I was upgrading from sarge to etch and had this symptom well.

I've modified the patch mentioned in the bug tracker to the recent /etc/init.d/lirc and
it works great. Note that you can now set the startup of irexec with the parameter in
/etc/lirc/hardware.conf ala "START_LIREXEC=true". Works for me and makes life
easier!

svn was frozen a few days ago, tar.gz only released this monday.
special note: you might want to try the new openct.udev.modalias
alternativ udev rules file, it should work as well, and avoid a number
d option.
