With dwindling numbers of economically active adults left to support the rest of the population, the impact on poor African nations is devastating. Agricultural production in nations like Zimbabwe, where 2,000 people die each week of AIDS, is falling. Businesses are going bankrupt because of the deaths of skilled, educated staff members, according to the report. Hopes of better education are also in tatters. The number of new teachers trained in Zambia is just keeping pace with the number felled by AIDS. Children are leaving school because they are orphaned or forced to work to support their families. Hospitals are overwhelmed by AIDS patients. Many have inadequate supplies of even basic antibiotics to fight the pneumonia, tuberculosis or mouth fungus that accompany AIDS, let alone the sophisticated drugs which have eased suffering in rich countries, the report said. Cops, Drug Use, Symbolism David Borden, Executive Director, [EMAIL PROTECTED] The meager symbolism of our nation's drug laws is illustrated by the fact that police departments across the country have chosen, out of the most practical necessity, to tolerate past violations of drug laws by job applicants. Meager, because the laws and their enforcement have been the most dramatic of failures -- so much so, that even police departments must resort to hiring confessed former drug law violators. Symbolic, because only those who get caught suffer the hard hand of the US criminal justice system, often, these years, for horrifically lengthy, unjust sentences. Those who don't get caught -- such a vast majority that our police forces can't function without hiring some of them -- may go on to enforce the very same laws. Perhaps one strategy for the drug policy reform movement would be to advocate that police agencies apply the "zero tolerance" philosophy, of which drug warriors are so fond, to all their policies across the board, including hiring. That is, consider any previous use of any illegal drug to be an automatic disqualifier for the job of police officer, period. Then, since police departments have already admitted they can't find enough cops without hiring some admitted past drug users, police forces would be left shorthanded. Faced with the need to manage limited resources, politicians would then have to decide what kind of law enforcement is truly important, and would de-prioritize drug law enforcement in favor of focusing on crimes of violence. Actually, I don't recommend such a strategy; zero tolerance is too dangerous a movement and concept to support, even when wielded against the enforcers of these most destructive of laws. But isn't it ironic that the very laws requiring massive expansion of police forces, also force those agencies to hire confessed, former violators of those laws? Now that's symbolism. In August 1919, the revenue agent in charge in Huntington wrote to the state tax commissioner soliciting State Police assistance in moonshining raiding. The governor consented, but sufficient numbers were not available until December. At that time, Arnold dispatched 14 troopers under a sergeant to participate in joint federal-state operations.(42) Destruction of moonshine stills increased from a total of 42 in 1919-1920 to 1,192 in 1928-1930. During those years, the quantity of moonshine, mash, wine and other illicit liquor confiscated rose from 10,865 to over 250,000 gallons. Repeal eventually cut into the profits of organized crime, but many criminals simply intensified their infiltration of legitimate businesses and racketeering increased.(13) Destroying the source came too late to significantly weaken the first lifeblood organized crime empires. Unfortunately, millions of American citizens would rather remain dependent on an archaic system and under the control of bureaucratic politicians rather than invest in a modern system to change the governmental bureaucracy that controls us. So why don't we use modern technology to cast our votes on important national issues and return the power to the people by eliminating the career politician middlemen? The only thing that prevents modernization is the will of the people. Just because the technology that we have today was not available when our governmental system was created doesn't mean that we can't use it now to give us direct control of our destiny. Black leader defends Confederate Flag, responds to violent attackers By Dana Davis, The Tribune Confederate Flag defender, political activist, former President of the Asheville chapter of the NAACP and 52-year-old black man, H.K. Edgerton was recently accosted by two black men while standing by his confederate flag in front of Asheville High School. Though he was appalled by the alleged violent actions of 19-year-old high school drop-out Andre Dewayne and 32-year-old Kevin Miller, he concedes, I know and understand their pain because they've been lied to for so long. A lot of people know nothing about that time in history. Describing the event, Edgerton recalls, A man approached me quickly and when he got a foot away from me, he lunged at me, tried to grab my flag, spit on me, spit on my flag, bent my flag pole. Then another man, who was older, came. I thought he was going to stop him, but he joined in, striking and spitting on me and bending my flag even more. Edgerton said the incident left lingering injuries to his shoulder. Though Edgerton empathizes with the anguish of the two men he asserts, You have to know how to conduct yourselves. And give a man a chance to speak. Many people have heckled me and cursed at me. When giving speeches I've had blacks heckle me and they had to be removed in Columbia and Charleston, but never has anyone accosted me or my flag. It is my 1st amendment right to take a stand, and you must not violate my right to do so. Edgerton blames the media and the educational system for creating the perception that exists today regarding southern history. This is a continuation about the lies of the Christian southern white folks during the Civil War. African Americans in this country don't know a thing about that war and that time. They see that flag and someone says slavery and it all falls apart and they think of Southern Christian white folks as being evil. We can't let the stars and stripes get away that easy. Never were the stars and bars flag flown over a slave ship. And you want to know why? Because it's a Christian Battle Flag that was emulated after St. Andrew, Jesus Christ's first disciple. In 69 A.D. in Petro, Greece -- now a part of Russia -- St. Andrew was jailed because of his teaching and preaching of Jesus Christ, his Lord and Master, and he was told he was going to be crucified on the cross. He begged that persecutor not to nail him to that Latin cross in the shape of T because he was not worthy of being punished the way Jesus Christ had been nailed. So he begged to be tied in an X-shape to the cross and the persecutor did what he asked him to. That X is a Greek symbol to CH, the first two letters in Christ's name. When St. Andrew was on the cross he continued his teaching of Christ and all the folks started believing him and for three days he remained on that cross teaching and after three days they begged the persecutor to take him down and when he did, St. Andrew came down off that cross and died, and he became a martyr and a saint. When (Civil War Confederate ) General Beaureguard decided they needed another flag, he chose the cross of St. Andrew for these reasons. Most Southerners, in fact, did not want to do away with the stars and stripes because they didn't feel they had done anything wrong. They thought it was the north who was eradicating the Constitution. And as for President Lincoln, our American hero, who signed the Emancipation Proclamation. In march of 1861 Abraham Lincoln called all those black leaders in his office and he told them -- Even if I set you free you'll be inferior. You need to get out of the country because I will colonize you. Lincoln proposed the 13th Amendment, being the only President ever to do so. That amendment said Congress would never have the power to interrupt an institution of state. He told the southerners they could keep the slaves if they paid the North a 42% tariff. The South agreed to a 10% tariff but not 42%. So, who I am supposed to blame the institution of slavery on? At that time, one of the richest men in the world, John D. Rothchild told his family to put all their money into the Confederacy and described Lincoln as a crook. He said the slaves in the south were better off than the slaves in the north who had to work for next to nothing in the cotton mills. The attack on the Confederacy doesn't get the attention it deserves. These blacks today have no idea what took place back then. (Blacks) earned a place of dignity in that war. If it wasn't for Africans that war would have lasted four days, not four years. We made all of the implements of war, we fought, we participated -- not one slave insurrection happened during that period of time. They did not have whips and guns forcing them to be there. The man in the Sierra 1 sniper post at Waco and the Sierra 4 post at Ruby Ridge was FBI marksman Lon Tomohisa Horiuchi. Over the past seven years, he has become the most controversial law enforcement officer in America. For most of that time, the 45-year-old West Point graduate and former infantry officer has been in courtrooms or preparing his defense. At Ruby Ridge, Horiuchi shot and killed Weaver's wife, Vicki, 43, as she held their 10-month-old daughter behind the door of their cabin. He also shot and wounded Weaver, 44, and his friend, Kevin Harris. At Waco, some 80 members of the Branch Davidian religious sect perished after the FBI and other law enforcement agencies moved to end the 51-day siege. Being there. Now it's Horiuchi who is in the crosshairs. He is the only individual defendant still left in the wrongful death civil lawsuit filed by Branch Davidians and their survivors against the federal government. His attorneys say he is innocent, that he "didn't take any shots whatsoever at Waco." But Houston lawyer Michael Caddell, who represents some of the Davidians, says the group has "specific evidence" showing that Horiuchi did fire his weapon. Earlier this year, a federal judge in Waco ruled that the Davidians had uncovered "at least some evidence to support their claim" that Horiuchi fired into the burning building. How did this 15-year FBI veteran, the son of another U.S. Army officer, wind up in such a legal quagmire? What caused this husband and father, a politically conservative Catholic who homeschools some of his six children, to become such a figure of hatred? Horiuchi's actions at Waco and Ruby Ridge have been documented in great detail. Perhaps it is the significance militia groups have attached to both events, rather than the events themselves, that has intensified the focus on him. For now at least, Horiuchi is not saying. His attorneys have counseled silence, and that seems to be Horiuchi's preferred response in any case. "He's a very private person, very protective of his family," says Adam Hoffinger, one of the lawyers for Horiuchi, a third-generation Japanese-American who grew up in Hawaii. "We're determined to let him get on with his life." To his defenders, Horiuchi-who has testified he could hit a quarter at 200 yards-is a consummate pro, honed as a military officer, burnished as a leader of an FBI Hostage Rescue Team (HRT) sniper crew. "He was dedicated, hard working, aggressive. He was trying to do the right thing, trying to serve his country in a stressful environment," David W. Johnson, head of the HRT from 1985 to 1989 and once Horiuchi's supervisor, told the Albany (N.Y.) Times Union in 1995. FBI Director Louis Freeh has also stood by his agent, stressing that his job entailed making "split-second decisions." To his critics, Horiuchi is a "paid FBI assassin" carrying out the wishes of an increasingly hostile and unresponsive police establish- ment. "After a year-long review, the U.S. Justice Department decides . . . not to charge sniper Lon Horiuchi with any crime. Like the Germans at Nuremberg, [Justice Department officials] declare he was 'just following orders,' " snapped a Las Vegas Review-Journal editorial after the government closed an investigation of Horiuchi's actions without filing charges. Repeat defendant. By the time he became a defendant in the current Waco case, Horiuchi had already been in an Idaho federal court on involuntary-manslaughter charges in connection with Vicki Weaver's death. A federal judge dismissed the case last year, ruling that "Mr. Horiuchi, rightly or wrongly, was clearly acting under orders authorized by the U.S. government to go shoot and kill an armed male adult because the threat to human lives had already been determined by his supervisors based on the facts then known to them." The decision is being appealed by the state of Idaho. Horiuchi and 10 other HRT snipers were flown to the Idaho siege after U.S. Marshal William Degan and Randy Weaver's 14-year-old son, Sam, were killed. They were positioned around the cabin when Randy Weaver, his daughter Sara, and their friend Kevin Harris attempted to go to a shed where Sam's body lay. As the trio neared the shed, Horiuchi fired once with his .308-caliber Remington rifle, equipped with a powerful scope, hitting Randy Weaver in the arm. He fired again as the group ran back to the cabin. This round smashed through the door, striking Vicki in the jaw and killing her almost instantly. The same bullet also seriously wounded Harris. Horiuchi later testified he did not see Vicki behind the door and that he believed Randy Weaver and Harris, who was carrying a rifle, posed a threat to an FBI helicopter hovering overhead. The conference by shear volume of information and time commitment was overwhelming and most left Saturday night in a dazed state, reflecting upon amazing tales and dealing with exhaustion. It was my first organizing of a conference, and some mistakes were made. It was too long and we needed more QA-maybe panel style, I was hoping to do that but the time factor wasn't there. They were great, but I didn't account for there senior years and as the conference was tiring for me, I would expect that is was tiring for them and elders deserve respect not long-duty. It was videotaped and audio recording. This about ten hours worth. The confernce also included two films totaling three hours, plus two hour breaks the total conference was 14 hours. We recorded in Digital audio, so hopefull within a few days, (less than a week) we shall have the whole conference audio able to stream or download. Source: Scripps Howard News Service Published: June 1, 2000 Author: Michael Hedges The first comprehensive gathering of federal arrest figures portrays a growing federal law-enforcement presence in the United States, with increases in the numbers of federal agents, prosecutions and convictions. Fueled by an expanding war on drugs and greater efforts to curtail illegal immigration, the number of federal criminal court cases rose nearly 13 percent between 1997 and 1998, part of an expansion of federal police power that concerns critics. Federal agents arrested 106,139 in 1998, according to Justice Department statistics. Almost half of those apprehended were for drug law or immigration violations. More than 43,000 people were sent to federal prisons that year, for an average sentence of almost five years. The figures were released Wednesday by the Bureau of Justice Statistics as part of the first-ever comprehensive compilation of federal arrest data, according to Bureau director Jan Chaiken. There were 83,000 federal law-enforcement officers in 1998, including 33,000 in four Justice Department agencies that conduct nearly three out of four federal criminal investigations: the FBI, the Drug Enforcement Administration, the Immigration and Naturalization Service and the U.S. Marshals Service. That number has risen steadily since 1993, when there were 69,000 federal agents, with about 24,000 of them in the DEA, FBI and immigration and marshals services. In one year, from 1997 to 1998, the number of people brought to trial in federal court rose from 69,351 to 78,172, a 12.7 percent increase. Of those, 87 percent were convicted, usually as a result of a guilty plea. The past decade has seen a steady rise in the percentage of those convicted in federal court who go to prison. In 1998, 71 percent of those found guilty were incarcerated, compared to just 60 percent in 1990. The average sentence for the 43,041 convicted in federal court was four years, eleven months. Some analysts and legal experts see in the statistics a confirmation of the federalization of law enforcement in America. Under our constitutional system, the federal government is supposed to have a very limited crime-fighting role, said Tim Lynch, an analyst with the Cato Institute, a libertarian think tank in Washington. But for the past 20 years, it seems every session of Congress has escalated the drug war, and that has led to an increase in federal agents, and federal prisons and the federal court system. Edward Mallett, a Houston lawyer and the incoming president of the National Association of Criminal Defense Lawyers, said, What is being reported here is pretty much what one would expect. ...The federalization of some formerly state offenses accounts for some of this. Mallett said that in Texas, as the number of federal law-enforcement agents involved in anti-drug and anti-immigration activities has grown, the threshold for triggering a federal crime has fallen. Cases federal prosecutors would have declined a year ago they are prosecuting now, he said. They used to turn down drug prosecutions under five kilos; now they'll prosecute for an ounce and a half. They're looking for work. Since 1990, the number of people being held in federal jails awaiting trial or deportation has grown rapidly from just over 140,000 to more than 200,000. The number of inmates in federal prison is up more than 90 percent for the same period, from 57,000 to 109,000. One striking figure in the report, according to legal experts, is the high number of guilty pleas - more than eight out of 10 - among people prosecuted by federal attorneys. Joseph diGenova, a former U.S. attorney in Washington, said mandatory minimum prison sentences passed by Congress several years ago have changed the dynamic of federal prosecutions. Most defendants in a federal prosecution try to aggressively challenge an indictment, but once charged immediately plea-bargain rather than risk stiff sentences, diGenova said. Lynch, the Cato Institute analyst, said the growing number of federal prosecutions in America, represents a self-fulfilling prophecy. It is the success of a bureaucracy. In 1980 Captain Russbacher flew then vice-presidential candidate George Bush to a secret meeting near Paris in what has become known as "The October Surprise" scandal. In 1989, Captain Russbacher violated direct orders and married, Rayelan Allan, an investigative researcher who was currently working to expose the October Surprise scandal. Captain Russbacher was arrested two days after their marriage and stayed incarcerated until December of 1993. It is evident to all who are familiar with the Russbacher case that he was a political prisoner of the Bush administration. The One World Monetary Cabal The story of my investigation into the One-World monetary cabal begins in the elevator at Langley Center, (Headquarters for the Central Intelligence Agency in McLean, Virginia.) It was a sweltering day in the Capitol. The air appeared to stand still. Mosquitos angrily attacked anything that moved on the hot pavement. Little did I suspect, as I drove back to my hotel, that tonight's dinner was going to be more than just a friendly gathering. After a shower, shave and fresh clothes, I arrived at the restaurant. I arrived early so I could have a drink and check out the place. I made my way through the restaurant, heading for the bar. Hopefully no one noticed my surprise when I saw the group who had already gathered. It was a weekend, the place should have been empty. But it was filled with high level government types, most of whom I knew. My friend from work was already in the bar. Judging from the half-filled drink in his hand, he had arrived early with the same intent in mind. The three others he mentioned this afternoon were with him. After exchanging the usual, banal forms of greetings, we were led into the dining room. Over hors d'oeuvres I realized that I was in the midst of a serious meeting. The others who were present (with the exception of one man, who was employed by one of the wire services,) were all top echelon government employees. Together we represented the elite of the investigative and intelligence communities. You didn't need to be a rocket scientist to know that something more than dinner was going on here. To slam home the point, a guy from State, (the State Department) read us our evening's agenda. We were apprized that dinner would be brief so we should eat fast. A helicopter would pick us up and take us to a SPECIAL MANUFACTURING plant. Not knowing when we'd eat again, we followed his suggestion and ate quickly, in studied silence. We were soon told that the helicopters were waiting, ready to take us deep into the Maryland countryside. We left the table and boarded, still not knowing where we were going or why. The flight was thankfully uneventful and the craft softly deposited us on the lawn in front of the corporate offices of a large manufacturing plant. Most states don't want law enforcement agencies to profit so easily from such confiscations -- they see it as a dangerous conflict of interest. For that reason, they have passed laws blocking seized property from going directly back to police, and many states designate seizures to be used for other purposes, such as education. But a yearlong examination by The Kansas City Star reveals that police agencies in every one of more than two dozen states checked by the newspaper have used federal law enforcement to circumvent their own laws and keep most of that money for themselves. It works this way: When police seize money, they call a federal agency instead of going to state court to confiscate it. An agency such as the Drug Enforcement Administration accepts the seizure, making it a federal case. The DEA keeps a cut of the money and returns the rest to police. State courts -- and their generally more-restrictive forfeiture laws -- are bypassed altogether. Law enforcement says that's not illegal and that without the money, police would be handcuffed in fighting crime. The mounting trade gap, which is expected to hit $432 billion this year if present trends continue, and the growing indebtedness of the US economy point to one of the motivations for the interest rate rises initiated by the US Federal Reserve over the past year. Apart from seeking to push down wage demands, financial authorities in the US have lifted interest rates in order to ensure that the inflow of foreign capital needed to fund the trade gap continues. However such a policy has its limits. As Fed chairman Alan Greenspan has noted on several occasions the widening trade and balance of payments deficit, which requires ever larger inflows of foreign capital to finance it, cannot be sustained indefinitely. At a certain point the US international debt will become so large that the US dollar will start to fall, leading to an outflow of capital, increased inflation and the emergence of recession. A breakdown of the US trade position for the first three months of this year reveals that its position vis-à-vis its major trading partners has worsened significantly. Overall the trade deficit for the first quarter increased by 59.4 percent over the same period in 1999. The trade gap with China rose by 22.8 percent over the quarter, by 16.5 percent with Japan, 18.5 percent with the Pacific Rim countries and by 91.6 percent with Western Europe. In any other country, the existence of such a widening trade gap would bring about a sharp decline in the value of the currency. But the US enjoys considerable advantages due to the fact that the dollar functions as an international currency, and the US is regarded as a "safe haven" for global investment funds. Hence, it is able to finance its growing trade gap with an inflow of capital from the rest of the world. But this is leading to a sharp increase in the net indebtedness of the US economy. While official figures will not be released until the end of next month, it has been estimated that US net international debt has increased from $1.2 trillion in 1998 to $1.6 trillion at the end of 1999. Figures on foreign capital inflow over the past decade show the increasing dependence of the US on this inflow to finance the trade gap, the escalation of the stock market and capital investment. In the 10 years from 1983 to 1993, the net annual inflow of foreign capital averaged around $88 billion a year, for a total of around $900 billion. However after 1993 the inflow has accelerated rapidly. After averaging just under $60 billion per annum in the period of 1990-93, the foreign capital inflow rose to around $140 billion in 1994 and 1995, increasing to $195 billion in 1996, and escalating to $264 billion in 1997. Since 1998 the annual US demands on global capital are estimated to have increased by about $100 billion to $350 billion. In other words, in order to sustain its economy the US now has to suck in about $1 billion per day from the rest of the world. In lifting interest rates in order to try to sustain this inflow, the Federal Reserve Board is walking something of an economic tightrope. Unpaid Chinese steelworkers protest Close to 3,000 Chinese steelworkers from a state-owned alloy metal factory in Liaoyang city, in the north-eastern Liaoning province, demonstrated last Monday over unpaid wages and pensions. Around 50 workers were injured and three protesters arrested when a squad of 900 police early on the morning of Tuesday, May 16 used clubs to disperse the demonstration that was blocking a major highway. The steelworkers reassembled later on Tuesday and marched to the city hall to protest the police actions. The building was cordoned off by 1,000 police. The protesters held banners that read "Free our workers' delegates" and "Being owed wages is not a crime" and by mid-morning had completely surrounded the building. One government official said the demonstration was the largest the city of 1.7 million people had seen in decades. An official from the Liaoyang Ferroalloy Factory, the fourth largest company in the city, admitted that around 2,000 workers still employed at the plant had not received wages for the last 16 months, while 2,000 dismissed workers and 1,000 retired workers had not received benefits for the previous three to six months. A delegation of protesters met the deputy mayor later that day. Having secured a promise that all outstanding monies would be paid by October and those arrested released, the demonstrators dispersed. Workers were skeptical that they would receive their pay as similar promises had been broken previously. The judge claimed, however, the revised displays still do not pass constitutional muster, as they were specifically designed to promote Christianity. Can we believe that the actions of Alan Greenspan and his cronies on the Federal Reserve Bank's Open Market Committee are influenced by real or imagined fears of inflation or concern for the country in general? They certainly are not compelled by any altruism or compassion for their fellow man They are driven by simple greed. A healthy, growing economy and strong stock market which benefit the majority of our population necessitate low interest rates. Low interest rates are bad for bank profits. So Greenspan cranks up interest rates (and bank profits) in small increments and hopes the resulting impact on home mortgages, consumer and business credit, prices, salaries, wages and the economy in general don't cause that economy to collapse too rapidly If the decline becomes too fast the FED can reduce rates to hopefully smooth things out. This is a cyclical practice, a yo-yo effect which makes losers of everyone but the bankers. The bankers, political lackeys and scholastic soothsayers cover this up by endless talk of economic indicators, trends, formulas and other smoke screens, but the bankers win and we lose. Think about it - Mr. Greenspan works for the FED. Not for the people or the government but the Federal Reserve Bank - which not so incidentally, is neither federal nor has it any reserves. The Federal Reserve System is a private conglomerate of banks and bankers and institutional and individual stockholders. Stock which you and I cannot buy and is not traded on any open market. The simplest definition of the Federal Reserve System may be as a scheme and device to control the nation's money supply and thereby loot the national treasury and rob the people of their wealth. Our national debt is presently 5 trillion plus dollars and 40 percent of your annual income is confiscated as taxes to pay the approximate one billion dollar a day interest on that debt. Interest only - the principle can never be paid off as the debt is ultimately redeemable only with more borrowed money from the Federal Reserve Bank which is the source of every dollar (note) in existence. Notes which are not even backed by the FED but only by the "full faith and credit of the United States," and are actually worthless. Only monetary reform will bring economic equity and freedom to the people of this country. Congress must reassert its Constitutional power to be the sole coiner of money and the regulator of its value. U. S. Treasury Notes owned by the people, not Federal Reserve Notes owned by bankers. The federal government must no longer be irredeemably indebted to private banks and unconstitutional confiscatory taxes to pay interest on that debt must be abolished. Mexico City Police Commissioner Calls for Dutch Approach to Drug Policy On Wednesday (5/10), Mexico City Police Commissioner Alejandro Gertz Manero decried the failure of his country's drug war policies and said Mexico should look to Holland for solutions to the drug problem. In "A Three-Part Solution Against Drugs," a column published in El Universal and translated by the Narco News Bulletin, Gertz argued for a balanced approach to drugs that discourages street level drug activity, educates the public, and treats drug use as a public health rather than a criminal justice problem. The Dutch approach, Gertz wrote, is necessary for its focus on "the fundamental idea of ending the economic interest in drug trafficking, recognizing that addicts are sick and that they require a controlled dose of drugs, that lessens over time, and medical assistance so they can recover." Narco News Bulletin editor Al Giordano told the Week Online that Gertz's column could represent a turning point in the drug policy debate. "It came from somebody so highly respected and so untarnished, in a country where almost every politician and cop is tarnished by something," Giordano said. "And that he reached toward Holland so strongly is something that could change the direction of the drug debate not only in Mexico but also in Latin America and in all of the Americas as a whole." Gertz is widely respected in Mexico. Under his tenure as Mexico City's police commissioner, almost every crime index has fallen. "Not since 1993, when Gustavo de Greiff, the Attorney General of Colombia, came to Boston and said it's time to legalize drugs, has a Latin American official been so well positioned and had such an impeccably clean record himself to be able to speak out on this as what has happened this week with Alejandro Gertz," Giordano said. Giordano said Gertz's statements are particularly bold, in that he has made them only ten weeks before the national elections. "Already there is an intense amount of world attention on this," he said. "I suspect he has created a space for more people to come out of hiding on this." "The philosophy of one century is the common sense of the next." So advised a slip of paper I once pried from a fortune cookie. Milton and Rose Friedman embody that Chinese proverb. The 1976 winner of the 1976 Nobel Prize for economics and his wife of 61 years have seen many of their once-exotic ideas merge into the mainstream. Their school voucher proposal in Capitalism and Freedom (one of four books they co-authored) must have resembled an atomic attack on government education in 1962. Though still controversial, vouchers today can be discussed among polite company. The same applies to the Friedmans' call for the separation of retirement and state. Republicans and even some Democrats now recommend privatizing Social Security, a notion once only whispered. Some of Milton Friedman's former University of Chicago students introduced private pensions to Chile and have helped spread them to Argentina, England, Mexico and beyond. What's next? In an interview at their modest office at Stanford University's Hoover Institution, the cutting-edge Friedmans offered three radical ideas perhaps destined for conventional wisdom. "We don't need a Fed," Milton Friedman says, twirling a letter opener as he speaks. "I have, for many years, been in favor of replacing the Fed with a computer," he adds. Each year, it "would print out a specified number of paper dollars" to augment the money supply. "Same number, month after month, week after week, year after year." "The Fed has had very few periods of relatively good performance," he continues. "For most of its history, it's been a loose cannon on the deck, and not a source of stability." While calling today's Fed policies "on the whole, very good," he worries that Chairman Alan Greenspan is letting stock prices influence interest rates. "I do not believe the Fed ought to let its monetary policy be determined by the stock market," Friedman says. "The Fed ought to devote its attention solely to keeping a relatively stable price level of goods and services." He points to the bull markets in 1920s America and 1980s Japan. "Both of those were brought to an end by monetary policies adopted to bring them to an end." In 1928, Friedman says, the Fed tightened monetary policy "because of its concern with the stock market boom...If there had been no Fed, there would have been no Great Depression." Early this decade, the Bank of Japan similarly slammed on the brakes. Japan skidded into a ditch from which it is emerging only now. "In both cases," he says, "the central banks should not have been paying any attention to the stock market, but should have been concentrating on the price level in general." To increase transparency, Friedman encourages "the instantaneous release" of the meeting minutes of the Fed's rate-setting Federal Open Market Committee. The FOMC's deliberations now remain secret until the Thursday after the following encounter, usually about six weeks later. The Friedmans also support ending compulsory education. "Parents can decide if they want their kids to go to school, where and when. It's not really a government function," says Rose Friedman, clad in a bright orange blouse. Her husband notes that "both in Britain and the United States, before you had compulsory schooling, you had about as large a fraction of the kids going to school as you do now. Literacy today is lower than it was 100 year ago. So you don't really need compulsory schooling, and I think we'd be better off without it." He also argues that cutting mandatory education from age 18 to 16 would reduce campus violence. "You force kids who have no wish to be in school into schools that do not arouse their interest," Friedman explains. "What are they going to do? They're going to make trouble." Finally, the Friedmans want to legalize drugs. "We have spent a fortune, ruined Colombia, we may ruin Mexico and we're not getting anywhere," Mrs. Friedman says. "It's time to try something else. Somewhere along the way, you have to admit failure." Mr. Friedman calls the government's fight against narcotics "an immoral war." Among its victims, he counts the thousands of minority members who have been jailed for low-level drug crimes. "I think it's absolutely disgraceful that the United States has a larger fraction of its black population in prison today than South Africa did at the height of apartheid." Here's part of a story by Holly Bailey that is part of the problem! Come this November, Election Day's biggest battle may not be the duel between Texas Gov. George W. Bush and Vice President Al Gore for the White House. It may not be the numerous gubernatorial races across the country nor the unsung battle for the nation's statehouses, which will take the lead on redistricting this fall. In the minds of many political operatives, the real battle is the race to see which party will control the House of Representatives. Currently, Republicans hold a razor-thin 222-211 majority, but Democrats, aided by at least 20 toss-up races around the country, hope to gain enough momentum to retake majority control this fall. Of course, it's not a race to determine the leader of the free world. But, in terms of campaign cash, it might as well be. Both Democrats and Republicans are taking in record-breaking amounts of money in their fight for the majority. Perhaps the most notable increase is found at the Democratic Congressional Campaign Committee, where chairman Patrick Kennedy of Rhode Island took in nearly $25 million in soft money, PAC and individual contributions in 1999. That's three times the amount of money the DCCC raised in 1997, and five times the amount raised in 1995. But Rep. Tom Davis, R-Va., is no slouch, either. Under Davis' leadership, the National Republican Congressional Committee reported $19.7 million in soft money, PAC and individual contributions in 1999. That's roughly 40 percent more than money raised in '97 and a 46 percent increase compared to 1995's fund-raising levels. Perhaps the most compelling analysis is a look at where this money is coming from. Interestingly, some of the top contributors to the parties are the same industries, indicative of the idea that most campaign contributions are linked to practical, rather than ideological, reasons. Insurance ranks near the top of both lists, contributing $1.2 million to the NRCC and $796,900 to the DCCC. Contributions from the computer industry are evenly split between the parties -- $458,650 to the DCCC and $491,050 to the NRCC. The pharmaceutical industry also gave almost equally to the two committees, with $571,600 to the DCCC and $538,604 to the NRCC. And gambling interests also ranked near the top of both the DCCC and NRCC lists, with $847,371 to House Democrats and $448,700 to the GOP. But the most striking analysis is found in how much some industries stepped up their campaign contributions in 1999. Lawyers, flush with cash after the tobacco settlement, pumped in nearly $3.2 million to the DCCC last year -- almost four times the amount of cash given in 1997. The entertainment industry, TV/Movies/Music, gave $1.5 million to the House Democrats, more than five times its contributions in 1997. Countless stories have detailed the NRCC's pressure on House GOP lawmakers to contribute to maintaining their majority, and the fund-raising numbers reflect that pressure. Candidate committees, a lawmaker's re-election campaign, contributed more than $2.4 million to the NRCC last year. As little as 50 years ago, American movie audiences could be expected to hiss and boo as the Nazi Gestapo agent was shown insinuating himself through the passenger cars of some European train, ominously hissing, Papers, please? Only in totalitarian police states (Americans then understood) were citizens subject to random searches -- or any requirement that they show their papers at the mere whim of a suspicious government official. Then things began to change in America. Where once the Fourth Amendment (The right of the people to be secure .against unreasonable searches and seizures, shall not be violated) was presumed inviolate, now police complained such restrictions were making it impossible to fight the War on Drugs. The courts responded to the pragmatic realities of the Drug War by granting police a progressively greater presumption of compelling need to violate the terms of the Fourth first in a few cases of fleeing suspects; then in random traffic stops; finally tumbling down the slippery slope so far that today, It's OK that you killed these innocent homeowners in their beds, as long as it was your anonymous informant who got the address wrong. But you really should pay to fix the door. Now, finally, the U.S. Supreme Court seems to be rediscovering that ancient right of the people to be secure ... In 1997, Steven Dewayne Bond was a passenger on a Greyhound bus en route from California to Arkansas, when the bus was stopped at an immigration checkpoint in Sierra Blanca, Texas. A Border Patrol agent checked the passengers' immigration status, and then felt their luggage. The agent squeezed a canvas bag in the bin over Bond's seat, and later told the court his perception of a ''brick-like object led him to suspect it contained drugs. When the agent asked Bond if he could open the bag, the agent testified he was told, Go ahead. Inside, the agent found a brick-shaped object covered in tape, later revealed to contain methamphetamine. Mr. Bond was convicted of drug possession and conspiracy (an all-purpose add-on charge, these days). Unless he manufactured the drugs from scratch, he obviously had to have conspired with somebody. The appeals court said the agent needed no search warrant, since Mr. Bond gave up any reasonable expectation of privacy when he exposed the bag to the public by putting it in the overhead bin. But on April 17, the U.S. Supreme Court overturned Bond's conviction, Chief Justice William H. Rehnquist writing for the court that Physically invasive inspection is ... more intrusive than purely visual inspection. A citizen does not waive his privacy rights when he places his belongings in a piece of luggage, under the absurd theory that he is then inviting one and all to feel the bag in an exploratory manner, the court ruled. The 7-2 court majority is a strong one, with only Justices Antonin Scalia and Stephen Breyer dissenting, on the theory that enforcing the Fourth Amendment could deter law enforcement officers searching for drugs (Justice Breyer absurdly adding that travelers who want to safeguard the contents of their luggage from public touch should plan to pack those contents in a suitcase with hard sides. Sure. And those of us travelling by air can demonstrate our reluctance to waive our privacy rights by simply buying luggage with lead panels designed to block the omnipresent X-Rays ... right?) Indeed, the Fourth Amendment certainly does deter law enforcement officers searching for drugs. It doubtless does so every day. But an explicit delegation of power to Congress to fight a War on Drugs is difficult to locate -- some even arguing that the unenumerated rights protected by the Ninth Amendment must include the once unrestricted right to consume alcohol and other drugs, as our ancestors were free to do from 1600 to 1915 -- lest why would a constitutional amendment have been required to outlaw alcohol in 1919? I believe this is a correct and sensible reading of the Ninth. But even if the drug war were somehow legitimate, whenever a freedom specifically guaranteed by the Bill of Rights comes into conflict with the convenience of the police, the Bill of Rights must clearly prevail. If the War on Drugs cannot co-exist with the Bill of Rights, then it is time to call a halt to the War on Drugs for that reason, alone. Ronald Bibace is a Fort Lauderdale businessman and constitutional scholar. Lawyers who are members of the Florida Bar are barred legally from running for public office in the executive and legislative branches. The Constitution prohibits them from running for mayor, commissions, school board, sheriff, the Legislature or any other elected office that is not part of the judicial branch of government. The language of the Florida Constitution's separation-of-powers clause, Article II, Sect. 3, is unambiguous. It states: No person belonging to one branch shall exercise any powers appertaining to either of the other two branches unless expressly provided herein. In 1949 the Florida Bar was unified with, and became a part of the Supreme Court. (See Petition of Florida State Bar Assn. 40 So. 2d 902.) That made every state Bar member/lawyer a person belonging to the judiciary branch of government. They are, therefore barred from holding public office in the other two branches of government. This prohibition is not an unintended consequence of the 1949 action by Florida's lawyers. The prohibition lies at the very heart and the soul of both the Florida and the US constitutions. Nonlawyer James Madison's Constitution had one principal goal: to create a government that had sufficient power to govern, but insufficient power to oppress. To do so, he neutralized the first four known sources of tyranny, which he identified as the monarchy, the aristocracy, the military and the church. Madison then addressed the last source of tyranny, which he defined as: a same-hands group or faction that had a common interest adverse to the Nation as a whole. Lawyers and every other professional group fit this definition. To protect the state against this same hands tyranny, Madison implicitly instituted the separation-of power principle in the US Constitution. In Florida, Article II, Section 3, is the explicit state equivalent. Florida lawyers and the judges have ignored this prohibition. What is true in Florida is also true all over the land. From this abuse of power by the legal profession, this nation now suffers from what Madison, Montesquieu, Thomas Jefferson and Alexander Hamilton called, the very definition of tyranny. That tyranny arises when a single same-hands group makes the law, enforces the law and interprets the law. That tyranny, whether or not perceived, is at the heart of most of the nation's problems in the areas of crime, education, health, welfare, frivolous lawsuits, devastating divorces and countless other problems. That tyranny has undermined the Constitution and fundamentally flawed all government. It has resulted in enormous harm to people, both in dollars and emotional distress. Historically tyrants neither acknowledge their tyranny nor voluntarily give up their power. That explains why the members of the legal profession are in a state of denial. That is why the people must correct the situation by voting all lawyers out of office outside the judicial branch. Until that occurs, very little substantial and permanent improvement will occur anywhere. Upstate lawmakers have a vested interest in keeping those laws on the books because it continues the flow of prisoners into their communities and increases the pressure to build more prisons, charged Robert Gangi of the City Project, a Manhattan-based civic group that issued the report called Following the Dollars: Where New York State Spends its Prison Moneys. The group is seeking the repeal of the 1973 Rockefeller Drug Laws, which require judges to impose long prison terms for drug crimes, such as 15 years to life for selling two ounces or possessing four ounces of a narcotic. The report out today says that 93 percent of New York's 71,000 state inmates are confined in prisons built in state Senate districts represented by Republicans, and 98 percent of all new prisons built in the last 17 years were located in upstate GOP Senate districts. Gangi said the trend has meant that mostly white rural communities have benefited economically at the expense of mostly poor minority neighborhoods. Blacks and Hispanics make up 25 percent of the state's population, but 83 percent of people in prison; 94 percent of those incarcerated for drugs are black or Hispanic. The report notes that 20 years ago, roughly the same number of whites, blacks and Hispanics went to prison for drugs in New York. This highly skewed racial breakdown persists despite the fact that research by the federal government's Department of Health and Human Services has consistently shown that whites make up the vast majority of people who use drugs, the report says. The report said white drug use usually takes place behind closed doors, in business districts, or suburban settings away from law enforcement, while such activities generally occur on the streets under the watchful eye of police in minority communities. Poor defendants also lack access to drug treatment and good legal representation, the report says. The building program - which was approved by both Republican and Democratic legislators - means that prisons in those rural communities take in more than $1.1 billion annually in state funds, including prison payrolls worth hundreds of millions. Gangi, whose group opposes new prison construction, says the massive prison-building program for upstate New York launched by Gov. Mario Cuomo and continued by Gov. George Pataki represents a confluence of economic need and political influence. The report said the state should find better methods of economic development for upstate communities and consider alternatives to incarceration such as community drug treatment programs. Pataki has proposed building another $180 million, 750-cell maximum-security prison to hold 1,500 double-bunked inmates. The location has not been determined, but it is expected to be located in Western New York or the Mohawk Valley if approved as part of a new budget. That drive to build more prisons to provide jobs upstate has come as the number of people sent to prison for drug offenses has increased significantly. In 1998, 47 percent of the new inmates were sent there for drug offenses, compared to 11 percent in 1980. The report said 70 percent of state-prison inmates come from New York City, but two-thirds of all prisons are located more than a three-hour drive from downstate, cutting off family ties for many inmates. The report notes that 37 percent of New York's 71 prisons are located in the Senate districts represented by Senate Finance Committee Chairman Ronald Stafford, R-Plattsburg, (12 prisons); Senate Codes Committee Chairman Dale Volker, R-Depew, (eight); and Senate Crime Victims, Crime and Corrections Committee Chairman Michael Nozzolio, R-Fayette, (six). Another nine prisons are in the district represented by Sen. John Bonacic, R-Middletown, a junior member of the Legislature whose predecessor Charles Cook was along-tenured Republican lawmaker. That means 49 percent of the state's prisons are located in just four GOP senators' districts. Nozzolio called the report totally irresponsible. It's race-baiting at its worst. I don't see many neighborhoods in New York City requesting prisons, Nozzolio added. Gangi said there is undeniably a racial factor in the prison-building program because it benefits white areas of the state by locking up poor non-whites. That was when a coalition of labor, environmental, human rights and other liberal organizations began planning a series of massive demonstrations for the World Trade Organization meeting set for late November in Seattle. The protesters shut down the WTO meeting and fought the police in the streets of Seattle. The size and fury of the demonstrations seemed to catch the authorities by surprise. But, as the Seattle Weekly reported on December 2, law enforcement officials had been spying on the activists for months before the demonstrations. According to the Weekly, Sources say ... that police and 30 other local, state, and federal agencies have been aggressively gathering intelligence on violent and nonviolent protest groups since early summer (FBI agents even paid personal visits to some activists' homes to inquire about their plans). In past weeks, undercover officers have tailed several groups as they moved about the city in cars and vans, and were doing so after the WTO meetings began. The Weekly also discovered that members of the Pentagon's top secret Delta Force were deployed in Seattle during the demonstrations. This is the same unit which was secretly sent to the Waco stand-off. As the paper reported in its December 23 issue, the elite troops set up a command headquarters in a downtown hotel and operated undercover dressed as protesters. Some Deltas wore lapel cameras, continuously transmitting pictures of rioters and other demonstrators to a master video unit in the motel command center, which could be used by law enforcement agencies to identify and track suspects, the paper reported. 'These guys are the Army hot shots, the cowboys,' says [a] former Ranger who shared a few beers with the unit in Seattle. Hundreds of protesters occupied an abandoned office building in downtown Seattle during the protests. Numerous press reports quoted police as saying the squatters were being monitored by infiltrators. Four months after the protests, the Seattle Police Department called for the repeal of a city ordinance prohibiting political spying. The ordinance, passed in the wake of the Watergate Scandal, prohibits the police from gathering any information on anyone solely because of their political or religious beliefs. -Caveat Lector- One of my friends says: "The only answer to the military draft is the old concept of universal military training which they used to kick around years ago. Every American citizen, men and women, between the ages of 18 and 20 should be required to spent two years in military training - boot camp, self-defense, rifle range the whole course. No exceptions - except for severe physical or mental limitations. That way we wouldn't have any Slick Willie's or Newt's or any of the other numerous cowards and slackers cluttering up the landscape. We would also always have a ready reserve in case we really did need to fight a war. The Swiss have such a system but I believe it only applies to males. This is the only way to eliminate the "welfare army," of poor and middle class combatants - and a guaranteed way to keep morons like Slick Willie from sending troops to every rat-hole in the world. If the "elitist" saw their sons and daughters in harms way every time we went on one of these military adventures our foreign policy would be totally different. (No Rockefeller has every seen combat for this country.) Besides that the discipline, maturity and physical fitness the younger generations would gain from the training would solve tremendous social problems in this country. The manufacturing sector has lost 272,000 jobs since March 1998. U.S. trade deficits with the NAFTA countries increased 6.6% in 1998, for various reasons. The decline in the Canadian dollar, combined with sharply lower rates of economic growth in that country, caused the balance with Canada to worsen. Higher U.S. imports of Canadian grain and pork contributed to the deficit. Growth rates in Mexico slowed sharply in the second half of 1998 due to a steep rise in interest rates following the Russian financial crisis in August. This slowdown clearly reduced the rate of growth in imports from the U.S. Unlike the Canadian dollar, the Mexican peso is overvalued and could collapse soon. The U.S. Department of Labor has certified that 216,156 workers have lost their jobs because of either shifts in prod - uction to Mexico or Canada or because of increased imports from those countries. The U.S. surplus with the rest of South and Central America is likely to disappear in 1999. Latin America (excluding Mexico) was the only major region in the world where the U.S. had a trade surplus in 1998. The crisis in Brazil the United States most important trading partner in the region will reduce U.S. exports this year. Considering that 9% of U.S. exports went to South and Central America in 1998, this trend, if it spreads through the region, could have a significant effect. Amendment 16 (income tax) was passed by Congress in 1913. During this same year Congress created the Federal Reserve Bank (FED). Eight "families" immediately bought all the stock (Rothchilds of Europe, Lazards of Paris, Israel Moses Seifs of Italy, Warburgs of Germany, and the Lehmans, Kuhn-Loebs, Goldman-Sacks, and the Rockefellers, all of New York). A total of 76% of the FED is owned by foreigners. When the FED put money into circulation gold and silver were needed in the reserve to be paid on demand to anyone with a gold or silver certificate (money). In 1933 we came off the gold standard and in 1963 we came off the silver standard. As a result, today we have a private group of bankers in control of printing our money. They (the eight families) charge the U.S. tax payers 2.5 cents per bill ($l, $5, $10, $20, $50, $100). These private bankers then loan us this money at face value plus interest. By 1989 our debt to the FED was more than 3 trillion dollars. A person counting a $1,000 bill each second would take 399 years to reach $3,000,000,000,000. Every hour the interest on a 3 trillion dollar national debt is $29,092,470 ... about 52 cents of every tax dollar goes to pay off (to the eight families) the interest on this phony debt. During the 1920's the FED began loaning money to the public to invest in small businesses and the Stock Market. This began a period of great prosperity for the American people, known as the "Roaring 20's". Then in 1928 the "eight families" pulled their money out of the Stock Market and at the same time made it difficult for we the people to borrow money. This created a recession making it necessary for people to pull money out of the Stock Market in order to survive. The Stock Market came crashing down. The "Great Depression" was born. The next move for the "eight families" was to go back to the Stock Market and buy up companies for pennies on the dollar. Since that first great experiment to control this country's wealth the FED has been manipulated for profit from inflation and deflation in 1932, 1937, 1957, 1966, 1970, 1976, 1982, and in our present recession. As the FED (the eight families) grow ever richer and more powerful, Americans go broke. Free Enterprise is what made America great. Do not confuse this with "Capitalism". These "eight families", and others of the super elite, with all of their capital do not like Free Enterprise. They are driven to own and control everything they can, and they do not like competition. The graduated income tax is enforced on the American people to keep small business and the public from ever being able to compete with them. Meanwhile the "eight families", and the super elite, set themselves up in Pure Trusts, and BTO / UBO's to become exempt from paying the tax they initiated on the American people. Today a mere 1% of the population controls 90% of our country's wealth. WHATS THE ANSWER? "We the people" can get back control of our printing presses. Section 31 of the "Federal Reserve Act" allows Congress all of the clout needed to terminate the FED. The Government could then print up U.S. Treasury Notes based on the amount of consumer goods and services needed. They could loan the States and the people money at 4% interest, avoiding the FED's usury ... which has taken away America's hope for a brighter future. The incredible power and influence of the controlling 1% is not likely going to allow this to happen.
