager of information- management systems, that
all the evidence pointed to him and that he was there to help him make
things right. After a few hours and many cups of coffee, the 56-year-old
former employee, whose name Mr. Aviv would not disclose to protect the
identity of the company, confessed his guilt.

The man was one of 50 people laid off from the company in February, and
he had known another executive's computer password and had used it after
he lost his job to tap into the company's computer system from home and
delete critical inventory and personnel files, Mr. Aviv said.

What caused this company veteran, who had been making $186,000 a year
and who had a wife and three children, to crack? An anonymous note that
he wrote to the president of the concern before he was caught sheds some
light on his motive. I have been loyal to the company in good and bad
times for over 30 years, he wrote. I was expecting a member of top
management to come down from his ivory tower to face us with the layoff
announcement, rather than sending the kitchen supervisor with guards to
escort us off the premises like criminals. You will pay for your
senseless behavior.

As the economy continues to stagnate and layoffs proliferate, workplace
experts say, it is becoming more important than ever for employers to
display vigilance against possible retaliation by the people they are
letting go.

For one thing, workers seem to be angrier these days when the ax falls,
said Beverly Smallwood, a Mississippi psychologist who does workplace
consulting for businesses. Many workers have put in endless hours and
sweat for the promise of hefty stock options that never materialized.

I don't recall at any time in my history, and I've been in this for 30
years, where the degree of destruction was quite as high, said Linn A.
Hynds, a Detroit employment lawyer. Since December, he has advised
companies in 10 factory and office closings and layoffs involving 1,500
workers in southeastern Michigan.

At the same time, the people doing the dismissals at many companies —
especially dot-coms — are younger and more inexperienced than their
predecessors in the last big layoff binge of the early 1990's. In their
overzealousness, some of them make the mistake of bringing in security
guards in inappropriate settings, increasing the victims' resentment and
making retribution more likely.

Two charged with stealing celebrity ID's off Net
Two Brooklyn men have been charged with using the Internet to scoop up
the identity of hundreds of America's best known celebrities, including
Martha Stewart, Paul Allen, Michael Eisner and Steven Spielberg, police
said Tuesday.

The two men, Abraham Abdallah and Michael Pugliese, stole about $100,000
and were angling to make millions, New York Police Sgt. Andrew McGinnis
told CNN. Abdallah and Pugliese have been charged with criminal
possession of forged devices, stolen property and criminal
impersonation.
Security on the Net

The two suspects were arrested earlier this month in a police sting,
McGinnis said. They were found with about $100,000 worth of computer
hardware and software, plus funds diverted from some of the celebrities.
Accused of complex e-mail scheme

The two men are accused of using a complicated e-mail scheme to obtain
control of bank and credit card accounts, even information about the
mother's maiden name of some of the celebrities.

The FBI, Secret Service, the U.S. Attorney and U.S. Postal Service
inspectors are also investigating, although there was no confirmation
whether any federal charges have been filed.

The New York Post, which broke the story, said the scheme involved
attempts to divert money from such brokerages as Merrill Lynch and
Goldman Sachs. The brokerages declined to comment directly on the case.

Merrill Lynch has extensive fraud and security control procedures in
place to safe guard our clients and proprietary information. When we
detect potential abuses we take appropriate action, including reporting
the conduct to the proper authorities, the brokerage said in a
statement.

After the collapse of the Oslo process in January, Israeli
and American officials most closely
involved with this diplomacy went silent - and with good reason.
Promising an end of the
Arab-Israeli conflict, it delivered the most vicious and fatal
Palestinian-Israeli fighting since 1948.

But the brief period of remorse by those diplomats and
politicians has now ended. In recent weeks
they have launched an audacious campaign arguing that no
matter how bad things are today, the
parties eventually must return to exactly their brand of diplomacy.

And now The New York Times has devoted its immense
resources to backing up this
self-interested claim. Quest for Mideast peace:
How and why it failed, (July 26), amounts to a
6,000-word valentine by the paper's Israel bureau chief,
Deborah Sontag, to the men of Oslo.

Sontag works to undermine what she dismissively terms
the potent, simplistic narrative that most
Israelis and many Americans now accept: Palestinian Authority
Chairman Yasser Arafat was offered
exceptionally generous terms last summer by prime minister
Ehud Barak, he turned them down, and
instead resorted to a campaign of violence. This shows
Arafat to be unsuitable as a negotiating
partner, so a diplomatic resolution of Israeli-Palestinian
differences is impossible as long as he
remains the Palestinian leader.

Sontag's alternative narrative (dare one call it
impotent and complex?) is summarized by her
subtitle: Many now agree that all the parties, not
just Arafat, were to blame. If she can show that
Israelis and Americans were as responsible as Arafat
for the present crisis, she thereby revives
Arafat as a negotiating partner and with that, the
whole Oslo process. The Palestinian leader comes
off predictably well in her account - like an innocent
bystander to a two-car smash-up.

Instead, she mostly blames that nuisance called democracy.
The change of Israeli and American
leaders at the start of 2001 imposed an artificial deadline
on the talks; had Barak and president Bill
Clinton remained in office, a United Nations official informs us,
a final peace deal could have been
hammered out. Also, Barak saw former prime minister Binyamin
Netanyahu as his strongest
electoral opponent. To obstruct Netanyahu's path, he
colluded with Netanyahu's rival Ariel Sharon
to enhance Sharon's nationalist credentials, for example
by permitting him to take a walk on the
Temple Mount. Arafat warned this would have terrible
consequences; Sontag reports that he
huddled on the balcony with Barak at a dinner party
and implored him to block Sharon's visit to
the holy site, but to no avail. Sharon did go and he
set off angry Palestinian demonstrations which
the Israeli forces then put down with lethal force,
launching the cycle of violence that yet
continues.

If the Oslo track was indeed derailed by these dumb
mistakes, rather than being Arafat's fault,
diplomacy can be resumed where it left off. An Israeli
insider sums up Sontag's conclusion by
announcing that the basis of the agreement is lying there in arm's reach.

This is patent nonsense. In part, Sontag has the facts wrong.
Sharon's stroll provoked 10 months of
Palestinian violence? Inherently improbable to begin with,
this notion has been completely
discredited by several Palestinian leaders' publicly
acknowledging that violence was planned.

Sharon's walk, actually, was but a pretext.

In part, Sontag has the premises wrong. Oslo has not
only caused many hundreds of deaths
(including 700 or so just in the past 10 months), but
it has vastly increased the danger of an all-out
Arab-Israeli war. Why would anyone want more of it?
The answer lies in Sontag's acknowledgment
that her article was based on conversations only with
peace advocates, academics and diplomats.
By excluding all critics of Oslo, she has uncritically
accepted the pleadings of Oslo's core enthusiasts
- those individuals who, for their reputations to be
restored, need Oslo to be revived. She serves as
their apologist.

Thus, Sontag never mentions the real reason for Oslo's failure:
the Palestinian Authority's violation of
nearly every commitment from the moment Arafat signed
the accords eight years ago. Her article is
consistent with The New York Times having, over that
entire period, politicized its news pages and
not informing about those violations.

With this special report, the Times caps its record of
undistinguished reporting on Arab-Israeli
diplomacy by publishing what is, in reality, just shallow
propaganda for a failed idea.

disaster take the long view. They are not prepared to alter the
course they chartered because it does not fit in with their plans

   Q: WHY SHOULD I BE PC?

   Being PC is fun. PCism is not just an attitude, it is a way of life!
   PC offers the satisfaction of knowing that you are undoing the social
   evils of centuries of oppression.

   Q: I AM A WHITE MALE. CAN I STILL BE PC?

   Sure. You just have to feel very guilty.

   Q: WHY?

   If you are a white male, your ancestors were responsible for
   practically every injustice in the world- slavery, war, genocide and
   plaid sportscoats. That means that YOU are partially responsible for
   these atrocities. Now it is time to balance the scales of justice for
   the descendants of those individuals whose ancestors your ancestors

   Oh, there are lots of ways. For example, why buy regular ice cream
   when you can buy Rain Forest Crunch? Segrega..whoops..separate all
   of your garbage into different containers: glass, metal, white paper,
   blue paper, plastic, etc. Make sure that all your make-up has not been
   tested on animals. Try to find at least sixty ways to use your water;
   when you take a shower, brush your teeth at the same time. Then don't
   let the water go down the drain, use it to irrigate your lawn. Or
   better yet, replace your lawn with a vegetable garden. Don't use
   aerosol. And by all means, don't burn or deface our flag. Remember, as
   a citizen of Canada, your living in God's country.

   If you are fortunate enough to know your ethnic heritage, dress the
   part! Don't do drugs. You should listen to at least one of the
   following PC musicians: U2, REM, Sinead O'Connor, Sting, or KD Lang.

   Harrass people who wear fur coats. Remind them that an innocent baby
   seal was mercilessly clubbed. Or just yell, FUR. They hate that. And
   don't EVER eat meat.

   Q: DON'T EAT MEAT? WHY NOT?!

   Cows are animals, just like humans are animals. That means that they
   have rights. When you eat meat, you're oppressing animals!

   Q: SO ALL KILLING IS BAD?

   No, not always. Sometimes killing can be justified, like in the
   Persian Gulf. You have to be able to tell when an animal has rights,
   and when it doesn't.

   Q: HOW DO I KNOW WHEN AN ANIMAL HAS RIGHTS?

   The general rule is as follows:

   IF AN ANIMAL IS RARE, PRETTY, BIG, CUTE, FURRY, HUGGABLE, OR LOVABLE,

   Contemporary liberalism honors diversity and tolerance above all, but
   what it calls by those names is different from what has been so called
   in the past. Its diversity denigrates and excludes ordinary people,
   and its tolerance requires speech codes, quotas, and compulsory
   training in correct opinions and attitudes. Nor do current liberal
   totems and tabus have a clear connection with letting people live as
   they wish. Prohibitions, both grand and petty, multiply. To outsiders
   the rules often seem simply arbitrary: prayer is forbidden while
   instruction in the use of condoms is required; smoking and furs are
   outrages, abortion and sodomy fundamental rights.

   Many of these oddities can be explained by reference to the specific
   understanding of tolerance held by contemporary liberals. Tolerance
   is traditionally understood procedurally, to mean letting people do
   what they want. Contemporary liberals understand it substantively, to
   require equal respect as a fact of social life. These understandings
   are radically inconsistent. As a political matter, procedural
   tolerance calls for laissez-faire, while substantive tolerance
   requires pervasive administrative control of social life. A regime
   that adopts substantive tolerance as its goal must be intolerant
   procedurally because it must control the attitudes people have toward
   each other, and any serious attempt to do so will require means that
   are unforgiving and despotic.

   The issue may be clarified by contrasting a libertarian state, one
   that holds to the traditional view, with one that favors the newer
   view. A libertarian state is in one sense the most tolerant possible,
   but in another does not care about the matter. You can do whatever you
   want as long as you do not violate certain clearly defined rights. As
   a result, a libertarian state is indifferent between tolerant and
   intolerant ways of life as long as the intolerance does not take the
   form of physical attack or violation of property rights. It may in
   fact be quite hospitable to intolerance. For example, such a state is
   structurally unforgiving of certain weaknesses, because it has no
   public welfare system, and that structural feature is likely to be
   reflected in unforgiving social attitudes.

   In contrast, the multicultural welfare state that contemporary
   liberals favor is intended to promote social tolerance in the sense of
   equal respect. To do so, it must be intolerant of many ways of life
   that do not directly injure or interfere with others. For example,
   laws against discrimination are intolerant of the ways of life called
   racist, sexist, homophobic, and so on. They force people to
   associate with others against their will, denying them the right to
   choose those with whom they will live and work. Since sexual
   distinctions and religious and ethnic loyalties permeate and organize
   the life of all societies, the multicultural welfare state is in fact
   intolerant of all actual ways of life, and committed in the name of
   tolerance to transform them radically through the use of force. The
   new tolerance thus means that no one except a few ideologues can live
   as he wants.

   Ideally, substantive tolerance would require treatment of all ways of
   life as equal in value. That is not possible, since there are
   intolerant ways of life, some aggressively so. It follows that only
   those ways of life can be treated as equal that are acceptably
   tolerant of other ways. When two ways of life exclude each other, for
   example voluntary ethnic separatism and universal inclusivity, the
   contemporary liberal state must suppress one in favor of the other.
   Since contemporary liberalism rejects the libertarian standard of
   requiring only respect for property and avoidance of physical
   aggression, the ways of life that are acceptably tolerant are not
   those that leave others alone in the most direct and obvious sense. On
   that view the ethnic separatists would prevail, which they assuredly
   do not. Instead, a more substantive criterion is applied.

   The liberal criterion seems to be that a way of life is tolerant only
   if it accepts the view that one man is as good as another, and
   whatever a man likes is good for him. Such a definition of tolerant
   seems necessary to explain the way liberals use the word. On such a
   view all ways of life are equally valuable because all persons and
   therefore all preferences are equal; to say that one way of life is
   better than another is simply to say that those who like to live that
   way are better than others, and is in itself an intolerant act since
   what people say forms the social environment in which all live. As a

On this, the 53rd anniversary of the Nakbe' (the Catastrophe of the
Palestinian people), it is all too tempting for friend and foe alike to
define Israel, and zionism, solely by the Americans' proclamations of its
enlightened democracy. To do so is to miss the normal atrocities that
occur in Israel daily, the millions who are under curfew and blockade,
starving and brutalized, in the Middle East's only colonized state. To do
so is to feign the reality of zionism, a racist and irredeemable movement,
that survived the twentieth centuries' other genocidal and seemingly
passing revolutions such as Bolshevism, Nazism, and Apartheid.

The sad truth is that over a century after its founding, zionism seems to
be grander and more honorable than its reality. Arabs have suffered from
Zionism's belligerence and exclusivity, and many have blamed the United
States, and the West, for this because of their unshakeable support of
zionism. Israeli aggression over the past seven months has finally renewed
international recognition that zionism is racism.

On this anniversary of the Nabke', it is now up to all Jews to follow in
the footsteps of the brave few, and denounce the racist and separatist
nature of zionism, while the world should encourage them to do so. The
world should not allow the torchbearers of zionism to silence and quell
the idealism of these few. No nationalism is pure, no movement is perfect,
no state is ideal, but today, Zionism persists as a menace, a militaristic
and dictatory movement to me and to most Palestinians. A century ago,
zionism extended Western colonialism to Palestine; today, as in the rest
of the world, colonialism must be ideologically purged from Palestine.

I believe that zionism is racism, because 53 years after being exiled from
their homeland, in defiance of the four Geneva Conventions, UN Resolutions
181, 194, 242, 338, and others, and other multilateral and international
human rights conventions, including the Universal Declaration of Human
Rights, the disinherited refugees of Palestine, continue to endure
merciless punishment from the Zionist entity, most recently in the
bulldozing of makeshift homes in the Khan Younis refugee camp in Gaza.

I believe that zionism is racism, because I am a Palestinian, and without
recognizing the colonialist component in zionism, I cannot explain its
racist character, a western movement uprooting the native peoples of
Palestine, Muslim, Christian, Jew, Samaritan alike, a people bound to
their land, through centuries of raising orange groves, and herding sheep,
lending grace to the Hills of God, historically, religiously and
culturally.

I believe that zionism is racism, because it fails to appreciate or
acknowledge the Palestinians' ties to their homeland, their love for their
historical capital, Jerusalem, and the 53-yar plight they have endured as
refugees worldwide, in Europe, in North America, in camps Dheishe,
Shatila, Wehdaat and others, never giving up hope or struggle in yearning
to return home.

I believe that zionism is racism, because it fails to admit the reality
that the minority indigenous Jewish community in Palestine, that lived
there for the last two thousand years, was an undistinguishable people
from its Christian and Muslim Palestinian brethren, and that the leader of
the Jewish community of the Jewish quarter of Old Jerusalem, Rabbi Lamram
Blau, stood on the side of his Palestinian brothers and sisters being
exiled in 1948.

I believe that zionism is racism because in modern times, the promise of
liberal democracy and justice is a double-edged sword, preached by the
Western powers, yet only paid lip-service to in the case of Israel, where
Palestinian are continuously expelled, ethnically cleansed, and
subjugated, and in the cases where they are assimilated, they are granted,
limited, if any, civil rights.

I believe that zionism is racism, because in establishing the racially
exclusive state of Israel, in 1948, and expelling the indigenous
Palestinians from the land, the zionists severed a relationship that
people had to the land for over 4,000 years, uninterrupted, since before
Abraham.

I believe that zionism is racism, because in building Israel, the zionists
were revising history, embracing the notion of racial superiority, an
ideology that has empowered them to discriminate, with all of its
associated social ills, injustices, and moral bankruptcy.

For Heidi and Neil Howard, giving birth to a terminally ill baby seemed
punishment enough. But that was before the Massachusetts Department of
Social Services stepped into their lives.

The department came knocking at the door to their home in the form of a
home visitor sent by the hospital when the Howards' first baby girl was
born with terminal health problems.

According to the Massachusetts News, the home visitor was a social worker
who found the home in disorder. The kitchen was in the process of being
remodeled. Over Heidi's objections and without identifying the true purpose
of the call, the home visitor opened closets and quizzed her about her
marriage. Then, she filed a report about the messy home and stress in the
family - stress undoubtedly caused by having a dying child.

Their situation was complicated by a restraining order that Heidi says she
was blackmailed into filing: the DSS allegedly threatened to remove their
two boys, 10-year-old Christopher and five-year-old Ethan, if Heidi did not
register a complaint against her husband even though she insisted no abuse
had occurred. With a restraining order on file, the DSS seized the boys in
November 1999.

In February 2001, another daughter, Jessica, was seized from her nursing
mother on the grounds that the other children were already in DSS custody.
No court hearing has been held on the two boys. Chester Darling, an
attorney for the Howards, has called the DSS an agency ... that can kidnap
children almost with impunity.

The Howards' case is not unique. Cases like theirs are occurring more
frequently because state agencies now have a financial incentive to
separate children from their parents and put them up for adoption.

The Adoption and Safe Families Act of 1997 is explicit about the rewards.
Under a section called Adoption Incentive Payment, the act says a state
can receive as much as $4,000 for adopting-out a child. There is even a
provision offering technical assistance through grants or contracts ... to
assist States and local communities to reach their targets for increased
numbers of adoptions and, to the extent that adoption is not possible,
alternative permanent placements, for children in foster care.

The money from incentives, grants, and contracts goes directly into the
coffers of child protection agencies when they adopt-out children.

Who benefits? Social workers, diagnosticians, attorneys, foster homes and
group homes, to name a few, says Susan Jackson of CPS Watch, a watchdog
organization that monitors Child Protective Services. These folks are fed
by a child abuse industry to the tune of well over $12 billion.

Collectively, they form the Child Abuse Industry.

CPS Watch has been carefully monitoring child abuse investigations since
1998, the year after passage of the Adoption and Safe Families Act. Alaska,
it found, reported 15,703 child maltreatment referrals from a child
population of 192,261 - or one report for every twelve children - that
year.

In 1998, according to a federal Department of Health and Human Services
report, Kansas removed 1,872 children from their homes. But only 1,104 of
the investigations substantiated the charges of abuse. The report states
that 272 children were removed from families for reasons unknown in Ohio
the same year.

In a recent issue of Social Work: Journal of the National Association of
Social Workers, Leslie Doty Hollingsworth cautioned her colleagues about
the ethical line they may be crossing.

Because there are strong financial incentives to increase adoptions,
practitioners may be compromised ethically if required to work for
reunification and adoptive placement simultaneously, writes Hollingsworth,
who teaches at the University of Michigan School of Social Work.

Some organizations believe that the threat to families is severe enough to
warrant active non-cooperation with government agencies. For example, the
Home School Legal Defense Association - which believes home schoolers are
being particularly targeted - tells members of their community to contact
them immediately for legal assistance if approached by a social worker.

But the warning came too late for the Howards.

The DSS wanted to put baby Jessica up for adoption, but on July 16th, Judge
Robert Belmonte of the Framingham Juvenile Court ordered the baby returned
to her parents. At last report, the DSS maintains that the two boys should
be adopted out but seems willing to let an aunt and uncle become the
adoptive parents.

That way, at least, the DSS would still receive its adoption incentive
payment.

Courts across the country moving to curb abuse of eminent domain

Finally, a number of courts around the country are starting to set limits
on the municipal use of eminent domain to favor one private property owner
over another.

Eminent domain, of course, is supposed to be used to seize private property
(subject to payment of full compensation) only in the case of a true
public use -- for roads and firehouses, things like that.

Las Vegas has its own examples of abuse of this authority, as when private
property downtown was seized and turned over to new private owners -- the
Fremont Street Experience -- under the now-debunked theory that this was
justified by redevelopment statutes. (The courts found the statutes
actually require that land owners such as Carol Pappas be allowed to submit
alternative redevelopment plans, and to participate in redevelopment
projects through ground leases. The courts ruled the city broke its own law
and must return the property. The case is on appeal.)

But in an encouraging trend, a federal judge in Manhattan recently blocked
the city of Port Chester, N.Y., from condemning rental property and turning
it over to a grocery store for use as a parking lot. And the Mississippi
Supreme Court in May blocked condemnation of a huge tract of land to make
way for a Nissan Motor Co. plant, holding authorities there appeared to be
taking land substantially in excess of the immediate needs of public use.

What you're seeing is courts finally setting some limits to the exercise
of eminent domain, David L. Callies, a professor of property and land-use
law at the University of Hawaii law school told The Wall Street Journal
last week.

The recent rulings mean that what was once an unquestioned power is now in
doubt -- a change that could affect the thousands of takings cases filed
around the country each year, particularly those related to redevelopment,
reports the Journal.

In Lancaster, Calif., a city of some 130,000 about 45 miles from Los
Angeles, city officials appeared dumbfounded when the courts permanently
blocked their action in condemning a 99 Cents Only Store to make room for
the expansion of the discounter's bitter rival and next-door neighbor,
Costco Wholesale.

Costco demanded the city shut down the new competitor and turn the space
over to it for an expansion almost immediately after the 99 Cents Only
Store opened, U.S. District Court Judge Steven V. Wilson found. When Costco
threatened to close down and move to nearby Palmdale, the city obliged its
major tenant, voting in June 2000 to condemn the 99 Cents Only site.

Their justification? The area had been declared blighted back in 1983,
before the shopping center opened.

But Judge Wilson dismissed the city's contention that it was seeking to
block future blight which might occur should Costco pull up stakes,
instead ruling: The evidence is clear beyond dispute that Lancaster's
condemnation efforts rest on nothing more than the desire to achieve the
naked transfer from one private party to another. Such conduct amounts to
an unconstitutional taking purely for private purposes.

It's a troubling trend, grumbled Lancaster city attorney David McEwan. I
don't know where the courts are going with it. 99 Cents produced less than
$40,000 (a year) in sales taxes, and Costco was producing more than
$400,000. You tell me which was more important.

Actually, what's more important, Mr. McEwan, is the proud tradition of
private property ownership on which this nation's freedom and prosperity
was built. If we can't depend on government to defend those property rights
-- if our land can be seized the first time a fatter cat casts a covetous
eye upon it -- then where's the incentive for anyone to save, invest,
maintain a property and pay taxes on it?

Endangered Fish Policy May Have Cost Firefighters' Lives

Firefighters struggling to contain a blaze in central Washington State that
ultimately killed four of their own were hampered in their efforts by a
federal policy to protect endangered fish, Fox News has learned.

Firefighters were unable to douse the deadly fire in Okanogan National
Forest in Winthrop, Wash., in July because of delays in granting permission
for fire-fighting helicopters to use water from nearby streams and rivers
protected by the Endangered Species Act, according to sources close to the
fire.

Firefighters Tom L. Craven, 30, Karen L. Fitzpatrick, 18, Devin A Weaver,
21, and Jessica L. Johnson, 19, burned to death while cowering under
protective tents near the Chewuch River, home to protected species salmon
and trout. Seventeen other firefighters survived the ordeal.

Forest Service policy in the Northwest requires that special permission be
obtained before fire helicopters can dip into certain restricted rivers,
lakes and streams. The fear is that the dippers could accidentally scoop up
protected species of fish.

A 17-member team from the Forest Service and other federal agencies is now
investigating whether the four firefighters died as a result of the policy.

Rep. Scott McInnis, R-Colo., chairman of  the House Subcommittee on Forests
 Forest Health, said the committee is also looking into allegations that
environmental policy and bureaucracy were factors in the deaths.

Testifying before the committee Tuesday, USFS Fire Chief Dale Bosworth said
that under standard procedure, firefighters would have used the Chewuch
water to fight the fire and addressed any environmental violations
or restrictions after the fire was extinguished. He said he was
investigating why dispatch waited for approval before sending the
helicopters.

We get the water where we can get it and ask questions later, Bosworth said.

Forest Service District Commander John Newcom told Fox News last week that
the Chewuch River's population of salmon, steelhead trout and bull trout
are all considered when fighting fires, but insisted helicopter permission
was never delayed or denied because of the policy.

But the USFS reversed that position Tuesday with the release of a timeline
of events that depicts the harrowing plight of a band of very young,
inexperienced firefighters waiting desperately for helicopter relief that
never came.

According to the timeline, the first team of firefighters, an elite crew
called Hot Shots, had contained what came to be known as the 30-mile
fire by the very early morning and requested a helicopter water drop at
5:30 a.m. However, they were told one would not be available until 10 a.m.

At 9 a.m., the Hot Shots were replaced with a young mop-up crew expecting
helicopter relief to arrive within the hour. When the mop-up crew inquired
about the missing helicopter just after noon, the dispatch office told the
crew field boss that helicopters could not be used in the area because the
Chewuch River contained endangered fish.

Final permission to use Chewuch water wasn't granted until 2 p.m.

Jan Flatten, the environmental officer for the Okanogan and Wenatchee
Natural forests, confirmed that environmental concerns caused crucial
delays in dispatching the helicopter.

At 12:08, the dispatch office ordered the helicopter, Flatten told Fox
News. However, because there are endangered species in the Chewuch River,
they wanted to get permission from the district in order to dip into the
river.

However, the dispatch office could not reach anyone at the district with
the authority to approve the helicopter drop. Flatten said those
authorities - Newcom, Fire Manager Peter Sodoquist and the Methow Valley
biologist - were actually meeting during that time to approve an exemption
to the policy.

That time lag of about two hours was when they were trying to locate
someone with the authority to tell them they could go ahead and take water
out of the Chewuch River, Flatten said.

The USFS did not explain why the intra-agency team required to approve an
exemption did not convene until 12 p.m., two hours after firefighters had
been told the helicopter would be available.

One of the curious things about Prohibition, the ban on the sale of
alcohol that lasted from 1920 to 1933 in the United States, was the
speed with which it came to an end. At the 1928 presidential
election, there was solid popular support for the ban. Four years
later, it had evaporated. Looking at the mixed signals about illegal
drugs from politicians and the media, one might imagine that we
are at a similar tipping point, at least where cannabis is concerned.
A straw: Canada has just become the first country in the world to
legalise the use of marijuana for people suffering from chronic or
terminal illness. Because the sale of the drug remains illegal (it is
prohibited under a 1988 UN convention), the government is in the
bizarre position of awarding a contract to a company to farm
marijuana for medical use in a disused copper mine in
Saskatchewan. In the US, a dozen or so states have referendums
on the stocks to permit a softer approach to possession of
marijuana. In Britain, police in Brixton are experimentally no longer
arresting people caught possessing small amounts of cannabis.
All this is part of a realisation that cannabis and marijuana, its herbal form, are 
already very widely used. About 40 per cent of young adults in Britain have tried 
cannabis, and 25 per cent of all adults. No longer is t
his the pastime of a small minority. Paul Hayes, a senior British probation officer 
who has recently become head of the Government's new drug-treatment agency, notes that 
for many social groupings the use of cannabis has
become more or less normal behaviour. The last time anyone offered it to me was after 
a primary-school parent-teacher association disco, in the home of a rotary Club 
member, and the person was a detective-sergeant in the
 Metropolitan Police, he says. If that's not normalisation, I don't know what is. 
Wisely, he refused.
I talked to Mr Hayes in the course of researching the articles on illegal drugs that 
appear in the current issue of The Economist. I set out to write them with a genuinely 
open mind: although the magazine has backed drug
legalisation for more than a decade, I had not previously done a comprehensive study 
of the case for and against. After visiting the US, Mexico, Switzerland and the 
Netherlands, I came to the conclusion that the proper po
licy for governments was to think through a coherent approach to legalisation – to 
cannabis in the first instance, and then gradually to all other drugs. Outrageous 
though such a policy might sound, it would ultimately ca
use less social harm than the present ban does.
Legalisation, it should be said at once, would not be harm-free. For simple 
agricultural and chemical products, illegal drugs are hugely expensive by the time 
they reach the street dealer. This mainly reflects the enormou
s risks involved in growing, transporting and selling them. Remove these risks and the 
price would fall. Of course, taxes could push the price part of the way back up, as 
with cigarettes and alcohol – and it would be a go
od thing if the money went to government rather than to gangsters. But if the tax were 
too high, a new black market would spring up.
Accompanying the fall in the price would be greater availability (no more 
mouth-to-mouth transactions with sinister figures in Soho) and more social 
acceptability. The result would be a rise in drug use, and therefore a r
ise in the number of people who became dependent on drugs. Moreover, some of these 
users would suffer physical harm. Drugs seem to have lasting (but badly understood) 
effects on health, and some, used incompetently, can k
ill. All this is true for alcohol and nicotine – but it is understandable that voters 
and politicians hesitate to increase the list of harmful substances that are legally 
available.
One argument for doing so is philosophical. The philosopher John Stuart Mill believed 
that the state had no right to intervene to stop individuals doing something that 
harmed them, if they thereby did no harm to anyone el
se. Over himself, over his own body and mind, the individual is sovereign, 
pronounced Mill. He accepted that some social groups, mainly children, required 
special protection. And some people argue that drug-takers are a
lso a special class: once addicted, they can no longer make rational choices about 
whether to harm themselves. Yet society has rejected this argument, notably in the 
case of nicotine, which kills proportionately more of i
ts users than heroin does its, and which appears to have greater addictive power.
Another argument for legalisation is pragmatic. Drug bans cause enormous harms; and 
removing them would bring considerable benefits. The harms fall

Iran-Contra gangsters resurface in Bush administration

The Bush administration appealed to Senate Democrats July 27 to
move ahead with the confirmation of two top-level diplomatic
nominees whose appointments have been delayed because of their
role in defending right-wing dictatorships and death squads in
Central America.
Senate Foreign Relations Committee Chairman Joseph Biden (D-
Del) said through a spokesman that a hearing for John Negroponte,
nominated for US ambassador to the United Nations, would be held
as early as next week. No hearing has yet been set for Otto Reich,
nominated for assistant secretary of state for western hemisphere
affairs.
Negroponte and Reich are two of the three Bush administration
appointees with direct operational roles in the Central American
counterinsurgency campaigns of the 1980s. The third is Elliott
Abrams, named as director of the office for democracy, human
rights and international operations at the National Security Council,
a White House position which is not subject to Senate
confirmation. Abrams was convicted of lying to Congress about the
Iran-Contra affair, but was later pardoned by Bush’s father in 1992.
Negroponte was US ambassador to Honduras during the years
when the right-wing Nicaraguan Contra forces were based in
southern Honduras, just across the border from Nicaragua,
supplied and armed illegally by the Reagan administration. Abrams
was assistant secretary of state for western hemisphere affairs
during that period and worked closely with Oliver North in
organizing the illegal arms supplies to the Contras. Reich headed
the Office of Public Diplomacy, a State Department agency which
illegally funded pro-Contra propaganda both in the US and
internationally.
The convicted liar
The selection of Abrams is the most provocative appointment by
Bush since his nomination of John Ashcroft as attorney general.
Appearing frequently at press forums and congressional committee
hearings in the 1980s, Abrams was one of the most belligerent
defenders of Reagan’s policy of arming the Contra fascists, who
waged terrorist assaults on the Nicaraguan population for nearly a
decade, killing an estimated 10,000 people.
As Washington Post columnist Mary McGrory recalled, “Members
of Congress remember Abrams’s snarling appearances at
committee hearings, defending death squads and dictators,
denying massacres, lying about illegal US activities in support of
the Nicaraguan contras. Abrams sneered at his critics for their
blindness and naiveté, or called them ‘vipers’.”
Abrams was not merely a mouthpiece or apologist, but an active
collaborator in illegal actions which led to thousands of deaths and
widespread devastation. He was a regular participant in meetings of
CIA, National Security Council and State Department officials who
planned the arming of the Contras. When Congress adopted two
successive versions of the Boland amendment prohibiting such
arms supplies, the operation continued in defiance of the law, at
Reagan’s direction, with Lt. Col. Oliver North, an NSC official,
taking charge.
As the top Reagan foreign policy official for Latin America, Abrams
repeatedly testified before Congress under oath that the
government was complying with the Boland amendment and that
only “humanitarian” aid was being supplied to the Contras. Given
his operational role, Abrams was neither misled by other officials
nor lying to protect others. Like Oliver North, he was lying to
Congress about illegal activities in which he was a direct personal
participant.
After four years of public vituperation against the investigation of the
Iran-Contra affair, Abrams was finally run to earth in 1991, pleading
guilty to two misdemeanor counts of lying to Congress under oath,
in order to avoid felony charges. White House spokesman Ari
Fleischer called Abrams “an outstanding diplomat” and said the
president considered his legal troubles “a matter of the past.”
It is a measure of the cynicism of the Bush administration and
congressional Republicans that Abrams could be appointed to a
high position with his record. They were willing to impeach Clinton
as president for lying under oath about Monica Lewinsky, but no
such standard applies to lies about an illegal US war which killed
thousands of innocent people. Abrams, a collaborator with death
squads, is now to be put in a high position with responsibility for
addressing human rights issues!
The anti-Castro fanatic
Negroponte and Reich are equally odious figures, although less
well known to the public because they did not become Iran-Contra
defendants. Otto Reich, who left Cuba in 1960 at the age of 15, is a
favorite of the fascistic anti-Castro Cuban exiles in Miami. His
appointment was sponsored by the two Cuban-American
congressmen from Miami, and by Senator Jesse Helms, chairman
of the

Illegal vaccine link to Gulf war syndrome

The illness known as Gulf war syndrome looks likely to have been
caused by an illegal vaccine booster given by the Ministry of
Defence to protect soldiers against biological weapons, according
to the results of a new series of tests.
Scientists in the United States found that symptoms of the illness
were the same for service personnel who received the injections
whether or not they served in the Gulf.
The common factor for the 275,000 British and US veterans who
are ill appears to be a substance called squalene, allegedly used in
injections to add to their potency. Such an action would have been
illegal. Squalene is not licensed for use on either side of the
Atlantic because of potential side effects.
Pam Asa and her team at the Tulane medical school in Louisiana tested more than 300 
former US military personnel who were given vaccinations to go to the Gulf: 95% tested 
positive for squalene antibodies.
In addition veterans from both sides of the Atlantic were tested, including 20 who 
were given preparatory injections but who did not go to the war. All 20 tested 
positive to squalene antibodies.
The first non-deployed British sufferer to be tested,  Anwen Humphreys, was also found 
to have antibodies.
Dr Asa said in her view the fact that even non-deployed veterans were testing positive 
for squalene provided conclusive evidence that vaccinations were a major cause of 
the condition. It ruled out the alternative enviro
nmental theories floated as causes of Gulf war syndrome.
I believe that those people who were given vaccinations in the US and the UK were 
given something they should not have been, probably in the anthrax vaccine. [The 
results]  need a thorough examination by the US and UK go
vernments.
Squalene is classed as an ad juvant - a chemical which is added to a vaccine to make 
it more combative. It is a naturally occurring substance in the human body but 
injecting it is illegal, and past scientific research in
rats and mice has found that it causes auto-immune disease. Consequently, squalene in 
the form of a vaccine is unlicensed for human or veterinary use.
The evidence could be devastating for the Ministry of Defence which is being sued for 
damages by 1,900 British veterans. If they show they were injected with an illegal 
substance, the damages could be astronomical. The mi
nistry has refused toreveal what was in the injections.
Ms Humphreys, 39, from Dolgellau, north Wales, who suffers typical symptoms of the 
syndrome - severe headaches, nausea, muscular pain, joint swelling, short term memory 
loss and depression - said: I believe the MoD has u
sed us like guinea pigs to see how effective squalene is.
There are no words to describe what they have done. It's just medically, morally and 
ethically wrong.
She says she feels cheated by the MoD. I was always one of these people who said 
that there is no way they would experiment with our vaccinations.
Ms Humphreys' story is being told tonight on the Welsh-language
current affairs programme, Y Byd Ar Bedwar, (The World On Four),
on S4C. The US defence department has strongly denied Dr Asa's
claims.
Lewis Moonie, a junior minister responsible for veterans, said: To
the best of my knowledge no squalene was given to any member of
the British forces at the time of the Gulf war.
The Ministry of Defence has so far refused to disclose what was in
the injections and defence scientists are carrying out experiments
on animals to see what effects the Gulf war injections could have.
The results will not be known until 2003.

  Here's what happens to guests on the Expert Witness Radio Show, hosted
by Michael Levine and broadcast on WBAI in New York and KPFK in Los Angeles,

  A brief history is in order. First, Mr. Levine postponed the show
several times. Then his producer said that she would formulate questions to
be asked about the new book, The Conspirators: Secrets of an Iran Contra
Insider. None of the questions were asked.

  Both his producer Kristina Borjesson and the host Mike Levine had
received review copies of the book. There had been substantial discussions
with the show's producer Kristina Borjesson but it became clear that Mr.
Levine had not read the book and was not familiar with the material. He kept
flipping through it, naming chapter titles, but you could tell he hadn't
even bothered to read the book.

  Then Levine brings on his buddies, former DEA agents who are now
private investigators, as is Levine himself. Essentially they did not refer
to the book either. They asked no real questions about the content of the
book, and they only mentioned the name of the book once.

  Also they kept using the word alleged -- as I have alleged this
and I have alleged that. I told them that the book was autobiographical in
nature and it was simply the story of what I had done, i.e., my own role in
Iran-Contra and other circumstances of my life. Since there was no second or
third party information in the book, it wasn't really necessary to say
alleged incessantly.

  Then they kept pressing me on how many documents I had and how much of
this I could prove in a court of law. I maintained that this was a radio
show and not a court of law, that I was an author and not a prosecutor, and
that these men were in fact radio talk show hosts and were not themselves
prosecutors, and that they have no mandate from any government agency to be
prosecutors.

  They were simply trying to pump me for information -- for their own
ends. They have formed their own private investigative agency, according to
information they posted on their website. Mr. Levine had said on his show
that they had gotten thousands of people indicted that should have been
indicted, but weren't before for political reasons.

  I'm sure the public would be interested in seeing a list of the
thousands of people that Mr. Levine et al have gotten indicted -- posted
on Mr. Levine's website.

  Furthermore, they attempted to get me to reveal sensitive documents
and file numbers on the public airwaves - without having any understanding
whatsoever of my position -- that in fact, it is my holding of these
documents and the fact that those who could be hurt by these documents do
not know exactly what I do or do not possess.

  This has kept me alive and at large through these years.

  It's hard to believe that Mr. Levine did not understand this -- that
by the incessant questioning of my criminal history (which I freely admitted
and elaborated in detail) and the documents, which I may have, he has
jeopardized me. Whistle-blowers then should beware -- because Mr. Levine has
acted quite unprofessionally on this show.

  It was obvious that Ms. Borjesson was the tail wagging the dog. As
producer of this show and its co-host, she asked me no direct questions
during the show, and, on two occasions, had even attempted to tell her
fellow co-hosts to move on. It was obvious from her tone that she was
embarrassed by this shoddy display of unprofessionalism by Mr. Levine and
his co-hosts.

  These former DEA agents were courteous, but they were incessant in
asking the same question over and over again - questions regarding my
criminal history and questions regarding the veracity of my information. I
kept repeating that I am an author, that I'm not a prosecutor, that I'm not
a witness, and that I don't intend to be a witness. I'm just telling my
story.

  It was obvious by the line of questioning that Mr. Levine and Company
have their own agenda - an agenda which goes far beyond being talk show
radio hosts. That agenda appears to be to garner information from people
like me in order to gain prosecutorial interest in others and thereby to
gain potentially fee-paying clients for their new enterprise.

  Meanwhile they lead me to believe that this show was being publicly
broadcast live, when in fact it was being recorded. I was not told until the
end of the show that it was actually being taped for later broadcast.

  In other words, I didn't have the opportunity to fully defend myself
from their badgering questions. They were able to steamroll me by making me
believe that this was a live show.

  They obviously had no idea of who I am. It was also obvious that they
did not understand the complex quid pro quos people like me have to enter
into, in order to stay alive and get a book published.

  They asked me if I had any previous

I am a Jewish woman with family who lived in Haifa for 10 generations. I just
returned from living in Ramallah, the West Bank, Occupied Palestine, for
eight months. I went to work as a volunteer at a nonprofit, not knowing that
the second Intifada would break out soon after I arrived. But once there, I
became a witness of the life of the Palestinian people during the Intifada,
and joined other people who were international observers from Non
Governmental Organizations (NGOs), and together we witnessed the daily
realities of Palestinian life and how they were misrepresented in the
American and Israeli media. In the nonviolent demonstrations which I
witnessed, such as those in which Palestinians dismantled with their bare
hands the roadblocks that prevent thousands of people from accessing
vocation, trade, basic services and even emergency medical treatment, I
cannot tell you how many people I saw shot, wounded, and killed. I lost count.

After the first murder I witnessed of the man standing in front of me, I grew
numb. Then it was just a stream of bodies, the guy with his head blown off,
the little boys so small you don't even need a stretcher for them, and old
women, carried off into ambulances which every single time were shot at by
the Israelis directly on the driver's side of the windshield. Ambulances
turned back at checkpoints.

Throughout this Intifada/Israeli Siege, what I witnessed was an
overwhelmingly nonviolent struggle within Palestinian civil society for
justice. Every one of the endless demonstrations I attended began as marches
with signs, banners and chants. The Israelis shot first every single time
before any rocks were thrown. Rocks, thrown at armored jeeps' seldom hit
fenders, stones that are a symbolic way of saying, "We will resist our
oppression, even if you have a tank and I have a rock." In fact, the Israeli
soldiers even shot at some of the demonstrations when people were doing
nothing more than singing "we shall overcome" and no stones were thrown even
after the Israeli soldiers began and continued to shoot.

Every night I went to sleep to the sound of shells falling on the nearby
school for blind children. I walked to do my shopping past 10-year-old boys
with patches over their eyes. How come all of them in the eye? Accident? The
death toll for the Israelis is about 100, the death toll for the Palestinians
about 600. Numbers cannot reflect the losses. The Palestinians also have
about 20,000 wounded civilians, some in critical condition and many
permanently disabled, while hospitals are being attacked and medical clinics
destroyed. I had to walk through streets of crippled people, through the
human traffic of funerals, which become demonstrations, which become more
funerals, just to get a can of soda.

And that's just Area A.

Area A is like a vacation. Don't know what that is? Learn your ABCs. I'll be
happy to help you. Then maybe we can have a conversation. In Areas B and C,
where the majority of people live in villages completely surrounded by
clusters of Israeli settlements such as Ariel, which even within Barak's
generous offer were set to remain permanently, in order to maintain permanent
military bases, life is much worse. The children cannot breathe. The tear gas
day and night being thrown at their windows has damaged their respiratory
systems, maybe irrevocably at this point. I have even tried to scream at the
soldiers pleading, "the children are being taken to the hospital." But then
they shot at me so I ran back inside the house I was visiting. Night and day
there are settlers attacking, backed by soldiers, shooting into the villages

in the middle of

the day while he was standing outside his house bringing the kids inside as
the troops stomped through the village. They threw a stun grenade into his
brother's face and then pointed an M-16 at his head and threatened to shoot
anyone who would try to bring my friend to an emergency medical vehicle. It
took 30 minutes before he was permitted to be taken to a hospital. Now he is
paralyzed.

This is only a partial list of what I have witnessed in the past eight
months. I saw it myself, and I have no motivation to exaggerate. I don't hate
Israelis (my own family) or Jews (my own people). But I saw all this, and I
know that many people simply deny it, won't believe it, and have been given
no information in the media which would make what I actually saw seem
comprehensible to them. What is happening is called ethnic cleansing? The

I've been researching for a long time and agree with a lot of the views
expressed here.

Kris, thanks for this info on The White Rose - I have been saying for many
years now that the flower child movement was sidetracked by the elite.
There has been so much slander and criticism of our gen and I see so many of
us that have given up on believing in ourselves and our goals.  It's good to

  WASHINGTON reacted furiously yesterday to a request by Chilean
judges for Henry Kissinger, the former secretary of state, to answer
questions about an American journalist killed during the 1973 coup in
Chile.

  A Bush administration official condemned the Chilean supreme
court decision to send questions to Dr Kissinger, saying the move
increased unease about the proposed International Criminal Court in
The Hague.

  The administration source said: It is unjust and ridiculous
that a distinguished servant of this country should be harassed by
foreign courts in this way. The danger of the ICC is that, one day,
US citizens might face arrest abroad and prosecution as a result of
such politically motivated antics.

  Dr Kissinger, 78, who was secretary of state from 1973 to 1977,
has acted as an informal adviser to President Bush and is still
heavily involved in American foreign policy issues.

  In its ruling, Chile's supreme court said a list of questions
should be sent to the US supreme court with regard to Dr Kissinger's
knowledge of the circumstances surrounding the death of Charles
Horman, a journalist arrested by troops loyal to General Augusto
Pinochet. His body was identified in a mortuary weeks later.

  The case was made famous by the 1982 film Missing. Mr Horman's
family believes that Dr Kissinger and US diplomats in Chile knew of
his detention, but did not press for his release.

  The Chilean order came less than two months after French
detectives delivered a court summons to Dr Kissinger, who was
visiting Paris, asking him to testify about the disappearance of
French nationals in Chile.

  In another case, a judge in Argentina has ordered Dr Kissinger
to testify in a human-rights trial about a 1970s plan by South
American governments to kidnap and kill Left-wing critics.

  Mr Horman's widow, Joyce, filed a civil lawsuit against Dr
Kissinger in the 1970s, but it was dismissed due to lack of evidence.
She has now instigated legal action in Chile against Gen Pinochet and
several other army officers.

  Dr Kissinger's office declined to comment about the Chilean
request, but sources have said he is considerably irritated by it.

  When he was in Paris, he said he was too busy to speak to a
French judge and the US embassy said the information being sought was
confidential. A request for similar information was sent to the State
Department during the Clinton presidency, but did not receive a
response.

  Such requests have heightened US scepticism over world bodies
that may diminish national sovereignty.

  America has said it will not take part in a United Nations
conference on racism next month if the issue of reparations for
slavery is on the agenda. Both Washington and London have expressed
concerns about the conference adopting wording about slavery being a
crime against humanity.

  Mr Clinton delayed supporting an ICC, which is strongly backed
by Britain. But in January, he signed the treaty setting it up,
saying America should shape it to try cases of genocide and war
crimes.

  Republicans complained that the treaty was flawed beyond
repair. Marc Thiessen, a Senate foreign relations committee official
now a Pentagon speechwriter, said it should be aggressively dealt
with by the White House.

  He said: The president of the United States has endorsed a
court that claims illegal jurisdiction over the American people and
that's not a situation that can just sit out there.

  The ICC will be formed after 60 nations ratify the treaty. So
far, 27 have done so.

More probably, porn merchants will be the first to capitalize on such
in-body experiences, so that watching a Playboy Channel show could also
trigger the appropriate internal response among chip-equipped viewers.

Later, the implanted microprocessors will be upgraded to two-way capacity,
transmitting internal data back into the appropriate network through a
wireless feed. The medical monitoring opportunities are immense, but so are
the tracking capabilities. It's the ultimate loss of personal privacy when
your body is sending signals about where you are and what you're doing.

Several other routes toward this bio-info-tech connection are already being
followed. Predictive Networks of Cambridge, Mass., is developing biometric
systems, used to identify ways in which individuals interact with computers
and media devices. Predictive Networks is monitoring personal usage patterns
(how an individual uses specific keys and buttons, including the speed and
pressure of finger contact) to identify and categorize customers.

Although it's a major leap from such tracking of external behaviors to
inserting a microprocessor under the skin, the eventual outcome could be the
same: data gathering and response based on physical connection and response.

Bio-info-tech appears to be a promising sector for the region - possibly
even a cross-river opportunity that would combine the bio-medical resources
in Maryland with the infotech strengths of Virginia.

IAF Seeks Permanent Training Base In USA

The Israeli Ministry of Defence has submitted a request to the US Department
of Defense (DoD) to allow the Israel Air Force (IAF) to deploy combat
aircraft in the USA for regular flight training.

The IAF has outlined plans to send the aircraft to a US Air Force (USAF)
base by 2002 as part of a programme to improve IAF training levels and raise
combat readiness. IAF officers say the size of Israel does not allow for
realistic combat exercises and limits their ability to train for long-range
air strikes.

Commander in Chief of the IAF Maj Gen Dan Halutz said the aircraft would be
based permanently in the USA and that IAF pilots would be continually
rotated for training missions. Gen Halutz said that the proposed IAF
deployment and training programme would include combat manoeuvres with the
USAF.

The IAF commander noted that co-operation between the two air forces has
increased over the last year. In March-April this year, six IAF F-16
multirole fighters participated in the USAF's annual 'Red Flag' air combat
exercise run by the Air Warfare Center and the 44th Combat Training Squadron
at Nellis Air Force Base, Nevada. Israel had not participated in the
exercise since 1998.

The final decision on the deployment, however, rests with the DoD. A
spokesman from the USAF's Office of International Affairs said: The Israeli
Ministry of Defense has requested that the DoD consider the feasibility and
potential cost of allowing the IAF to station a detachment of fighter
aircraft at a USAF base in the United States. Israel's objective is to
provide training opportunities that are not available in Israel and increase
opportunities for joint training with the USAF. This request is currently
under review by the Office of the Secretary of Defense. If the review is
favourable, the US Air Force will then begin the staffing process to see if
there is a suitable location for the IAF detachment. No final decision to
station IAF aircraft in the US has been made by either the DoD or the
Israeli MoD.

The IAF has, in the interim, invested more than $50 million in upgrading
combat readiness of its aircraft, the result of which, say senior IAF
officers, is that the air force is on a higher level of combat readiness
than at any time during the last decade.

 the little boys so small you don't even need a stretcher for them, and old
 women, carried off into ambulances which every single time were shot at by
 the Israelis directly on the driver's side of the windshield. Ambulances
 turned back at checkpoints.

 Throughout this Intifada/Israeli Siege, what I witnessed was an
 overwhelmingly nonviolent struggle within Palestinian civil society for
 justice. Every one of the endless demonstrations I attended began as marches
 with signs, banners and chants. The Israelis shot first every single time
 before any rocks were thrown. Rocks, thrown at armored jeeps' seldom hit
 fenders, stones that are a symbolic way of saying, We will resist our
 oppression, even if you have a tank and I have a rock. In fact, the Israeli
 soldiers even shot at some of the demonstrations when people were doing
 nothing more than singing we shall overcome and no stones were thrown even
 after the Israeli soldiers began and continued to shoot.

 Every night I went to sleep to the sound of shells falling on the nearby
 school for blind children. I walked to do my shopping past 10-year-old boys
 with patches over their eyes. How come all of them in the eye? Accident? The
 death toll for the Israelis is about 100, the death toll for the Palestinians
 about 600. Numbers cannot reflect the losses. The Palestinians also have
 about 20,000 wounded civilians, some in critical condition and many
 permanently disabled, while hospitals are being attacked and medical clinics
 destroyed. I had to walk through streets of crippled people, through the
 human traffic of funerals, which become demonstrations, which become more
 funerals, just to get a can of soda.

 And that's just Area A.

 Area A is like a vacation. Don't know what that is? Learn your ABCs. I'll be
 happy to help you. Then maybe we can have a conversation. In Areas B and C,
 where the majority of people live in villages completely surrounded by
 clusters of Israeli settlements such as Ariel, which even within Barak's
 generous offer were set to remain permanently, in order to maintain permanent
 military bases, life is much worse. The children cannot breathe. The tear gas
 day and night being thrown at their windows has damaged their respiratory
 systems, maybe irrevocably at this point. I have even tried to scream at the
 soldiers pleading, the children are being taken to the hospital. But then
 they shot at me so I ran back inside the house I was visiting. Night and day
 there are settlers attacking, backed by soldiers, shooting into the villages
 and screaming Death to the Arabs, burning down property, even marching into
 schools in broad daylight and shooting the kids. The soldiers shot my friend
 in the middle of

 the day while he was standing outside his house bringing the kids inside as
 the troops stomped through the village. They threw a stun grenade into his
 brother's face and then pointed an M-16 at his head and threatened to shoot
 anyone who would try to bring my friend to an emergency medical vehicle. It
 took 30 minutes before he was permitted to be taken to a hospital. Now he is
 paralyzed.

 This is only a partial list of what I have witnessed in the past eight
 months. I saw it myself, and I have no motivation to exaggerate. I don't hate
 Israelis (my own family) or Jews (my own people). But I saw all this, and I
 know that many people simply deny it, won't believe it, and have been given
 no information in the media which would make what I actually saw seem
 comprehensible to them. What is happening is called ethnic cleansing? The

WASHINGTON (CNN) -- Washington D.C. police said on Wednesday
cadaver dogs will check a parking lot in Fort Lee, near Richmond, Virginia, to
follow up on an Internet tip on the whereabouts of Chandra Levy.

CNN National Correspondent Bob Franken said that the tip had indicated the
Levy's body would be found buried in a parking lot under construction near
Fort Lee, just outside the Virginia capital. The dogs are being sent from Fort
Lee.

The police are very cautious, saying only that they are going to check it out
because such a parking lot does exist, Franken said. They are following up
on all tips.

The tip about the parking lot came from www.wetip.com.

Franken said that police followed up on dozens of tips about the possible
whereabouts of the former U.S. Bureau of Prisons intern, who was last
confirmed seen on April 30 at her Washington gym.

Records from the Modesto, California, native's computer indicate that she
was apparently in her Dupont Circle apartment the following day.

Levy's parents reported her missing on May 6, launching a massive search
that included several weeks of police recruits combing parks in the D.C. area
for clues.

Much of the media interest in the case stems from Levy's relationship with
Rep. Gary Condit, D-California. Condit, 53, acknowledged only a friendship
with the 24-year-old woman, but police have said he admitted an affair in his
third interview them and Levy family members have said Chandra Levy had
talked of an affair with the congressman.

Condit, Chandra Levy's hometown congressman, was one of roughly 100
people police interviewed in connection with Levy's disappearance, which
authorities initially treated as a missing persons case.

Condit has never been a suspect in the case. But his behavior during the
investigation drew sharp criticism from the Levy family and colleagues who
felt the married father of two was less than candid.

Georgia Republican Rep. Bob Barr filed an ethics complaint against Condit,
who made no public statements on the case. He did issue written statements
denying any part in her disappearance, and submitted to a polygraph
examination arranged by his attorney. According to his attorney, Condit
passed the test.

D.C. police said they were disappointed that Condit did not allow them to
administer the polygraph, but after four interviews with the congressman, they
said that he was not the central figure in the investigation.

A spokeswoman for Vice President Dick Cheney said that Cheney met with
Condit around the same time Levy was logging off her computer in her
apartment May 1. A few hours later, Condit cast a vote on the House floor.

this is a difficult one- i suspect, like me, you tend to disbelieve it- or
treat it with more scepticism because it is from icke's crappy site. but i
recognise that there is attrocities against the palestinians- and it is an
unequal war- an army against a civilian population as described in the
article. most of it seems credible- but anectotal, rather than a true

LONDON (Reuters) - The world's population will probably peak at about 9
billion around 2070 before it starts to decline, scientists predicted
Wednesday.

Demographers at a think tank in Austria calculate that by the turn of the
century the number of people on the planet will have dropped down to 8.4
billion people.

They also predict the population will be older, with up to 40 percent aged
over 60 by 2100.

``We see the end of world population growth on the horizon. But the level of
population size and the speed of increase will depend on policy and
development in the different regions,'' Wolfgang Lutz said in a telephone
interview.

But Lutz, a demographer at the International Institute for Applied Systems
Analysis in Laxenburg, said the predictions reported in the science journal
Nature should not mean the end of population concerns because populations
will still be increasing in some of the world's poorest areas.

``Some of the most vulnerable regions, such as sub-Saharan Africa or South
Asia, will still see very significant population growth,'' he added.

Although it is impossible to predict what will happen in future centuries, Lutz
and his colleagues believe the 9 billion figure could be an all-time high for
world population.

``Population aging will be the dominant population issue of this century
because the decline in fertility together with further increasing life expectancy
in most parts of the world except Africa will result in a significant change in
the age structure,'' said Lutz.

NUMBER OF ELDERLY TO RISE

In most European countries people over 60 make up 20 percent of the
population. Lutz and his team predict that by the middle of the century the
figure will rise to 35 percent and reach 45 percent by 2100.

They believe China's percentage of elderly will triple from 10 percent today to
30 percent by 2050. In Japan the elderly will comprise half the population by
the turn of the century.

The scientists said life expectancy would continue to rise, except in part of
Africa where the HIV (news - web sites)/AIDS (news - web sites) epidemic
has taken a very heavy toll.

According to the scientists a fertility rate of 2.1 children is needed to replace
one generation with another. Many countries already have rates below that
figure.

The greater number of elderly will increase pressure on social security
services and demand for care of the elderly and may necessitate changes in
working habits, according to Lutz.

But he added that declining numbers after the peak would be good news for
sustainable development because fewer people would cause less damage
to the environment.

Lutz and his colleagues based their predictions on many different simulations
of future world populations and data from a recent U.S. National Academy of
Science report.

Possibly so.  Phil Zimmermann, of course, still claims that it would take
supercomputers several months to crack the code, but after I heard about
that new computer that was built to run atmospheric simulations, I'm
starting to wonder what actually defines a supercomputer.  Compared to my
old TRS-80 Color Computer with 16k of RAM, this Athlon 1200 MHz with 256
megs of RAM is a supercomputer.  Over in Europe, Sun Microsystems built a
computer with the RAM that equates to 11,000 CD-ROM's.  Nearly 7 Terabytes
of RAM, that is.  This computer is going to be used to try to figure out
exactly what happened in the process of evolution.

As for this atmospheric meteorlogical simulator, I don't remember how much
RAM it has -- I think they said 11 Terabytes, or they packed enough CPU's in
it to make it run at a clock speed of 11 Terahertz.  I watch TechTV all the
time, so when I see the report again, I'll respond here and update the
thread.

Anyway, seems like with a computer that fast, it wouldn't take very long to
crack a PGP key.  And I think all these new versions of PGP probaby have a
master key held by the government.  I remember a few years back, the
government was S concerned about people encrypting the e-mail they were
probably reading left and right, so they came up with this plan to have all
PGP users private keys held in escrow and with a court order, the FBI and
other law enforcement agencies could use a warrant to obtain a copy of your
private key and decrypt your e-mails.  Needless to say, privacy advocates
and PGP users were in an uproar.

Now notice that recently they relaxed the laws against exporting encryption
technologies outside the United States.  Why?  I imagine that not only do
they now have all our private keys, not even held in escrow, but sitting on
their hard drives so they can access our e-mail without probably cause, but
they also have a computer fast enough to crack PGP encryption keys in a
matter of minutes.

Phil Zimmermann says that we can always increase the encryption strength of
our keys, which is a lot easier and cheaper to do than building a more
powerful computer to crack it.  But even in 1994 we had 2048-bit keys, and
maybe even earlier. Nowadays the most I've heard of is 4096-bit keys.  In
1993 about the fastest consumer-grade PC you could buy was something like a
Pentium 60 and maybe a Pentium 75.  Now you can get a Pentium IV running at
1800 MHz.  We should be using at LEAST 131,072-bit keys to keep the same
relative strength of encryption that we had back then.  But while computer
speeds have increased nearly 20-fold, our PGP keys are only twice as strong.

Yep... it's been cracked.  Privacy is an illusion.

Soon, delegates to the United Nations World Conference against Racism, Racial 
Discrimination, Xenophobia and Related Intolerance will assemble in Durban, 
South Africa, and possibly debate a resolution equating Zionism with racism.

That we should have to debate this issue in 2001 is regrettable, for the 
General Assembly has already decided the matter. On Nov. 10, 1975, it passed 
Resolution 3379, which, among other things, reaffirmed the UN's condemnation 
of the "unholy alliance between South African racism and Zionism," 
(Resolution 3151G, 1953), and further condemned "any doctrine of racial 
differentiation or superiority [to be] scientifically false, morally 
condemnable, socially unjust and dangerous," (Res. 1904, 1963).

Even more regrettable is the reticence of Mary Robinson, United Nations High 
Commissioner for Human Rights, to revisit the issue: "If there is an attempt 
to revive the idea of Zionism as racism we will not have a successful 
conference." (Toronto Globe and Mail, July 28).

I submit that a conference that willfully ignored the worst sustained human 
rights violation of the last 60 years is irredeemably compromised. By this 
willful sin of omission it will tacitly condone the very kind racism it 
purports to abhor.

Even a cursory examination of the Zionist enterprise and statements by its 
practitioners provides ample prima facie proof that Zionism is, has been, and 
will always be, racist.


Zionism as racism

In reaction to Yosef's statements, Interior minister Eli Yesha said 
supportively: "They reflected the overall state of thinking of the Israeli 
Jewish society."

These five citations, from Herzl to the present, show that Zionism is, at 
root, a conscious war of extermination and expropriation against a native 
civilian population. In the modern vernacular,  Zionism is the theory and 
practice of "ethnic cleansing," which the UN has defined as a war crime.

Unfortunately, justice doesn't always win against a determined campaign of 
disinformation and intimidation. In 1991, under intense pressure from Israel 
and the North American Jewish lobby, the UN reversed itself on Zionism, 
thereby denying the truth it spoke 16 years earlier. 

The Zionist argument, then as now, consists of the falsehood that the UN's 
action itself constituted an act of racism. Zionism, we are told, is merely 
the national expression of Jewish self-determination. Thus, to condemn 
Zionism is to condemn all Jewry--an act of "anti-Semitism."

The epithet "anti-Semitism" is hurled to silence anyone, even other Jews, 
brave enough to decry Israel's systematic, decades-long pogrom against the 
Palestinian Arabs. Because of the Holocaust, "anti-Semitism" is such a 
powerful instrument of emotional blackmail that it effectively pre-empts 
rational discussion of Israel and its conduct. 

It is for this reason that many good people can witness daily evidence of 
Israeli inhumanity toward the "Palestinians' collective punishment," 
destruction of olive groves, routine harassment, judicial prejudice, denial 
of medical services, assassinations, torture, apartheid-based segregation, 
etc. -- yet not denounce it for fear of being branded "anti-Semitic."

To be free to acknowledge Zionism's racist nature, therefore, one must debunk

Emerging almost unnoticed in recent weeks were three strange but significant 
stories about the Hanssen case. What they suggest—along with other 
information unearthed previously about the longtime Soviet spy—is that he may 
have simultaneously functioned as a right-wing operative at the highest level 
of American law enforcement. If that sounds outlandish, consider the evidence.

The question of Mr. Hanssen’s political affiliations first arose following 
his arrest, when it became clear that his treason had been motivated by money 
rather than ideology. He was no leftist but instead, as Newsweek reported in 
early March, a devout member of the secret, controversial and 
ultraconservative Catholic lay order known as Opus Dei. Liberal Catholics 
have frequently accused Opus Dei, which answers directly to the Vatican, of 
pursuing secular political influence and quashing modern reforms in the 
Church.

Now it appears that Mr. Hanssen once held a key bureaucratic position from 
which he may have promoted these objectives. On July 29, the Los Angeles Times
 published a lengthy investigation of his role as a top F.B.I. overseer of 
domestic counterintelligence operations. From documents obtained through the 
Freedom of Information Act, many of which bear his handwritten initials, the 
Times discovered that Mr. Hanssen spent several years directing the bureau’s 
notorious Reagan-era probes of American liberal and peace organizations. Such 
groups were deemed inimical to the objectives of the conservatives then in 
power, who tended to regard dissent over the nuclear-arms race and war in 
Central America as Soviet-influenced and subversive.

According to the paper, those redacted files refer repeatedly to the bureau’s 
Soviet Analytical Unit, where Mr. Hanssen served as deputy chief. Among the 
unit’s responsibilities was “to digest raw intelligence reports regarding 
alleged subversion.” Its analysis would then be provided to “the White 
House, Congress, and occasionally, the public.”

As later Congressional investigations would show, what this often meant in 
practice was the harassment and sometimes the smearing of Americans engaged 
in lawful political activity. Among the many groups under surveillance by the 
F.B.I. in those days were the Gray Panthers, nuclear-freeze advocates 
associated with SANE—and the left-leaning Catholic adversaries of Opus Dei 
who opposed the American-backed repression in Central America.

What the L.A. Times story doesn’t explore is how the raw intelligence data 
reviewed by Mr. Hanssen may have been misused—and whether he was ever in 
direct contact with anyone at the White House, in Congress or in the news 
media regarding alleged liberal subversion.

That certainly seems possible in light of another revelation, under the 
venerable byline of Robert Novak. The conservative columnist admitted on July 
12 that Mr. Hanssen had served as his main source for a 1997 column attacking 
Janet Reno, then the U.S. Attorney General, for supposedly covering up 1996 
campaign-finance scandals. Although Mr. Novak still believes that the 
information offered by Mr. Hanssen was valid, even he cannot help wondering 
whether Mr. Hanssen was “merely using me to undermine Reno.” (Adding another 
dimension to this curious confession is Mr. Novak’s reportedly close 
relationship with a prominent Washington cleric who works in Opus Dei’s 
offices near the White House.)

Apparently Mr. Hanssen would have been eager to use Mr. Novak against the 
Clinton administration, if a June 16 cover story published by Insight 
magazine is to be believed. The author, Paul Rodriguez, obtained numerous 
e-mails allegedly written by the spy in recent years, some of which include 
venomous invective against President Clinton and his appointees. The messages 
are full of speculation about subjects ranging from Mr. Clinton’s personal 
behavior to the Elián González and China fund-raising affairs. One of the 
Hanssen e-mails concludes sardonically, “I guess from this you can determine 
that I am not a big fan of Clinton.” The article omits the names of the 
recipients of those messages. Perhaps the magazine was protecting the privacy 
of innocent persons—or its own sources. It ought to be noted, however, that 
Insight is a conservative publication, put out by the same outfit that 
publishes the Washington Times.

All these stories, taken together, are merely pieces of a much larger jigsaw 
puzzle that may or may not ever be completed in public view. There is 
considerable irony, of course, in the news that a confessed Soviet agent was

It's the New York Post vs. Newsweek. Or could the truth lie somewhere in
between?

Aug. 1, 2001 | WASHINGTON -- We all know that Chandra Levy made a flurry of
frantic calls to Gary Condit in the final days before she disappeared, right?

Maybe not.

That Levy left a series of messages with Condit's private answering service
in the last days before her disappearance has been part of the Condit-Chandra
gospel ever since it was first reported June 8 by Niles Lathem in the New
York Post. But according to a Newsweek exclusive by Michael Isikoff, that
last-minute flurry of calls simply never happened. According to Isikoff, the
calls to Condit's private line tapered off in mid-April, and Levy's
"cell-phone records show no calls at all" to Condit's private message line
(or any other number used by Condit) during the crucial last week prior to
her disappearance on May 1.

The mystery surrounding what, if any, communication took place between Levy
and Condit in the final days before her disappearance is riddled with
confusion and contradiction. Not the least of which is that the first
on-the-record confirmation of last-minute calls from Levy to Condit came from
none other than Condit's first attorney, Joseph Cotchett. Even Isikoff notes
some possible questions presented by his revelation; Condit apparently told
police that his last conversation with Levy took place on April 29, when he
returned a call she had made to his answering service. But Levy's cellphone
records, reviewed by Newsweek, show no such call, opening the possibility
that Levy may have been contacting Condit on yet another line.

In the wake of Isikoff's weekend report, some news organizations were quick
to note that they'd taken a pass on the cellphone story all along. "I've
repeatedly been waved away from that story by my sources," CNN's Bob Franken
told Salon Monday, hastening to mention that CNN had never run with that
story.

Ultimately, those calls may not seem that important. But their apparently
suspicious nature played a key role in escalating the story in early June,
and raising concerns (maybe voiced only privately) that the Condit-Levy
relationship might be related to Levy's disappearance. New reports that the
calls never took place are now playing an equally key role in deflating it.
And rightly so. If there was never any basis to the stories of Levy's frantic
phone calls, the whole case begins to look rather different.

The Post's Lathem told Salon, "I stand by the story," and Newsweek stands by
its story as well. Thus we have an anomaly of separate news organizations
sticking by contradictory reports, with each claiming reliable sources as the
basis of their reports. The contradiction raises several possibilities, the
most intriguing being that one side in the case is deliberately leaking
misinformation to the press to further its own agenda in either escalating or
killing the story.

Could there be a technicality? A third possibility that would make sense of
the contradictory story lines? Perhaps so.

Rita Cosby of Fox News has reviewed copies of Levy's cellphone records that
she has in her possession. Cosby reported on the contents of these records
two weeks ago and, according to her, they show a pattern of calls that
confirm the substance of Isikoff's report -- while lending some credence to
the New York Post article as well. When Levy contacted Condit, her habit was
to leave a message on his special line, and then make repeated calls to her
own answering machine to see if the congressman had returned her calls.
Levy's cellphone records show no calls to Condit's line in the final days
before her disappearance.
However, the records do show a buildup of calls from Levy "constantly
checking [for messages] on her home machine," according to Cosby, in the
final days prior to her disappearance.

A flurry of calls Chandra made to her own answering machine is certainly a
far cry from calls to Condit's special line. But they do suggest, possibly, a
more complicated chain of events that may give some clue as to why two news
organizations are standing behind such contradictory versions of events. They
also follow a pattern detailed in Isikoff's story, which reports that after
contacting Condit's special line "Levy would start calling her home message
machine, sometimes up to six times in a row, apparently to see if Condit had
returned the call." So there may be some truth to both reports, though, like
so many developments in this story, it all simply raises more questions than
it resolves.

Late last night (Sunday evening) you called me at the suggestion of Preston
Truman regarding Star Wars, and we talked for a rather long time -- 45
minutes to an hour.  I described to you how my many years of experience
programming lasers and interactive computer user interfaces, as well as my
decades of distributing tens of thousands of programs all around the world
to schools, hospitals, government and industry, gave me a unique
perspective on the Star Wars debate because much of it centers around
software issues.  I also described that I had worked intensely on activist
issues of power supplies for Star Wars (nuclear reactors are undoubtedly
what they plan to use, because of the power requirements for the lasers,
and because solar panels are large targets).  I also mentioned several
other things which you could have used to decide whether I'm an expert as
you call it, whatever that means.

I described that I had been fighting nukes in space through my STOP CASSINI
newsletter, 253 issues in about four years.  Each one had at least one
article by me, nearly always about nuclear power issues in space or on
Earth.  I explained that I have been fighting these issues for 30+ years,
although my activism really started in 1997 when, as I think I mentioned,
Karl Grossman contacted me and suggested I get much more heavily involved
in the space nuclear issue.  I had casually mentioned in a transcript of a
radio show which I had done, and posted on the Internet, that some mad
scientists still wanted to rocket nuclear waste to the sun in order to get
rid if it here on Earth, and had said that that was an unworkable solution
because of the problem of space debris.

Lastly, I described to you as well, briefly, some of the reasons that I am
convinced, from years of working in related activist areas, that Bruce K.
Gagnon is an agent-provocateur whose job has been to fool other the
activists into following him, such as Karl Grossman.  In fact I believe the
entire reason Gagnon has been placed in our community is to keep Mr.
Grossman at bay.  Grossman sees Gagnon beck and call for him and thinks
he's got himself a helper.  Grossman recently said to me that Gagnon's
dislike of me (which Gagnon exhibited very early on after Grossman invited
me to join the anti-Cassini effort in 1996) is the only thing he has seen
Gagnon do that he (Grossman) does not like.  In fact, Grossman missed a
long list of offenses against other activists as well, as documented in the
newsletters listed below.  Grossman should actually simply feel honored
that the military cares enough about the message he's trying to get out
that they would have a Bruce K. Gagnon just to screw up Mr. Grossman.  And
Gagnon also acts as a PR guy for the military, telling us, for example,
that their latest test was a success (it was fixed, as described by Preston
Truman in your press release) and so we should drop that line of attack
against Star Wars -- the line that it simply won't work.

I described some of the reasons the military's latest test proves
nothing.  For one, my understanding is that it the target missile had a
homing beacon.  For another, it was not jinking (changing direction
slightly) in any way -- it was simply a ballistic target as far as I
know.  For another, I doubt it had any chaff or decoys to fool the
shoot-down missile.  For another, as I understand it, they didn't get a
really good confirmation that the target had been destroyed anyway.

Oh, and did I mention that you can still always just carry a nuclear device
in on a plane, boat, train, bus or truck and avoid the expense of a missile
completely?  Some of these vehicles get through with all kinds of
contraband on a regular basis (at least planes, boats and trucks do; busses
and trains are used less frequently.)  So how much good can Star Wars
really do us?  It's just a welfare program for the defense industry.

As I mentioned, Star Wars is a great offensive weapon.  It's billed as a
defensive weapon, but it's anything but that.  It's a first-strike weapon
which can be used against non-nuclear states from an arm-chair.  You can
wipe a city off the face of the Earth in air-conditioned comfort.

Now, don't get me wrong, I don't really care if you think I'm an expert
or not on News of Star Wars Deception.  We're each entitled to our opinion.

But I would like to know on what grounds you didn't include me after our
conversation, and on what grounds you did

floodgates of stories coming from Condit's office. The intensity of the

are searching Thursday in a military base has gone public and is

Chandra died. The FBI is taking this note very seriously and are using a

The very hottest rumor since Monica Lewinsky left town is now buzzing within
Washington's power circles. The person or persons who might
have abducted Chandra Levy may have caught a break in that the security
camera had erased over itself in a weeks time and the getaway
could not be shown after Chandra was buzzed down from her apartment.
However, what they didn't expect is that a certain foreign government
with satellites in orbit at that very time happened to catch some of the action
that was happening on May 1 at Chandra Levy's residence. It
seems that after careful examination, the tapes very clearly show the most
wanted missing person in America stepping into a vehicle and being
driven off on that fateful day. The owners of this footage obviously think this is
worth something and are pressing the United States Government
at the highest levels to gain monetary consideration for contracts on projects
the two nations are working/bargaining on. How high the bidding
is going is not known or who is involved but Dick Gephardt is said to be
thinking of revoking Rep. Condit's intelligence chair until this hurricane
blows over.

 LONDON (Reuters) - The world's population will probably peak at about 9
 billion around 2070 before it starts to decline, scientists predicted
 Wednesday.

 Demographers at a think tank in Austria calculate that by the turn of the
 century the number of people on the planet will have dropped down to 8.4
 billion people.

 They also predict the population will be older, with up to 40 percent aged
 over 60 by 2100.

 ``We see the end of world population growth on the horizon. But the level
of
 population size and the speed of increase will depend on policy and
 development in the different regions,'' Wolfgang Lutz said in a telephone
 interview.

 But Lutz, a demographer at the International Institute for Applied Systems
 Analysis in Laxenburg, said the predictions reported in the science
journal
 Nature should not mean the end of population concerns because populations
 will still be increasing in some of the world's poorest areas.

 ``Some of the most vulnerable regions, such as sub-Saharan Africa or South
 Asia, will still see very significant population growth,'' he added.

 Although it is impossible to predict what will happen in future centuries,
Lutz
 and his colleagues believe the 9 billion figure could be an all-time high
for
 world population.

 ``Population aging will be the dominant population issue of this century
 because the decline in fertility together with further increasing life
expectancy
 in most parts of the world except Africa will result in a significant
change in
 the age structure,'' said Lutz.

 NUMBER OF ELDERLY TO RISE

 In most European countries people over 60 make up 20 percent of the
 population. Lutz and his team predict that by the middle of the century
the
 figure will rise to 35 percent and reach 45 percent by 2100.

 They believe China's percentage of elderly will triple from 10 percent
today to
 30 percent by 2050. In Japan the elderly will comprise half the population
by
 the turn of the century.

 The scientists said life expectancy would continue to rise, except in part
of
 Africa where the HIV (news - web sites)/AIDS (news - web sites) epidemic
 has taken a very heavy toll.

 According to the scientists a fertility rate of 2.1 children is needed to
replace
 one generation with another. Many countries already have rates below that
 figure.

 The greater number of elderly will increase pressure on social security
 services and demand for care of the elderly and may necessitate changes in
 working habits, according to Lutz.

 But he added that declining numbers after the peak would be good news for
 sustainable development because fewer people would cause less damage
 to the environment.

 Lutz and his colleagues based their predictions on many different
simulations
 of future world populations and data from a recent U.S. National Academy
of
 Science report.

Narco News editor warns of libel action's chilling effect on free speech

American journalist Al Giordano runs Narco News from his laptop in Mexico,
reporting on the drug trade with a decidedly activist slant that aims to get
under the skin of drug traffickers, money launderers, corrupt governments,
and journalists for big news companies he thinks have overlooked important
stories in Latin America.

Among his targets has been Roberto Hernández Ramirez, the president and
primary shareholder in Banco Nacional de Mexico (known as Banamex), Mexico's
second biggest bank, which was acquired last month by Citigroup for $12.5
billion.

Hernández, whose stock value would be $1.9 billion if the deal goes through,
was first accused in 1996 by the Mexican newspaper Por Esto! and later by
Narco News of cocaine trafficking, money laundering and other illicit acts.
He has vigorously denied the charges and pressed for sanctions against Por
Esto! in three Mexican courts, both for publishing the stories and for
taking photos on his private beachfront in the Yucatán. Three Mexican courts
dismissed the case. (See sidebar, Mexican Bank, Mexican Web Site, New York
Courtroom.)

But now, Banamex has brought a libel suit in New York against Narco News,
Giordano, and Mexican journalist Mario Renato Menéndez Rodriguez.

It claims the state has jurisdiction in the case because Narco News' site is
registered at a post office box in Manhattan and Giordano repeated the drug
allegations at a forum at the Columbia University School of Law, among other
reasons.

The parties had their first hearing in the suit July 20 in New York, where
Judge Paula Omansky expressed concern about her court's jurisdiction and
sought to find out exactly what happened in the Mexican courtrooms. She has
asked both sides to file affidavits before the next hearing begins.

The ramifications of the libel suit extend well beyond this case. An
attorney for Narco News filed a motion to dismiss, arguing that if the
lawsuit is allowed to proceed, it would send a signal to libel plaintiffs
that they could shop for a friendly forum in which to sue any Web site
anywhere in the world -- a precedent that would imperil free speech on the
Net.

OJR spoke to Giordano, a former writer for the Boston Phoenix, last week at
a Greenwich Village restaurant for more than an hour about his case, the Web
site and public journalism. What follows is an edited transcript of that
conversation.

Q. How did you start Narco News?

A. I went to Mexico in July 1997 and I spent the better part of the next
year retired from journalism. I'd had it. I was a political reporter and
there was nothing happening anymore in politics. And the state of journalism
itself bothered me. ... I went to Chiapas with the idea of learning from the
Zapatista independent rebels because they seemed to be the only ones in the
hemisphere having any success at making social change.

The Zapatistas taught me what I should have already known: Look, we don't
want you to live like an Indian. We just want the right to live as who we
are. And who you are is a journalist. (And I responded,) No, I'm not.
They got me thinking maybe there was a way to do journalism without being
beholden to advertisers or the constant struggle to pitch work at a market
niche that is bought by consumer products. And much of the alternative press
has really gone down that route just as a matter of economic survival. They
had to. But what I want to do as journalism seems to be dying.

Paul and Shirley Eberle wrote The Politics of Child Abuse, a book that
accuses mothers, mental health professionals, and prosecutors of feeding
children stories about sexual abuse. Since the book was published by Lyle
Stuart in l986, the Eberles have been cited as experts in sexual abuse trials
… What is startling about the Eberles' reputation as ground-breaking experts
in the field is that their dubious credentials have not been widely
challenged … Their publication, Finger, depicted scenes of bondage, S  M,
and sexual activities involving urination and defecation. A young girl
portrayed with a wide smile on her face sits on top of a man whose penis is
inside of her; a woman has oral sex with a young boy in a drawing entitled
‘Memories of My Boyhood.'

While the size and scope of these operations have grown rapidly in recent
years, America has - as it turns out - always been a nation whose laws were
friendly to purveyors of child pornography. It was just over twenty years ago
- in 1978 - that the very first federal statute on child pornography was
passed into law. While forbidding production and sale, the statute placed no
restrictions at all on the possession or trade of such materials.
New laws enacted in 1984 forbid the trade of child pornography
regardless of whether any money changed hands, though possession still
remained legal. In fact, as recently as 1990, private possession of child
pornography was legal in 44 of the 50 states, despite the inescapable fact
that all such materials were, by necessity, illegally produced and/or
illegally acquired.
Technology has for some time now played a key role in greatly
expanding the availability of child pornography. The Polaroid camera, for
example, eliminated the need for child pornographers to have access to comp
licit photo labs. Home video cameras did likewise for moving images. Personal
computers, digital cameras, web cams, scanners, and - especially - the
Internet, have vastly expanded the reach of child pornography networks.
In the age of the Internet, child pornography is a booming business.
The Los Angeles Times noted in December of 1999 that: “the number of
investigations for Internet-related child pornography is soaring. The FBI
launched 1,125 such inquiries this year, more than twice as many as last
year.” In the wake of this rising tide, the U.S. 9th Circuit Court of Appeals
issued a ruling on December 17, 1999 which struck a serious blow to the
prosecution of child pornography cases.
As the Times reported, the decision stipulated that “the government
cannot prohibit computer-generated sexual images that only appear to be
pictures of children.” A later report noted that appeals court judge Donald
Molloy stated that the First Amendment bars the government from criminalizing
the generation of “images of fictitious children engaged in imaginary but
explicit sexual conduct.”
On January 22, 2001, the United States Supreme Court agreed to hear
an appeal of the case. Should the presidential appointers on the high court
choose to affirm the decision of the lower court, prosecution of child
pornography cases will become all but impossible in all fifty states. Until
that time, prosecutors are “barred from bringing virtual-child pornography
cases in California and the eight other Western states within the
jurisdiction of the U.S. 9th Circuit Court of Appeals.”
As critics have noted, graphics technology now available to the
general public is so sophisticated that it is virtually impossible to
determine if an image has been digitally altered, and if therefore any actual
children were involved in the generation of the image. Justice Department
lawyers argued that very point, noting that the “government may find it
impossible in many cases to prove that a pornographic image is of a real
child.”
Any good defense attorney could, in other words, raise reasonable
doubt as to the authenticity of an image. It could in fact be argued that all
such computer images “only appear to be pictures of children.” Computer
images are not in fact photos, but are digital computer files that display as
a facsimile of the original photo. A sound legal argument could be made that
all digitally transferred and displayed child pornography is therefore legal,
as it doesn't represent 'real children.'
That should come as great news to the international child pornography
networks, given that the United States is their number-one market. According
to investigative author Gordon Thomas, the majority of child pornography
produced worldwide is targeted at the U.S., where by the early 1990s it was
already a $3 billion a year business, and growing.

An Interview With David McGowan

This issue I speak with David McGowan. David is the author of the great book
Derailing Democracy [Common Courage Press, 2000] and the as-yet-unpublished
Understanding the F-Word: American Fascism and the Politics of Illusion. He
is also a prolific essay writer. The book manuscript and all of his essays
are available at his web site, jokingly called the Center for an Informed
America (note the acronym), which is located at www.davesweb.cnchost.com.

David is a fascinating and comprehensive chronicler of the intelligence
services and a vigilant fighter against fascism in all its forms, including
its myriad appearances in this country. He lives in Los Angeles, California,
where I spoke to him via telephone in the late summer.

INSTANT: The first thing I wanted to talk about was that you openly call
America a fascist state. Now, I know you spent a book-manuscript-length paper
explaining that, but can you perhaps give a capsule version for people who
might be surprised to hear that? Also, how did you feel when you first
figured that out?
DAVE MCGOWAN: How did I feel? That’s a good question. I had a very rough time
with it. I’ve always considered myself to be well politically informed. I’ve
always known that the mainstream media was lying to me, but I always
assumed that I was getting something fairly close to the straight story from
more alternative media sources. It wasn’t really until I started getting very
in-depth with the research for my book that I began to see how many issues
and how much information is not being addressed by any of the venues of the
media. ¶ I had a very difficult time with it psychologically. It’s like
waking up one day and realizing that everything you take to be the truth is a
lie. It’s like all of sudden black is white and up is down. It was tough. One
of the hardest parts was having to acknowledge to myself that many of the
people that I had looked up to as mentors and idols – watching them drop by
the wayside as I realized that there was just so much information that was
not getting through, and that it is readily available information that should
be getting out there and is not. I went through a very tough period for a
year or so, where I just had to acknowledge to myself that a lot of what I
had taken all of my life to be the truth was not. That’s the best I can
answer that part of the question. ¶ As far as, how did I come to that
conclusion as to what America is, like you say, that is covered in the
manuscript of my hopefully forthcoming, but as of yet unpublished book. How
to summarize that – that’s a tough one. I don’t even know where to begin,
really.

INSTANT: Well, we can put that aside for a minute. One of the more
fascinating ideas you’ve dealt with is the notion that there are no real
political parties in this country and at the upper levels at least, if not
further down, it’s all conscious elite posturing. What makes you think that?
DAVE MCGOWAN: There’s a lot of talk lately about that – labeling the two
parties the Republicrats has become the catchphrase. I think it really goes
deeper than that. I don’t think it’s so much that the two parties have kind
of merged in the center, which is what we’re supposed to believe. Both
parties have actually gone considerably to the right. ¶ I don’t believe that
there have been two parties in this country for at least my lifetime, and
probably for at least this century. It’s all a game; it’s all a façade. That
is, it’s a show put on for the American people to project the idea that
there’s a legitimate choice politically, that there are actually competing
political ideologies in this country and deep divisions within Congress and
in Washington over policy decision. I no longer believe that to be the case.
I believe that there’s only one agenda that’s being pursued, and that all the
rest is smoke and mirrors to create the image of this tug-of-war. We’re
supposed to believe that the U.S. government works as a system of give and
take between the liberal and the conservative ideology and that all the
policy decisions that are made are ultimately the result of a give and take
and political in-fighting between these opposing camps. That explanation
doesn’t really fly when you start getting seriously into researching these
things. It’s pretty clear that one single agenda is being pursued, and the
two parties consist of a bunch of actors. It’s a stage play where there’s an
unspoken agreement – or maybe a spoken agreement, I don’t know – between the
powers that be that some of them are going to pose as the Democrats and some
of them are going to pose as the Republicans.

WASHINGTON (CNN) -- The FBI said late Wednesday it has no immediate
plans to search the grounds of a military installation in Virginia for the body of
Chandra Levy, the 24-year-old woman who vanished without a trace three
months ago.

The FBI said it is investigating the credibility of an anonymous tip that Levy
was buried in a parking lot under construction at Fort Lee, near Petersburg,
Virginia, and then covered in concrete.

At this time, the FBI is attempting to determine the validity of that tip. If the tip
is deemed credible, appropriate investigative steps will be taken. At this
time, there are no plans to conduct a search in the Fort Lee area, said FBI
spokeswoman Mary Johlie.

In Modesto, California, Levy's parents told reporters as they left home for the
evening, We don't know anything. A lawyer in the office of the Levys'
Washington attorney, Billy Martin, apparently called earlier to tell them he had
checked with law enforcement officials about the tip and that there is nothing
to this, according to sources close to the family.

Fort Lee, an Army post about 116 miles south of Washington and home to a
wide-range of facilities, also issued a statement saying no search was
planned. Fort Lee is prepared to cooperate with the FBI as they investigate
an anonymous tip. No search of Fort Lee is anticipated at this time, it said.

Authorities and others familiar with missing people cases urged caution --
that most such tips never pan out.

You know there are a number of challenges here. The first thing that we have
to recognize is that there are a lot of evil, mean, despicable people in
America that have fun doing this type of dirty deed ... a false tip, said Peter
Banks of the National Center for Missing and Exploited Children.

It must be emphasized this is but another of many unconfirmed tips
circulating about the disappearance of Ms. Levy, a statement from the
District of Columbia Metropolitan Police Department said.

D.C.police said the tip came from a phone call to WeTip Communication
Solution, a California-based company where tips can be reported
anonymously on its toll-free lines or Web site, www.wetip.com.

The tipster described the area around Fort Lee and a possible time
schedule as to when and where the body was disposed of, said David
Eckert, the site's program development director.

If it was a hoax, it was quite elaborate, and they went to some lengths to
describe the surrounding areas, Eckert said.

The caller spent more than 20 minutes on the phone, and site passed the
information along to authorities investigating Levy's disappearance. Miriam
Brownell, chief operations officer of WeTip, told CNN: We don't try to make
a determination of whether [the tip is] important or even correct. We just pass
it on to the police.

Brownell said the transcription of the phone call was three pages long, single
spaced, and included details about how Levy allegedly died. This alleges
that the body has been shrink-wrapped and put in the parking lot where the
cement was over it, she said.

Brownell said the Web site has received numerous tips about Levy's
disappearance, but she described this one as extremely interesting and
very complicated.

Most of our tips are serious, but there are crazies too, she said.

Levy, a former U.S. Bureau of Prisons intern, was last confirmed seen on
April 30 at her Washington health club. Records from her computer indicate
she was apparently in her Dupont Circle apartment the following day.

Much of the media interest in the case stems from Rep. Gary Condit's
relationship with Levy. Condit, 53 and the married father of two, has
acknowledged only a friendship with her, but police have said he admitted an
affair to them, and Levy family members have said Chandra talked of an
affair.

Levy's parents reported her missing on May 6, launching a massive search
that included several weeks of police recruits combing parks in the D.C. area
for clues.

As police have openly spoken of their frustration and lack of leads, Levy's
family has talked increasingly of her relationship with Condit. Her mother
disclosed Tuesday that Chandra had confided to her that she was
romantically involved with Condit.

Condit, a conservative Democrat who represents the district that includes the
Levys' hometown, was one of roughly 100 people police interviewed in
connection with Levy's disappearance, which authorities initially treated as a
missing persons case. He has never been a suspect in the case.

have been fabricated.

My psychic mind tells me that if she was murdered, which I strongly feel did
happen, that her body was either deposited in a concrete block and dropped
into a river, such as the Shenandoah River, about five miles west of Luray,
Va.,

or buried under concrete in a construction site, such as the new parking lot at
Fort Lee, Va., which is also located near a railroad track that connects back
to the tracks near Luray.

It is certainly convenient, if this was the case. I hope that by studying these
maps and other sources that this case may be solved and those guilty be
brought to justice.

CONSPIRACY IN AMERICAN POLITICS

American political thinkers in the era of 1787-1815 called anything a
conspiracy which caused a man to seek some lesser goal--money, fame, power,
love of section--at the expense of his allegiance to the Constitution,
written to establish the harmonious Union of brothers. In 1788 when the
Constitution was approved, conspiracy was regarded as a coup d'etat designed
to replace the constitutional administration with a despotic usurper. Soon,
however, the term was applied to a filibuster against European colonies
because filibusters usually sought foreign aid for their expeditions. The
cardinal sin in the United States was to consider co-operating with aliens
for any purpose, but especially for a military enterprise. It was assumed
that an association with foreigners predisposed the American to desire his
own country's destruction, and on the other hand, that any American hoping
for the downfall of the United States would consort with aliens.

To say exactly what union meant to the men of 1787-1815 is difficult; but
above all, it described the republican brethren huddling together for
protection from the alien, monarchical Europeans. Surrounded by foes,
Americans believed they could only survive by having a close alliance based
on a uniformity of political behavior. As a republican, Jefferson naturally
suspected his enemies were in the service of European kings because the
national ideology did not provide for two kinds of republicans or, in fact,
two versions of any political dogma. Conversely,

Federalists knew that they were not foreign agents; therefore, Jeffersonians
had to be dangerous subversives. To both factions the idea of two political
parties was repugnant because any division among the republican brethren
seemed perilous. Americans looked on their republic as similar to the Roman
and Greek varieties in which politicians had often subverted their
government. Americans were also influenced by the example of England, where
an opposition party was automatically considered disloyal.

To citizens of the United States, ardently craving union, any factionalism
was dubious, but an opposition party was doubly suspect because it would be
tempted to seek foreign aid to obtain power.

As factions evolved in America in the 1790's, party philosophers had to
explain why republicans voted for obviously seditious politicians. It had
long been an article of faith in the country that the vast majority of
Americans making their living on the farms were virtuous yeomen who always
sought the national good. But as party leaders found that propaganda directed
at the yeomen was useful in winning elections, they quickly came to fear that
their opponents would abuse the naive farmer's trust.

Politicians decided the surest way to subvert the government and the Union
was to put a newspaper filled with clever lies in the hands of the people.
Jefferson, in opposition, looked on the press as a God-given method of
en-lightening the populace, but when he was in power, a crit-ical journal
seemed the offspring of the devil. The universal fear of propagandists
engendered the Sedition Iaw to protect the virtuous yeomen from the wiles of
evil men.

The myth that American farmers remained pure until tempted imbued the
conspirators bending over their writing tables with the qualities of the
Serpent in the Garden of Eden. Hamilton and his allies of the 1790's must be
stigmatized as traitors in order to preserve the virtue of New Englanders,
New Yorkers, and North Carolinians who voted for the Federalists.
Jeffersonian dogmatists preferred to assume that enemy politicians betrayed
the people rather than to admit that many northern farmers disliked
Jefferson. The reverse was also true; Hamiltonians could place all the onus
of anarchism on Virginian aristocrats in order to rescue southern yeomen
from the charge of hating government.

In 1796 with the rise of separatist feeling in New England, the theory that
political conspirators continually deceived their followers was easily
transferred to the sectional strife which had been bared. Vrom then until
long after the Civil War, it was fashionable to place all blame for disunion
sentiment on a few disloyal party leaders.

Aaron Burr was the scapegoat for western secessionism just as the Hartford
Convention and the Essex junto were for New England's disunionism. When it
became necessary, the nation found sacrificial victims to atone for the
South's rebellion. it is an interesting, though peripheral, question whether
there was ever technically a conspiracy in the period. Some filibustering
expeditions were planned, and one or two took place, but attacks on Spanish
America were not plots against the American government. Disunion talk
