Just to report that I also experienced this bug for quite some time,
but that 1.1-4 seems - to me at least - not to suffer from it any

I'm not sure, whether this helps, but we had a similar problem today
and it turned out to be an apache problem:
In httpd.conf, debian has
AddDefaultCharset on
but this makes all browsers interpret all characters as ISO-8859-1.
To set this to off is a security-issue, but you can try setting it
