Please remove hipcub from testing on arm64, it's blocking migration because
most buildds can't handle it.
The last successful build was on arm-arm-01, builds on other hosts all time
out.
We currently cannot test these packages on arm64 anyway.

I'm downgrading this bug, as the suite successfully completed on another
Navi24 device [1]. No longer RC, this should allow migration to testing
again.
