Now I tested the same profile on a recent Ubuntu with TB 52, and there is no problem, so this seems to be a Debian specific issue, unrelated to the user's configuration.

It is not just an issue of the web browser. It is that all file type associations are being ignored. If you go to "Settings/Attachments" (Einstellungen/Attachments/Empfang), the window is empty. And this remains the case with a virgin profile.
