I think the easiest way to implement this without swapping /etc is to
set up some extra per-process mounts of /etc of different versions.

Seems `debian/rules control` only includes the udeb packages if run
on a kfreebsd system while succeeding without any udebs
otherwise. This is somewhat unexpected and led to the broken 9.0-7
